Investment to upgrade rail infrastructure and terminals are needed. Between 5 to 20 percent of track are single track, between 18 to 32 percent are not electrified. Transshipment capacities at Kazakh – PRC border (Dostyk) need to be improved.

� The rail connection via Transsib is suited especially for high
value and time sensitive cargo (e.g. automotive,
electronics, chemicals) in supply chains to/from inner and
Western China.
� There is a high variability of lead times for all three routes.
Fast transit times and competitive prices can only
guaranteed by block trains instead of single railcars.
� Regular block trains need high utilization and stable
demand. Private trains for key accounts can be a
market entry strategy, regular public trains should
follow.
� Availability of containers and railcars may cause
future problems (monitoring and logistics problem).
� Border crossing need to be fastened. Electronic rail
waybill and complementary e!documents are in piloting
stage (Eastwind).
� Transit cargo is of minor importance for Transsib, but
very dynamic. International container transport grew by
27% in 2011 and by 23% in 01!07/2012.
Opportunities and Challenges
In 2010 the Transsib carried 748,544 TEU (Twenty Foot Equivalent Units) of container traffic with domestic, import, export and transit traffic being respectively 66.3%, 16.8%, 14.4% and 2.4%.

Kazakh Railways plan to develop 10 Transport Logistics Centres
Kazakh Perspective
� Experiences and solutions how to establish Transport Logistics Centres including rail terminals exist. They cannot not be copied, but shared.
� Spatial and infrastructure planning and coordination is necessary between administrative levels and between Railway Enterprises and Regional Administrations.
� State owned railway companies tend to take the initiative in CIS states.
� It is of advantage if the state takes the initiative in planning and development of Transport Logistics Centres. Private investors join later.
� A stepwise development helps to avoid financing bottlenecks and overcapacities.
� Freight Villages / Transport Logistics Centres have different focus, e.g. industry, distribution for metropolitan areas, transshipment etc. They should be open / public.
