The Certified Anti-terrorism Specialist (CAS) Leading the Way In Responder Training

The Anti-Terrorism Accreditation Board CAS Certification.

ATAB (The Anti-Terrorism Accreditation Board www.ATABonline.org) provides quality response training and hasestablished a standard of training being used for terrorism responders around the world for the last 11 years.

ATAB has developed a responder training curriculum that is being utilized at Police Academies, Universities, law enforcement agencies, military and special ops units. ATAB curriculum isCertified by the Professional'sAccreditation &Learning Council(www.myPALc.org) and being used at training facilities from West Point and the Air Force Academy to DHS, ATF and Federal Law Enforcement Training Center.

ATAB members include everyone from 4 Star Generals, Deputy Directors of Homeland Security, Security Directors of Fortune 500 Companies, Directors of Security of Federal Agencies, University Professors, Military Members to Special Agents and Squad Leaders in Afghanistan and many more. ATAB is designed for responders that strive to better educate themselves and make themselves more professional in their field of endeavour.

ATAB, in an effort to address the current training situation that exist in the responder industry, developed training modules provided on DVD for convenient training and study. With budget crunches impacting most businessesand governments, funds are often not available to send all staff to training. Unfortunately, the officer on the street doing the job seems to be the last to receive funds for training. ATAB initially developed these programs after 911 to provide a standard response methodology to respond toa Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE)Incidents. ATAB utilized FEMA, DOT, US Army and Federal Fire Academy safety courses and merged them into informative and understandable training modules of Power Points using photo driven information to make the material easy to understand.

ATAB’s Curriculum

Anti-terrorism Accreditation Board (ATAB) training programs are designed to be completed in blocks of training and follow a specific sequence. The fundamental program, the Certified Anti-

Certified Anti-terrorism Specialist (CAS)

The CAS curriculum consists of 41 ATAB training modules designed to be used asself-instruction or to provide training, briefings or presentations for your clients or employees. In addition to the 41 Power Points, the CAS DVD provides over 800 manuals on various types ofsecurity, safety and terrorism response. The ATAB CAS training modules are:

Certified Master Anti-terrorism Specialist program (CMAS),

The Certified Master Anti-terrorism Specialist program is for more experienced and is a higher level of training and includes a complete counter-terror program for securing high threat and government facilities. This module includes complete CT programs with lesson plans, video clips and power points for the CMAS to have everything needed to instruct a 40 to 80 hour Counter Terrorism Course.

Once the CMAS is obtained, ATAB offers a variety of specialized, advanced training modules.

Certified Anti-terrorism Specialist - Physical Security Manager / Integrator (CAS-PSM)

Physical Security Managers/Integrators need to be educated and experienced in many security practices. The CAS-PSM provides a highly trained professional with knowledge of techniques and theory as well as hands on experience. You must be knowledgeable in both physical security as well as the new technical security methods being utilized in today's technological world.

Certified Anti-terrorism Specialist - Cyber Terrorism Response (CAS-CTR)

This course is for Responders responsible for supervising Cyber incident response. It is designed for CAS's with a need to have a strong understanding of the current threats to systems and networks, along with proven and effective responses and countermeasures as well as the knowledge, skills and abilities to manage a cyber-incident or attack.

Certified Anti-terrorism Specialist - Information Technology (CAS-IT)This certification is for IT Professionals who know and understand information assurance. ATAB Advantages.

ATAB provides responders with quality training materials at a very reasonable price.

ATAB has provided certification materials to over 8,000 individuals around the world

ATAB provides ongoing updates and develops ongoing training modules to address new and current threats as they arise.

ATAB networking opportunities have provided CAS and CMAS’s with numerous employment opportunities. Yesterday a CMAS called and ask if I was aware that one Federal Agency recently hired a complete department of investigators and each one of them was a CAS or CMAS. We have had many members express that the reason for their employment was directly due to their certification as a CAS.

The Anti-Terrorism Accreditation Board and the International Association for Counterterrorism and Security Professionals (IACSP) have partnered together to provide enhanced benefits, training opportunities and discounted rates for our members. For those that are not familiar with IACSP, the IACSP is a network of Counterterrorism/Homeland security professionals interacting with other professionals providing a forum of education and information, while promoting international cooperation on counterterrorism policy through its flagship publication –

There is nothing more rewarding to the ATAB board members than to receive an email from a military member that states that while on patrol their life was saved due to information that they learned in an ATAB IED training module.

History of ATAB

Anti-Terrorism Accreditation Board (ATAB) Founded in 2001, ATAB in conjunction with the International Society of Anti-Terrorism Professionals, leaders in Government, military, and the private security industry, as well as key members of law enforcement, fire departments, Emergency Medical Services, and other first responders determined the education, training, and experience requirements for a first responder to safely and successfully prepare for and respond to terrorist events.

ATAB eventually assumed the lead role in the development and implementation of standardized anti-terrorism training and certification programs. Shortly after the September 11th attacks, many industry experts agreed that it was blatantly evident that a significant number of first responders lacked the proper equipment and training to safely respond to a terrorist incident.

While attempts were made by various security and law enforcement personnel and industry associations to advise their members and others how to safely respond, some of the prescribed methods (e.g., wearing a wet T-Shirt across the face to prevent inhalation of mercury and other heavy metal vapours present on the scene) proved grossly inadequate. Other experts touted the use of bulky manuals, hastily developed checklists, virtual seminars, and other training methods to educate responders. Again, these efforts provided less than optimal results.

Several ATAB members volunteered their time, resources, and expertise to develop several slide presentations for first responder leadership in an effort to train the trainer on the appropriate response to terrorist incidents. ATAB subsequently funded, produced, and distributed more than 2000 copies of these materials, free of charge, to the brave men and women supporting the rescue and recovery efforts in New York. Their comments, recommendations, and constructive suggestions were overwhelmingly positive, prompting ATAB to expand its efforts, including the development of anti-terrorism training and certification programs. ATAB acts as a qualified source of information and training.

Our member list reads like a “who's who” in the security and counter terrorism communities. Some of our members conduct training for State and Federal responders. Others provide services to the military. Still others fill education and training voids for interested individuals that are not affiliated with government or other authorities. Since many of our members are employed in positions of authority, trust and responsibility, we maintain strict confidentiality and do not, under any circumstance, disclose personal information without the expressed, written consent of the member.

In short, ATAB identifies gaps in current response methodologies, develops cutting edge training and certification programs, and makes them available to interested parties. We are proud of the fact that we have trained over 58,000 first responders and other anti-terrorism professionals around the world. ATAB has provided emergency rations and medical supplies to flood and earthquake victims, Christmas gifts and financial assistance to individuals in need and to veterans’ families. ATAB has no annual fees or dues.

ATAB 2015 Committee Priorities

Priority 1: Utilize the Committee VP’s to address training needs that will be beneficial to the ATAB membership and responder industry.

Committee VP’s shall contact their Committee chairs and obtain a list of at least 3 topics for additional research and training development.

From these three topics the Committee VP’s will review and evaluate and determine a priority topic for the committees to develop training modules. Each committee is responsible for developing two training modules per year. The VP’s will provide guidance and oversight to insure that this is completed in a

timely manner. Committee VP input on the establishing of additional areas of certification to meet the current needs of the

membership. We have had many request for additional training on the topics of Defensive Tactics Instructor, Forensic Analyst, IT Forensic Analyst, Surveillance Specialist

Priority 2: Motivating the Committee Chairs and having them become more involved in the ATAB goals for the future.

Each Committee is responsible for creating 2 training modules each year to advance the ATAB membership body of knowledge and address current risk and threats.

The first of these power points will be due no later than April 1st, 2013. Committee Chairs are requested to submit current publications that they see that will be made ready to

post to the web site for reference materials for each committee. VP’s will decide if they want this to be in a “Linked” format or as complete articles.

Committee chairs will be required to submit a vision and mission statement for addressing the direction of the committee for the next year. See Example below:

VISION STATEMENT: The Information Technology Security Committee is dedicated to promote leading-edge computer/network security awareness and capabilities among public and private sectors

MISSION STATEMENT: The Information Technology Security Committee’s mission is to further the awareness of electronic information security across government and private sectors as well as becoming the definitive resource for

any proposed security standards. The Information Technology Security Council will also contribute to the body of knowledge so that others can make informed decisions about protecting their valuable resources. The council will

also assist in bringing quality members to ATAB

Committee Chairs will submit an article about their committee that will be published in the newsletter to the ATAB membership. This may address what training modules the committee is planning, request for

members, request for suggestions on future training topics or just a review of what the committee has completed.

There is a quarterly dead line for Committee Chairs to submit resource articles on their topics, they may also email these news articles or links to [email protected] .If you see something that is good even if

not in your committee topic email it to [email protected] and to your committee VP. Schedule for power point and newsletter submissions: VP’s will provide ATAB power point templates,

chapter numbers will be assigned by ATAB administration.

Priority 3: Expanding ATAB’s presence into the security and responder industry.

ATAB should enhance the member’s benefits by continuing to provide information to the members to continue to advance the security profession.

Committees should be responsive to current situations in their field by responding to major news stories with information that can be provided to our members to assist them in addressing or responding to the

threat. Such as a response to the school shooting that can be sent out in the newsletter. Encourage your members to use the CAS or CMAS on their business cards, LinkedIn, Facebook and other

social media profiles, Bio’s and CV’s. The more they are seen the more recognition it gives to your CMAS.

Priority 4: Reach out to the membership to increase participation in the committee functions as well as looking at ways to expose others in the industry to ATAB training materials.

Making the members feel involved will promote more and better communication which will enhance the abilities of ATAB to continue to address the current needs of the membership and the industry.

Committee chairs need to locate colleagues who will enhance the experience and knowledge level of their committee making the committee more productive and better supported.

Committee Chairs should encourage their members to submit writings that they have on relevant topics for publication through the newsletter or for peer review.

Priority 5: Establishing of InfoSec or Intelligence certification

VP’s and Intelligence Committee Chairs need to coordinate what criteria and curriculum will be needed and topics to be addressed for this new certification.

Determine what training modules will need to be developed. Determine what role and how the intelligence committee that will fit into INTEL Certification program. Determine what other committees that could cross over as well as complement the development of

materials for this topic. Determine what people in other committees that may have expertise, white papers or power points that are

completed on the topics that could be utilized to develop our curriculum.

Priority 6: Conference calls will be established for VP and or Chapter Chairs quarterly.

We need input on preferred times or days that would be convenient for you. Agenda will be provided prior to any CC as well as the call in information.
