About SAARC Energy CenterEnergy cooperation is a driver for the SAARC process leading to durable peace in the region. SAARC Energy Centre has been created through Dhaka Declaration in 2005, as the Special Purpose Vehicle to realize the vision of SAARC leaders to establish an Energy Ring in South Asia. It has started journey from 1st March, 2006 in Islamabad. SAARC energy cooperation program provides a major substantive element for economic prosperity of South Asia through meeting the energy demand

of the countries. SAARC Energy Centre is converting energy challenges into opportunities for development. It is the platform involving officials, experts, academia, environmentalists and NGOs to tap potentials of cooperation in energy sector including development of hydropower, renewable and alternative energy, promoting technology transfer, energy trade, energy conservation and efficiency improvement in the region.

MESSAGE from theSecretary General

Amjad Hussain B. Sial

Home to about one fourth of the global population, South Asia, with tremendous human and natural resources, has great potential for socio-economic development. The region also has abundant energy resources, which are yet to be fully tapped. On the other hand, rapid urbanization and fast economic growth have led to unprecedented surge in the demand for energy, requiring effective collabroation among the Member States in energy generation, its efficient use, transmission, trade and integration of energy strategies.

The process of regional cooperation in energy began with the establishment of a Technical Committee on Energy in 2000. Recognizing that this vital area of cooperation required focused attention, the Council of Ministers established a specialized Working Group on Energy, replacing the erstwhile Technical Committee. Regional cooperation in energy received impetus with the identification of the concept of a “South Asia Energy Ring” during the Twelfth SAARC Summit in Islamabad in January 2004. In 2005, the leaders of SAARC decided to establish the SAARC Energy Centre, which has been working as a Centre of Excellence in initiating, coordinating and facilitating regional cooperation in energy.

The SAARC Framework Agreement for Energy Cooperation signed during the Eighteenth SAARC Summit in Katmandu in November 2014 is a milestone achievement. The Agreement is aimed at facilitating unrestricted cross border trade of electricity.

I wish to avail myself of this opportunity to commend the role being played by the SAARC Energy Centre (SEC) in promoting energy cooperation in the region.

I wish the Centre great success in its future endeavours.

SAARC Energy Centre

SEC started its journey in 2006 as technical arm of the SAARC Secretariat on all Energy related matters. Since then, the Centre is striving hard to implement the vision of SAARC Heads of States by providing an important platform for the Member States to cooperate and engage with each other, to work collectively to overcome the challenges of energy crisis in the region. The Centre has paved way for the region to pool its vast knowledge and expertise and also bring latest international skills to capitalize on synergies in the energy sector.

With the economic development, nations energy needs and priorities change. As the economies develop, we have to adopt more efficient technologies for provision of energy services at affordable prices. In line with the economic evolution, SAARC Energy Center always kept itself abreast to latest technological development and facilitated Member States in the same spirit.

During 2018 SEC was more focused on reduction in region's dependency on imported oils, through programs such as Promotion of Energy Conservation, Study on mobilizing International and Regional Financing / Funding for Implementation of Renewable Energy Projects in the Member States, SAARC Energy Outlook 2030, requirement of Infrastructure and importance of enabling environment for

road electric transport and trade etc.

For the year 2019, SEC has developed a strategy to start the demonstration projects in other Member States in alphabetical order and to increase the ratio of physical projects. We are also focused on Training on “Energy Conservation and Efficiency in Buildings'', Action Plan for “Electricity to Introduce EV Charging Infrastructure” (India, Pakistan and Bhutan) and capacity building etc. Further to the guidelines by His Excellency, Secretary General of SAARC for inclusion of physical projects in our programs, SEC will launch two Solar PV Demonstration Pilot Projects, initially in Afghanistan and one at the SAARC Secretariat.

The work programs of the Centre are demand driven. This edition will bring you an idea of latest energy developments and insight in South Asia. We present a brief look at each story as well as the opportunity where SEC took a proactive approach and emerged as a credible energy Center in the region. We encourage the reader to give input for next year's programs.

13ʰ Governing Board Meeting

th13 Meeting of the Governing Board (GB) of SAARC Energy Center (SEC) was held on 19-20 November, 2018 in Islamabad. Mr. M.G.A. Goonetilleke, GB Member from the Democratic Socialist Republic of Sri Lanka assumed the Chairmanship of the Board.The Director SEC, Mr. Mohammad Naeem Malik reiterated that SEC follows the guidelines prescribed by the SAARC Member States. He

apprised the GB Members on the activities carried out under the supervision and guidance of its Governing Board which reports to the SAARC Standing Committee through the Programming Committee. He not only underscored the central role of the GB but also stressed the active involvement of GB Members in fulfilling the mandate of the Center.

SAARC Energy Centre (SEC) organized a three-day training “on Load/Power Flow Studies for Efficient National & Cross Border Interconnected Power Systems in South Asia” in collaboration with Department of Hydropower and Power Systems (DHPS), Ministry of Economic Affairs,

Bhutan on 18 -20 July, 2018 in Thimphu, Bhutan.The training was attended by delegates from Bhutan, India, Maldives, Pakistan and Sri Lanka. It attracted a keen participation from energy professionals from Ministry of Economic Affairs, Electricity Authority (BEA), Druk Green Power Corporation (DGPC) and Bhutan Power Corporation (BPC), Bhutan. The training served the

following objectives:a) Build capacity of the power

planners in carrying out industry standard power system studies for development of Short-term, Mid-term and Long-term power plans including Generation Adequacy Forecasts and Transmission Planning

b) Facilitate the participants with hands-on working opportunity on the renowned power system analyses tool using their own data

c) Spontaneous response to the participants on various what-if situations regarding different scenarios and using multiple planning strategies

SAARC Training on Energy Statistics and Publishing of National Energy

Data for Bhutan, Nepal and Maldives

Training on Energy Statistics and Publishing of National Energy Data was organized for Bhutan, Nepal and Maldives during the months of July and August. This program was conducted with the aim to train the relevant professionals on energy statistics and its publishing at national level in the shape of energy data book.

Accurate, authentic and timely energy statistics are essential for formulating sound energy policies, and for planning, monitoring, and improving energy situation in any country. The quality and depth of energy statistics available in the developing countries is relatively low and is fragmented. It is mostly due to lack of coordination among various departments. SAARC Member States equally needs to improve upon this shortcoming of energy statistics. Hence SEC initiated this training to build the capacity of concerned departments in selected Member States with the help of a

specially developed software tool.

Major focus of the training was on:a) Collecting national energy data

and its standardization on internationally acceptable format

b) Organizing the data by different fuel types and economic sectors

c) Creating complete energy balances and finally publishing national energy data for the country

During the training, participants were introduced to different tools and techniques on how energy data collected from various sources is standardized and organized by energy type and economic sectors. The training helped them understand the international standards; such as those followed by IEA, EuroStat etc. The training was not only an academic exercise, but also had a physical feel of having published a sample National Energy Data Book.

Training in Bhutan was conducted on 4 and 5 July, 2018 at Le Meridien Hotel, Thimphu with support and collaboration of the Department of Hydropower and Power Systems (DHPS), Ministry of Economic Affairs Bhutan. Mr. Sonam P. Wangdi, Director General DHPS was the Chief Guest at the Inauguration Session of the training, while Mr. Karma P. Dorji, the

SEC Governing Board Member of Bhutan was the Guest of Honor. The Chief Guest applauded the efforts of SEC in arranging this training and took special interest in the newly developed software. Officials of various departments such as DHPS, BPC, NSB, BEA and DRE got trained on energy statistics.

The training in Nepal was organized on 8 and 9July, 2018 in Hotel Yak & Yeti,

Kathmandu in collaboration with Water & Energy Commission Secretariat (WECS), Government of Nepal. The inauguration session of the training was presided over by the Chief Guest Mr. Dinesh Kumar Ghimire, Joint Secretary, Ministry of Water Resources and Energy. He was accompanied by Mr. Madhav Belbase, Joint Secretary WECS as the Guest of Honor. The Chief Guest, who is also SEC's Governing Board Member from Nepal, commended the efforts of SEC in addressing the issue of

fragmented data reporting and promised to provide every kind of support to SEC for provision of data for its annual SEC Data Books.

Training in Maldives

Training in Maldives was organized by SEC in collaboration with the Ministry of Environment & Energy, Maldives on 6 - 7 August, 2018 in Male, Maldives.

The inauguration session of the training was presided over by the Chief Guest Mr. Thoriq Ibrahim, Minister of Environment and Energy, while the welcome address was given by Mr. Mohammad Naeem Malik, Director SEC. The honorable Chief Guest in his speech extended his appreciation and admiration to the SEC for visiting Maldives to train their professionals on

the new software. The Chief Guest hoped that the software will help the participants understand the complex nature of energy and commodity balances and will enable them to address the issues adequately.

Mr. Ajwad Mustafa, Permanent Secretary, Ministry of Environment & Energy, Maldives graced the closing ceremony of the training, and distributed certificates among the participants.

The campaign “Say No to Plastic” was launched by SAARC Energy Centre (SEC) in connection with “World Environment Day” that is observed across the world on 5 June every year.SEC distributed thousands of pamphlets for the awareness of general public, hoisted banners on major road crossings, arranged radio talks on National radio.On this occasion Director, SAARC Energy Centre, Mr. Mohammad Naeem

Malik, apprised that Centre celebrates the day each year by contributing towards the cause either in the form of public awareness or through physical involvement. It is the 'People's Day' for doing something positive for the environment. Its aim is to harness individual actions and transform them into a collective power that has a legacy of real and lasting impact on the planet. He further added that the theme set by UN this year is “Beat Plastic Pollution”.

SEC has also set its focus to fight plastic pollution. He shared that every year, five trillion plastic bags are consumed, threatening marine and human life. He stressed on the need to curb plastic that is destroying our natural eco system.

PlantationDriveIn continuation to celebrate World Environment day, a plantation drive was planned subject to favorable climatic conditions for planting trees. Around eight hundred matured saplings were planted in collaboration with local government on designated green belt.

Plants were carefully selected in consultation with environment wing of local municipality (Capital Development Authority – CDA), considering plants being native, having fast growth rate, low consumption of water etc. Main plants included Neem, pine, Jacaranda, Silver oaks and Sapium sebiferum. About forty percent of total plants were local fruit plants including guava, orange, persimmon, loquat and Mulberry.

SEC’s two-week long plantation drive of planting twelve hundred plus plants was possible with the help of CDA team of “malis” and equipment. Overall activity was supervised by Mr. Ihsanullah Marwat, Program Coordinator from SEC.

Plantation drive also included awareness campaigns specific to plantation such as TV talk shows. Apart from direct plantation, to promote urban plantation, plants were provided to SEC staff as per their requirement for plantation in their home garden or backyard according to the availability of space for plantation.

SAARC Energy Centre (SEC) had successfully organized a dissemination Webinar on the findings of the report of "Study to Investigate the Difficulties for Household Solar Home Systems (SHS) in SAARC Region" on March 06, 2018. Webinar highlighted and discussed the difficulties (technical, financial, organizational and social issues) faced by the Solar Home Systems programs in South Asia. The Resource Persons from Bangladesh, India, Pakistan and UNESCAP Thailand delivered detailed presentations on different aspects of off-grid SHS and recommended solutions for effective implementation of Solar PV technology in off-grid electricity supply.

SAARC dissemination Webinar on the study "Deployment of Electric Road Transportationin South Asia" SEC had successfully organized a dissemination Webinar on "Deployment of Electric Road Transportationin South Asia” on April 11, 2018.

The objective was to disseminate the knowledge generated findings and recommendations of the study report among the professionals/experts in Member States. This Webinar presented an overall picture of Electric Road Transportation initiatives, Challenges & Opportunities in deploying Electric Road Transportation, investigating the constraints and measures to overcome these challenges for future deployment of Electric Road Transportation in South Asia. The webinar also elaborated the way forward and road map charted out by the study team for deployment of Electric Road Transportation.

rdEnergy Centre (SEC) at “33 Multi Topic International Symposium 2018” on 14-15 March, 2018 which was organized by the Institute of Electrical & Electronics Engineer Pakistan (IEEEP) Karachi.

Mr. Bhaskar spoke about “Cross Border Electricity Trade in South Asia” which was the key agenda point and highlighted on the Electricity Trade taking place among SAARC nations.

SAARC dissemination Webinar on the Study “Review of Existing Feasibility Study of Karnali-Chissapani Hydro Power Project (10,800 MW) for Defining the Way Forward to Materialize its Development as a Regional Hydro Power Project”

The activity was successfully conducted on May 08, 2018 and the outcome, findings and recommendations of the study report were disseminated among the participants from the Member States. The webinar was attended by participants from SAARC Member States, representatives of Regional/International Organizations, Academia and Private Sector. The webinar was conducted with the objective to add value to the study report and to develop consensus on the terms of references (ToR) for updating the existing feasibility study.

SEC at “World Future Energy Summit 2018”

Dr. Shoaib Ahmad, Deputy Director (Coord) and Mr. Ahsan Javed, Research Fellow (Renewable Energy) represented the centre at “World Future Energy Summit 2018” in Abu Dhabi from 15 -18 January, 2018. World Future Energy Summit 2018 was the world's foremost global annual event which was dedicated to advancing renewable energy and clean technologies. During the event multiple exhibitions with technical seminars and series of Tec talks in the field of energy

(including advanced Solar PV/thermal, Electric Vehicles, Energy Storage & Batteries, Sustainable Waste Management & Recycling, Water-Energy Nexus, Energy Efficiency) were conducted. The professionals from SEC were able to learn valuable insights into new technologies, equipment and markets. The event also helped SEC professionals to make linkages with the experts/ professionals/ companies from around the globe.

Mr. Ahsan Javed, Research Fellow (Renewable Energy), SAARC Energy Center (SEC) had attended ''SDF Partnership Conclave” on 2 -3 July, 2018 in New Delhi, India. During the event key information concerning SDF funding criteria and procedure of accessing funds for different projects was disseminated. The event was organized with the aim towards

strategic growth in the South Asia region through Project Collaboration, regional Integration and exploring the possibility of forming a consortium of funding agencies for co-financing of projects in the SAARC Member States and for disseminating the information of various funding windows operated by SDF.

Dr. Shoaib Ahmad, Deputy Director (Coord) had represented SAARC Energy Center (SEC) at the 2018 Asia -Pacific Forum on Low Carbon Technology from October 23 - 26 October, 2018 in the People's Republic of China. He spoke at an important Session on “Reginal Technology

Cooperation'' and highlighted the importance of regional low-carbon technology cooperation. He shared SEC 's initiatives and challenges to promote regional technology cooperation and technology transfer in the SAARC region.

SEC ProfessionalsMr. Bhaskar Pradhan joined SAARC Energy Center (SEC) as Program Leader (Energy Trade) in January 2018 has a bachelor degree in Electrical & Electronics Engineering from University of Kerala, India and has his master degree in Electrical Engineering from University of New Brunswick, Canada. He is engaged with SEC as Program Leader (Energy Trade) on deputation from Druk Green Power Corporation (DGPC), Bhutan since January 2018. He has started his professional career since 2002 and has experience in various areas of work in power sector. Before being deputed to SEC he was working in the area of Power Market especially cross border trade, domestic generation tariff, power purchase agreements and representing the organization as a focal person in areas related to energy with various stakeholders. He also has good knowledge on Deviation Settlement Mechanism (DSM).

Mr. Bilal Hussain joined SAARC Energy Center (SEC) as a Research Fellow (Power) in January 2018. He is an Electrical Engineer from UET Lahore and finished his Masters on Renewable Energy Management from University of Applied Sciences Cologne, Germany. He has served National Transmission and Despatch Company (NTDC) Pakistan for around five years as Assistant Manager in several directorates notably Central Power Purchase Agency and Power System Planning. He has an extensive experience in grid system engineering, power system planning and energy purchase agreements. On academic front, he has a publication in his name and has executed several model-based research projects focusing energy technology, policy and cost factors in multiple countries. He holds a strong grip on the modern computer-based modeling tools. His areas of interest are regional energy cooperation & dialogue, sustainable power systems and RE technologies.

Mr. Ihsanullah Marwat, Research Fellow (Energy Efficiency), SAARC Energy Center (SEC) had participated in 'The Second Meeting of the Expert Working Group on Energy Connectivity' which was organized by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) in collaboration with the China Electric Power Planning & Engineering Institute (EPPEI) on 12 - 14 December, 2018 in Beijing, China. In meeting “Work plan – 2019” and outline of the report “Regional roadmap on energy connectivity progress in Asia and the Pacific” were discussed.

Mr. Muhammad Umar Mukhtar joined SAARC Energy Center (SEC) as a Research Fellow (Energy, Transport & environment) in January 2018. He did his Electrical Engineering from National University of Sciences & Technology

(NUST), and completed his MSc in Renewable Energy & Clean Technology from the University of Manchester (United Kingdom) in 2014 on the prestigious Commonwealth Scholarship. Moreover, he is also an esteemed Alumni of the Australia Awards Scholarship, and successfully completed his short course on “Energy Security and Cross-Border Energy Trade in South Asia” from the Australian National University (Canberra, Australia) in 2017.Before joining SEC, Mr. Mukhtar was working as an Associate Consultant – Renewable Energy with Reenergia-Enhar, and provided consultancy to various clients such as French Development Agency (AFD), Asian Development Bank (ADB), International Finance Corporation (IFC) and Enclude B.V. Prior to that, he worked as Production and Project Engineer in Coca Cola Pakistan, and was involved in the commissioning of their $100 million greenfield plant. Moreover, he also worked as a Graduate Trainee Engineer (Operations) in the 230 MW combined cycle power plant at Engro PowerGen Qadirpur Limited.

the ambassadors and representatives of missions of member & observer states, the business community, and media persons. Mr. Mohammad Naeem Malik, Director, SAARC Energy Center (SEC) addressed the gathering and extended felicitations to the people and representatives of all the Member States.

SAARC Knowledge Sharing Workshop on “Modern Techniques including Renewable Energy Auctions for Economizing Renewable Energy Tariff”

SAARC Energy Centre (SEC) successfully organized a two-day Knowledge Sharing Workshop on “Modern Techniques including Renewable Energy Auctions for Economizing Renewable Energy Tariff” in Colombo, Sri Lanka on 9 – 10 May, 2018. This Workshop was organized in collaboration with the Ministry of Power and Renewable Energy, Colombo, Government of Sri Lanka. The workshop was inaugurated by Chief Guest, His Excellency Ajith P. Perera, State Minister of Power and Renewable Energy, Government of Sri Lanka. The delegates from Member States Afghanistan, Bhutan, India, Maldives, Pakistan and Sri Lanka; Resource persons from Brazil, International Renewable Energy Agency (IRENA), India and Italy; and officials from SEC. The experts from Brazil and IRENA delivered their online presentations via video link to the participants. The workshop attracted an overwhelming participation from Ministry of Power and Renewable Energy, Sri Lanka. The resource persons delivered presentations on different issues relevant to mechanism such as Feed-in-Tariff (FiTs), Renewable Purchase Obligations (RPO), Renewable Energy Certificates (REC) and Reverse Auctions. The participants had a very open and interactive discussion over the design, planning and implementation phases of different policy/ regulatory mechanisms related to RE Tariff. All the presentations delivered during the workshop are available at SEC's website.
