Cowes Primary School

School ContextCowes Primary School (CPS) is highly regarded in the local community and within educational circles as a high achieving school. It is a vibrant, "happening" school, which lives by its motto "Excellence Naturally". Parents and staff work together to support students with their learning and a wide range of extracurricular activities. Our unique setting includes the Early Learning Centre which accommodates 4yo Kinder, 3yo Kinder, and long day-care. The ability of our setting to provide a seamless educational experience from Birth to 12 years means learning success is maximised and this success is highlighted in our data. Cowes Primary School offers its 580 students, attractive and well maintained buildings and grounds. These include quiet sitting areas, grassed play areas and separate play equipment for junior and senior students. There is a grassed oval, two sandpits, tennis courts, 25m pool and gymnasium. The BER building houses the Senior Learning Centre. Additional facilities include a gymnasium, Art room, STEM room, LOTE room, Rock & Water room and Music room. All students have access to digital technologies in their classrooms. The school Welfare Officer assisted students and their families. Cowes Primary School aims to provide a curriculum which is relevant, challenging and engaging for learners in their primary school years. The workforce at CPS is composed of the following, two principal class officers, four administration staff, 26 classroom teachers, two Literacy Specialists, two Physical Education teachers, Music teacher, Art teacher, LOTE teacher, STEM teacher, 0.5 release teacher and thirteen educational support staff.

CPS has been a system leader in the introduction of the High Impact Teaching Strategies and the release of the DET documented HITS in Term 2 has assisted us to refine our work and build on our application of evidenced base high-impact teaching strategies.

AchievementImproving student achievement is at the heart of what happens in classrooms daily at CPS.

The National Assessment (NAPLAN) 2017 data places our Year 3 students above the median for government schools in all areas and higher than ‘similar schools’. In 2017, we had 64% of students at Year 3 in the top two bands for numeracy compared to ‘similar schools’ 36% and the ‘state’ 43%. We had 81% of students at Year 3 in the top two bands for reading compared to ‘similar schools’ 46% and the state 52%.

Our Year 5 students were above ‘similar schools’ for numeracy, reading and writing. The four year trend data for Year 5 numeracy shows an average of 40% are achieving in the top two bands compared to similar schools 21%.

Relative Growth four-year trend data is exceptional and shows we are performing better than ‘similar schools’ in

relation to ‘high gain’: numeracy 17%, writing 5%, and reading 10%.

All students supported by the Program for Students with a Disabilities (PSD) showed progress at a satisfactory or above level in achieving their individual goals.

In 2018, teachers will continue to use evidence of student achievement (what students can make, say, write and do) to plan each student's next level of learning.

Our attendance data improved from 17.22 days (2016) to 17.10 days (2017) average per student. We continue to focus on attendance moving forward.

EngagementStudent engagement is a high priority at CPS and will remain a focus in 2018. The 2017 Attitudes to School Survey results (Years 4, 5, & 6) indicated that CPS is continuing to maintain an environment where students feel ‘positive’ about inclusion, stimulating learning, resilience, classroom behaviour and motivation.

DET engagement evaluation data highlights: 87% of our student felt connected to school94% of staff were positive about the school climate 98% of parents were satisfied with the school overall

As a school, we are incredibly proud of our achievements and will work to increase our already high performance. Wellbeing

Student Wellbeing is a major focus at CPS as demonstrated by the continued employment of our School Welfare Officer and our implementation of the School Wide Positive Behaviour framework. The framework is underpinned by four core values: be safe, be responsible, be respectful and be a learner. These values are taught in association with fortnightly social skills. An acknowledgment system is also in place to recognise students who display desirable behaviours relating to our values.

Student behaviour management processes are procedurally fair, consistently applied, monitored and reviewed for effectiveness. The implementation of a thorough process, where all incidents are reported and tracked has helped monitor repeated behaviours and behavioural trends within the school.

In order to successfully transition from Kindergarten to school, several transition sessions were conducted. To prepare students for secondary school, parent information sessions are conducted providing detailed information about the process involved when transitioning from year 6 to year 7.

What does School Comparison refer to?

The School Comparison is a way of comparing this school’s performance to similar schools in Victoria.

The comparison measure takes into account the school’s academic intake, the socio-economic background of students, the number of Aboriginal students, the number of non-English speaking and refugee students, the number of students with a disability and the size and location of the school.

The curriculum has been developed to ensure that school subjects and their achievement standards enable continuous learning for all students, including students with disabilities.

The Finance Subcommittee ensure that the governance and financial controls required by School Council and the Department of Education and Training are in place and that good financial practices are being exercised. During the year, the sub-committee reviewed and evaluated the financial statements on a regular basis and reported to School Council.

Cowes Primary School completed 2017 in a financially sounds position with $1,173,617 being carried forward to the new year. A large portion of the funds carried forward relate to the Early Learning Centre and will be directed towards expansion works to cater for the increased demand.

Wages, Consumables and Property and Equipment Services are major expense areas for the school. Consumables include curriculum items such as materials supplied for student use in the classroom (includes stationery, paint, foodstuffs for cooking and any other items supplied for use by student in classroom activities), as well as sets of textbooks and other educational items supplied for use by students in classroom activities. It also includes non-curriculum consumables such as requisites, stationery and items used for administrative or non-curriculum purposes (including notices, newsletters and teacher reference materials).

Locally raised funds include revenue generated by the PIELC. The locally raised funds specific to the primary school include revenue generated from fundraising (Fete, Mother’s Day & Father’s Day stall, Trivia Night, Art Show and Music Concert), trading operations (canteen and uniform), donations, sale of classroom materials and voluntary contributions. The Fete proceeds from 2017 supported the development and resourcing of our STEM classroom.

All funds received from the Department, or raised by the school, have been expended, or committed to subsequent years, to support the achievement of educational outcomes and other operational needs of the school, consistent with Department policies, School Council approvals and the intent/purposes for which funding was provided or raised.
