Sub:- Qualifying Trials for Pre Nationals (Air and Small Bore) is being held at Dronacharya

Shooting Range, Near Gurukul Dayanand Mahavidhyalaya, Roorkee Road, Meerut, from 16 -

19 August, 2018:

Dear Sir,

It has been decided to hold Qualifying Trials for Pre Natioanls (Air and Small Bore) is being held at

Dronacharya Shooting Range, Near Gurukul Dayanand Mahavidhyalaya, Roorkee Road, Meerut, from 16 to 19 August, 2018. This competition will be organized by Dronacharya Sports Development

Society, Meerut and conducted by U.P. State Rifle Association, Lucknow.

Shooters from all over U.P. are invited for participation in the said competition. The terms &

conditions for the competition will be as under:-

MATCHES:

All the matches will be conducted according to UPSRA Match Book.

PARTICIPATION: Participation is open to competitors belonging to Uttar Pradesh only. Shooters

furnishing wrong information or giving wrong domicile will be immediately debarred. Shooters must

have ID Cards.

The entries will be accepted through online entry procedure and or through respective affiliated

District Rifle Association/Units only. Entry fee should be paid by cash/demand draft. The demand draft should be in the name of U.P. State Rifle Association, payable at Lucknow. Cheques will not

be accepted. The entry forms duly completed along with entry fee should be sent to this office so as to

reach this office.

CRITERIA for PARTICIPATION:

Those shooters who failed to attain MQS for Pre Nationals, Only those shooters who have

earlier participated in Pre UP State Shooting Competition or in UP State Shooting Competition

and have not achieved MQS. They are eligible to participate in Qualifying Trails. Shooters who are already qualified to participate in Pre National Shooting Competition must

apply for their entries online. These shooters will not be allowed to participate in Qualifying

Trails.

The entries being sent by post/courier will be accepted through respective affiliated District Rifle Association/Units only. Entry fee should be paid by online payment/cash/demand draft. The demand

draft should be in the name of U.P. State Rifle Association, payable at Lucknow. Cheques will not

be accepted. The entry forms duly completed along with entry fee should be sent to this office so as to reach this office.

A penalty of Rs.200/- will be charged if a Shooter looses his/her Competitor Card during the Championship and fresh card will only be issued on deposit of Penalty.

ADDITIONAL ENTRY:

In case of additional entry, shooters must fill a fresh entry form with the required details and have to

mention the competitor number already given to them. No new competitor card will be issued for the

additional entry; the match number of the additional entry will be marked on the competitor card issued earlier.

The Shooter’s name as per Shooter ID Card and Shooter ID number must be entered in the entry form

and a COPY OF SHOOTER ID CARD SHOULD BE ATTACHED WITH THE ENTRY FORM. In case, shooter still does not have the ID number, it must be applied immediately and shooter’s date of

birth should be entered in the entry form along with a copy of date of birth to be attached with the

entry form.

Shooters not having UPSRA Shooters ID Cards are requested to download the Shooters Registration

Form available on our website: www.upstaterifle.com. The same is to be duly filled and send with the

Entry Form together with a Demand Draft for Rs.150/- towards registration fee. UPSRA Shooters Registration Form and Entry Form will be available on our website: www.upstaterifle.com.

SHOOTERS FURNISHING WRONG INFORMATION WILL BE IMMEDIATELY

DEBARRED.

UPSRA Shooters ID Registration Forms and Entry Forms will be available at UPSRA Office, 2nd

Floor, 8 – Gulzar Colony, Newberry Lane, Lucknow and with all Affiliated District Rifle Associations/Clubs.

A penalty of Rs.200/- will be charged if a Shooter looses his/her Competitor Card during the

Championship and fresh card will only be issued on deposit of Penalty.

Shooters can also fill their entries online by following the methods mentioned below:

Shooters applying for the first time will be required to visit

http://www.upstaterifle.com/online/temporary.php and Fill Temporary Registration Form, get

themselves registered and follow the steps accordingly to fill online entry forms.

Shooters already having their shooters ID will be required to visit

http://www.upstaterifle.com/online/update_database.php and will have to input their (i) Shooters

ID Numbers, (ii) Name and (iii) Date of Birth and follow the steps accordingly to fill online entry

forms.

ENTRIES OF REGISTERED UP SHOOTERS FILLING WITH TEMPORARY REGISTRATION

WILL BE CANCELED AND ENTRY FEE WILL NOT BE REFUNDED.

It is the duty of shooter to get the sign. and stamp from the official concerned before getting

themselves registered for the details and lane allocation.

In case any shooter/affiliated DRA/C UNIT need any assistance for filing the entry, he/she/they

must approach UPSRA immediately BUT before 4:00 PM till 11th August 2018 so that their entries

are accepted with normal fee. Shooters may contact Mr. Md. Zaid Khan in UPSRA office on phone

5 pm). Shooters may also send email on upsra_1@hotmail.com.

ONLINE ENTRIES WILL BE CLOSED ON 11TH AUGUST, 2018 at 05:00 PM SHARP.

Shooters are required to get their competitor cards print in advance and to keep as proof of

participation, without the copy of it, NO CERTIFICATE WILL BE PROVIDED.

EVENTS & ENTRY FEE.

Events Entry Fee.

All Air Pistol/Air Rifle Events: Rs.500/-

All .22 Bore/.32 Bore Pistol Events Rs.550/-

Youth category shooters (below 18 years on 31.12.2018) can participate in Youth, Junior (below 21

years on 31.12.2018) and senior category. Junior category shooter can participate in both Junior and

senior category. Shooters aged 60 years or above can participate in Veteran category.

Shooters taking part in Rifle event are not allowed to take part in Pistol event and vice versa.

Matches will be conducted on paper targets under qualified officials deputed by UPSRA. Tournament will be played as per ISSF rules Air Rifle Qualification will be (non decimal) as the

matches will be played on paper targets.

Protest fee is Rs.500/- in case of an appeal is filed with the Jury of Appeal. The fee will be returned if the protest is upheld and retained by UPSRA if the protest is lost.

Entry Forms duly filled should reach UPSRA Office, Lucknow at the address given below, latest by August 11, 2018. No Entries will be accepted after that.

IMPORTANT:

1. All participants are requested to go through the instructions carefully and insure strict

compliance.

2. All participants are expected to abide by the rules and regulations for the Championship. Discipline on and off the field is very essential.

3. The Organizers will have the right to stop any match or event in case of any emergency without assigning any reason for such an action on their part.

4. In case of non participation by the competitors after submission of their entries, the entry fee will not be refunded.

5. In case of any accident or harm caused by a participant to himself or to any other person at the range, neither UPSRA nor Officials of Dronacharya Sports Development Society, Meerut, will be held responsible for the same in any manner whatsoever.

6. The Competitors shall observe strict safety regulations and range discipline. 7. Shooters shall not load commence firing unless on the firing line and only when appropriate

firing order is given by the Range Officer. The competitors shall carry all weapons with

bolts/actions open at all times except on the firing line.

8. Shooters furnishing wrong information regarding their date of birth; caught indulging in any unfair means or indulging in any indiscipline may be debarred for two years from taking part in any shooting championship.

9. Participants are forbidden to practice with their weapons in their hotels and public places. 10. Clothes and Equipment to be used as per ISSF Rules. 11. Smoking, consuming Alcohol, use of Illegal Drugs and Chewing of Pan/Gutka is strictly

prohibited at the Range.

DISPUTES:

In case participants have any complaint or there is any dispute, he/she must give the same in writing

immediately to any member of the Jury for redressing his/her complaint/dispute together with

Rs.500/-, Protest Fee.

Shri Jagdeep Madhok, Senior Vice President, UPSRA, will be the Chief Range Discipline Officer

in charge of maintaining discipline on the Ranges. Any decision taken by him with regard to any indiscipline will be binding upon the person/persons concerned.

JURY:

JURY OF APPEAL:

If a participant has any dispute, he/she may appeal before the Jury of Appeal comprising 1. Shri

Shyam Singh Yadav, President, UPSRA, 2. Shri M.P. Singh, President, DSDS, Meerut 3. Shri

Jagdeep Madhok, Senior Vice President, UPSRA. The decision of the members of the Jury of Appeal shall be final and binding upon the complainant.

BOARDING/LODGING: It will be the responsibility of the shooters to make arrangements for their boarding and lodging.
