WGITA was a success
The 28th meeting of the INTOSAI Working Group on IT Audit (WGITA) hosted by the
Office was a great success.
The Chair of the working group Mr Rajiv Mehrishi, the Comptroller and Auditor
General of India, acknowledged the Office in organising the international meeting.
The Working Group meeting in conjunction with the 9th Performance Audit Seminar
was held at the Sofitel Fiji Resort and Spa from the 2nd to 5th of April, 2019.
This was the first time the Office as a member of the working group hosted the event. The meeting brought together delegates from 47 countries and observers that are affiliated with the working group. The working group meets annually to discuss the progress of ongoing projects according to its Triennial Work Plan, and to decide on future projects.
New Corporate Uniform for Staff
The Office has officially launched its new set of Corporate Uniforms in March 2019.
The launch of the OAG uniform is in line with the intent of the 2018-2020 Strategic
Plan to increase the Office’s visibility.
Code of Conduct Bill submission by OAG
The Office of the Auditor General was invited by the
Standing Committee on Justice, Law and Human Rights to
make a submission on the Code of Conduct Bill, on the 11th
of January, 2019.
While making his submission the Auditor General, Mr Ajay
Nand highlighted that certain areas of the Bill can be
strengthened to capture its fullest intent, which is to
promote accountability and transparency in public
institutions.
Mr Nand submitted that the proposed legislation does not
clarify how any alleged breaches of Code of Ethics reported
during the audits will be dealt with by the entities, or how
they will be referred to the Commission for investigation.
My Experience as the Auditor General of the
Republic of Fiji Islands.
The Auditor-General, Mr Ajay Nand delivered a speech
during the Commonwealth Association of the Public
Accounts Committees (CAPAC) Workshop. The event
was held from the 19th to 21st of February, 2019 at the
Holiday Inn, Suva, and he spoke on the on the topic My
Experience as the Auditor-General of the Republic of the
Fiji Islands.
He outlined the progress of the organisation since taking
office in January 2017, and deliberated on the re-
establishment of the Performance Audit Group.
The Office works with other Supreme Audit Institutions
(SAIs) within the PASAI Community with a shared vision
of working together.
The SAIs within the PASAI Community are also involved
in undertaking twinning programs with the Australian and
New Zealand Audit Offices.
The recent rating received from the twining program with
the Tasmanian Audit Office has been positive with an
improved rating in December 2018.
Mr.Nand also participated in a panel discussion during the
workshop, and deliberated on the strengthening of the
strategic relationships between Public Accounts
Committees and Supreme Audit institutions.
The Office hosts a Public Accounts
Committee meeting
A Public Accounts Committee (PAC) meeting was held
at the Office for the first time on the 22nd of February
2019.
This was an historic event as the Committee met with
executive management and were briefed on the audit
processes of the Office. The meeting also coincided
with a short tour of the office premises.
OAG takes part in the UNDP Professional
Development workshop
The Auditor General, Mr.Ajay Nand was invited to the
UNDP Professional Development Workshop, which was
organised for members of the Public Accounts
Committee. The workshop hosted by UNDP was held
on the 17th of April, 2019 at the Pearl Resort, Deuba.
The Auditor General, in his presentation highlighted
ways in which the office can better corroborate with the
committee.
The workshop resulted in the formation of a
Corroboration Committee between the OAG and the
PAC Secretariat which is currently underway.
The objective of this corroboration is to assist the
Committee to be better positioned in fulfilling its role
under the Parliamentary Standing Orders.
Organized IFRS Training for Officers
In order for technical staff to be well informed with changes
in the International Financial Reporting Standards (IFRS),
the Office organized a training.
The training was held at the Government Training Centre
in Nasese from 15th – 17th April, 2019, and was facilitated
by Dr. Nacanieli Rika from the School of Accounting &
Finance at the University of the South Pacific.
The training focused on IFRS 15- Revenue from Contracts
with Customers, IFRS 16 – Leases, and IFRS 9 - Financial
Instruments.
Dr. Rika explained that the trend in international
accounting standards today is moving towards more
disclosure requirements for financial statements.
The 20th PASAI Governing Board Meeting
The Pacific Association of Supreme Audit Institutions
(PASAI) Governing Board meeting was held in
Auckland, New Zealand from 28th February to 2nd
March, 2019. The Governing Board sets PASAI’s
direction and oversees the activities of its Secretariat.
Mr. Ajay Nand attended the meeting on behalf of
Melanesia.

Annual General Meeting 2019
The Office Sports and Social Club during its Annual
General Meeting voted Mr Moshin Ali (Director FAG
2) as the new President for 2019.
There were important issues raised that included the
updating of standard operating procedures, and
members subscriptions.

The 22nd PASAI Congress in Fiji
The Office of the Auditor-General will host the 21st PASAI
Governing Board Meeting on 12th August, and the 22nd
PASAI Congress from the 13th to 16th August at the
Intercontinental Fiji Golf Resort & Spa, Sigatoka.
The theme for the 22nd PASAI Congress is “SAI’s
Contribution to Sustainable Development Goals”.
Decades of Change in Auditing
“Decades of Change in Auditing” is a story that outlines the
journey of the Auditor General Mr Ajay Nand, from when he
joined the office in 1987 up to 2007.
This short story has been written by the Auditor General, and
details the many struggles the office had to endure over the
years, and how it has grown since then.
It also details Mr Nand’s twenty years of service with the office,
and his subsequent departure to join the Fiji National Provident
Fund, before returning as the Auditor General in January 2017.
