We occasionally see one of the bonds issued and signed in 1866 by Antonio Lopez deSanta Anna, erstwhile President of Mexico. They are interesting pieces, and alwaysattract strong demand and a good price. The total loan, issued in New York, was for$750,000, in 1,500 bonds of $500. Bonds bearing quite high numbers look to havebeen issued, even though Santa Anna’s credit-worthiness must have appeared uncer-tain, to say the least. The design of the bonds is very similar to that of US GovernmentBonds of the period, doubtless not a coincidence. The bonds seen are uncancelled. Togive confidence to investors, the bonds carry a reference to the State, City, and Countyof New York - but inspection shows this is only a notary’s declaration - and a large butentirely unwarranted heading “United States of America”. Repayment was promisedfor 1868, but was dependent on Santa Anna’s return to power, which never happened. Most were presumably destroyed by disappointed investors.

Antonio Lopez de Santa Anna - The Napoleon of the West, a man who controlled mil-lions, who acquired fortunes and honors, who was President ofMexico five times, and who exercised an unrestrictedDictatorship, left behind a colorful legacy in the form ofthese handsome historical bonds.

Born February 21, 1794, in the village of Jalapa,Mexico, he was moved at the age of sixteen by the stir-rings of discontent resulting from the rule of FranciscoZavier Vanegas, Viceroy of Mexico. Santa Anna enteredthe army as a cadet and thence set forth with GeneralArredondo on a punitive expedition against theNorthern Indians of Texas.

Promotion followed his heroic exploits and the historicBattle of Medina followed in which the die was cast for the sub-sequent battles from which the Republic of Texas emerged. At thispoint Santa Anna returned to service in Mexico to put down spasmodic uprisingsagainst the Government.

Promoted to Brigadier General at the age of twenty-eight he became in successionMilitary Governor of Yucatan, Governor of Veracruz, and then President of Mexicoin 1833.

General Santa Anna, with Napoleonic bravura, had hoped to crush the bothersome Texasrebellion against Mexico at the Alamo and avenge the honor of his army’s defeat at SanAntonio earlier. He began the Texas campaign in 1836 and after marching across the state

ANTONIO LOPEZ de SANTA ANNABOND

AC1. Antonio Lopez de Santa Anna,(1795?-1876), Mexican General, Revol-utionist, President, and Dictator. SantaAnna boldly signs this extremelygraphic bond. It is without doubt themost impressive and ornate of all auto-

graphed stocks or bonds. This $500 bond was issued in 1866 from New York City while Santa Annawas living in exile. While he schemed to depose Emperor Maximilian, he issued these bonds in hopesof regaining power. In these attempts, he was captured and sentenced to death. Still, he was releasedand allowed to retire to New York and later when blind, he died in poverty and neglect. Of course, weremember him because of his success over the Texans at the Alamo and later his defeat and capture bySam Houston at San Jacinto in 1836. Found in an old leather container in Texas, this American bondis fully issued, uncancelled, has no folds, has full margins and is in Superb Condition. A “TrueClassic” and a must for any serious collection!!! $1,200

Massachusetts child labor law requires children to attend school for at least 3 months/year until they are 15. Manufacturers are not allowed to hire children in their mills for more than 9 months a year.

took the Alamo at San Antonio in one of the most famous of all sieges. With DavyCrockett as Texas’ most famous participant, the Alamo defenders held off thou-sands of Mexican soldiers until March 6, 1836, the Mexican forces breached themission walls and killed all the defenders. Under Santa Anna’s orders, DavyCrockett was executed. The fight ended a 13-day siege at the former FranciscanMission. More than 180 volunteers and Texas soldiers were killed fighting for stateindependence from Mexico. After Santa Anna’s defeat at San Jacinto by GeneralHouston, he was expelled permanently from Texas. Santa Anna lost the presiden-cy as a result, and was jailed. He returned to Mexico in February, 1837 and becameacting President of Mexico in 1839 and assumed complete Dictatorship in 1841.

Exile followed in 1845 and Santa Anna reentered Mexico in his “NorthernCampaign” in 1846 and from there on to re-election as President in 1846.

The Mexican War of 1847 followed with the resulting victory by United Statesforces under General Scott. After a period of exile until 1853, Santa Anna wasrecalled becoming “President for Life”. However, ‘life’ in this case lasted only until1855, when he was deposed by a revolt and Benito Juarez later became President.

After a temporary return to Mexico in 1864 he returned to exile in New York City.During the period from 1864 until May 1867 Santa Anna busied himself withpreparations for another offensive in Mexico. Part of these preparations consistedof the issuance of the “Santa Anna Bonds” through the firm of Norton andWhitcomb. In 1867, after Maximilian’s death and Juarez’s re-election as Presidentwith US support, Santa Anna tried to effect a landing (financed by these bonds),but was captured and sentenced to death. The expedition was a dismal failure par-tially due to the efforts of rascals that surrounded the old man and his lack of sup-port in certain circles of the United States Government. Santa Anna was allowedto retire to New York and later in 1874, when blind and approaching death, toreturn to Mexico City where he died in poverty on June 22, 1876.

The bonds were supposedly secured by a charge on Santa Anna’s properties, cov-ering 378 square miles in the Mexican state of Vera Cruz (which had been confis-cated in the 1850’s), his palace on the Island of St. Thomas (probably St. Thomasin the Virgin Islands) and another at Turbaco (near Cartagena, New Granada, now Colombia). The bond shows all three, together with a portrait of a SantaAnna much younger than his then age of 72 years.

The estates and lands pledged by Santa Anna, at the issuance of the Bonds, havelong since been confiscated by the Mexican Government and each Bond remainsan engraved epitaph to this man’s contribution to history. The Bonds themselveshave become extremely rare, and the whereabouts of only a few are known.

MEXICAN/TEXANPUBLIC DEBT OF THE

LATE REPUBLIC OF TEXASAC2. TX, Bond, 1851. The Republic of Texas was ashort-lived country in North America between the UnitedStates and Mexico that existed from 1836 to 1845. Formedas a break-away republic from Mexico as a result of theTexas Revolution, the nation claimed borders that encom-passed an area that included all of the present state of Texas,as well as parts of present-day New Mexico, Oklahoma,Kansas, Colorado, and Wyoming. The eastern boundarywith the United States was defined by the Adams-OnisTreaty between the United States and Spain in 1819. Itssouthern and western-most boundary with Mexico wasunder dispute throughout the lifetime of the Republic, with Texas claiming that the boundary was the Rio Grandeand Mexico claiming the Nueces River as the boundary. This dispute would later become a trigger for the Mexican-

American War between Mexico and the United States after the annexation of Texas. Part of the bond text reads “An Actto provide for ascertaining the Debt of the late Republic of Texas,” approved 20th March 1848, filed with the Auditorand Comptroller........” James B. Shaw signs as Comptroller and John M. Swisher signs as Auditor. Various bond vari-eties, each dealing with monetary claims by named soldiers who served in the Mexican War or earlier. On blue or whitepaper and dated 1850 to 1855. Minor flaws but nice condition. So historic! Each $175 or 3 different for $450

Both of these bonds are dated just months before Santa Anna enacted The Siete Leyes (or Seven Laws) onDec. 15, 1835. A series of constitutional instruments that fundamentally altered the organizational struc-ture of the young Mexican republic. The 15 articles of the first law granted citizenship to those who couldread and had an annual income of 100 pesos, except for domestic workers, who did not have the right tovote. The second law allowed the President to close Congress and suppress the Supreme Court. Military offi-cers were not allowed to assume this office. Such changes in the laws gave great power to Santa Anna.

Signed aspresident of the company by Samuel Blodget(1724-1807), merchant, manufacturer and canalbuilder. This canal was the product of a longpersistent effort by Blodget to see his dreamthrough to fruition. After losing 5 years of workand $20,000 of his own money following thedisastrous flooding leading to the completedestruction of his first attempt at building thecanal, Blodget began again in 1798, after obtain-ing a new Charter from the State of NewHampshire in which he was authorized to raise$9,000 by lottery, Blodget found himself shortof funds and returned to the legislature, receiv-ing another lottery grant of $12,000 whichproved to be a legal nightmare. Without addi-tional lottery funding from Massachusetts, theproject would probably not have been complet-ed. The Northern Pacific RailroadPerhaps no other industry in the history of America captures the adventurous spirit embodied in capitalism quite like that of the railroad. The completion of theNorthern Pacific as America’s second trans-continental railroad offers no better example of the triumph of the entrepreneurial spirit in the face of overwhelmingodds. In 1864, President Abraham Lincoln signed into law the Northern Pacific’s charter making it the beneficiary of the largest government railroad land grantin American history. This grant would eventually include over forty million acres and a vast extinguishment of Indian land titles. The original incorporators, ledby the tireless advocate Josiah Perham set out to link Lake Superior to Puget Sound. It would take nearly twenty years and countless heartaches and setbacks untilthe final spike completing the line was ceremoniously driven on September 8, 1883 fifty-five miles west of Helena, Montana.

The history of the N.P.’s growth as an entity is filled with the stories of western legendand Wall Street intrigue. From the white-collar offices of New York investment

bankers to the lowliest Chinese coolie worker grading the road, the construc-tion of the Northern Pacific was fraught with danger. Indeed, the early engi-neering parties were protected by none other than George Armstrong Custeras the railroad cut a swath through lands of the Sioux and other Indian

tribes. As Indian lands shrank, opportunity grew for the capitalist white man.And a mesmerized Wall Street continued to pour millions upon millions more

into the new frontier which offered untold potential riches, as well as some of thegreatest financial risks ever taken by the investment community. As one of the largest corporate undertak-

ings of the 19th century, the Northern Pacific’s development attracted many of America’s most well-known fin-anciers, bankers, industrialists, and businessmen from virtually every imaginable pursuit.

By the time the road was completed in 1883, it had already gone through two reorganizations and itwould ultimately suffer more. The fortunes of illustrious Americans such as Jay Cooke, FrederickBillings, and Henry Villard would become inextricably tied to the railroad’s success and fail-ure. Villard’s Blind Pool strategy to secretly secure funding for a takeover remains todayas one of the boldest market innovations in Wall Street history.

Great pioneer American photographers such as William H. Jackson, Edward Curtiss,Charles Russell, Timothy O’Sullivan, and the Northern Pacific’s official photogra-pher F. J. Haynes brought eastward via the road awe-inspiring images of the wondersof Yellowstone Valley and the unique intrigue of the American Indian. These extraor-dinary photographs would become a most important medium for selling the west. Theyalso remain today as an essential reminder of what inspired the Northern Pacific’s tirelessdevelopers who risked so much to see the railroad through to completion.

In the final analysis, the Northern Pacific and its various branch and subsidiary lines contributed in large part to the opening of the Northwestern

United States. Vast natural resources including minerals and timber weretapped. Immigrants traveled from around the globe seeking better opportuni-

ty and indeed, many fortunes were won by those who barely spoke a word ofEnglish upon their arrival in America. The numerous frontier boom and bust towns

which sprang up along the NP and its branch lines remain today as a testament to its importance in America’shistory. The Northern Pacific Railroad opened the opportunity for many to realize the American Dream. As such, its story offers us one of the finest examples of the human spirit to realize that ideal.

General Custer

The above is from a painting based on photographsby F. J. Haynes, showing the completion of theNorthern Pacific’s main line between the GreatLakes and the Northern Pacific Coast. Among thedignitaries shown at this “Last Spike” ceremony, held at Gold Creek, Montana Territory, September8, 1883, are Gen. Ulysses S. Grant, holding thespike mall, and, at his left, Henry Villard, thenpresident of the Northern Pacific.

FREDERICK BILLINGS

“Billings was honored by a resolution that authorized placing anengraving of his portrait on the company’s stock certificates.Though he protested that the portrait would give him too

much prominence, he accepted the compliment, declar-ing the reconstruction of the Northern Pacific to be‘one of the most gratifying events of my life’.”

SAINT PAUL AND DULUTH RAILROADOriginally incorporated in 1863 and known as the Lake Superior andMississippi Railroad, the road provided the first service between Duluthand the Twin Cities upon its completion in 1870. Serving as the all-impor-

tant eastern terminus of the Northern Pacific Railroad, the roadlinked the Great Lakes and the Mississippi River. A victim of thepanic of 1873, the company defaulted on its bonds and wasreorganized in 1877 as the Saint Paul and Duluth Railroad. It

was absorbed by the Northern Pacific in 1900. Theseexceptional stocks are beautifully printed by AmericanBank Note Company. The two Steamships andLocomotive scenes are so very impressive. A fineexample of engraving of this Golden Era ofFinancial Printing.

JAY COOKEThe nation was slowly healing its wounds and recovering fromthe disastrous effects of the Civil War. Visionaries of the periodlooked to the future and the opportunities available in a recover-ing nation’s expansion. Naturally so, men of stout heartslooked west. Thus, it is no surprise that the man who successfully orchestrated the Union effort in selling bonds tofinance the war turned his eye toward his next great challenge, theresurrection of the Northern Pacific Railroad. After years of failedattempts at financing the road, the future of the company lie indoubt. Jay Cooke arrived on the scene, successfully lobbyingCongress for legislative change which would facilitate hisgrand plan for financing the construction of the road. Thus thefirst tracks of what would become America’s second transconti-nental railroad were laid. As construction continued, rising costsnecessitated the need for constantly growing amounts of capitaland Jay Cooke boldly took the lead. His optimism for the costlyproject exceeded even his firm’s abilities to muster the financialresources to continue in the face of ever-increasing fears of failureby the banking community. Ultimately, with Jay Cooke &Company’s fortunes closely tied to the Northern Pacific Project, the firm failed and was forced into bankruptcy and in some part, contributed to the onset of the financial panic of 1873.
