Local and state authorities say they’ve yet to decide whether to bring charges in connection with a hunting accident Tuesday afternoon in which a woman was shot and slightly injured while mountain biking in Elm Brook Park.
State conservation officers and Hopkinton Police have interviewed a 34-year-old Hop-kinton hunter, the New Hampshire Fish and Game Department said in a statement issued
Wednesday. Conservation officers believe the hunter was shooting at a deer and failed to see the victim in the background.
The unnamed 27 year-old Hopkinton woman was riding on a “fairly open” portion of Hall Road when she heard a gunshot. She later realized she had been struck by a bullet. She was treated for the wound at Concord Hospital and sent home Tuesday night.

New Antrim OfficerTown Clerk Dianne Chauncey swore in Thomas Horne as Antrim's newest Police Officer. Horne has several years experience in law enforcement and a strong foundation in community policing.
Bow Police brought in a hostage negotia-tor when they arrived at a Bow residence last Wednesday when one of four suspects in months-long investigation refused to leave a home. Police, along with SWAT, arrived with arrest warrants for people inside. Three people left the building, but a fourth remained inside.
A New Hampshire State Police hostage negotiator was brought in and the person sur-rendered 45 minutes later. A cache of firearmes,
knives and drugs were seized in the incident.Paul LaCourse, 50, of Bow, was charged
with possession of a controlled drug and a felon in possession of a deadly weapon. Joseph Hen-riksen, 33, of Warner, was arrested for sale of a controlled drug. Jennifer Karl, 35, of Belmont, was arrested for transporting drugs in a motor vehicle and breach of bail. Allyson Graham, 23, of Manchester, was arrested for breach of bail. Graham’s bail was set at $2,000.00 cash.

Epsom man is guilty of drug traffickingEric Collins, 43, of Epsom, pleaded guilty in U.S. District
Court in Concord to “using and carrying a firearm during and in relation to a drug trafficking crime” and possession of controlled substances with intent to distribute. In late February police in Concord executed a search warrant for the defendant’s vehicle and recovered two firearms, over $7,500 in cash and several controlled substances, including methamphetamine packaged for sale. Collins is scheduled to be sentenced on March 5, 2018.
Fire renders Newport home unlivableTwo Newport adults were displaced by a two-alarm fire Sat-
urday. When firefighters arrived at 55 Belknap Ave., they found heavy fire on the right side and rear of the two-and a-half-story wood-frame house as well as a porch. The fire, went through the roof, and the house, owned by Thomas and Suzanne Connary, is unlivable. The cause of the fire is under investigation.
Overturned propane tanker in TiltonThe driver of the tanker truck was unable to make the turn off
Interstate 93 onto Route 3 and tipped over right in front of the Tilt’n Diner. As a result of the crash, the diner was evacuated and later closed for the day. Tilton fire officials said it took more than four hours to offload the propane out of the tanker before it could be moved. Late in the afternoon two lanes of traffic were reopened, but a second hazardous materials alert was made when officials realized they would not be getting all of the propane out. Authori-ties again closed the road and evacuated all the businesses for more than a quarter-mile. radius.
Washington students support veterans The Washington Elementary School Student Council and all
of the members of the Washington Elementary School sponsored a successful, second annual Socktober event. The students and staff collected 400 pairs of socks, 132 pairs more than last year. The socks will be donated to Liberty House in Manchester. Liberty House is transitional housing for veterans.

Army Corps of Engineers Rangers join the students on the trip and provided valuable informa-tion about the dam construction, safety features, and how it works during flooding.
Weare students tour the Hopkinton-Everett Flood Control ProjectThis fall, 7th grade science teacher Jan
Dwinnells taught her students at the Weare Middle School about the 1938 Great Flood, the subsequent construction of the Hopkin-ton-Everett dam system, and how it had an everlasting impact on the Town of Weare. On November 9, the Hopkinton-Everett Flood Control Project became the students’ science classroom for the day as they hiked five miles through the Flood Control Area in East Weare Village to the Everett Dam. Prior to the trip, students viewed a PowerPoint presentation on the Hurricane and Great
Flood of 1938 and completed a mapping task of the Flood Control Area using maps furnished by the USACE Rangers.
The outdoor classroom study began with a walking tour of the new East Weare Cemetery, one of two Weare cemeteries that were re-located for the flood control project. At Half Moon Meadow marsh, they were joined by the Army Corps of Engineers Rangers, Brad Clark, Steve Dermody, and Jen Samela, and NH Fish & Game Wildlife Biologist Allison Keating. These profession-als shared a brief talk about their career choices and the education they needed for their chosen field. They were on hand for the entire trip to present information about the area relating to the 7th Grade Science competencies.
“Students learned about the new habitats for species that were created by the Flood Control Project and the design solutions for maintaining biodiversity and ecosystem services, as well as the impact of humans on ecosystems,” said WMS Sci-
ence teacher Jan Dwinnells. As they hiked through the old East Weare Village, students were further engaged by seeing sites where houses and businesses once existed in the village. “A community service element was also added to the day,” said Ms. Dwinnells. “We brought trash bags and gloves and did our best to pick up as much litter as we could along the way.”
The hike continued through Clough State Park, passing by Everett Lake to reach the dam. Students then were able to tour the Everett Dam gate tower where Rangers Clark and Dermody gave a presentation on how the dam was constructed, its safety features, and its functions during flood-ing. Ms. Keating explained NH Fish and Game’s efforts for the Black Racer snake and the connection to the Everett Dam. “It was a great day of learning with outstanding learning results, all made possible with the help of a lot of people here at school and the Army Corps of Engineers and NH Fish and Game,” concluded Ms. Dwinnells.

Chichester School students support troopsThe Chichester Central School Student Council organized a
drive to collect socks and slippers for Families in Transition, a Con-cord organization that provides shelter for families in need. Gently used or new paired socks/slippers for all sizes kids to adults were collected. The Student Council also put together care packages to send to troops currently serving our country. Collection boxes by the entrances at school gathered protein bars, batteries, jerky, cof-fee, ziplock bags, Kool-Aid or similar drink pouches, trail mix, fruit snacks, cup-a-soup, movies, and video games.
Juvenile charged with 1st degree MurderAuthorities have arrested a juvenile in the shooting death of an
18-year-old New Hampshire high school student.Attorney General Gordon MacDonald said Ian Jewell was killed by a single gunshot wound to the chest at a hardware store parking lot in Goffstown. He was a student at Manchester Memorial High School. MacDon-ald said Wednesday night that the juvenile was charged with first-degree murder, accused of knowingly causing Jewell’s death with a deadly weapon in the commission of a robbery. The juvenile also was charged with an alternative count of second-degree murder, accused of recklessly causing Jewell’s death.
Proctor faculty member killed in FloridaLindsey Degon, 32, faculty member at Proctor Academy, died
in a scooter crash while vacationing in Florida. She was a passen-ger on a scooter that turned out of a hotel parking lot and slid into traffic in Key West, FL. Degon fell off the scooter and was struck by an oncoming pickup truck. According to police, Degon’s boyfriend and varsity football coach at Proctor Academy, Casey McCormack, was driving the scooter and was seriously injured in the crash. De-spite extensive injuries, he is expected to make a full physical recov-ery. Classes at Proctor Academy resumed Tuesday, and counselors were available throughout the week to students as they return.

Attorney General clears Belmont Police Officer in shooting deathAttorney General Gordon J. Mac-
Donald has announced that a Belmont police officer was justified when he fired two shots into a man who simultaneously shot himself in the head. Investigators in MacDonald's 24-page report details the September 30th incident at the Irving Sta-tion in Belmont.
Cpl. Evan Boulanger was in line to buy a bottle of water when he spotted Joseph Mazzitelli, 46, who was wanted on an active warrant. The autopsy found Mazzitelli was struck in the chest and abdomen by 9mm bullets fired from the officer’s Sig Sauer pistol but concluded Mazzitelli died of a
“through-and-through” head wound from his own pistol.
Toxicology found Mazzitelli had a large amount of methamphetamine in his blood at the time of his death, the report says.
His estranged girlfriend told police that she spoke with Mazzitelli the night before his death and he told her he was not going to make it to his next court date as he was going to kill himself.

Epsom man's death accidental35-year-old Eric LaFramboise of Ep-
som died in a tree-clearing accident over the weekend in Brentwood.
He was the owner of Ridgewood Tim-ber Harvesting. Authorities said he was notching a tree when another tree he was working on was blown over by a strong gust of wind and hit him from behind. The New Hampshire Medical Examiner’s Of-fice ruled his death an accident.

City of Franklin tax rate increases 1.3%The New Hampshire Department of Revenue Administration
has set Franklin’s 2017 tax rate at $25.56 per $1,000 of assessed valuation, a 33-cent, or 1.3 percent, increase from the 2016 rate of $25.23. Over two years, the rate has increased by 53 cents, or 2.1 percent, from its 2015 rate of $25.03 per $1,000. The municipal rate increased 18 cents, or 1.4 percent, from $13.33 to $13.51. Since 2015, the rate has increased 54 cents, or 4.2 percent, from $12.97 to $13.51. The county tax rate rose by 1 cent, from $2.90 in 2016 to $2.91. Over two years, the rate decreased by 7 cents, or 2.4 percent, from $2.98 in 2015. The state education tax fell 5 cents, or 2.3 percent, from $2.35 in 2016 to $2.30 in 2017. The two-year drop is 15 cents, or 6.1 percent, from the 2015 rate of $2.45. The local education rate increased 19 cents, or 2.9 percent, from $6.65 in 2016 to $6.84 in 2017. The two-year rate increase is 21 cents, or 3.2 percent, from $6.63 in 2015.
Judge rules against New London doctorA New Hampshire judge has denied an 84-year-old doctor's re-
quest to regain her license to practice, which she had surrendered partly over her inability to use a computer. The state challenged Dr. Anna Konopka's record keeping, prescribing practices and medical decision making. It said her limited computer skills pre-vent her from using the state's mandatory electronic drug monitor-ing program, which requires prescribers of opioids to register in an effort to reduce overdoses. Konopka surrendered her license in October, but later requested permission to continue her practice. New Hampshire Public Radio reported Monday that Merrimack Superior Court Judge John Kissinger ruled Nov. 15 that she failed to show she was forced to give up her license.
Newbury upset with Bradford reciprocityThe Newbury Selectboard dealt with an inter-town cooperation
Monday night. Highway Administrator Carl Prussman reported that 15 Newbury residents live on a 126 foot section of Forest Brook Road which is a Bradford road, which Bradford does not maintain. It is filled with potholes and needs grading. He asked permission to grade the road before snowfall and to have the Board contact Bradford to see if they would assume the maintenance. The Board agreed.

Eversource hydro sale approved
The Public Utilities Commission approved Eversource selling three large fossil-fuel generation plants and two com-bustion turbines for $175 million, part of a two-decade push to deregulate the state’s electricity market.
The hydroelectric locations are in Manchester, Bristol, West Stewartstown, Franklin, Bow, Gorham, Hooksett, Hills-borough and Berlin.
The Hopkinton Selectmen met with their Wilmot counterparts to discuss the Transfer Station. By adding $46,000 to replace a 6 wheel dump truck the budget is currently up 3.91%. The town received a check for $25,000 from Merle Dustin Estate to be presented to trustees for band concerts.
Better known as an anesthetic or as an illicit hallu-cinogenic drug, ketamine has also long been noted for alleviating depression. But ketamine has not been tested in a large clinical trial, and all evidence of its antidepressant effects has come from anecdotes and small studies of fewer than 100 patients. Now, in the largest study of its kind, researchers mined the FDA Adverse Effect Reporting System (FAERS) database for depression systems in patients taking ketamine for pain. They found that depression was reported half as

Franklin Police arrest trio indicted for August home invasionThe Merrimack County grand jury
has handed down indictments of three people accused of busting into a Franklin home and robbing a paralyzed woman at gunpoint last August. Juan Flores, 26, Bryan Martinez, 25, and Melissa Natal, 36, all of Franklin, each face one felony count of accomplice to robbery. Authorities say the trio broke into the home about 3 a.m. and demanded money from a woman who is paralyzed from the chest down. After Natal gained entry into the home, Martinez jumped on top of the woman and tried to
duct tape her mouth shut, threatened the woman with a handgun and pointed it at her children. They stole money and a purse before attempting to flee by car, but police
were already on their way to the home after receiving a report of a disturbance in the area. Officers stopped the fleeing vehicle and arrested the trio.

Thanksgiving was a very busy one for us, in fact, so busy that I forgot to send my article in to this paper giving thanks and wishing everyone a Happy Thanksgiving. It does however allow me to write about giv-ing and the meaning of it, and why we give during the Christmas Season. For those of you offended by me saying Christmas Season instead of the Holiday Season, I guess you’ll never get to the end of this. Growing up everyone wished each other a Merry Christmas, from the storekeepers to the teachers in school; it is so sad that now it offends people.
I’m not sure when that exactly started to be offensive but I do know that even my friends of other faith’s say Merry Christmas to me as I might say Happy Hanukah or Kwanza to them. We have become way too sensitive as a people and we no longer give people any credit for their personal views without it sounding disrespectful. We used to listen to each other; maybe social media is the blame or maybe politics, who knows. There are three major ways to give, Time, Talent or Treasure. The Bible has it right; if you can give one of these three to a person it would show your love for them. Not everyone has enough money (trea-sure) to purchase a lot of gifts for others, or for that matter any at all. Some of us have a talent that we could share with our family or friends as a gift, such as playing a musical instrument or singing, or maybe we are willing to give of our time to either our families or those in need. In all of these cases we sacrificed something that we had,
Time, Talent or Treasure. I remember a particular year when I had lost my job and I had no money to fix our roof but I did have a 1959 Antique Porsche and sold it to so we could repair the roof. It still hurts today since I thought someday I would be able to purchase another one. That year for Christmas I gave my son Time as a gift. I know what you’re thinking how was that a sacrifice. I told him that he could have an hour of my time for an entire year to do anything that HE wanted to do even if it was simply to take a ride or call me funny names. I later found out that my name had been submitted for a National recognition award for the most unique Christmas gift that a person received for Christmas. I was chosen as one of the top two people in Country for the uniqueness of my gift to my son. I still remember how I felt to see my name appear in a National News column recognizing me for my gift of TIME. At the time, (no pun intended) that was just about the only thing I could give. It was difficult because I didn’t have much time since most of it was spent trying to find another job. As it turns out, I learned a lot about myself and that giving is much more important than receiving. Truthfully, it wouldn’t have mattered to me if I wasn’t recognized at all but it certainly was a gift to me that I will cherish forever. Maybe that is why I continue to say Merry Christmas because for me “Jesus is the reason for the Season." Please consider giving your Time, Talent or Treasure to someone in need during the Christmas Season, you won’t regret it. Merry Christmas.

As the owner of the New Hampshire School of Falconry, I bring many people to the Hillsboro-Deering area every year. People come from all over the US, and we have drawn a few from outside the US, too. Most of them ask me where to have a good lunch after class. Some ask me to recommend places to stay and I routinely assist them in booking overnight stays at inns, B&Bs, resorts and campgrounds here and in nearby towns. Last night, I pulled out my calendar of bookings in 2017, and counted 394 souls drawn here by my School this year. Because I very obviously am involved in bringing business, dollars, and support to the area, I watch all new developments here with interest. I have seen as this paper supported new growth, as Jack Wells cut ribbons at openings, as the Chamber of Commerce trumpeted new (and short-lived) business ventures here. Now I am writing to you, Editor, to ask WHY the combined silence on a fan-tastic new restaurant in Hillsboro??? Why have I seen no outpouring of support
for the new and AUTHENTIC Mexican (Tex-Mex, too) restaurant, Zocalo? The menu selection is immense; the portions are beyond generous; the food is delicious and is presented beautifully with wonderful service. The Cowans will be back, and back again. We can only hope that this place, having turned itself out as a lovely restau-rant in the midst of what was destined to become another rundown strip mall, will draw business from all over so that it en-dures the start up difficulties of becoming known and patronized. Where, Editor, is the support recently lavished on a short-lived eatery that NEVER was above “par”?

Dan was pre-deceased by his parents; brothers, William Pluff (Florida) and Rich-ard Pluff (Massachusetts); sisters, Lorraine Wood (Florida) and Sylvia Byer (NH). Dan is survived by his daughter, Kathy Ander-son and husband, Robert of Henniker; son, James Pluff and wife, Sharon of Hopkinton; and son, Tracy Pluff of Henniker. There will be no calling hours.
