Engineering
2018 Awards Dinner a Success Our Annual Awards and Dinner function was relaunched in 2018 and
enjoyed outstanding reviews from all concerned. The organizing
committee and the Committee of Management of BAPE were ex-
tremely happy with the event and the response from members, spon-
sors and partners.
Significantly, we were able to restart our award of Fellowships to
outstanding members and BAPE also launched our Annual Award of
Excellence in Engineering (in Barbados) as a new aspect of the
Awards Dinner.
The 2019 version promises to be even more interesting when our
Guest of Honour will be Former Prime Minister of Barbados Mr Owen
Arthur, who will address the topic “the role for engineering in build-
ing a sustainable future for Barbados”.

Our world has been completely revolutionized by technology in every conceivable sphere of life. Engineers and engineering companies continue to do outstanding work to bring top quality technologies to this country on a day to day basis. Much of this work goes on behind the public scenes and in complex and obscure languages, acronyms and calculations. BAPE is intimately aware of the work being done by those engineers who are dedicated to high quality; to professionalism; to their communities; and to the engineering profession itself.
We recognize such lifetime achievements by conferring our highest order of membership on our most outstanding examples of such engineering giants. BAPE considers it the equivalent of an honorary advanced degree in Engineering Achievement.

Foreword
2019 has been a year of restructuring and consolidation for BAPE. This follows
a number of years of very weak financial performances, this year has been one
where the focus has been placed on creating a sound philosophical base for
the organization upon which a solid operational and financial structure can be
constructed.
Partnerships BAPE has continued to build on existing partnerships particularly with the
Engineers Registration Board and The Barbados Institute of Architects, in
sharing administrative resources, and we have been actively seeking to play a
more meaningful role in helping to address matters of National concern. In
this regard, BAPE has sought to engage with government, other social
partners, other professional bodies and indeed with all willing agencies in
addressing matters of national interest.
As a consequence, we now have been much more actively engaged at high
levels in many critical areas of planning. These include:
• The South Coast Sewerage Project rehabilitation issue
• The new Planning and Development Act
• The Electric Light and Power Advisory Committee
• The 100% Renewable Policy initiative by Government
• Transport and Traffic Management development
• The National Standards Institute
Strategic Focus BAPE continues to be concerned about the unsatisfactory focus on the concept
of ‘professionalism’ in Barbados. We made a number of internal constitutional
changes in 2018 to start to set our own house in order, Changes were made
to the terms of Committee Members, the Code of Ethics, and to the categories
of membership. These changes were designed to better recognize the
contributions of Engineering to our society, and to attract more of our bright
young scholars to the field of engineering as careers.
We have also come to recognize that there are hundreds of young, bright
Barbadians who crucially already possess the required academic qualifications,

ENGINEERS FOR THE YEAR 2018 –2019.
Pagbut who have chosen not to pursue the requirements for full professional
qualifications as engineers. These graduates represent a source of potential
national assets that can transform this country if properly nurtured. There
are also far too many qualified persons who simply neglect to satisfy the
legal and professional registration process and therefore remove
themselves from the pool of professional engineers who are available for
critical local and international assignments.
This is a national travesty, and it must become a matter of urgent concern
to BAPE and indeed to all Barbadians that such critical resources remain
untapped.
Main Activities During 2018 2018 was an extremely busy year for the Association. Following our
strategic review and revised vision, a number of initiatives were
implemented resulting in the following main activities.
BAPE Awards and Dinner 2018 A very successful dinner and awards ceremony was held in December 2018.
Sponsored by TMR Sales and Service Ltd, the event celebrated the
contributions of engineers to the country by recognizing seven outstanding
senior engineers who were elevated
to the status of Fellowship of BAPE.
A special award was also made to
the St Nicholas Abbey Heritage
Railway Project as the most
innovative engineering project in
Barbados for the year.
Guest of honour for that occasion
was Minister in the Ministry of
Transport, Works and Maintenance, Hon William Duguid and Engineer
William Ashby performed the role of Master of Ceremonies.
Educational Thrust We have continued with our educational outreach, with two main areas of
focus. First we have instituted a series of technical education sessions
which are designed to bring and keep engineers current on developing
trends, national issues related to engineering and technical developments
of interest to local engineers.
Secondly, we have continued our public outreach which is aimed at
informing the general public, government and other national bodies of the
true role and value of engineering to a society.
Committee Report 2018
Continuing Professional Development (CPD) A new focus was brought to the critical area of Continuing Professional
Development with BAPE undertaking a full review of this process during the
year. Our aim is to bring the whole CPD system fully online, with meaningful
reports that will have implications for registration, re-registration and
professional practice of engineering in Barbados.
Keeping in line with other professional bodies globally and indeed elsewhere
in Barbados, our Engineering Code of Ethics has now been amended to
require the successful pursuit of lifelong CPD for all practicing engineers in
Barbados.
This scheme will be administered by a special sub committee led by the
Engineers Registration Board, which will monitor compliance and publish a list
of all compliant engineers annually. BAPE intends to pursue the arrangement
where CPD becomes a requirement for annual registration for all engineers in
Barbados.
The scheme is currently being tested on our website at;

Engineers Registration Process Work continues in association with the ERB to update and modernize the
process by which engineers are registered annually. Regulations are currently
being contemplated which will define clear classifications levels from student
engineers to Registered / Chartered Engineers modernize the process of
annual registration and update the functions of the ERB.
Communications While we have noted some improvements in our organization’s public profile,
we are disappointed about the slow response from engineers in making use of
our new web site for such activities as documenting their continuing
professional development (CPD), updating their online professional profile and
generally interact with BAPE.
The website is constructed 100% in-house, and we will be very responsive to
requests and suggestions for ongoing improvements. We therefore welcome
all feedback and comments that are geared towards making the effort more
user friendly and useful.

Conclusion While we are happy with the progress that BAPE has made over the last two
years in becoming more vibrant and relevant to national needs, it is
becoming increasingly clear that a much bigger role is needed for the
organization if our country is to survive the challenges being faced in our
complex world. To this end, we will actively be seeking the increased
involvement of retired engineers who may be willing to bring their many
years of technical and managerial experience to the table as BAPE
volunteers for various institutional and government projects and
organizations that are in dire need of such expertise. We look forward to
significant support in this venture.

The meeting was called to order at 5:40 p.m.
Eng. Browne welcomed members attending the Annual General Meeting and
confirmed the agenda.
Excuses for absence were received from Eng. George Johnson, Eng. Gregg
Parris, Eng. Craig Archer, Eng. Dev Maharaj, Eng. Rommel Hinds and Eng.
Peter Thompson.
Eng. T Browne raised the topic of membership and the approach by the
Executive Committee regarding accepting new honorary members. Eng. T
Browne presented two (2) nominees Mr. James Husbands and Mr. Grantley
Haynes.
Eng. T Browne moved to members to accept membership proposal. Eng. E
Clarke seconded the motion to accept Mr. James Husbands and Mr.
Grantley Haynes as Honorary Members.
Eng. G Nicholson inquired on what the executive committee proposed to
achieve with the membership decision made. Eng. T Browne explained to
present members the future press release plans with the aim of raising the
profile of engineering in Barbados.
Discussion on Registration of Engineers
Eng. T Browne introduced the proposed process of registration and the
importance of Continuing Professional Development (CPD). The process
involves incorporating CPD into the process for an engineer registering.

Eng. R Weekes and Eng. G Nicholson raised queries regarding the registra-
tion process and CPD proposed and the impact on industry engineers.
In addition Eng. R Weekes raised the issue of policing this process and Act
by drawing parallels to other laws passed in Barbados.
Eng. T Browne sought to clarify the stance on CPD and how the association
seeks to protect the Professional Engineer.
Eng. R Woodroffe raised the potential issue of the limited range of seminars
hosted by the association. Highlighting that to capture the range of profes-
sional engineers in the island varying topics need to presented to mem-
bers.
Review of Minutes of the Prior General Meetings and Matters Arising
Eng. T Browne invited a motion to have the minutes for the 52nd AGM which
were circulated prior as read by present members. Eng. T Gibbs raised the
motion and Eng. R Weekes seconded the motion.
The following corrections were identified:
The initials of elected candidates in Item 7.1 were omitted.
Item 4.1.h The British Virgin Islands and Dominica experienced category 4
hurricanes and not category 5 as stated.
The minutes for the 52nd AGM were approved as amended on a
motion by Eng. P Agbowu and seconded by Eng. W Ashby.
Eng. T Browne requested a motion to have the minutes for the spe-
cial general meeting held on May 16, 2018 which were circulated
prior as read by present members. Eng. T Gibbs raised the motion
and Mr. V Jones seconded the motion.
The minutes for the special general meeting were approved on a
motion by Eng. T Gibbs and seconded by Eng. A Palmer.
Committee of Management Report
Eng. T Browne introduced and gave an overview of the
annual report for 2018. Present members confirmed receipt of the
report.

Eng. T Gibbs applauded the efforts of the committee and the report high-
lighting activities undertaken.
Treasurers Report, Auditors Report & Financial Statements for 2018
Eng. P Agbowu gave an overview of financial position of the association for
the start of the new term.
Eng. P Agbowu indicated that the aim for the association is to move away
from the over reliance on membership dues to remain in a healthy financial
position. In addition the most recent seminar held in October will be re-
flected in the next financial year.
Eng. T Browne indicated that the audited financial statement and auditor’s
report was circulated prior to the meeting. The documents were prepared
by Messrs. Skeete, Best & Company, Chartered Accountants.
Eng. P Agbowu responded to queries on the financial statement and high-
lighted the impact of an accrual system versus cash system on bad debt
and invoicing members for membership fees.
The following points were discussed by members:
Eng. P Palmer and Eng. K Walkes suggested removing non paid members
from the membership list to avoid over invoicing.
Eng. G Nicholson inquired about the consequences of not being a paid
member.
A motion was moved to adopt the 2018 auditor’s report and financial state-
ments by Eng. K Walkes and seconded by Eng. A Palmer.
Election of Officers
Mr. Grantley Haynes acted as the election officer and declared all offices
vacant. He thanked the outgoing committee and informed others if there
were wiling that they can be nominated at this point and declared nomina-
tions as open.

Burgess regarding the Annual Awards and Dinner.

Eng. Browne adjourned the meeting at 8:07 pm and thanked members for
their turn out.

Treasurer’s Report
The referenced audited financial statements for the financial year (FY)
2019cover the period October 1, 2018 to September 30, 2019. The audit
was once again carried out by Messrs. Skeete, Best & Co., Chartered Ac-
countants, who have again provided the association with excellent service
and whose re-appointment is recommended.
The first page of the financial statements contains the Independent Audi-
tor’s Report and members will see that they have indicated that the finan-
cials of the BAPE are in keeping with the International Financial Reporting
Standard for small and medium sized entities.
The Statement of Financial Position as at September 30, 2019has shown a
small loss position. While the membership dues should cover the expenses
for the association, it is noted that these alone are unable to sustain the
association with its current level of membership. The membership has not
significantly increased over the years other than for the graduate and stu-
dent membership. These categories do not significantly contribute to the
overall income for the Association.

The economic crisis is still having its impact on the Association and once
again the Association finds itself in a financial situation which is not sus-
tainable for the long term.

These measures are not meant to be all of the possible scenarios and are
intended for discussion on the way forward for the association. However, it
is recognized that the Association generates its income substantially from
most of the items listed above.
It is also recommended that a new approach towards financing and sustain-
ing the Association be put in place and that this should consist of some
form of incentive based program.
There are a few notes that need to be made with respect to the financials
as follows:-
With respect to the Annual Dinner which was re-activated, the Association
would have made a slight loss, without this loss the association would have
broken even for the FY2019. The committee felt that it was important to
have this event and for engineers and the practice of engineering to be
highlighted. This is expected to be an ongoing Annual event. We expect to
break even in future, this is not anticipated as a money making venture.
The Association had to purchase a new computer and printer this year.
While contemplating the purchase as replacement for the old computer, the
computer “crashed”, therefore leaving no alternative but to provide a re-
placement for the associations work to continue.
Generally speaking the Association has kept its expenses quite “tight” given
the fiscal constraints
It is recommended that the new Executive seek to address on a more per-
manent basis BAPE’s financial position if the association is to continue to
grow and serve its members.
As always, I want to thank particularly, Mrs. StaceyBurgessfor her commit-
ment and support as well as the Executive Committee for their cooperation
over the past year.

BAPE Evening Technical Sessions:

This year in an effort to ensure that our membership was given the oppor-
tunity to achieve Continuous Professional Development (CPD) points, the
executive committee embarked on the hosting of monthly evening techni-
cal sessions. The purpose of these sessions were to have professionals in
the particular subject area present on a range of topics that would be of
benefit to our membership and the wider technical community. All sessions
hosted were presented in the conference room of the Christie Building.
The first event was held on the 3rd of July and examined the topics of Water
Distribution, Conservation and Harvesting, and was presented by former
BWA General Manager (Ag.) Dr. John Mwansa and Eng. Andrew Hutchinson.
Both engineers discussed in the time allotted several aspects of this topic
as attendees were given some insight into the Barbados water distribution
system and some of the challenges facing that now aged system. The top-
ics of water conservation and harvesting were then discussed, with Eng.
Hutchinson and Dr. Mwansa alluding to several methods of water conserva-
tion, with some regional examplesand Eng. Hutchinson discussing some
actual projects here in
Barbados that were
successful operating
examples of effective
water harvesting. The
question and answer
portion of the session Presenters Mwansa and Hutchinson
was very useful for all attendees.
Our second technical session focused on Project Management, Fixing the
Implementation Deficit, this was hosted on August 14th and was presented
by Project Management professional Ms. Carolyn Attong with over 25 years’
experience having worked in Banking, Insurance, Manufacturing and Gov-
ernment IT implementation. Ms. Attong was able to discuss some of the
important tenants of Project Management and was able to discuss with the
use of examples, how these theories can be given life by implementing.
The discussion explored how implementation deficit was not unique to
Barbados, but was certainly a regional dilemma. The question and answer
session afterwards permitted persons to glean further information on this
management approach.
The third technical session was titled The Making of a Development, and
was sponsored by Terra Caribbean and permitted the project Architect Mr.
Paul Simpson to expound on some of the unique design features of this
type of development concept which is being introduced to the Caribbean
region by Sagicor Ltd. The project discussed was the Estates at St. George
Active Lifestyle Community, which will see a high end condominium devel-
opment with managed catered living, skilled nursing/memory care, fitness
facilities as well as programmed activities for residents on site in the club
house. The discussion explored the design concept, some of the innova-
tions introduced for energy efficiency, water conservation as well as some
the importance of colours and use of materials important for this type de-
velopment. The interactive question and answer session afterwards permit-
ted attendees to delve into the design concept and also to discuss the need
for new thought as it related to planning and rethinking along the lines of
this type model how we layout and set up new communities.

Representatives from BAPE attended the following career show-
cases throughout the year of 2019:
• BCC Career Showcase (2nd February, 2019)
• NCST/UWI Science and Technology Festival (14th& 15th March, 2019)
• Lockerbie College Career Showcase (20th March, 2019)
• BMEX -LESC (7&8th June, 2019)
• Student Briefing (24th August, 2019)
These events provided students with several opportunities to learn about
the industry. The process of becoming an engineer was also discussedgiv-
ing general guidelines over applicable to the wide range of disciples that
exist. BAPE is heartened by the encouraging responses of students and
looks forward to them joining the profession in years to come

The association has seen a marginal increase in membership for the calen-
dar year 2019. However, there was no growth in our corporate membership
and this is a major cause for concern. BAPE continues to engage the engi-
neering fraternity through our monthly technical sessions, seminars and
town hall meetings which are usually well attended.
We recognize as well that there are individuals with engineering degrees
who are not members of BAPE, not trained by a registered professional
engineer or has not engaged in engineering training since acquiring their
degrees. A vast number of these individuals are in the public sector and
this should not be the case. BAPE in collaboration with the ERB will be
reaching out to these individuals in the near future.
Career Briefing Seminar

the ERB on Saturday August 24th, 2019 where we addressed high school
