On February 19, 2019, at about 0830H, Ms. Darmalyn H. Jumlail, PECI Chief / PIO, together with Ms. SittiAmla H. Hajan proceeded to LM Metro Hotel, Tetuan, Zamboanga City, and discussed the Ill-effects of Dangerous Drugs, Drug-free Workplace Program, and Salient Provisions of R.A 9165 otherwise known as “Comprehensive Dangerous Drugs Act of 2002”. The morning session of said activity, was attended by twenty-five (25) representatives from the Academe, Education and ICT Industry.Furthermore, at around 1330H, the same topics were presented and discussed, which was attended by twenty (20) representatives from the Guidance Counselor Net in Region 9. On February 20, 2019, at about 0830H, personnel of this Office led by Agent Hazel P. Interio, PDEA Zamboanga City Office, PECI Officer, proceeded to LM Metro Hotel, Tetuan, Zamboanga City, and discussed the Ill-effects of Dangerous Drugs, Drug-free Workplace Program, Salient Provisions of R.A 9165 otherwise known as “Comprehensive Dangerous Drugs Act of 2002” and the salient features of the Executive order No. 66 “Institutionalizing the Philippine Anti-Illegal Drugs Strategy. The morning session of said activity, was attended by twenty (20) representatives of different companies from Security and Manpower Services. Furthermore, at around 1330H, Ms. Darmalyn H. Jumlail, PECI Chief/PIO served as Resource Speaker and lectured on the Ill-effects of Dangerous Drugs, Drug-free Workplace Program, and Salient Features of RA 9165, which was attended by Fifty (50) representatives from different companies from the Tourism Industry.

Interio, PDEA Zamboanga City Office, PECI Officer, proceeded to LM Metro Hotel, Tetuan, Zamboanga City, and discussed the Ill-effects of Dangerous Drugs, Drug-free Workplace Program, Salient Provisions of R.A 9165 otherwise known as “Comprehensive Dangerous Drugs Act of 2002”. The morning session of said activity, was attended by twenty (20) representatives of different companies from Wholesale and Retail Industry. Furthermore, at around 1330H, the same topic was discussed by Agent Interio, which was attended by twenty-five (25) representatives of different companies from the Construction Industry. On February 15, 2019, at about 0830H, personnel of this Office led by Agent Hazel P. Interio, PDEA Zamboanga City, PECI Officer, proceeded to LM Metro Hotel, Tetuan, Zamboanga City, and discussed the salient provisions of R.A 9165 otherwise known as “Comprehensive Dangerous Drugs Act of 2002” and the salient features of the Executive order No. 66 “Institutionalizing the Philippine Anti-Illegal Drugs Strategy. The morning session of said activity, was attended by twenty (20) representatives of different companies from Security and Manpower Services. Furthermore, at around 1330H, the same topic was discussed, which was attended by twenty-five (25) representatives of different companies from Seaweeds and Rubber Industry. On February 04, 2019 at around 1530H, personnel of this office led by Agent Jury G. Rocamora, City Officer, PDEA Zamboanga City Office, proceeded to Barangay Camino Nuevo, and conducted a lecture on the Dangerous Drugs Board Regulation Number 3, series of 2017 to equip the BADAC Auxiliary Team and House Cluster Leaders of the said barangay. It was attended by more or less fifty (50) persons from their respective organization.

On February 6, 2019 at around 0730H, personnel of this office led by Agent Jury G. Rocamora, City Officer, proceeded to Barangay Recodo, Zamboanga City and gave a talk as guest speaker about the drug situation of the above said barangay tagged as “Number One Seriously Drug Affected Barangay in Zamboanga City”. It was attended by more or less two hundred (200) constituents, one hundred (100) students and one hundred (100) volunteers from Barangay Recodo. Furthermore, personnel of this office distributed fliers and pamphlets to the attendees of the above said program. Thereafter, the personnel of this office proceeded to the “All Out War against Illegal Drugs” Parade spearheaded by the Hon. Wahab M. Ibba, Punong Barangay of Brgy. Recodo together with Agent Jury G.Rocamora, City Officer of PDEA ROIX; PCI Chester Natividad, Station Commander of PS9; 1st Lt. JunaldLacsamana of 11-IB, Joint Task Force Zamboanga and Prof. Moh. Taha S. Arakama. Subsequently, Agent Jury G. Rocamora, City Officer PDEAROIX was interviewed by Joey L. Cordova from Brigada News FM Zamboanga.

On February 6, 2019 at around 1700H, personnel of this Office led by Agent Jury G. Rocamora conducted an advocacy lecture particularly on the ill-effects of dangerous drugs to parents, teachers, and to selected students of Talon-talon National High School who are suspected to be involved in Marijuana use. The lecture was held at Operations Room, PDEA ROIX, Upper Calarian, Zamboanga City.

On February 28, March 1-2, 2019, the Regional Oversight Committee on Barangay Drug Clearing Program headed by the above-signed facilitated the Declaration of Drug-Cleared Barangays in Six (6) Municipalities in Zamboanga del Sur. These after all the said barangays have complied and satisfied the parameters as enumerated in DDB Regulation No. 3, Series of 2017. These are the following:

a. On February 28, 2019 at around 0900H, Atty. Jac De Guzman, PDEA 9 Regional Director, as the Chairman of the Regional Oversight Committee on Barangay Drug Clearing Program, declared Fourteen (14) barangays of Mahayag Municipality in Zamboangadel Sur as Drug-Clearedbarangays, effective immediately. The declaration was held at Gymnasium, Mahayag, Zamboangadel Sur. This was attended by representatives of the Regional Oversight Committee from PNP, DILG, DOH, the local government units, and the BADAC members of all barangays in Mahayag.

b. On February 28, 2019 at around 1400H, the Regional Oversight Committee on Barangay Drug Clearing Program, declared Eight (8) barangays of Molave, Zamboangadel Sur as Drug-Cleared Barangays effective immediately. The declaration was held at Municipal Gymnasium, Molave, ZamboangadelSur. This was attended by representatives of the Regional Oversight Committee from PNP, DILG, DOH, the local government units, and the BADAC members of all barangays in Molave, ZamboangadelSur.

c. On March 01, 2019 at around 0900H, the Regional Oversight Committee on Barangay Drug Clearing Program, declared Eleven (11) barangays of Sominot Municipality, ZamboangadelSur as Drug-Cleared Barangays, effective immediately. The declaration was held at Municipal Gymnasium, Sominot, ZamboangadelSur. This was attended by representatives of the Regional Oversight Committee from PNP, DILG, DOH, the local government units, and the BADAC members of all barangays in Sominot, ZDS.

d. On March 01, 2019 at around 1400H, the Regional Oversight Committee on Barangay Drug Clearing Program, declared Six(6) barangays of Ramon Magsaysay, ZamboangadelSur as Drug-Cleared Barangays, effective immediately. The declaration was held at Municipal Gymnasium, Ramon Magsaysay, ZamboangadelSur. This was attended by representatives of the Regional Oversight Committee from PNP, DILG, DOH, the local government units, and the BADAC members of all barangays in Ramon Magsaysay, ZDS.

e. On March 02, 2019 at around 0900H, the Regional Oversight Committee on Barangay Drug Clearing Program, declared Nine (9) Drug-Cleared barangays and One (1) Drug-Free barangays, respectively, in Aurora Municipality, Zamboangadel Sur, effective immediately. The declaration was held at Municipal Gymnasium, Aurora, Zamboangadel Sur. This was attended by representatives of the Regional Oversight Committee from PNP, DILG, DOH, the local government units, and the BADAC members of all barangays in Aurora, ZDS.

f. On March 02, 2019 at around 1400H, the Regional Oversight Committee on Barangay Drug Clearing Program, declared Nine (9) Drug-Cleared barangays in Tukuran Municipality, Zamboangadel Sur, effective immediately. The declaration was held at Municipal Gymnasium, Tukuran, Zamboangadel Sur. This was attended by representatives of the Regional Oversight Committee from PNP, DILG, DOH, the local government units, and the BADAC members of all barangays in Tukuran, ZDS.

On February 11, 2019, at about 0830H, personnel of this Office led by Agent Jury G. Rocamora, PDEA Zamboanga City Officer, proceeded to Conference Room, Zamboanga City Police Office, and attended the Criminal Justice System Forum. Said forum was attended by Atty. Ricardo G. Cabaron, City Prosecutor, Vine A. Perocho, NBI RO9, Supervising Agent and ZCPO key officials. Furthermore, Agent Jury G. Rocamora discussed matters on the anti-illegal drug operation.

On February 12, 2019, at about 0830H, personnel of this Office led by Atty. Jacquelyn L. De Guzman, proceeded to PRO9 Conference Room, Camp Col. Romeo A. Abendan, Mercedes, Zamboanga City, and attended the Criminal Justice System Forum.Said forum was attended by Judge Shaldilyn D. Bangsaja, Presiding Judge, RTC, Br.33, Atty. Ricardo G. Cabaron, City Prosecutor, Atty. Sharon May Sales-Belisario, Assitant City Prosecutor and PNP RO9 key officials. Furthermore,Atty. Jacquelyn L. De Guzman, presented an insights on the anti-illegal drug campaign. On February 4, 2019 at around 1000H, IAV Maria Felina Bacha-Abendan, Provincial Officer, PDEA Zamboanga Del Norte Provincial Office, attended the City Peace and Order Council (CPOC) meeting at Dapitan City Resort Hotel. During the said meeting, IAV Maria Felina Bacha-Abendan discussed the activation of Balay Silangan and updates of Barangay Drug Clearing Operation in the City of Dapitan, Zamboanga del Norte.

On February 15, 2019, personnel of PDEA Zamboanga del Norte led by IAV Maria Felina Bacha-Abendan attended the Criminal Justice Forum held at ZNPPO, Conference Room, Sicayab, Dipolog City. In attendance also were PSSUPT Michael B. Macapagal, APD, ZNPPO, PSUPT Jaime N. Barredo Jr., DPDA, ZNNPO, Hon. Ric S Bastasa, Executive Judge, Atty. Gabino S Saavedra II, Provincial Prosecutor, Atty. Herminia C Enero, City Prosecutor and Chief of Police of Zamboanga del Norte PPO. During the said activity, IAV Maria Felina Bacha-Abendan presents the Insight on War on Drugs wherein she emphasizes on the current drug situation and the implementation of “Balay Silangan” in the province of Zamboanga del Norte.

On February 7, 2019, Agent Roger B Bangcaya, Agent Eugene Daniel Z Morcilla, Agent Liberty S Perez, personnel of PDEA Zamboanga del Norte under the direct supervision of IAV MARIA FELINA BACHA-ABENDAN attended the joint Municipal Peace and Order Council (MPOC), Municipal Anti-Drug Abuse Council (MADAC) and Municipal Development Council (MDC) meeting at FTC- HALL, JRMSU Campus, Municipality of Katipunan, Zamboanga Del Norte. During the said meeting, Agent Roger Bangcaya, Agent Eugene Daniel Morcilla and Agent Liberty S Perez discussed the following.

On February 26, 2019 at around 0800H, Agent Cesario C. Judilla Jr and Agent Rizza L. Osorio attended the Criminal Justice Forum held at Camp Abelon, Lumbia District, Pagadian City. During the forum, Agent Judilla discussed about the insights on the War on Drugs in the Province of Zamboanga del Sur. The said activity was also attended by Atty. Mary Ann Tugbang-Torres who discussed about the DOJ Guidelines on Plea Bargaining in Drug Cases and Section 21 of RA 9165 and Honorable Judge Dennis P. Vicoy, who discussed about the Supreme Court Guidelines on Plea Bargaining in Drug Cases and People vs. Romy Lim Case Doctrine. Furthermore, Updates on Dismissed Drug Cases were discussed by PCINSP Usman J. Edding, the Chief PIDMB.

On February 20, 2019 at around 0800H – 1230H, PDEA Zamboanga del Sur led by Agent Cesario C. Judilla Jr. together with PDEA Zamboanga Sibugay, Zamboanga del Sur Provincial Intelligence Branch (ZDS-PIB), Zamboanga Sibugay Provincial Intelligence Branch (ZS-PIB), Zamboanga del Sur Provincial Drug Enforcement Unit (ZDS-PDEU), Regional Mobile Force Battalion (RMFB) and Regional Intelligence Division (RID) attended the meeting held at Camp Abelon, Lumbia District, Pagadian City regarding the drug situation at Barangay Tenan, Ipil, Zamboanga Sibugay. Thereafter, Intelligence workshop was conducted together with ZDS-PIB and ZDS-PDEU and discussed about the targets and drug situation of Zamboanga del Sur.

On February 21, 2019, PDEA ZamboangaSibugay personnel led by IA3 Dorothy Joy Villosoattended the Criminal Justice System Forum held at Provincial Police Office (ZSBPPO) atTagapagkalinga Hall,Barangay Sanito, Ipil, Sibugay.Agent Villoso discussed the Overview of the Provincial Drug Situation. The said forum was attended by PCINSP Fernando Gregorio were he presented the Status/Updates of Filed Cases and PNP Guidelines in Plea Bargaining.Likewise, A Guest speaker from RTC Br.24 Hon.Judge Anthony D Isaw andRTC Br.36 Hon.Judge Dela Plaza discussed the Supreme Court Guidelines on Plea Bargainingon drug cases and itsnew Rulings and Jurisprudence. Furthermore,Chief Prosecutor Atty. JericKagaoan and Assistant ProsecutorAtty. Famorlectured on the DOJ Guidelines of Plea bargaining. PSSUPT Jerry V. Protacio gave the final message to all attendeesfrom 16Chiefs of Police and their Chief Investigators.An open forum was facilitated by PSSUPT Albert Larubis and was answered by the Resource Speaker.
