Straphangers might soon be hanging onto a little less of

their own cash, as the Metropolitan Transit Authority (MTA) board is expected to vote on Wednesday to raise the cost of subway and bus ride to $3.

Board members are set to select from one of two fare hike proposals fi rst announced last year, which could mean an across-the-board fare hike of 4 percent.

The cost of a monthly MetroCard pass will go up from $116.50 to $121, while a weekly pass would jump slightly from $31 to $32.

In November, the MTA fl oated two fare increase proposals — one that would boost the per-ride cost to $3 but give riders 96 cents back on every $6 round trip purchased.

The other proposal would maintain the fare at $2.75 but reduce that bonus. Both proposals featured the same increases for monthly and weekly passes.

According to news reports, the MTA is leaning toward hiking the base fare because it considers that option the best deal for frequent riders.

Based on the bonus, riders who put $6 on a MetroCard effectively gets a ride for $2.59.

Fares for the Metro-North and Long Island Rail Road will also increase — monthly and weekly ticket-holders will see a 3.7 percent hike, while others will pay 4 percent more.

The $1 fee for purchasing a new MetroCard would remain

unchanged, the MTA said.In November, the MTA also

announced plans to raise tolls at the Queens Midtown Tunnel, Hugh L. Carey Tunnel and numerous bridges, including the Verrazano-Narrows Bridge, Henry Hudson Bridge, Robert F. Kennedy Bridge and Throgs Neck Bridge.

The new fares and tolls would take effect on March 19.

In December, the MTA held eight public

hearings to hear public input on the plans.The fare increase would be the agency’s

sixth since 2008, but the 4 percent hike would be the lowest increase since 2009.

According to the MTA, 51 percent of the agency’s $15.6 billion annual operating budget comes from fares and tolls.

Devastation is at hand.

That was the dire warning offered by New York City Deputy Mayor of Health and Human Services Herminia Palacio and other city offi cials should the Affordable Care Act (ACA) come to an end.

As Congressional Republicans continue

to negotiate plans to repeal President Obama’s signature healthcare act, Palacio said its elimination would have ominous consequences for city residents and the city’s struggling public hospital system.

“Taking away the ACA without replacement means devastation for New Yorkers, more chronic illnesses, more folks in the ER and shorter life spans,” said Palacio, who joined members of Make the Road New York (MRNY) and other advocates at a City Hall rally on January 18 to urge Congress to

protect health coverage for Americans.Palacio said that 1.7 million people in New

York City stand to lose health insurance if the ACA is repealed, many of them in vulnerable demographics such as low-income and immigrant communities.

“The bottom line — we will increase the risks of people dying because they didn’t have access to the care they needed,” she stated.

The New York State Department of Taxation and Finance is offering a few tax tips to follow and common errors to avoid this fi ling season.

“Our goal is to make tax fi ling as easy as possible for all New Yorkers,” said New York State Acting Commissioner of Taxation and Finance Nonie Manion. “By following this straightforward advice and being mindful of common mistakes, taxpayers can avoid refund delays and meet their tax obligation in a stress-free way.”

Tips to follow:1. File and pay electronically – E-fi lers

are 20 times less likely to have an error on their returns and can receive their refunds up to twice as fast as paper return fi lers.

2. File for free – Taxpayers with incomes of $64,000 or less are eligible to electronically prepare and fi le both their federal and NYS returns under the Free File program. To prevent any unexpected charges for the state return, taxpayers should only access free options directly from: www.tax.ny.gov.

3. Use direct deposit – Have your refund

directly deposited into your bank account and receive your refund up to a week faster. Be sure to double check the routing and account numbers for your account.

4. Use free tax assistance sites – Taxpayers with household incomes of $64,000 or less in 2016 can e-fi le their state and federal income tax returns for free at any of the Free TaxAssistance Sites statewide. Check https://tax.ny.gov/fsa/ for updates on locations and times. Also, if your income is $54,000 or less, you’re eligible for free federal and state tax preparation by trained IRS and AARP volunteer. Visit http://bit.ly/1sNLuxU to fi nd a site near you.

5. Always fi le on time – To avoid penalties and interest, fi le on time—even if you can’t pay in full; the penalties are much higher for late fi ling than for late payment. 2016 tax returns are due by Tuesday, April 18.

6. Declare all income – All income for full, part-time, temporary, or supplemental employment—whether received in cash or reported on a Form W-2 or Form 1099—is subject to income tax.

7. Sign and date the paper return – You, and your spouse if you fi le jointly, must sign your return. If you hire a tax preparer to fi le your return, the preparer must sign it as well.

8. Get the credits you deserve – Income tax credits can increase your refund or reduce the taxes you owe. One of the most valuable is the Earned Income Tax Credit. Visit the Tax Department website www.tax.ny.gov/eitc to review eligibility requirements and see if you qualify.

Duarte, a liberal proponent of democratic principles, organized La Trinitaria (The Trinity) in 1838 together with Francisco del Rosario Sánchez and Matías Ramón Mella, among others. The efforts of this secret resistance group against the Haitian occupation of the time led to ultimately to the declaration of independence by the Dominican Republic on February 27, 1844.

Dangerous and dirty.

Those are the conditions under which the city is housing homeless New Yorkers at hotels and temporary shelter sites, according

to a new report from the State Senate’s Independent Democratic Conference (IDC).

Dubbed Horrors in Homeless Housing, the report details an IDC investigation that uncovered buildings with broken fi re escapes, non-fl ushing toilets, dangerous cooking spaces and lead paint contamination.

Research found that 49 of 63 hotels being used to house the homeless had compiled more than 430 open violations.

“If any one of us lived in a place like this, we’d be calling 311 every day,” Klein remarked. “Why are we treating the homeless population any different?”

The worst hotel offender cited in the report was the Dawn Hotel in Harlem, which had 78 open violations, including broken fl oors, sinks and toilets, and an array of fi re hazards.

Conditions at so-called cluster sites, where the city pays landlords to host the homeless in rental apartments, are “even worse,” Klein said.

The IDC’s study found that 93 percent of cluster sites had open violations.

Six of the 10 worst sites were located in the Bronx, including the biggest violator, 1055 University Avenue, which had 185 open violations. The violations including rodent and roach infestations, mold, lead paint in several units and failure to install smoke and

carbon monoxide detectors.The site also lacked a locking front

entryway and door locks were absent from several individual units, the report said.

“They’re actually providing substandard living conditions,” stated Klein. He released the report at a January 19 press conference with other IDC members, who said they hope to curtail the city’s high homelessness rate by keeping people in their own homes.

In the report, the IDC proposed a fi ve-point legislative solution, designed to replace the existing rent support program. The crux of

the plan is a Home Stability Support (HSS) initiative which would provide a statewide rent supplement for families and individuals facing eviction, are currently homeless, or who have lost housing due to domestic violence or hazardous conditions.

The IDC will also unveil legislation to ensure inclusion of domestic violence survivors within the HSS, expand housing anti-discrimination measures and give preference in the city’s housing lottery to those living in shelters, explained Klein.

A day after Donald Trump was sworn in as the 45th President

of the United States, hundreds of thousands of women descended upon Washington, D.C. on January 21 to rally for the protection of rights for women, immigrants and people of all races.

“The Women’s March on Washington will send a bold message to our new government on their fi rst day in offi ce, and to the world that women’s rights are human rights,” read the offi cial mission statement for the march, which was organized by advocates Linda Sarsour; Tamika Mallory; Carmen Pérez; and Bob Bland. “We stand together, recognizing that defending the most marginalized among us is defending all of us.”

Concurrent marches also took place in New York City, Boston, Los Angeles, Seattle, Atlanta, Denver and in other cities around the world.

Many participants carried colorful signs in various languages or wore pink “pussyhats” which served as a unifying act and indelible image of the day’s events. Chants calling for Donald Trump to go, urging support for public education, and declaring “This is what democracy looks like” rang out along the way.

In New York City, more than 400,000 people marched through midtown Manhattan, according to estimates from the Mayor’s Offi ce.

Lin-Manuel was born to delight us with his songs,

his impressions, and his performances.

My mother always spoke of “Lin-Manuel y sus embelecos” (a term of endearment for “games”). She and my father, may they rest in peace, waited anxiously for summers when Lin-Manuel and his older sister, Lucecita, arrived in Vega Alta, Puerto Rico. Throughout those summer months, Lin-Manuel spent his time fi lming movies, writing and performing songs, and delighting anyone who would applaud his clowning around.

Nothing has changed in the last 33 years: Lin-Manuel continues to enchant us with his art and his unique interpretation of the world. My wife, Luz, and I, are living as if in a fairy tale. It would seem Disney has taken over our lives and created a vivid script with music and joy – fi lled with characters who work hard.

It was an oath of opposition.

As Donald Trump prepared to take the oath of offi ce on Washington, D.C. on Fri., Jan. 20th, newly elected Congressman Adriano Espaillat staged his own symbolic “oath” in Washington Heights, asking locals to unite in voicing their opposition to Trump’s policies.

Espaillat, the fi rst Dominican-born member of Congress, was one of numerous federal lawmakers who opted to skip the Trump inauguration ceremony due to the new president’s anti-immigrant rhetoric.

Timed to coincide with Trump’s oath of offi ce last Friday, Espaillat and other elected offi cials gathered at the Malcolm X and Dr. Betty Shabazz Memorial and Educational Center for a mock “swearing in” as a united front against Trump.

Espaillat asked community members to stage 100 days of resistance against the new administration.

“Every day, we will choose a different issue,” Espaillat said, citing the Affordable Care Act (known as Obamacare), DACA, criminal justice reform, among other priorities. “Every single day, we’re going to

have a reason why we will resist.”Espaillat said he chose to speak at the

Malcolm X Center because the former human rights activist was “someone who resisted any type of discrimination.”

“We’ve been hoodwinked, we’ve bamboozled, we’ve been led astray as a

nation,” said Espaillat, recalling the words of Malcolm X. “But we’re going to take it back.”

City Councilmember Ydanis Rodríguez said that Trump’s inauguration represented a “tough day” for many Americans, especially immigrants fearful of the new President’s vow to deport millions.

He called on immigrants to pull together in unison to ensure that gains they have made in society are not lost.

“Will they take the nation backward, or will we push the nation forward?” Rodriguez asked.

While acknowledging that many Americans are worried about Trump, City Councilmember Mark Levine suggested that Espaillat’s election was fortuitous timing.

“Fate has a way of ensuring that great leaders emerge to tackle the country’s greatest challenges,” said Levine. “Fate sent the perfect leader to combat the messages of Trump.”

Espaillat defended his decision to not be in Washington for the inauguration.

“Much has been said of a boycott,” Espaillat remarked. “We’re not boycotting; dissent is patriotic.”

“He is not boycotting Donald Trump,” added Advocate Letitia James. “He’s standing up for democracy.”

“This is a time to stand up and speak out, but in addition to speaking out, it’s a time for action,” said State Assemblymember Carmen De La Rosa.

State Senator Andrea Stewart-Cousins remarked that Espaillat’s loss would be felt in the state legislature, but said he was destined to serve the country in greater ways.

Las personas que utilizan el transporte público pronto podrían tener un poco

menos de dinero, ya que se espera que la Junta de la MTA vote el miércoles para elevar el costo del viaje de metro y autobús a $3 dólares.

Los miembros de la Junta están dispuestos a elegir entre una de las dos propuestas de aumento a las tarifas, anunciadas por primera vez el año pasado, lo que podría signifi car un alza tarifaria general del 4 por ciento.

El costo de un pase MetroCard mensual subirá de $116.50 a $121 dólares, mientras que un pase semanal saltaría ligeramente de $31 a $32 dólares.

But the works, on view at NYU’s Kimmel Galleries, range in emotional complexity from rage to sad resignation. There are humorous pieces as too. But it is clear that most of artists who submitted their work don’t appreciate the new president’s form of populism.

Hillary Clinton is depicted as a Joan of Arc fi gure, clad in shining armor. In another, Trump is shouting, his face clotted with red and purple rage. In another, Trump is in the process of performing a comb-over, his orange locks hiding a swastika tattoo. Still another shows Trump as a marionette, held by an arm extending from a hammer and sickle emblem.

Arroyo wants the show to travel to other cities, where local artists will add to the collection. She hopes the show and the art continues to evolve over time.

“At the very beginning, I got a lot of work about trauma,” she said. But more recent

works have expressed responses to issues.“I think artists are very useful for these

times—for creativity and thinking outside of the box,” she said. “We will need the energy and the community and the talent. And for being open minded.”

Not long after announcing the project, she got an email from someone she didn’t know calling her “un-American.” That both surprised and shocked her.

“It’s such a free country. Nothing should be un-American,” she said. “Unless you are talking about curtailing freedom of expression or curtailing freedom in any way—that should be un-American. Anything

else is actually very, very American.”Arroyo created a piece in response to that

email which depicts an American fl ag. The blue fi eld of stars is repla ced with a woman embracing the earth. She looks back at the viewer as if to say, “This is my country, and my planet, too.”

“Nearly one in two Health + Hospital patients will be without coverage,” said Palacio, who added that the state budget would stand to lose $3.7 billion.

“We cannot tackle income inequality, we cannot be a fair and just society without affordable, high-quality healthcare,” she remarked.

While President Donald Trump has insisted that his administration will offer a replacement plan, no details on specifi c coverage options have yet been offered.

At the rally, MRNY released a report detailing the substantially positive impact health insurance coverage has had on immigrants in New York.

To compile data for the report, MRNY conducted 838 surveys and eight focus groups, mostly with Latino immigrants, said the group’s Director of Public Programs, Becca Telzak.

“Our analysis of the data showed that having health insurance more than doubled

She said that a repeal of the ACA would mean a “huge setback” from coverage advances made in New York in recent years.

“Instead of going backwards, we should be building off of our current programs and protecting and expanding health coverage for all immigrants in New York State,” stated Telzak.

Dr. Priscilla Chukwueke, Regional Vice President of Interns and Residents at Harlem Hospital, said “it’s a no-brainer” that the health of low-income New Yorkers would suffer if the ACA is cut.

“They don’t have any means of covering themselves,” Chukwueke remarked. “You cut it, they will stop coming to the clinics, they will stop doing what they’re supposed to do to take care of themselves. We’ll see a decline in health, and we don’t want that.”

Palacio said that city currently has an uninsured rate of 5 percent, below the national average of 9 percent.

In late November, the city launched the Get Covered NYC program, in attempt to enroll as many New Yorkers as possible in low- or no-cost health insurance.

“In six weeks, we’ve scheduled over 2,000 enrollment appointments,” said Regina Schwartz, Chief of Staff for the Mayor’s Offi ce of Intergovernmental Affairs. She said the goal is to enroll 50,000 people by the end of 2017.

An ACA repeal would also spell job loss for New York State, said Taylor Frazier, Policy Associate with Community Service Society (CSS), who noted that over 131,000 New Yorkers could be put out of work, with the losses being felt outside of the health care industry.

“Sixty-three percent of the jobs would be in other fi elds, such as construction, real estate and retail,” Frazier said.

Palacio urged New Yorkers to call their Congressional representative and be prepared to fi ght to keep their health insurance.

“Some of us are mad, some of us are scared, but all of us need to get organized,” she remarked. “We need to send our messages loud and clear — health care isn’t a privilege of the few, it’s a right of the all.”

“The shelter is so dirty, and there is no security, that they would prefer to hang out at a park or a local McDonald’s than stay at the shelter,” said Alcántara.

City Councilmember Andrew Cohen, who chairs the Council’s Mental Health and Hygiene Committee, remarked that housing the homeless in hotels and cluster sites is “bad for the homeless, as well as bad policy for the surrounding community,” noting the lack of wrap-around services available for homeless residents at such sites.

Cohen described the Van Cortlandt Motel, located in his Riverdale district, where the city houses 30 homeless families. He said the site is a “deplorable, 1960s-era, run-down motel” that is a haven for crime and prostitution.

“It is that kind of motel that the city thinks it’s appropriate to house families in,” Cohen remarked.

Alcántara said lawmakers are concerned about a lack of oversight for providers who run temporary shelters.

“What we are concerned about is a lot of the hotels, the landlords have made this into a business, and there’s no oversight [or compliance] that they have to do,” she remarked. “The landlords make tons of money, and they don’t abide by any rules, or keep the place clean.”

Klein said the proposed HSS would end up saving the city money, as it would cost as little as $11,000 per year to provide a family rent supplements, as opposed to the $38,000 it costs to house homeless families in hotels or cluster sites.

Costs of the proposed IDC program would amount to approximately a billion dollars, split between the state and the federal government.

“There’s no cost to the city,” Klein said. “The state picks up the tab.”

The IDC report has been provided to Department for Homeless Services (DHS) for review, reported Klein.

DHS spokesperson Isaac McGinn said the agency will review the report’s suggestions and noted that DHS had made progress in slashing open violations at shelter sites.

“Since 2016, we have closed more than 10,000 violations and allocated hundreds of

millions of dollars to make major renovations improving shelter conditions that have built up over decades,” said McGinn. “We have also stopped using nearly 600 cluster sites.”

State Senator Diane Savino remarked that the current state of homeless housing reminded her of two decades ago – and she placed the blame squarely on the city.

“Many of the bad practices that we decried in the early 1990’s, housing people in substandard conditions in cluster site programs, housing people in hotels without access to clean running water or cooking facilities, all of those bad practices that were rejected and decried and we said we were never going to do again — well, here we are,” Savino said. “We’ve allowed the city for too long to mismanage this and now it’s time for the state to step in.”

“I think it’s a good start to his term and a good way to include the community,” she said. “It makes people feel like they’re being brought along with him to Congress.”

Longtime District Leader Maria Luna said she was heartened to see the community coming together.

“We need to continue being united, and continue being among each other, and having communications, because without communications, we fail,” Luna said.

While Cheramie Mondesire, an Inwood resident, said she was glad to see people uniting against Trump, she stressed that it was more important for them to get organized and participate in causes to help those who are marginalized by his policies.

“I think it’s necessary to be productive and proactive,” said Mondesire. “To just say Trump is not my President is not going to accomplish anything.”

It was then that the deal was sealed. Along the way, they promised each other that if he were ever nominated, she would be his “plus one.”
