Why Does Antioch Need a CAP?

Why Does Antioch Need a CAP?
The City of Antioch has set a target of reducing community-wide greenhouse gas emissions to 25% below its baseline by the year 2020 and 80% by 2050.
Total Reduction Needed by 2020 = 75,295 Metric Tons of CO2 e
