For tribal Area Development, the Government have also formed special Minor Irrigation Divisions (SMI Division) in the seven ITDAs to look after the execution of Minor Irrigation works in their respective divisions and they are functioning under the control of Chief Engineer, Minor Irrigation (I&CAD Department).

ROLE OF THE DEPARTMENT.

The Tribal Welfare Engineering Department is investigating designing, estimating and executing the following civil engineering works in Tribal Sub Plan (TSP) areas identified by the Government in the State.

1. Construction of Ashram Schools for children education.

2 .Construction of Hostels for Boys & Girls for school children

3. Construction of Residential schools for school children

4 .Construction of Residential industrial Training Institutes (it is) for different trades

of skills.

5 .Construction of Residential Polytechnics.

6. Construction of Residential Junior Colleges.

7 .Construction of Residential Degree Colleges.

8 .Providing potable Drinking Water under ARWS, MNP (RWS) programmes

9 .Formation of Roads for transportation facilities.

10.Formation of Minor Irrigation tanks and allied works for tapping surface and

subsurface water ( this sector is dealt by the Special Minior Irrigation (SMI)

Divisions under the control of the Chief Engineer (MI).

11.Construction of Community and individual latrines under Rural sanitation

programme and

12.Other deposit works sponsored by other agencies.

Format. 4 (i) b(i)

ORGANISATIONAL STRUCTURE OF THE DEPARTMENT.

The Organisational Structure of Tribal Welfare Engineering Department is a five-tier system as follows.

1. Chief Engineer

: He is the executive Head of the Engineering

Department, and is the professional adviser to the Government in all matters relating to the department. He is responsible for execution of works sponsored by Both State and Central Government and also for administration of the entire department.

2. Deputy Chief Engineer.

Works in the Chief Engineers office under the

direct control of the Chief Engineer and exercise powers delegated to him on administrative matters pertaining to office staff. He also assists the Chief Engineer on all technical and administrative matters.

3. Superintending Engineer.He is incharge of administrative Circle of the

Department, answerable to the Chief Engineer in

Administrative and Technical controls of works and

incharge of the offices of the department with in his

circle.

4. Executive Engineer.

Is incharge of the Executive Unit (Division) of the

department and answerable to the Superintending

Engineer for execution and management of all

works with in his division.

5. Deputy Executive Engineer.Is incharge of Engineering Sub-division, answerable

to the Executive Engineer of the Division for

management and execution of works within the sub-

division.

6. Asst.Exe.Engineer /

Is incharge of the works assigned for investigation

Assistant Engineer preparation, execution and recording measurements

in M.Books, preparationof works/firm bills etc., for

the works grounded and supplies made. He works

under the Dy.Exe.Engineer. He exercises control

over the work inspectors for close supervision of

works and maintenance of field records.

Format 4(i) b (ii)

1) Chief Engineer:

1. Powers :-

Chief Engineer is the Administrative and Technical head of the Tribal Welfare Engineering Department and professional advisor to Government in all matters relating to the Tribal Welfare Engineering Department. He co-ordinates with the commissioner, tribal Welfare at State level in planning execution and monitoring of Engineering works..

The Chief Engineer prepares annual budgetary plan of works and establishment under his control, obtains Government approval and incur expenditure accordingly.

He shall exercise control over functioning of subordinate offices and monitors the progress of developmental works in Tribal areas in the State.

He shall review and monitor the progress of works and undertakes field inspection of works and conducts periodical review meetings with his sub-ordinates and apprise the Government.

The Chief Engineer submit proposals to the Government with regards to the transfers and postings of Superintending Engineers and Executive Engineers.

The Chief Engineer will conduct annual inspection of circle offices under his control.

2) Superintending Engineer

Powers:

The Administrative unit of Tribal Welfare Engineering Department at the regional level is the Circle and each Circle is headed by the Superintending Engineer. There are two full-fledged Circles in TWED in addition to one post of Superintending Engineer (Ex-Officio) The Superintending Engineer reports to the Chief Engineer on all Administrative and Technical matters.

He exercised control over sub-ordinate offices in regard to execution and monitoring of developmental works in Tribal areas under his jurisdiction.

It is the duty of the S.E. to inspect the important works in his circle, to satisfy himself that the system of management in execution of works is efficient, economical and that the regulations on quality and quantity of works, st6ck and accounts are strictly observed.

He should review and monitor the progress of works by undertaking field inspections of important works, conducting periodical review meetings with his sub-ordinates and appraising the superiors.

He should maintain all necessary records and registers prescribed and conduct annual inspection of division offices.

He should keep a confidential record of performance of the contractors executing the works in the division and takes suitable steps while entrusting the works.

He is responsible for scrutinizing the estimates received from sub-ordinate offices and accord technical sanction to the estimates with in his powers and submit to the higher office for obtaining technical sanction to the estimates beyond his powers.

3. Executive EngineerHe is answerable to the Superintending Engineer for the execution and management of all works within his division. He reports to the Syuperintending Engineer/Project Officer of ITDA/District Collector as the case may be on administrative matters and also for financial sanction of the works. He is responsible for implementation of works programme and maintenance of accounts according to the standing instructions of the department. The Executive Engineer will submit his accounts regularly to the audit office under the rules in force and will exercise full and efficient control over his Divisional Accounts Officer.

He exercises control over sub-ordinate offices and responsible for execution and monitoring of developmental works in Tribal area under his jurisdiction.

He is responsible to undertake proper measures to execute infrastructural development works in Tribal sub-plan (TSP) area of ITDA & Non ItDA in his division.

He is prohibited from allowing any sub-ordinate officer to start/ground any work without obtaining proper administrative and technical sanction from the competent authority.

It is the duty of the Executive Engineer to see that the accounts of a work are closed and a completion report is prepared & approved by the competent authority immediately after the completion of the work.

He is the primary disbursing office of the division and is thus responsible not only for the financial regularities and the transactions but also for the proper maintenance of accounts as per rules.

The Executive Engineer is responsible for the correctness of the original records of cash and stores, receipts and expenditure and submission of complete vouchers in proper way to the audit agencies concerned He should prepare monthly accounts regularly and maintain as per rules and produce to the audit party whenever they visit the division for audit.

He should see that the accounts of the division do not fall into arrears and he should maintain all the prescribed registers on the accounts side. If any complication arises, on the advice of the DAO (W) he should seek the assistance and advice of the AG/Financial Advisor. He has a right to seek the advise of respective authorities in all matters connected with the divisional accounts and in the application of financial/accounts rules.

He is primarily responsible for reporting to higher authority without delay, supported if necessary by a work slip, the probability of any excess over the estimates, all important liabilities not brought on the accounts and prompt revision of the estimates where ever necessary.

He is responsible to see that machinery, surveying, mathematical and scientific instruments of the division are properly maintained and should report their condition to the Superintending Engineer periodically.

He is responsible for all the stores required in his division and he should conduct annual physical verification of store as on 31st March, every year.

The Executive Engineer is responsible for the Engineering features of the design of the works and the rates adopted in the respective estimates proposed and approved by him.

He is fully responsible for observing standards of financial proprietor and for the adjustment of advances given to his subordinates/others.

The Executive Engineer should inspect all work spots or sites before technical sanction is accorded for the detailed estimates.

The Executive Engineer primarily responsible for watching the progress of expenditure of all the works against appropriation and is required to take necessary steps for obtaining grants by way of re-appropriation or surrendering probable savings.

He should maintain all relevant records and registers prescribed to the division

He should keep a confidential record containing the performance of the contractors executing the works in the division and he refers the record to the authorities concerned before awarding works to them for execution.

He is responsible for scrutinizing the estimates received from subordinate offices and accord technical sanction to the estimates under his powers or submits to the higher office for obtaining technical sanction to the estimates beyond his powers as per codal provisions.

He should conduct annual inspection of sub-division offices regularly and should check measure 48 works and super check 48 works in a financial year It shall be the responsibility of Executive Engineer to continuously assess the requirement of work charged staff and see that the expenditure does not exceed the annual accrual of petty supervision charges provided in the estimate.

4. Deputy Executive Engineer

He exercises control over sub-divisional staff, materials and execution of all works in his jurisdiction.

He takes care of the Government properties under his control and see that suitable and remedial actions are taken for proper up-keeping of them regularly and also arrange for proper protection, in case of natural calamities etc.,

He is responsible for spending grants in time properly.

He supervises the execution of works taken up by the department for execution through voluntary agencies/contractors/Mahila Mandals/Village Development Committies (VDC`s) etc., in accordance with the sanctioned estimates, Agreements concluded (in case of works executed through agencies) as per APDSS, Andhra Pradesh Public Works Department code, and other instructions of the superiors under his jurisdiction & by his subordinates and timely check measure the works recorded by the AEE/AE working under him.

He will scrutinize the estimates received from sub-ordinates and accord technical sanction to the estimates under his powers and submit to the higher office the estimates beyond his powers for obtaining technical sanction. He will scrutinize the work bills for the works complained or partly completed and arrange payment or submit to the higher office for arranging payment. He will arrange the payment of salaries to all the staff working under him on the 1st of succeeding month.

He should close all the maintenance estimates before 31st of March every year and special repairs estimates before closure of validity period.

He should appraise the progress in execution of works to the superiors periodically through progress reports and in the meetings held by them and also report to the superiors the problems faced in execution of works, if any, for taking remedial measures or actions according to the codal rules and instructions of superiors.

He should dispose references at the earliest and should tour briskly and purposefully and also inspect the works frequently.

He is responsible for timely adjustment of advances taken for the efficient functioning of all the machinery under his control. He is responsible for upkeep of works/Accounts records and for producing at the time of audit and for preparing and submitting replies to the audit paras.

He will maintain the prescribed registers in the sub-division both in technical and accounts wing and send the prescribed returns to the superiors.

He should keep himself abreast of the latest development in his field, duly reading the journals, periodicals, etc., He will discharge all official functions entrusted to him by the superior officers. He should conduct half-yearly physical verification of stores and conduct annual inspection of section offices under him.

When posted as PA or TA to Chief Engineer or Superintending Engineer, in the office he will look after the work of section allotted to him and he is responsible to the CE or SE respectively in carrying out his duties such as advice and correspondence on technical matters, scrutiny of estimates and putting up for technical approval/sanction for onward submission to higher office (in case of SEs offices) for obtaining the same, scrutiny of bills, preparation of designs preparation of notes & reports for the meetings, preparation of progress reports, looking after the maintenance of vehicles, looking after the maintenance and operation of computers etc.,

6. Assistant Executive Engineers/Assistant Engineers.

A sub-division is divided into sections at field level and each section is headed by an Assistant Executive Engineer/Assistant Engineer and he is the first level functionary and executive sub-ordinate head to the sub-division i.e. Deputy Executive Engineer. He is responsible for management of work charged establishment, materials at stores/site and execution of developmental works in Tribal areas. His role is pivotal to the department he is the officer at the cutting edge level.

He will supervise the execution of works entrusted to department or agencies/contractors/Mahila Mandal/Village Development Committees (VDC`s) etc. by superiors in accordance with the sanctioned estimates. Agreements concluded (in case of works executed through agencies) as per APDSS Andhra Pradesh Public Works Department code (APPWDC) under the jurisdiction and timely record measurements in the M.Books of the works executed and submit to higher office for checkmeasurement.

He is the custodian of the Government properties under his jurisdiction and take suitable remedial actions for their proper upkeep regularly and make arrangements for protecting them incase of natural calamities.

He will prepare the estimate after sanction of works ans submit to higher office for obtaining technical sanction. He will prepare the work bills for the works completed or executed up to an acceptable level and submit to higher office for arranging payment. He will maintain the muster rolls of work charged establishment and submit the same to higher office on 1st of every month for arranging payment.

He should appraise the progress in execution of works to the superiors periodically through progress reports and in the meetings held by them. He should appraise or report o them the problems faced, deviations observed in execution of works, remedial measures to be undertaken according to the codal rules & instructions of superiors and take up the same as per instructions of the superiors.

He will maintain the prescribed registers in the section relating to works, accounts, stores, materials, at site machinery and T&P etc.,

He should keep himself abreast of the latest development in engineering field by reading journals and periodicals. He will discharge any other officials functions entrusted to him by the superior officers.

When posted in the office posts, he will look after the section allotted to him and report to DEE in carrying out his duties, such as correspondence on technical matters, scrutiny of estimates & putting up for technical approval/sanction for on ward submitting them to higher office (in case of DEEs,Ees and SEs Offices) for obtaining the same, scrutiny of bills, preparation of designs, preparation of notes & reports for the meetings, preparation of progress reports, looking after the maintenance of machinery and T&P looking after the maintenance and operation of computers etc.

.10.

Office Establishment

Deputy Chief Engineer:The post of the Deputy Chief Engineer is of the rank of Superintending Engineer, which is created in the office of the Chief Engineer to assist the Chief Engineer in discharging his official functions. He will be in over all control of office administration and is responsible for correctness of all transactions taken place in all wings of Chief Engineers office and is responsible for maintenance of all required registers in all the wings. He should watch the release, adjustment and utilization of grants and review the progress reports and advises the Chief Engineer on the steps required to be taken from time to time. He is responsible for obtaining Utilisation Certificates and clearing the audit paras and conduct of timely annual inspections. He can call for and submit any factual information and is responsible for obtaining and timely disposal of estimates and tender. He is responsible for maintaining office discipline and for checking of personal registers (PRs) of all the office staff and maintain good working environment. He will represent the Chief Engineer in all meetings when Chief Engineer is not in head quarters.

PA & TAs to Chief EngineerThey work under he direct control of Deputy Chief Engineer and report him in the matters relating to the sections entrusted to them.

PA & TAs to Superintending EngineerThey work under the control of Superintending Engineer and report to him in the matters relating to the Section entrusted to them.

Divisional Accounts Officer Works and other BrancheDivision office mainly consists of three sections 1) Accounts Section 2) Correspondence Section and 3) Drawing Section.

The Accounts Section consists of a Divisional Accounts Officer (works) assisted by a certain number of Account Assistants. The Divisional Accounts Officer is an employee of the Finance Department of the State Government and is posted to the Division for handling accounts, Check and control on financial matters and audit the work/firm bills. Accounts Officer will compile and maintain Accounts of the division and submit the monthly vouchers expenditure etc. Divisional Accounts Officer also works as a financial advisor to the Executive Engineer, in matters of accounts, budget estimates financial matters etc.,

Divisional Accounts Officer is responsible to the Executive Engineer and being the representative of the State Finance Department, he is also responsible to some extent to the finance department.

The Correspondence Section is headed by a Superintendent assisted by certain number of clerical Assistants. All correspondence is done by the correspondence section and maintain all records by this Section.

The drawing section is headed by a Head Draughtman assisted by few Draftsmen and other auxiliary work Assistants (viz) Tracer, Blue Print Operater, The drawing branch deals with all estimates, tenders, schedule of rates etc., All necessary drawings are prepared in this section.

The engineering/technical personnel discharge their duties in the light of relevant instructions contained in the APPWD Code and Andhra Pradesh Public Works Accounts code (APPWA code) and also APPDSS where ever departmental rules were not available, they follow the procedures adopted in the sister engineering departments.

The functions of the ministerial staff are governed by the departmental Rules 2 instructions and also District Office Manual.

Work Charged EstablishmentWORK INSPECTORS:

Work Inspectors work under the control of Asst. Exe.Engineer / Assistant Engineer He takes instructions of the Asst.Exe.Engineer/Asst.Engineer and work as per the directions of AEE/AE with regards to work and maintenance of field records. He remains at the work spot during the course of execution and watches that the works are executed according to the given specifications, approved plans and estimates and also as per the guidelines issued by the superiors.

He should also attend to the office work as er necessity and direction of AEE./ AE He should discharge any other official work entrusted to him by the Department.

a)Field Functions:

Field inspection of works to bring out the lapses or irregularities in execution through a brief note/inspection report to be communicated to the concerned for rectification in order to maintain quality and for stream ling the procedures for better execution of works.

b) Desk Functions

1.Administrative control of the department

2.Technical control of the department

3.Advises Government of Andhra Pradesh on all matters pertaining to TWED

4.Initiates disciplinary action on the erring officials as per A.P.Civil Services

(CCA) rules.

5.Appoints AEEs/Aes & DM Gr.I depending upon the requirement and

sanctioned posts in the department (G.O.Ms.No.38, dt.14-3-85 of Social

Welfare (V) Dept. & G.O.Ms.No.143, dt.12-12-95 of Social Welfare (V) Dept.

6.Initiate proposals for additional staff whenever required.

7.Preparing panels for all categories of posts in his office & functionaries and to

accord promotions to the extent empowered and send to Government to effect

promotions to all posts from level of Dy.Exe.Engineers onwards with his

recommendations.

8. Sanctions Earned leaves to Executive Engineer on the recommendations of the

P.O.ITDA and sub ordinate staff coming under Ces purview (G.O.Ms.No.38,

dt.14-3-85 of S.W.(V) Dept.

9. Obtains and maintains confidential reports for all executive staff in T.W.E.D.

and communicates adverse remarks if any to the persons concerned.

10.Prepares annual budget for regular establishment of the T.W.E.D.

11.Prepares annually, the portion of the budget estimates relating to the works

under his control

12.Prepares plan of action in respect of all the schemes/programmes to be

executed by TWED and monitors progress of execution of works and sending

periodical reports.

13.Submit proposals to the Government in respect of transfers and postings of

Superintending Engineers and Executive Engineers in TWED (Para No.7 of

APPWD Code)

14.Conducts monthly review on progress of works, controls materials at site

accounts (MAS), 7F accounts) conducts periodical meetings with

Superintending Engineers and Executive Engineers and initiates suitable

measures to ensure speedy execution of works.

15.Reviews super check measurements/checkmeasurements done by Executive

Engineer.

16.Sends progress reports to Government of Andhra Pradesh.

17.Sends reports on LAQ`sLSQ`s/RSOs and Assurances on the floor of the

assembly.

19.Develops the human resources in the department by imparting trainings.

20.Sends replies to audit paras raised by A.G. on the matters of Chief Engineers

office.

21.Sends replies to PAC paras and to attend PAC meetings.

under Grant-in-Aid.

23.To get the figures of department reconciled with those of A.G.furnish monthly

4. Recommending tenders for works costing above Rs.100.00 lakhs to the Commissioner of tenders, (G.O.Ms.No.65, dt.3-7-99 of S.W. (TW.Ser.(II-I) Dept.

8. Grant of extension of agreement period for the tenders accepted by Superintending Engineer. Grants extension of time up to six (6) months for the tenders accepted by Chief Engineer and Government and forwarding to the Government for the periods beyond 6 months (G.O.Ms.No.83, dt.17-4-85 of S.W. Dept.)

9. Technical sanction of electrical estimates for buildings where the electrical estimate exceeds more than Rs.1.00 lakh. Can dispense with tenders (power of nomination) up to Rs.50,000/- for electrical estimates. Can accept tenders of electrical estimates up to technical sanction plus such percentage as Chief Engineer is competent to sanction under excess estimates (Annexure-III, Sl.No.9 & 10 of Section No.11 of Executive instructions of A.P. PWD Code & G.O.Ms.No.1007, dt.5-11-1976 of TR & B Dept.)

10. Exercising the Financial powers delegated by Govt. in G.O.Ms.No.148, dt.21-10-2000 of Fin & Planning (FW Admn.1 TER) Dept. and subsequent amendments/enhancements if any in respect of certain common items like stationery, furniture, computer stationery and repairs to vehicles etc.,

11. Annual inspection of circle office to bring out the lapses or irregularities if any in functioning of office through a detailed note to be communicated to the concerned for rectification in order to stream line the functioning of office

2. Deputy Chief Engineer.

The post f the Deputy Chief Engineer is of the rank of Superintending Engineer created in the office of the Chief Engineer to assist the Chief Engineer in discharging his office functions.

1. He will be over all control of office of the Chief Engineer`s administration and is responsible for correctness of all transactions taking place in all wings of Chief Engineers office.

2. He is responsible for maintenance of all required registers in all the wings.

3. He should watch the release adjustment and utilization of grants & Establishment budget and review progress reports and advises the Chief Engineer to take steps required to be taken from time to time.

4. He is responsible for obtaining and submissionof Utilisation Certificates and clearing of audit paras and conduct of timely annual inspections.

5. He can call for and submit any factual information and is responsible for obtaining and timely disposal of estimates and tenders.

6. He is responsible for maintaining office discipline and good working environment.

7. He will represent the Chief Engineer in all meetings when Chief Engineer is not in head quarters.

8. He will deal with all service matters relating to Technical and Non-Technical up to the level of Superintendents and AEEs/Aes/DEEs (Memo.No.22596/VI/97-1, dt. 31-12-97 of S.W. (VI) Dept.

9. He will deal with all matters relating to Work Charged Establishment (Memo.No.22596/VI/97, dt. 31-12-97 of S.W. (VI) Dept.).

10. Review of Confidential Reports up to the level of Deputy Executive Engineers (Memo.No.22596/VI/97-1, dt.31-12-97 of S.W. (VI) Dept.)

3. Superintending EngineerField Functions1. It is the duty of the Superintending Engineer to inspect important works in his circle, to satisfy himself that the system of management is efficient and econom,ical, that regulations works, stock and accounts are strictly observed, and that the executive and administrative work of the circle is satisfactorily performed. (Para-14 of A.P. PWD code).

2. Field visits for monitoring the satisfactoryexecution of works and to review with Executive Engineers, Dy.Executive Engineers and Assistant Executive Engineers, Assistant Engineers and settlement of field problems, if any and ensuring quality in execution. He should submit his inspection reports to Chief Engineer.

3. Field visits in connection with enquiries.

4. Site inspection of works before according technical sanction.

Desk Functions1. Answerable to the Chief Engineer for the administration and execution of works in charge of officers of the department with in his circle )Para-13 of A.P. PWD code.)

13. Conducting monthly reviews on progress of works with Executive Engineers and Dy.Executive Engineers and take suitable measures to ensure that the system of execution of works programme is as per schedule.

14. Review super check measurements/check measurements done by Executive Engineers and Dy.Executive Engineers during the inspections of division offices (Para 296 of D Code).

15. Sending progress reports to Chief Engineer on works programme.

16. Sending reports on LAQ` LSQs/RSQs and Assurance on the floor of the Assembly.

17. Maintain incumbency Register for all categories of functionaries.

18. To develop human resources in the circle by imparting trainings etc.,

19. Prepare and send replies to audit paras raised by A.G. on the functioning of his office.

20. Prepare and send replies to PAC paras

21. To ensure submission of Utilisation Certificates for the grants released.

22. To get the figures of circle office reconciled with those of Treasury and obtain certificate from the Treasury and to send the certified figures to chief Engineer every month.

23. Drawing & disbursing of salaries and allowances of staff of office of the Superintending Engineer, through PA by nominating him as Drawing and disbursing officer (See Rule 2 (h) of Treasury Rule-16 in A.P. Treasury Code Volume-II)

24. Watch and control the rates paid for work and he may require an Executive Engineer to report to him such details of expenditure as he may desire.

25. Sanction annual increments to staff of his office and Executive Engineers.

26. Responsible for ensuring quality in works programme.

27. He is the authority to accord permission for engagement of private road rollers (Cir.No.T&P (2) TA3/110793/75-1, dt.20-12-1975 of CE (R&B) A.P. Hyderabad-4 shown in section XVI for rules and notification etc of A.P. PWD Code 2nd revised Edition-1977)

28. Guide the sub-ordinate staff in discharging their functions

29. To attend review meetings convened by Chief Engineer and District Collectors.

30. Approval of quarry charts and Road metal Rate Books (As per instructions issued in Govt. Memo.No.1611-Y/67-19, dt.18-3-69 under sub-headling change in quarries and leads of materials in Para 154 of A.P. PWD Code.

31. To maintain the seniority list of Work Charged Establishment, Tracers, BPOs and Draughtsmen of circle.

32. Pension

a) Sanction of pensions of all Non-Gazetted officers including class-IV employees of his office.

b) Forwarding the pension papers of all Gazetted Officers under his jurisdiction to the Chief Engineer (TW) G.O.Ms.No.262, dt.23-11-98 of Finance & Planning (FW.PSC) Department.

33. Appellate authority for the Penalities and Punishments imposed by the Executive Engineer on contractors (PS 60 of AP Detailed standard specifications and General Principles of Engineering)

34. Submission of all information required by Government and Chief Engineer from time to time.

35. Check measure and super check the works at-randomand also as directed by Chief Engineer from time to time.

36. The Superintending Engineers are empowered to issue condemnation certificates in respect of vehicles in the Department (G.O.Ms.No.83, dt.17-4-85 of S.W. (V) Dept.

37. He should ensure that all contractors notices are replied to with in 10 days.

c) Statutory Functions.1. Registration of Class-II contractors (G.O.Ms.No.65, dt.3-7-99 of S.W. (TW.Ser.II-I) dept.

12. He will inspect each divisional office once a year and report there on to the Chief Engineer. During his inspection, he will examine the divisional registers and other accounts, measurement books, the mode of preparation of estimates contractor accounts and agreements, the system of recording plans and papers and office work generally. He is expected to communicate freely and personally with Executive Engineers and to advice them in the performance of their duties (Para 13,14,16 & 17 of A.P. PWD Code.)

13. Superintending Engineers have power to sanction the dismantlement of State Government buildings when the book value of the building does not exceed Rs.5000/- Also the Superintending Engineer have powers to make a sale of dismantled materials the book cost of whichdo not exceed Rs.5000/- (Para 235 of A.P. PWD Code).

14. He can write off the loss of M.Books.

4. Executive Engineer:

a) Field Functions:1. He is answerable to the Superintending Engineer for the timely execution ,maintaining quality and for proper management of works and accounts and for administration of his division (Para 25 of A.P. PWD Code)

2. Evaluation of works connected with enquiries.

3. Site inspection of works before according technical sanction.

4. To inspect all the works before effecting final payment to satisfy himself about quality & quantity as a paying office.

5. He should inspect all major & important items of works such as concrete, black topping, etc., when they are in progress.

6. He should be regular in his touring and has to chalk-out tour programmes well in advance and attend to the field work systematically. He should review progress of works with sub-ordinate engineers and sort out field problems during the field visits. He has to offer his remarks in site inspection books maintained during inspection of works and also submit his inspection reports to Superintending Engineer.

7. He has to supervise the execution of works in accordance with the sanctioned estimate, agreement concluded, Andhra Pradesh Detailed Standard Specifications (APDSS) A.P. PWD code and other circular instructions issued by higher officers and Government from time to time. He has to ensure quality of raw materials used and good workmanship in execution and finished items of works. He should not deviate any sanctioned item of work without prior permission in writing from the competent authority.

b) Desk Functions:1. To enter in to agreement with the contractors for execution of works and communicate copy to Dy.Executive Engineer and /or Assistant Engineer/Assistant Executive Engineer concerned.

2. He should not sanction advances indiscriminately. If advancing of funds is unavoidable as per rules it should be limited to the cash flow requirement for the next fifteen (15) days and no second advance should be sanctioned before the previous advance is adjusted.

He has to follow the following course of action to recover the outstanding advances against officers, if any.

i) Issuing show cause notice to the individual and if necessary issued the recovery proceedings duly following the revised CCA rules.

ii) Articles of charge should be prepared and served to the individual procedure for imposing penalities shall be as per rule 20 of AP CCA Rules.

iii) Lodging police complaint and action under relevant provisions of IPC & Cr.Pc.

iv) At the time of transfer, pending imprests/advances should be noted in the LPC.

3. Sanctioning payments of petrol and oil bills for for the jeeps under the use of the Executive Engineer.

4. Distribution of contingencies and budgets with reference to Travelling Allowances among the subordinate office staff.

5. The Executive Engineer may transfer sub-ordinates (other than sub-divisional officer) from one station to another within the respective division without reference to the superior authority. The transfer will be reported to the Superintending Engineer (Para-20 of AP. PWD Code).

6. Pension

a) Sanction of the pensions of all Non-Gazetted officers including Class-IV employees of his office and division.

b) Forwarding the pension papers of all the Gazetted officers in his division to the Chief Engineer (TW) through Superintending Engineer concerned (G.O.Ms.No.262, dt.23-11-98 of Fin.&Plg. (FW. PSC) Dept.

7. On a work being finalized, it will be the duty of the Executive Engineer to close the accounts of it and to prepare the completion report as required by the rules in para 216 of AP. PWD Code and get it approved by competent authority (Para 32 of AP. PWD Code).

8. The Executive Engineer will furnish his office accounts to the audit officer undr the rules in force and will exercise efficient control over his divisional accounts officer (w) The Executive Engineer is responsible for the correctness of the records of cash and stores, receipts and expenditure and for the submission of complete vouchers.

9. Furnishing replies to all audit paras and PAC paras raised on the functioning of his office and sub-ordinate offices.

10. He should not deviate from the estimates sanctioned by Superintending Engineer and chief Engineer, without prior orders in writing.

11. To intimate the changes needed if any during execution based on local conditions and preparation & submission of working estimates to the competent authority.

12. The Executive Engineer is primarily responsible for reporting without delay, supported if necessary, by a work slip, the probability of any excess over the estimates, all important liabilities not brought to account being noted and for the prompt revision of estimates when necessary.

13. The Executive Engineer is responsible that the Surveying and Mathematical instruments in his division are properly cared, and will report of their condition, to the Superintending Engineer at the end of each working season. Any injury/damage to the instruments is due to negligence or carelessness should be made good at the expense of the officer or sub-ordinate responsible for the damage.

14. He should submit all periodicals and work wise progress reports on all schemes along with an abstract of progress report and abstract of physical stage of works before 10th of every month in duplicate to Superintending Engineer.

15. He is responsible for optimum utilization of departmental machinery under his control and submit monthly returns to Superintending Engineer. The Executive Engineer is solely responsible for the economical operations of the departmental machinery and to keep them in working condition at all times. He should ensure that the monthly consumption figures of consumables for the T&P are certified by the Dy.Executive Engineer concerned and watch any deviations. He is also responsible for proposing condemnation of uneconomical or unserviceable. He has to ensure that the profit and loss account of tools & Plants does not run into loss.

16. He should conduct physical verification of stock annually, He should obtain material at site account from all the Deputy Executive Engineers and submit consolidated MAS account to the Superintending Engineer every month before 10th. He is responsible for proper inventory control of the materials (departmentally supplied) required in execution of works under his jurisdiction.

17. He is competent to allocate work to the Assistant Engineer/Assistant Executive Engineers in the sub-divisions..

18. He should send one estimate sanctioned by him per month to the Superintending engineer for test check similarly he should obtain from his Deputy Executive Engineer one estimate per month sanctioned by him for test check.

19. He will mainain all records & registers prescribed for the division mentioned in Chapter-11

20. The Executive Engineer is responsible for the purchase of stores, subject to the provisions of the store rules.

21. Sanction of Earned leaves to the Aes/AEEs up to 3 months and to any extend to lower staff and his office staff as per eligibility (G.O.Ms.No.38, dt. 14-3-85 of SW (V) Dept.

22. The Executive Engineer is responsible for the correctness of engineering features and designs and for the rates allowed in estimates prepared or sanctioned by him .

23. The Executive Engineer is responsible to call for quotations, approve the lowest rate and communicate to various sub-divisions under intimation to the Superintending Engineer for those items not covered by SSR.

24. To initiate disciplinary action on all the erring officials as per A.P. Civil Services (CCA rules)

25. To train the staff for development of Human Resources in the division.

26. To guide the deputy executive Engineers in the matter of works programme accounts.

27. To initiate proposals for additional staff when ever required.

28. Reconcillation of departmental figures with those of Treasury and to obtain certificate from the Treasury and to send the certified figures to Superintending engineer & Chief Engineer every month.

29. To submit statement of expenditure and balance every month to Project Officer ,ITDA and Superintending Engineer.

30. Registration, issue and maintenance of account of M.Books.

31. He is responsible for timely adjustment of releases under various schemes and proper accounting of grants and their revalidation. He should spend all grants released to his division before lapsing date and submit Utilisation Certificates promptly.

32. To refund the deposits to the eligible contractors.

33. To submit reports on LAQs/LSQs/RSQ and Assurances on the floor of the Assembly.

34. Conducting monthly reviews with the DEEs&AEEs/Aes & take suitable measures for timely completion of schemes.

35. Submission of information required by Government, Chief Engineers, Superintending Engineer and P.O. ITDA, from time to time.

36. He has to attend meetings convened by the District Authorities.

37. He has to attend the meetings convened by Project Officer, ITDA, Superintending Engineer and Chief Engineer.

38. Issue of inspection reports on the works inspected during the field visits.

47. To prepare plan of action to be included in five year plan and annual plans in respect of all types of works being executed by the division..

48. The Executive Engineer is prohibited from commencing any work or incurring expenditure of any public funds without the sanction by the competent authority or from making any deviations from sanctioned designs in the course of execution, except in case of emergency.

49. Sending proposals to the competent authority and obtaining extension of time on the agreements of works whichare not completed within the prescribed time.

50. The following course of action is to be followed in case of surplus materials to be recovered from the contractors or any outstanding recoveries tobe effected for fraud.

i) Initiate action as contemplated at Part II of G.O.521, dt.10-12-1984 of Irrigation Dept on the contractor.

ii) Loading Police complaint for loss.

iii) Address sister-engineering department to recover from bills/deposits due to them. In case of non recovery, addressing Revenue Department for recovery under R.R.Act.

51. He is responsible for sending reply in 10 days to the notices given by the contractor.

52. Unit officer for ministerial staff for all the posts below the rank of Sr.Assistants in divisional office & Sub-ordinate offices (G.O.Ms.No.114, dt.3-12-99 of S.W. (TW.Ser-II) Dept.

12. Check measure/Super check measure a minimum of 48 number of works in an year and while doing so, important items like foundations, reinforcements of RCC works, BT works etc., should be included.

13. Executive Engineer has power to sanction the dismantlement of State Government buildings when the book value of the building does not exceed Rs.1000/- Also the Executive Engineer as powers to make a sale of dismantled materials the book cost of which do not exceed Rs.1000/- (Para 235, of A.P. PWD Code.)

5.Deputy Executive Engineer.

a) Field Functions1. He should be regular in his touring, he has to chalk-out a monthly tour programme well in advance and attend to the field work systematically. He should review progress of works with sub-ordinate engineers and sort out field problems during field visits. He has to offer his remarks in site inspection books maintained during inspection of works.

2. He has to check the mark out, supervise the execution of works in accordance with the sanctioned estimate, agreement concluded, APDSS , AP PWD code

He has to ensure quality of raw materials used and good workmanship in execution and finished items of works. He should not deviate any sanctioned item of work without prior permission in writing from the competent authority.

3. He should be present at the time of executing critical components of the work such as Foundation concrete, RCC, WBN consolidation, Black topping of B.T. Roads, etc., and he is responsible for timely execution and for maintaining the quality in the execution of works.

4. For all major works costing beyond Rs.1,00,000/- he should personally check the mark out.b) Desk Functions1. He will manage the execution of works efficiently in the sub-division.

2. He will exercise administrative control over the staff in the sub-division

3. He will scrutinize the final work bill received from AEEs/Aes for the works completed and submit to higher office for arranging final payment along with the completion reports. For the works completed up to an acceptable stage, he has to scrutinize part bills received from the AEEs/Aes and submit to higher office for arranging part payment.

4. Preparation of time schedule covering all activities of the work, for its execution within the time stipulated in the agreement for completion of work and enforcing item.

5. He has to monitor the progress of works and issue notices to contractors with reference to the clauses and conditions of the agreement and clause 60 of APDSS, if the contractor fails to start the work with in the stipulated time or fails to maintain the stipulated rate of progress and report to Executive Engineer. He should promptly reply to the notices from the contractors.

6. He is responsible for correctness and proper maintenance of Road Metal Rate books & Quarry charts.

7. He is responsible for extracting the work from the Work-charged establishment.

8. He will get the maintenance estimates prepared by AEE/AE for all the departmental assets under his jurisdiction and submit to the higher office (EE) every year for necessary approvals and sanctions.

9. He will appraise the progress in execution of works to the EE and SE periodically through progress reports, in the meetings convened, and during field visits. He has to bring out field problems, if any in the execution of works during the field visits of EE and SE.

10. Submission of information required by Chief Engineer, Superintending Engineer, Executive Engineer and Project Officer from time to time.

11. He is responsible for the proper maintenance of accounts like material at site account, 7F account, etc., and for submission of basic periodical returns relating to the accounts, progress of works, etc.,

12. He is responsible to bring to the notice of the E.E. about the materials that are not in use for the last 6 months.

13. He will arrange the supply of materials that are supplied bythe department to the contractors.

14. He is responsible for reporting the unutilized/surplus material if any in the sub-division to his Executive Engineer. He is responsible for utilizing the material received by him with in 3 months in his sub-division. He is responsible for assessing the requirements of materials well in advance and submitting to Executive Engineer.

15. He will furnish the required records to the Audit authorities as and when they are requested by the Audit party during audit inspection of Sub-division/Division.

16. He will maintain registers indicated in subsequent chapter-11

17. He should discharge any Maintenance of DLR`s and monthly returns of Tools and Plants under his control

24. He has to keep a watch on advances given to the Section officers in his sub-divison.

25. After the competent authority accord administrative sanction, the DEE has to get the Designs, Drawings & the detailed estimates prepared by AEE/AE check them and submit to the higher office with in the stipulated time for according technical sanction by competent authority.

26. The sub divisional officer can grant leave (other than special disability leave) to work charged estt. Up to one month at a time as para 50 of AP PWD code.

27. He is responsible for spending all the grants allotted to him and to spend the estimated cost on each work before the lapsable date.

28. He is responsible for reporting to the Executive Engineer, any deviations/revisions needed in the sanctioned estimates during execution based on local conditions for his orders. He prepares and submits working estimate to the Executive Engineer for the same.

29. He should conduct physical verification of the store every quarter He is responsible to obtain and submit MAS accounts to the Executive Engineer, before 5th of every month.

30. He should dispose off references received by the sub-division in 10 days.

31. He should keep himself abreast of various new developments in his field and regularly study Engineering books, jouirnels, magazines, codes and the various technical papers.

32. He should take initiative in all matters and develop a spirit of self-confidence and be in a position to instruct and guide his subordinate boldly, correctly and unhesitatingly.

33. Conducting monthly reviews with sub-ordinates and issue instructions for timely completion of schemes.

34. To guide the Section Officers on the matters of works programme.

35. Preparation of annual account of profit and loss of T&P

36. To initiate pension and gratuity papers for work charged establishment

37. Payment of salaries to staff working in his sub division, including work charged establishment.

39. He is responsible for optimum utilistaion of machinery and tools & plants under his control.

C) Statutory functions.1. He will check measure the measurements recorded by AEE/AE in

M.Book promptly, after the work reaches a desired level or is completed. He has to check measure the pre-measurements for reinforcement of RCC works recorded by AEE/AE in M.Books before laying concrete.

2. He will submit the M.Books of the works to Executive Engineer after

the check measurements and also whenever required by the Executive Engineer.

6. Assistant Executive Engineer/Assistant Engineer.

a) Field Functions.

1After the competent authority accorded administrative sanction, the

AEE/AE has to inspect the site, conduct investigation and prepare designs, drawings & detailed estimate and submit to the higher office within the stipulated time for according technical sanction.

1. He will give mark-out, supervise the execution of works in accordance with the sanctioned estimate, agreement concluded, APDSS, AP PWD code and other circular instructions issued by Higher Officers and Government from time to time. He has to ensure quality of raw materials used and good workmanship in execution of work. He is primarily responsible for timely execution and for maintaining the quality in the works programme.

2. To take working levels at the time of execution to confirm the alignment of pipelines proposed in the sanctioned estimate and Bridge Foundations, fixing of foundation levels with respect to ground levels in construction of buildings, etc.

3. In case of breach of roads it is the duty of AEE/AE to form diversion roads to avoid hindrernce to the traffic.

4. He is responsible for removing the rejected materials from the site in case the contractors fail to remove with in 24 hours in compliance to the written instructions of Executive Engineer concerned at constructors expenses ( P.S.Para 27 of APDSS)

b) Desk Functions:1. He will prepare the final work bill for the works completed and submit

to higher office for arranging final payment along with the completion reports. For the works completed up to an acceptable stage, he has to prepare part bills and submit to higher office for arranging paid payment

2. Preparation of time schedule covering all activities of the work, for its

8. He will prepare maintenance estimates for all the departmental assets under his jurisdiction and submit to the higher office (DEE) on or before first of February of every year for necessary sanctions.

9. He has to appraise the progress in execution of works to the DEE and EE periodically by progress reports, in the meetings convened, and during field visits, He has to bring out field problems, if any faced by him in execution of works during the field visits of DEE and EE.

10. Submission of information required by Chief Engineer, Superintending Engineer, Executive Engineer Dy.Exe.Engineer and Project Officer.

11. He is responsible to utilize the materials drawn by him with in 3 months.

12. He is responsible for the proper maintenance of accounts like materials at site account, 7F account, etc., and for submission of basic returns relating to the accounts, machinery, progress of works, etc.,

13. He has to submit (1) Return of pages used in M.Books (2) Return of works to be check-measurement by DEE and 3) Return of receipt and issue of materials before 2nd of every month positively.

14. He is responsible to bring to the notice of the DEE about the materials which are not in use for the last 6 months.

15. He has to furnish the required records such as Registers, M.Books, etc., to the Audit authorities as and when they are requested by the Audit party during audit inspection of Sub-division/Division..

16. He has to maintain the registers as indicated in chapter.11

17. He should be regular in his touring and attend to the field work systematically, spend maximum time in the field. He should camp on work spots for longer periods instead of frequently returning to head quarters.

18. He should keep himself abreast of the latest developments in engineering field by reading Engineering books, journals & periodicals.

19. He should discharge any other official duty entrusted by him superior officers.

20. Maintenance of DLR`s of Tools and Plants under his control and for making optimum utilization of machinery and Tools & Plants.

21. Submission of proposals to the Dy.Executive Engineer for extension of time to the agreements well in time, of works which are not completed with in the prescribed time.

22. Preparation of Muster rolls, their safe custody and payment of wages to the labour engaged.

23. To intimate the changes needed if any during execution based on local conditions and preparation of working estimate.

24. To recommended recoveries for the departmental materials and hire charges from the work bills and any other recoveries to be effected from the contractor.

25. To submit reports on LAQ`, LSQ,RSQ & Assurances on the floor of the legislative Assembly.

c) Statutory Functions.He has to record measurements of the works in M.Book timely, after the work reached to a desired level or completed and submit to the Deputy Executive Engineer for Check-measurements, duly following various codal requirements.

7) Draughtsman Grade.II1. Desk Functions1. Preparations and checking of preliminary and detailed estimates.

2. Checking of revised estimates.

3. of books, registers, records etc., relating to drawing branch.

4. Checking of all calculations M.Books with reference to survey records and drawings.

5. Handling drawing materials, custody of drawing materials and proper maintenance of their account.

6. Any other work that may be assigned by an appropriate authority.

7. All the duties of D.M.-I when he works in division.

8) Draughtsman. Grade-III

a) Desk Functions1. All the estimates with data will be scrutinized when he works in sub-

division.

2. Arithmetical checking of calculations, details of quantities etc., using computers if available.

3. Maintenance of drawing records, original plans of schemes etc.,

4. Arithmetical checking of estimates.

5. Comparing typed matter, estimates.

6. Copying of estimates, statements, analysis of rates etcl

7. Preparation of simple drawings from sketches.

2. Primarily responsible for proper up keep of the typing machine kept at his disposal.

15Watchman

a) Statutory functions.1. Keeping watch and ward on the office building, files and inventories

2. during the night time and preventing from any theft or loss or fire during the night time.

16) Driver.

a) Statutory functions.1. It is the duty of the driver attached to the Government vehicles to get the entries in the log book filled in.

2. Government vehicles shall be driven only by the drivers attached to them. Under no circumstances the vehicle shall be driven by officers using them, provided that in the absence of a driver for any car and in an emergency, the officer-in-charge may nominate a member of the staff to drive the vehicle. The member so nominated should posses a valid driving license.

Provided that where the Head of a Department accords permission in terms of rule 15 (b) of above G.O. an officer provided with a Government vehicle may drive the vehicle either by himself or utilize the services of an Attender-cum-driver possessing valid driving license for driving the vehicle.

3. Motor vehicle drives shall on no account drive the vehicle at a speed of more than 50 Kms per hour or at the notified mileage, whichever is less. In the city and municipal limits and built-up areas and in heavy traffic, they should invariably drive safely with low speeds. The vehicle should never be over-loaded.

4. The life of a motor vehicle depends on the regular and systematic attention being given to it. The driver should see that the vehicle allotted to him is properly cleaned daily. He should also examine daily the water level in the radiator, oil level in the crank case, tyre pressures check up petrol and distilled water levels in the battery. The driver concerned will be primarily responsible for any damage that may be caused to a vehicle and its cost will be recovered from him unless he is able to give satisfactory explanation for it.

5. Tyres should be got retreated before they go bald and require replacement.

6. Report the repairs needed immediately as soon as he notices it.

7. During the vehicle repairs, the driver is responsible for all replacements and repairs, All unserviceable articles should be taken back by him after the repairs are over. He should hand over the unserviceable articles in the office stores. He should acknowledge the receipt of bills in token of certificate that the repairs are carried out satisfactorily.

17)Divisional Accounts Officer (Works)

a) Statutory functions.1. He should comptle accounts of the Division in accordance with the prescribed rules ( Para 89 a (1) A code Para 33, of D-Code).

2. He is required to inspect the accounts of the Sub-divisional Offices, explaining the defects of procedure and issuing necessary instructions there on to the sub-divisional officers and their staff.

3. He is responsible for applying preliminary checks to the initial accounts, vouchers etc (Para-89 (a) (ii)-A Code)

4. He expected to see that the rules and orders in force are observed in respect of all transactions of the Division which come within his sphere of duties.

If he considers that any transaction or order effecting the accounts of the Division is such that it would be challenge by the audit authorities, he should bring it to the notice of the Divisional Officer (EE).

When the Divisional Accounts Officer has been over ruled on Divisional Officer (EE) and if the D.A.O. is not satisfied with such decision of the Executive Engineer through he is duty bound to comply with the orders of the Executive Engineer, he should make a brief note of the case in the register of objections. (Form 60) to be maintained by the DAO and put up the register to the Executive Engineer so that the latter may have an opportunity either for accepting the advice of the DAO on reconsideration and ordering action accordingly or for recording for the information of the auditing authority, his reasons for disregarding the advice of the D.A.O.

5. The Divisional Accounts Officer is responsible for the arrangement for checking the tender documents and the agreements and he is the custodian of the original documents of all the agreements (Para 158 of D code and G.O.Ms.No.1035, P.W.D. dt.20-4-60)

6. The Divisional Accounts Officer is responsible to ensure that the payments are supported by valid vouchers etc. and are as per other financial rules. (Para 89 (a) (ii) & (iii) of A-Code & Para 548 of A-Code).

7. The Divisional Accounts Officer should closely monitor the budgetary provisions and ensure that budgetary provisions are not exceeded (Para 542 & Para 545 of A-Code).

8. The Divisional Accounts Officer is responsible to monitor grant wise and work wise expenditures and for the submission of Utilisation Certificates promptly.

9. Review of M.Books periodically. (Para 296 of A-Code)

10. He is responsible for all corrections advised by A.G. are specially brought to the notice of Executive Engineer (Para 579 of A-Code).

11. He is responsible for timely conduct of inspection of sub-division offices. (Para 588 of A-Code).

12. He is responsible for prompt submission of all periodicals and maintenance of prescribed registers and records at division level.

13. He is responsible for overall administration of division office and for all establishment and accounts matter (Govt/ DO.No.23973-A/316/wA1/A1/88, dt.23-9-98 of Fin. & Plg. Dept) and (Para 571 of A-Code).

14. He is responsible for adherence of rules and procedures in the cases being dealt by the division and bringing to the notice of Executive Engineer any violations (Para 100 (2) of A-Code).

15. He is responsible for prompt submission of 7F accounts and for watching the optimum utilisation of machinery and tools & plants in the division

18) Geologist.

a) Field functions

The services of Geologists are utilized in RWS sector of the department under work charged category. The source selection of sites for drinking water sources development for all types of water supply schemes and monitoring of these sources is the primary responsibility of the Geologist. The scientific location of ground water sources for developing village water supply involves a multi-disciplinary approach and the following activities are envisaged.

1. To collect existing data/map pertaining to the area to be investigated.

2. To carry out Remote Sensing and Aerial Photograph data interpretation to derive the following information to sup0plement Ground Water Investigation

Geology and Structural Analysis

Hydrogeomorphological studies

Fracture and Dyke frequency Analysis.

Landuse/land cover

Coil types.

3. To carry out hydrogeological investigations such as

Well inventory for assessing the degree and extent of weathered and fractured zones and depth to basement and water level fluctuations.

4. To carry out geophysical surveys to estimate the physical properties of sub surface layers to pin point source for development.

5. To carry out geo-hydrological investigations for locating suitable sites for Artificial Recharge structures to augment the Drinking Water Sources.

6. To carry out pumping test to arrive at safe yield, depth of installation, capacity of pumps and for sustainable drinking water sources.

7. To maintain the data base on ground water related parameters.

Administrative Powers of the Engineers of the Department.1) They are governed, in general by the Andhra Pradesh Public Works Department Code. A.P.Tribal Welfre Engineering Service Rules. A.P.Tribal Welfare Engineering Subordinate Service Rules, Andhra Pradesh Ministerial Service Rules, Andhra Pradesh Pension Code and Revised Pension Rules, A.P.Fundamental Rules, A.P.Leave Rules, A.P.Provident Fund Rules, A.P.Civil Service Rules. The Commissioner, Tribal Welfare, District Collector, Project Officer of ITDAs will accord administrative approvals/sanctions for works. But for works under ARWS scheme of the Central Government, the Project Officer obtains post approval of the State level Advisory Committee (SLAC) fixed by the Government of India for the works executed under the above programme.

2) Technical Sanctions and Management in execution of works and Maintenance of Permanent assets accrued to the department.

Andhra Paresh Works Account Code, G.O.Rt.No.1415, Finance and Planning (F.N. Administration-I) Department, dt. 1-7-1997.

This department is looking after rural development works in notified tribal areas, i.e. Integrated Tribal Development Agencies. As is being done by the Panchayat Raj Engineering Department, theA.P.Public Works Department Code and the A.P.Accounts Code from the main guidelines for executing the works.

Prior to February 1994, all the civil works were executed through contractors, by following the procedure on par with other Sister Engineering Departments. With this Practice, the accrual of timely benefits at large to the local tribal could not be achieved as expected by the Government for various reasons.

In order to ensure speedy execution and quality in works, for accrual of benefits to the local tribal, it is felt necessary to create awareness in them

The Government have decided to entrust execution of all civil works of their area to V.d.Cs/Mahila Sangam/Societies comprising to the local tribals etc., at their request as the case may be, on nomination basis, irrespective of financial limits at the discretion of the Project Officer, ITDA / District Collector concerned.

Keeping in view the above objective, the Government have stipulated powers in G.O.Ms.No.30, S.W. Department, dt.17-2-94 for execution of works duly prescribing
