    workgroupmeetingstoengageincommonunderstandinginanefforttofindpoliciesthat

    wouldmaximizeparticipantsopportunitiestoworktogether. Thisreportisasummation

    ofallthepoliciesthatthevariousworkgroupsarrivedat.

    QualityANDAccess

    Californiachildrendeservetohavefullaccesstoqualitycareintheiryoungestyears. Inordertoensurethis,newrevenueallocatedtoearlycareandeducationinCaliforniashouldbegiventopoliciesthatbothincreaseprogramqualityandexpandaccessforchildrennotcurrentlyreceivingcareandeducation.

    Therearelargegeographicareasandsegmentsofthepopulationinthestatethathavelittletono

    access

    to

    existing

    ECE

    programs,

    making

    it

    imperativethatweincreaseprogramsandservices.Inaddition,forthosechildrenwhoarefortunateenoughtohaveaccesstoprograms,theyareofteninlowqualitysettings. Thisisespeciallytrueforinfantsandtoddlersgiventhelowreimbursementrateforthesechildrenandthehighcostsassociatedwiththeircare. Giventhedramaticneedforbothmoreandbettereducationandcare,programsthatpromotequalityandaccessmustbegivenhighpriorityforanynewrevenueforearlylearningservices.

    Childrenbirthtofive

    Theearliestyearsinachildslifearecrucialforfuturesuccessinschoolandlife. Giventhis,investmentinearlylearningservicesneedstoincorporateallchildren,birthtofive.

    1. Childrenbirthto3faceparticularlyacuteaccessshortages,giventhelowreimbursementrate,whichoftenfallsshortofcoveringthehighcostsassociatedwithinfant/toddlercare. Theyalsohaveaneedforincreasedquality.

    2. Preschoolagedchildrenhaveadramaticneedforincreasedaccesstoprogramsandrequireasystemtoincreasethequalityoftheircareaswell.

    3. ItisalsoaprioritytoconnectthesechildrenwiththeK12system,ensuringtheirreadinesstolearnin

    school.

    SystemBuilding

    Inadditiontobalancingbothqualityandaccess,andtheinterestsofbothchildren0to3andchildren3and4,aprioritymustbeplacedoninvestinginthesystemoverall. Tosustainaquality,comprehensivesystemforearlylearning,investmentsmustbemadeininfrastructureforthefuture. Thisincludesinvestmentsin:

    1. Highereducationandprofessionaldevelopment,includingincreasedcompensationandbenefitsthatwillbuildacompetent,diverse,earlycareandeducationworkforceandresultinimprovedrecruitmentandretentionofqualityteachers.

    2. Facilitiesdevelopmenttoprepareforincreasingaccesstoprograms.3. Advisorystructuresthatareadequatelyfundedtocoordinateacrossprogramstopromote

    continuity,increase

    quality,

    ensure

    access

    to

    our

    neediest

    children

    SequencingforFundingPriorities

    InordertobuildacomprehensivesystemforearlylearninginCalifornia,thefollowingcategoriesofAccess,QualityandsystembuildingneedtobeaccomplishedandfundedtheseprioritieshavebeenidentifiedbythefourotherWaterCoolerpolicyworkgroups:

    1. Accessa. ExpansionforPreschool.b. ExpansionforInfantsandToddlers.c. NewFacilities.

    2. Qualitya. Licensing.b. QRISandQualitysupports:wraparoundcare, increasedreimbursementrate, workforce

    incentives, ELLandSpecialneedsinclusion,licenseexemptsupport.

    c. WorkforceSupportsandInvestments:articulationprojects,WAGES,CARESetc.3. Systembuilding/OversightandCoordination:AdvisoryStructure

    a. Data,workforcedevelopmentandcoordination,andoverviewofECEadministration.All

    of

    the

    above

    categories

    of

    investment

    need

    to

    be

    accomplished

    to

    build

    a

    comprehensive,

    high

    quality

    earlylearningsystem. However,inordertodothissomecategoriesneedtobeinvestedinbeforeothers.Sequencingoftheseprioritiesshouldfollowthisgeneralstructure:

    1. ImmediateInvestment.a. Prioritizelicensingannualunannouncedvisits;TrustLineforallproviders;prelicensing

    training.

    c. Indexingthealcoholicbeverageexcisetaxto2009dollarswouldgenerateapproximately$161Millioninthefirstyear,andwouldincreaseslightlyeachadditionalyearifindexedforinflation.

    3. InstituteaNewTax: $.5Billion $10Billion.a. Beer: ArkansashassuccessfullytaxedbeertopayforECEservices. IfCaliforniainstituteda

    $.05onthesaleofevery12ouncesofbeer(Anickelabeertax)wouldgenerate

    b. Sales: Theworkgroupisstillworkingontheestimatesforhowmuchrevenuecouldbegeneratedfromapotentialsalestaxincrease.

    c. Income: IfCaliforniareinstatedthe1991incometaxratesof10%and11%forthosewhoearnabove$115,000peryearitwouldgenerateapproximately$4to$6Billionperyear. Ifthestatechargedeachtaxpayerearningunder$60,000peryearaflattaxof$20andeachtaxpayerearningover$60,000peryearaflattaxof$50itcouldgenerateapproximately$500Millionperyearinnewrevenue.

    d. PropertyTax: Asplitrollpropertytaxisestimatedtogenerateapproximately$5to$7Billionperyear.

    Goal: MaximizethecurrentsystemscapacitytoprovidequalitycareforCaliforniasyoungestchildrenbyincreasingefficiencyandavailableresourcesforthecurrentsubsystemsofcareinthestate.

    Recommendations

    1. Licensing: EnsurethatallCaliforniachildrenincarethatmeetsatleastbasichealthandsafetystandards.

    a. CPR/FirstAidTraining: RequirepediatricCPR/FirstAidpreservicetrainingbeforebeinglicensed.

    b. PreLicensingSupport: Increasesupport,trainingopportunities,andtechnicalassistanceintheprelicensingprocess;increaseaccesstolicensingorientationsthatareculturallyandlinguisticallyappropriateforproviders.

    c. AnnualVisits: Ensureannualunannouncedvisitsofalllicensedprogramstochecktheircompliancewiththelicensingrequirements.

    d. OmbudsmanProgram: ExpandtheOmbudsmanprogramtoprovidecomprehensivetrainingandtechnicalassistancetoprovidersandtocoordinatefacilitydevelopmentbetweenthelicensingandfacilitiesrequirementsandtimelines.

    e. LicensingWebsite: Supportandexpandtheexistingwebsitehousinglicensinginformationsothatprovidersandparentshaveincreasedaccesstoaccuratelicensinginformation.

    f. LocalCoordination: Studythepossibilityofstreamlininganddecentralizingthelicensingsystemtocoordinatebetweenlocalagenciestoutilizethelocalcapacityandresourcestoconductlicensingreviewsandvisitstobuilduponthestatewidelicensingsystem.

    g. OngoingTraining: Requireappropriateongoingtrainingforproviderseachyearandadvocateforadditionalfundstoincreaseaccessforproviderstoobtainthistraining.

    h. Waivers: Workwithlicensingdepartmenttodevelopstatewidestandardsforwaiversthatareconsistentlydeliveredtoresolveissuessuchaslackofavailablelandforoutdoorplayspace.

    3. StreamliningFundingProcessesandProcedures andReducingUnspentFundsa. RFAStreamlining:ExplorestreamliningoptionsfortheRFAprocesstoensureefficiencyandto

    expeditefundstoensurecohesiveservices. Thisincludes:
