UK ODA Spending
• The UK is the 3rd largest DAC country donor and
has enshrined in UK Law the UN target of
spending 0.7% of GNI on ODA.
• DFID is the main provider of the UK’s ODA,
managing 72% of total spending in 2017. This
share is down from 86% in 2014 and is expected
to decline further to 70% by 2020.
• Greater cross-government collaboration has seen
more budget allocated to departments such as the
FCO and BEIS.
• The UK’s Development Finance Institution, CDC
Group, has an increasingly important role within
ODA spending, channeling up to £700m of ODA
per year for 5 years through investments
• In 2017, 63% of UK ODA was spent
bilaterally, with 37% provided as core
contributions to multilaterals. 26% of that
multilateral spending went through the EU.

DFID’s Strategic Priorities
• The UK’s development strategy, outlined in “UK Aid:
tackling global challenges in the national interest” lists 4
priorities:
• Strengthening global peace, security and
governance
• Strengthening resilience and response to crisis

• Tackling extreme poverty and helping the world’s
most vulnerable
• DFID works across Africa, Asia and the Middle East with
a focus on fragile countries or those at risk from fragile

UK’s ‘Doing Development in a Digital Age’ report
• DFID has laid out a vision and approach to become a global leader in digital
technology and development, in order to have a bigger, faster and more cost-
effective impact on the lives of poor people.
• The Department aims to make greater and better use of technology to tackle global
poverty and deliver on the Global Goals, by identifying and embedding good
practice in using digital solutions in aid programmes.
• DFID has also committed to delivering on the vision of the UK Government
Transformation Strategy for digital, data and technology including by:
• Collaborating across government through common platforms, technologies and
systems, in pursuit of the UK government’s policy aims worldwide.
• Making better use of data – to inform delivery of the UK Aid Strategy and Global Goals.
This is with the aim of driving better decision-making in programs and operations to
strengthen accountability, transparency and public engagement.

Relevance of Space for IDA for the UK
• AIMS to further demonstrate the applicability of satellite-enabled solutions for sustainable
development, especially in conflict and fragile environment situations, which are core
priorities for the UK, and which have not been addressed through IPP and other donor-funded
programmes,
• STARTS to build the capacity of development professionals in donor agencies or in those
institutions responsible for delivering the aid commitments of donor organisations (such as
multilateral institutions, national governments and NGOs) to make effective use of digital
technologies and data to inform decision-making.
• HELPS to promote the use of data by local stakeholders, integrating data and digital
technology into government-level decision-making, and the monitoring and impact evaluation of
development programmes.
• SEEKS to establish regional centres and will promote local-level innovation and job creation in
value-adding, data analytics sectors (growing the ‘Digital Economy’).
