ANNUAL REPORTING TO PRESBYTERY ON THE EXERCISE OF MINISTRY Uniting Church Regulation 2.2.1 describes the ‘Duties of a Minister’ and requires every minister to “report annually to the Presbytery … on the ways in which the duties of a Minister as prescribed in [the] Regulations … are being exercised.” While each ministry may focus on some duties more than on others, the Regulation, alongside the Ordination and Induction vows, provides a general overview of what ministers need to attend to in order to engage in a wholistic, fulfilling and effective ministry vocation.

Healthy accountability and collegiate support help to sustain vitality in ministry. Ministers gain insight through

professional supervision and continuing education ministry support groups retreats with ministry colleagues Ethical Ministry workshops Life and Witness consultations

among many other things. The Annual Report is an important part of that accountability and support system if it is used creatively.

The following Annual Reporting template is based on the stated ‘duties’ of ministry, but open to reflection on experience. The more (relevant) detail you provide, the more insight you and your placement and Presbytery will gain into the realities and opportunities of ministry in this place. It has been approved by the Pastoral Relations Committee for use by all ministers and pastors in placement.

This Annual Report format IS NOT:

a check list to see whether you have been working hard enough a comparison of ministers in order to judge their effectiveness

This Annual Report IS:

a tool based on the stated expectations of anyone in a ministry placement (i.e. the Regulations, Ordination and Induction vows)

a chance to look back at your diary, observe and reflect on the ministry you have exercised and discern the fruit of your labour

an opportunity to collaborate with your lay leaders to fill in numbers and statistics, and to review the previous year’s activity

a source of useful information to engage in conversation with your Supervisor, a Presbytery Minister or member of PRC on what is needed at this time to enhance your ministry practice

a way for the Presbytery to observe and quantify significant differences in workload, needs or outcomes across the region and to think missionally about the implications

a resource for regional ministry groups for mutual encouragement, support and problem-solving

a source of solid information for Vital Ministry appraisal processes a chance to gain insight through recollection and reflection which will

assist with discernment of future priorities.

Please note that your Annual Report is not ‘PRIVATE’ and should not contain information of a highly personal or confidential nature.

While distribution is normally very limited, you should treat this as a useful public document. Regional Pastors may be invited to discuss each other’s reports for collegiate reasons. We encourage you to submit your Annual Report to your Church Council as part of your

reporting to your placement. It could be offered to a JNC as a detailed account of what your ministry involves.

REGULATIONS OF THE UNITING CHURCH IN AUSTRALIA (2015)

DUTIES OF A MINISTER 2.2.1 (a) Within the ministry of the whole Church, Jesus Christ calls men and

women to proclamation of the gospel in word and deed through the ministry of the Word and the ministry of Deacon. This calling is exercised by:

(i) preaching of the Word;(ii) presiding at the celebration of the sacraments;(iii) providing for other persons to preside at worship and/or

preach within the pastoral charge in which the Minister is in placement;

(iv) witnessing in the community to the gospel of Jesus Christ;(v) guiding and instructing the members of the Church and

equipping them for their ministry in the community;(vi) nurturing candidates for baptism and confirmation;(vii) pastoral oversight and counsel wherever needed;(viii) serving in the community, especially among those who are

hurt, disadvantaged, oppressed or marginalized;(ix) careful attention to administrative responsibilities;(x) due observance of the discipline of the Church;(xi) the enhancement of the Minister’s own gifts for the work of

ministry;(xii) pioneering new expressions of the gospel and encouraging

effective ways of fulfilling the mission of the Church.

(b) Every Minister shall participate fully and regularly in the public worship of God and the mission and fellowship of the Congregation with which the Minister is enrolled (See Reg. 2.9.3).

(c) Every Minister shall report annually to the Presbytery with which the Minister is enrolled on the ways in which the duties of a Minister as prescribed in Regulations 2.2.1(a) and (b) are being exercised.
