CLOSE TO 2 DOZEN PEOPLE took Mike Brown up on his invitation for a ‘Commu- nity Coffee & Chat’ last Thursday night, at the Dr. Trefry Centre. Mr. Brown spent his ‘Constituency Week’ conducting such infor- mal gatherings across the Algoma- Manitoulin riding. The ambience was low key and very per- sonal, and the discussion was lively. Mr. Brown began by reviewing the success of the Provincial Government’s ‘Infrastructure’ progammes to date. Over $32 billion will have been spent this year ($27 billion of which came from the Province and $5 bil- lion from the Federal Government) on im- proving community infrastructure across the province, with over 90 projects - over $10 million, funded in our riding. Cockburn Island even got its cellular service back, with a combined Federal and Provincial Infrastructure Grant of $144,445! A new record of $638 million was spent on improving high- ways, and Mr. Brown played a major role in saving the Huron Central Railway, vital to the shipping of major goods such as Essar Steel and pulp & paper from Espanola. In spite of over $1 billion in government financial support, the Forestry in- dustry continues to struggle, with many sawmills across the area barely operating. The outlook is not expected to improve until the American housing industry – where most of our forest products are sold – recovers from its own economic hardships. One of the most exciting things in the economy is that the Green Energy Act is now starting to hit home, with three new major transmission corridors being built – which creates thousands of local jobs – and Mr. Brown took special note that Prince Township boasts one of the largest ‘wind turbine farms’ in Canada! “We have increased our healthcare budget dramatically over the last 6 years.” He said.“We now spend more than $40 bil- lion a year in healthcare for the people of Ontario.‘Wait times’ for cardiac surgery and cancer care have dramatically improved. Hospital. “I’ve made it very clear from the outset … and it’sstill clear …that Matthews Memorial Hospital and its serv-ices MUST be maintained. I’ve never changed from that. I’veseen some articles that I thought were rather amusing, andI’ve heard people say things … but I’ve never said anythingdifferent!”

“I was there at the meeting in the Soo, when the Sault AreaHospital presented its budget balancing proposal to theLHIN, which did not include doing anything with Matthews.That decision was deferred. They will not act on that becausethere IS no recommendation, and there never was! I was in-terested in the various crises we’ve had over here – I was kindof wondering why, but I am very excited and am very im-pressed by the number of people who spent a lot of time,and continue to spend a lot of time, on the Matthews Hospi-tal issue.”

Mr. Brown is not presently at liberty to discuss the activitiesof the Provincial Government’s Rural and Northern HealthCare Panel - of which he is a member - in detail, but he didprovide a brief summary of its progress to date. A more de-tailed overview is available through Mr. Brown’s office. Formore of his commentary on the Panel’s activities and chal-lenges, see our synopsis on page 3 of this issue. You can alsovisit the Ministry of Health and Long Term Care’s website atwww.health.gov.on.ca for more information on the Paneland its activities.

In the meantime, Mr. Brown agrees that the healthcare sys-tem has far too many problems. “I’m all ears for how we canimprove it!” he asserted. He did cite some welcome improve-ments, such as the 150 ‘Family Health Teams’, centredaround Nurse Practitioners under the supervision of a doc-tor now operating across the province, with still more teamsproposed. David Orizetti, MPP for Sault Ste. Marie, is work-ing with a committee to improve the availability of qualifieddoctors. The performance of the province’s ‘air ambulance’service is constantly being improved. “We’re going to findout what’s wrong, then we’re going to fix it!” he stated.

Mr. Brown is also very supportive of the proposed Mead-dowLink facility, and would like to see more emphasis placedon building more ‘alternative care’ options, such as residen-tial apartments with home care and/or supportive care. Healso expressed his concern about how rural Ontario, with itssmaller percentage of the population, is steadily losingground to the larger, urban centres when it comes to govern-mental decision-making.

He also defended the McGuinty Government’s much-criti-cized Harmonized Sales Tax, which many people see simplyas a ‘Tax Grab’ that would increase the financial burden onlower-to-middle income families. “The HST is, in fact, tax

neutral. The Ministry of Finance is projecting that 90% of allOntarians will in fact, pay LESS income tax as a result of theHST.”

All in all, the evening turned out to be exactly what waspromised: a chance for Mr. Brown to talk with, and listen tohis constituents ‘one on one’ in a small, informal setting. Per-haps everyone wasn’t convinced on every point, but the dis-cussion was indeed lively, intelligent and thought-provoking!

A Brief Update on the Rural andNorthern Health Care Panel

There have been two meetings to date, which have estab-lished the preliminary framework of the Panel’s threestage approach to developing its Rural and NorthernHealth Care Framework/Plan. Stage One will be to assessthe current state of rural and northern health care, andto provide a report to the Minister. Stage Two will in-volve broader community consultations, and StageThree will focus on the development of a ProvincialFramework/Plan.

Consultants have been hired to assist the Panel in gather-ing information and examining all existing documentson healthcare policy from around the world.

The Panel are currently trying to come up with accept-able definitions that everyone can agree upon of whatexactly is meant by ‘Rural’, ‘Remote’ ‘Northern’ and ‘Ac-cess’. That’s quite a challenge in itself!

Mr. Brown also cautioned that the scope of the Panel’sactivities would focus on identifying a vision, developingstrategic directions and principles, to assist the Govern-ment and LHINs in improving health care. The Panelwill develop a broad Framework or Plan for RuralHealth Care, but will not involve itself in specific recom-mendations on a local level, such as our hospital.

At the Panel’s next meeting on Friday, October 30th, anumber of external organizations will be invited to makepresentations. Each organization will be given 10 min-utes to present up to 10 slides, followed by a 5 minutequestion & answer session with the Panel. At the end ofthe presentations, a full discussion will be held with allpresenters.

The public CAN have its say, through a soon-to-be-an-nounced website. In the meantime, you can give thePanel your input by calling the ServiceOntario Infoline,toll free at 1-866-532-3161. You will be asked for yourinput on a series of questions, aimed at helping the Panelin setting its priorities.

BILL 118, the ‘Countering Distracted Driv-ing and Promoting Green Transportation Act’takes effect October 26, 2009!

The Ontario Highway Traffic Act has now beenamended to reflect the following:

Holding or using a wireless communicationdevice (i.e. cell phone) or a portable elec-tronic entertainment device (i.e. iPod) whiledriving is prohibited. You ARE still allowed touse a cell phone or wireless communicationsdevice in ‘hands-free’ mode, as long as you arenot holding it during use. You can also usesuch devices while pulled over or parked, in away that does not disrupt traffic.

The communications systems used by Ambulances, Fire Departments and Law Enforcement are exempted.

Commercial GPS units, along with similardashboard-mounted devices that provide displays relating to logistical or navigation uses are still allowed.

The Act also allows for an ‘Educational Period’from October 26, 2009 to February 1, 2010BUT police will still have the discretion to lay acharge or issue summonses under this act, - orany other act of ‘Careless Driving’ - prior to the

February 1st expiration. After February 1st, police will be ableto start issuing tickets with set fines.

Although the schedule of fines has not been officially deter-mined by the Act, the legislation allows for fines of up to$500. Drivers who place others at risk as a result of using suchdevices could be charged with ‘Careless Driving’, plus face ad-ditional fines of up to $1,000, 6 demerit points, possible dri-ver’s licence suspension, and even possible jail time! Ifconvicted of ‘Dangerous Driving’, drivers could face a penaltyof up to $2,000 and five years in jail.

And no, you CAN’T use these devices while stopped in trafficor at a red light! You’re still ‘driving’.

It really all boils down to reminding drivers to use commonsense when behind the wheel. When in doubt, “drive now andtalk later!”

RECIPE CORNER

Angie Green’s Chili Pie with Rice Crust

Crust:

2 C. cooked rice

1 oz. shredded cheddar cheese

1 beaten egg

Filling:

2 tsp. olive oil

1/2 C. diced onion

1/2 C. green or red pepper

1 garlic clove minced

6 oz. drained red kidney beans

5 oz. cooked ground beef crumbled

1 C. canned chopped tomatoes

1/4 tsp. chili powder

1/4 tsp. crushed red pepper

2 oz. shredded cheddar cheese

Prepare Crust: Combine all ingredients and pour into 9"sprayed pie plate. Press mixture over bottom and up sides.Bake 425°F until firm and lightly browned (20 - 25 min).

Remove from oven and set aside. Prepare Filling:Heat oil inskillet, add onion, pepper and garlic and saute until onion istransparent. Stir in remaining ingredients except cheese. Re-duce heat to medium and cook until liquid is reduced by 1/2.Spoon mixture into pie crust and bake 325°F for 20 - 25 min.Sprinkle with cheese and bake til cheese is melted 5 minutes.

It’s about

A Cowboy Named BudA COWBOY NAMED BUD was overseeing his herd in a remote mountainous pasture in Alberta, when suddenly, a brand-new BMW advanced toward him out ofa cloud of dust.

The driver, a young man in a Brioni suit, Gucci shoes, Ray Ban sunglasses and YSLtie, leaned out the window and asked the cowboy, “If I tell you exactly how manycows and calves you have in your herd, will you give me a calf?”

Bud looks at the man, obviously a yuppie, then looks at his peacefully grazing herdand calmly answers, “Sure, Why not?”

The yuppie parks his car, whips out his Dell notebook computer, connects it to hisCingular RAZR V3 cell phone, and surfs to a NASA page on the Internet, where hecalls up a GPS satellite to get an exact fix on his location which he then feeds to another NASA satellite that scans the area in an ultra-high-resolution photo.

The young man then opens the digital photo in Adobe Photoshop and exports it toan image processing facility in Hamburg, Germany.

Within seconds, he receives an email on his Palm Pilot that the image has beenprocessed and the data stored. He then accesses an MS-SQL database through anODBC connected Excel spreadsheet with email on his Blackberry and, after a fewminutes, receives a response.

Finally, he prints out a full-color, 150-page report on his hi-tech, miniaturized HPLaserJet printer, turns to the cowboy and says, “You have exactly 1,586 cows andcalves.”

“That’s right. Well, I guess you can take one of my calves,” says Bud.

He watches the young man select one of the animals and looks on with amusementas the young man stuffs it into the trunk of his car.

Then Bud says to the young man, “Hey, if I can tell you exactly what your business is,will you give me back my calf?” The young man thinks about it for a second and says,“Okay, why not?”

You’re a cabinet minister from Ottawa, says Bud.

“Wow! That’s correct,” says the yuppie, “but how did you guess that?”

“No guessing required.” answered the cowboy.“You showed up here even thoughnobody called you; you want toget paid for an answer I alreadyknew, to a question I never asked.You used millions of dollars worth ofequipment trying to show me how muchsmarter than me you are; and you don’tknow a thing about how working peoplemake a living - or about cows, for that matter.This is a herd of sheep. .....

PC Nurse TipsTHE PC DOCTOR has asked me to contribute to his col-umn for some time. Well, I finally gave in. This is my first tipcolumn.

As we all know The DOC is never on time! Actually he reallytries to get to an appointment on time but fails miserably.After over 30 years of experience dealing with this unfortu-nate trait, I have compiled a translation list of DOC time:

I’ll be there in 15 minutes Don’t panic – relax have anothercup of coffee, wash a load of laundry, sharpen that mowerblade. You will have at least an hour before he arrives.

I’ll be there in an hour Don’t panic – start painting that wall,go for a drive, go grocery shopping. You will have at least 2hours before he arrives.

I have you scheduled for a home visit at 10.30 am tomorrowGo ahead plan to do stuff – have a leisurely breakfast, go jog-ging. You will be lucky to see him by noon.

So my advice is to realize he will be there but not necessarilyon time. He will stay as long as it takes to get the job done,which then makes him late for the next appointment and soon.

QUESTION: My husband and I argue about how to use thecomputer properly. He’s constantly changing the desktopbackground and moving stuff around. What should we do?

ANSWER: Before you file for divorce try the following: cre-ate a separate user account for your hubby so he can continueto play with technology without changing how you like tokeep things on the computer. Windows XP owners, go to theControl Panel, Create a New Account. Windows Vista owners,go to the Control Panel, Manage another Account, and thenclick on Create a New Account. Type a name for the new ac-count. First name is OK. You can prevent many accidentalhome computer melt-downs by granting the new accountonly limited rights, not administrative rights. As a furtherprecaution, under Control Panel, User Accounts, Create aPassword for your account. The next time the computer startsup you will see a Welcome screen with two user accountnames, yours and his. Access to your account is password-protected. Now life is wonderful. Your spouse will be able tocustomize the appearance of his account, change desktopbackground, try out different screen-savers, and rearrangedesktop icons without affecting your account. Try it.

Protect Yourself Against ‘The Flu’!THE CHANGING COLOURS of the leaves mark not onlythe imminent onset of winter, but also the annual coming of‘Flu Season’. With the news media already full of reports andupdates on the arrival of the H1N1 virus in Canada, it’s def-initely something we should all take seriously. Doctors’ of-fices and Hospital Emergency Rooms across Canada arebeing flooded with patients reporting flu-like symptoms,and all worried that they’ve contacted the dreaded ‘SwineFlu’ about which they’ve heard so much.

According to the Public Health Agency of Canada, therehave been 80 deaths attributed to date to the H1N1 virus, 25of which have been in Ontario. The Canadian national ‘av-erage’ is from 2,000 to 8,000 deaths per year from all of thedifferent strains of influenza.

The Public Health Agency reports that, although some con-firmed H1N1 virus cases have indeed been severe, includingsome deaths, most of the cases have been relatively mild.Does this mean we should ignore it? Absolutely not! But let’sall keep in mind that the H1N1 virus is only one of manydifferent influenza ‘bugs’ we’ll all have to face this year. Wemust take ALL influenza – not just the current strain – seri-ously, and take measures to protect ourselves and those withwhom we come into contact.

The Public Health Agency advises Canadians to:

• Wash your hands often with soap and warm water for atleast 20 seconds, or use hand sanitizer.

• Keep your hands away from your face.

• Cough and sneeze into your arm, not your hand. If youuse a tissue, dispose of it as soon as possible and washyour hands.

• Get immunized.

• Keep common surface areas, such as doorknobs, lightswitches, telephones and keyboards—clean and disinfec-ted.

• Eat healthy foods and stay physically active to keep yourimmune system strong.

• Keep doing what you normally do, but if you DO getsick, stay home.

• Check websites like www.phac-aspc.gc.ca/alert orwww.fightflu.ca for more information.

• Check sites like www.voyage.gc.ca for travel notices andadvisories.

• Talk to your health professional if you experience severeflu-like symptoms.

The H1N1 flu virus can spread easily among young people.The PHAC has developed guidelines for daycares and K-12schools as well as postsecondary institutions and boardschools to help reduce the risk of transmission within schoolsettings.

Data from the U.S. Centers for Disease Control and Preven-tion involving 4,958 hospitalizations from the H1N1 virus,(also called Swine Flu), showed 53% of the cases were in peo-ple age 24 and younger. Another 39% were in people ages 25to 64, and only 7% in people age 65 and older. (In the remain-ing 1% of cases the age was unknown.)

“This is really, really different from what we see with seasonalflu,” said Anne Schuchat, the Director of the National Centerfor Immunization and Respiratory Diseases at the Centers forDisease Control and Prevention. About 60% of hospitaliza-tions and 90% of deaths related to ‘normal’ seasonal influenzausually occur in people age 65 and older. Health officials be-lieve that many people in the older age groups have some sortof immunity to the H1N1 virus because of their past exposureto similar viruses.

In the meantime, continue with your daily life! The PublicHealth Agency doesn’t recommend that anyone avoid going towork or community social events if they are healthy. In othercrowded situations that cannot be avoided, extra precautionsshould be taken, such as frequent hand washing, to avoid pick-ing up the virus. Those most at risk for complications mightconsider carrying hand sanitizer for the same purpose.

Remember those strange, ‘eccentric’ people about whom weused to smile smugly and wonder about their sanity? Theyseemed obsessed with germs, sprayed everything with disin-fectant, refused to shake hands with or touch others, and evenwore surgical masks when out in public? Welcome to the 21stCentury! It seems those ‘oddballs’ might have been on tosomething after all!
