Dr. Goei specializes in Vascular & Interventional Radiology. Interventional Radiologists are medical doctors with additional six or seven years of specialized training after medical school. Dr. Goei received his Medical Degree from The Albert Einstein College of Medicine in 1985, and completed a residency in surgery at San Antonio Medical Center (SAMC, the former Brooke Army Medical Center) in 1993. In 1995, Dr. Goei completed a fellowship in Surgical Critical Care. After practicing surgery for a number of years, he then became interested in minimally invasive interventions and decided to become an Interventional Radiologist. Therefore, Dr. Goei completed a second residency in Diagnostic Radiology in 2004, and in 2005, completed a second fellowship in Vascular & Interventional Radiology. Interventional Radiology is a medical specialty utilizing minimally-invasive image-guided procedures to diagnose and treat diseases in nearly every organ system. The concept behind interventional radiology is to diagnose and treat patients using the least invasive techniques currently available in order to minimize risk to the patient and improve health outcomes. These procedures have less risk, less pain and less recovery time. Dr. Goei is certified by the American Board of Radiology in both Diagnostic Radiology and Vascular & Interventional Radiology. He has also been certified by the American Board of Surgery in Surgery, as well as Surgical Critical Care. Q. | How long have you been prac�cing? How did

you get started in medicine?

A. | I graduated from medical school in 1985. I

have been doing invasive procedures for over

30 years. I became interested in becoming a

surgeon a1er the first heart transplants were

being performed in the 1960’s. My ini�al

training and prac�ce was in the area of

general surgery, trauma surgery, and surgical

cri�cal care. That was the scope of my

prac�ce for 15 years before I became an

interven�onal radiologist.

Q. | What has surprised you about being a

doctor?

A. | We are now doing what most people

probably never imagined we could ever

do. The major advances in equipment and

devices/tools with which we can perform

invasive procedures have allowed us to do

a lot more with less invasiveness. I think

this is wonderful, and the reason I became

an Interven�onal Radiologist was to

perform very invasive and effec�ve

procedures with minimal invasiveness.

Q. | If there were one thing you’d like to share

with your pa�ents, what would it be?

A. | Many pa�ents are very spiritual and feel

more comfortable praying before a

procedure is performed on them. My

team and I are very happy to pray with

them if they wish.

Q. | What do you like most about being a doctor?

A. | I feel very privileged to be of service to many

individuals at a �me when they are especially

vulnerable and need and deserve the very best

care physically, emo�onally and spiritually.

LMC reduces carbon footprint one LED light and container at a time

L aredo Medical Center (LMC) is doing its part to reduce its carbon footprint, improve the environment, and ensure the safety of its employees and physicians. A carbon footprint is a

measure of the impact human activities have on the environment in terms of the amount of greenhouse gases produced, measured in units of carbon dioxide.

In 2015, LMC replaced its traditional light bulbs in and around the hospital with energy-efficient LED light bulbs. Through the use of the LED lights, LMC is now using 60% less electricity, while providing better lighting in the parking lot and perimeter of the main hospital. In return, patients, family members, physicians and employees feel safer when entering or exiting the campus. Laredo Medical Center’s LMC North location will undergo the same lightbulb change in 2016.

Furthermore, through its contract with Stericycle Sharps Management Service (SMS), LMC has assisted in diverting over 100 million disposable containers from landfills nation-wide. One reusable Bio Systems container replaces 600 disposable sharps containers—longer container life cycles equals more uses, less energy consumed, and less waste.

Stericycle is well-known for their highly successful sharps (needles) management program. Since 2013, the company has provided LMC with Bio Systems reusable containers for its used needles.

“While the Bio Systems reusable containers have dramatically improved the environment, the safety of our employees who are exposed to blood-borne pathogens every day is critical,” said Enrique

Gallegos, FACHE, Chief Executive Officer, LMC. “We are proud to keep exposure to our employees to a minimum, while doing our part in keeping our environment clean and safe for generations to come.”

LMC’s Carbon Footprint Measurement

By using the Stericycle SMS and Bio Systems reusable sharps containers, LMC has:

• Diverted 21,804 pounds of CO2

• Diverted 36,780 pounds of plastic

• Diverted 2,777 pounds of cardboard

The amount of plastic and cardboard diverted together by utilizing the Stericycle Sharps SMS and Bio Systems reusable sharps containers is equal to:

• CO2 emissions from 1,123 gallons of gasoline

• CO2 emissions from 412 propane cylinders used for home barbeques

Other benefits of the program include 1 ton of waste reduction in landfills, millions of containers successfully tracked, and more than 30 square miles of green space saved.

Laredo Medical Center is proud of its efforts to reduce its carbon footprint, protect public health, conserve overall energy, while keeping its employees, patients and physicians safe.

J orge E. Leal, FACHE, has been appointed Chief Operating Officer (COO) of Laredo Medical Center,

effective February 21, 2016. He served Laredo Medical Center as Assistant CEO (ACEO) since July 2014, and previously worked as Administrator at East Texas Medical Center Regional Healthcare System in Gilmer and Quitman, Texas.

“In the time Jorge has been with Laredo Medical Center, he has made significant contributions towards the growth and development of this facility,” said Enrique Gallegos, FACHE, CEO. “He has led key projects such as the opening of the infusion center and most recently, our Laredo CareClinic in South Laredo. In addition, Jorge and his staff are responsible for oversight and management of all employed physician clinics, and oversees the Medicaid 1115 Waiver/DSRIP projects, ensuring projects and related milestones are met in a timely manner. He is clearly an asset to our team.”

Born in Nuevo Laredo, Mexico, Leal is a graduate of St. Augustine

Jorge E. Leal, FACHE, named Chief Operating Officer at Laredo Medical Center

High School and obtained a bachelor’s degree in Biomedical Science and master’s in Health Administration from Texas A&M University. He is excited to follow in the footsteps of his parents who are healthcare providers in Nuevo Laredo. His father, Ernesto Leal, MD, is a practicing physician, and his mother, Maria Teresa Leal, recently retired after 33 years serving as director of the Lab Department at ISSSTE Hospital.

Leal has been involved in several community and professional activities throughout his career in healthcare, and is board certified in healthcare management. He is also a member of the Texas Hospital Association Leadership Fellows Program, and is a board member of the Council on Policy Development. Leal also serves as a Delegate for the State of Texas in the American Hospital Association Regional Policy Board.

“I look forward to my new position of COO and working with the valued medical staff, board of directors and dedicated employees and volunteers, as we serve the patients who entrust their care to Laredo Medical Center,” Leal said. “I am privileged and excited to begin working in this new capacity.”
