Seluruh maskapai penerbangan komersial ber­jadwal sejumlah 17 dan yang tidak berjadwal sebanyak 20, sudah tergabung dalam INACA.

Dengan total 37 anggota ini maka organisasi INACA menem pati posisi yang kian strategis di tengah ke­giatan ekonomi Indonesia.

Annual Report 2010 ini menyajikan data infor­masi yang strategis, dengan pemilihan dan pemila­han sampai cara penyajian materi dalam buku ini, tentu saja menjalani perubahan dibandingkan laporan tahun­tahun sebelum­nya. Untuk semakin efisien dan effektif.

Kita telah melampaui dua tahun yang kritis akibat krisis keuangan dunia tahun 2008­2009, dan tahun 2010 bahkan telah memberikan pertanda akan pertumbuhan yang berkesinambungan.

Organisasi ini memantau setiap perkembangan bisnis penerbangan dan mengkomunikasikannya dengan segenap anggota dan stakeholders.

All the 17 commercial scheduled airlines and 20 non-scheduled airlines have been joined in INACA. With a total of 37 members the INACA organization plays a role in increasingly strategic position amidst Indonesia’s economic

activities.This Annual Report 2010 presents data that constitutes strategic information.

The way in selecting and sorting through to the way of presenting the material in this book, of course, have undergone changes compared to previous years reports. It is for more efficient and effective.

We have exceeded the critical two years related to world financial crisis in 2008-2009, and in 2010 even gave a sign of sustained growth.

This organization monitor every development of aviation business and communicate it with all members and stakeholders.

Tahun 2010 membuktikan lagi per tum buh­an jumlah penumpang dan kargo di Tanah Air meningkat dengan meyakin kan. Di

dalam negeri operator nasional yang berjad wal mengangkut 51.775.656 penumpang dibanding­kan 43.808.033 tahun sebelumnya. Pada rute inter­nasional, jumlah penumpang mencapai 6.614.937 dibandingkan 5.004.056 tahun 2009.

Tingkat pertumbuhan penerbangan komersial di Indonesia masih menduduki peringkat ke tiga di dunia, setelah China dan India.

Di dalam negeri, bertambah adanya dua perusahaan penerbangan berjadwal.

Berbagai aspek perkembangan pada bisnis ini kami suarakan, tujuannya sesuai dengan salah satu tujuan organisasi ini: memba ngun jajaran perusahaan penerbangan nasional yang tangguh, mendukung pemba ngunan dan pertum­buhan ekonomi nasional.

T he year 2010 convincingly proved more growth in the number of passengers and cargo in the country’s aviation business. On the domestic routes the scheduled national carriers transported a total passengers of 51,775,656

in 2010 compared to 43,808,033 of the previous year. On international routes, passenger numbers reached 6,614,937 compared to 5,004,056 of 2009.

The growth rate of commercial aviation in Indonesia remained ranked third in the world, after China and India.

In 2010 there have been additional two new operators as scheduled airlines.We at INACA publicly represent the industry to voice out various aspects of

developments in this business, it is with the purpose in accordance

Ketika perekonomian nasional kita bertum­buh rata­rata per tahun antara 4 sampai 6 persen selama dasawarsa yang lalu, tingkat

pertumbuhan investasi modal dalam negeri dan modal asing, telah membawa dampak pada kebu­tuhan layanan penerbangan yang khas diperlukan oleh para pebisnis dan investor. Yaitu pe nerbangan tidak berjadwal tetap, termasuk penerbangan charter. Juga, kebutuhan layanan ke tempat tujuan penerbangan yang berada di luar bandara­bandara yang dilayani oleh pener­bangan berjadwal tetap. Termasuk ke remote area, kawasan pertambangan, pegunungan, kehutanan, perkebunan, pertanian, perikanan, sampai kawasan­kawasan lepas pantai.

Sebanyak 20 maskapai nasional bergerak di sektor layanan tersebut dan kini menjadi anggota penuh di INACA. Buku Laporan ini akan menggambarkan perkembangan tahun 2010, dan kami percaya, tahun 2011 akan dijalani juga dengan pertumbuhan positif.

As our national economy grow on an average per year between 4 to 6 per-cent during the past decade, and the growth of domestic and foreign capi-tal investment, have created the needs on a typical flight service required

by businessmen and investors. That need includes scheduled as well as charter flights. Also, services needed for destinations outside the airports that have been served by scheduled flights. That would cover services to remote areas, mining areas, business activities in mountains, forest, plantation, agriculture, fishery, to offshore areas.

There is a total of 20 national airlines engaged in non-scheduled services sector that now have become full member in INACA. This book will describe the develop-ment taking place in 2010. We believe 2011 will run as well with positive growth.

Menggairahkan Masyarakat untuk Terbang

Selama satu dasawarsa terakhir, usaha penerbangan nasional berjadwal telah menunjukkan peran yang sangat ‘pro

aktif ’ dalam menciptakan strategi, taktik, dan pendekatan­pendekatan bisnis yang pada inti­nya, telah membangun gairah masyarakat untuk semakin banyak yang mampu menggunakan jasa angkutan udara.

Menutup tahun 2010 dan mengawali dasa warsa baru ini, kita memasuki tahap baru lagi. Sebagian anggota mempersiapkan diri masuk ke bursa saham; terus menambah dan meremajakan pesawat; dan mulai menambah rute luar negeri jarak pendek dan medium.

Pasar di dalam negeri tampak tetap akan tumbuh. Yang membayangi ada­lah faktor luar antara lain kenaikan harga avtur dan fluktuasi kurs dollar. Jika harga avtur berlaku diatas Rp 10.000 selama tiga bulan berturut­turut maka fuel surcharge akan dikenakan lagi pada konsumen. Situasi sedemikian akan berpotensi menahan tingkat laju pertumbuhan industri aviasi. Syukurlah, tahun 2010 situasinya stabil.

Over the last decade, the national scheduled airlines have demonstrated a very “pro active” role in creating the strategy, tactics, and approaches to its core business, that eventually has built a passionate community to be

more capable of using air transport services.Closing the year 2010 and started the new decade, we are entering a new

phase again. Some members prepare for entry into the stock market; some others continue to increase and rejuvenate their planes, and commenced adding foreign routes on short and medium haul.

The domestic market appears to be growing significantly. The threat if any, has come from outside factors such as rising fuel prices and the dollar exchange rate fluctuations. If the prevailing fuel price cost above Rp 10,000 for three consecutive months then the fuel surcharge will be charged again to consumers. Such a situa-tion would potentially restrain the rate of growth of aviation industry. Thankfully, in 2010 the situation was stable.

Kinerja industri penerbangan secara nasional tahun 2010 kembali menon­jolkan dampak gandanya pada kegiatan ekonomi sosial yang kian bertambah maju. Penerbangan berjadwal sepanjang tahun 2010 mengangkut di dalam negeri 51.775.656 penumpang dibandingkan jumlah 43.808.033 tahun 2009. Pada rute internasional, jumlah yang diangkut mencapai 6.614.937 penumpang dibandingkan 5.004.056 tahun sebelumnya. Passenger load factor penerbangan domestik turun sedikit dari 82% (2009) men­jadi 81,73% (2010). Jumlah freight pe nerbangan domes­tik menin g kat tajam 114% dan penerbangan interna­sional 71,1% dibandingkan tahun 2009.

Demikian pula terjadi peningkatan jumlah ke­berangkatan pesawat, baik di rute dalam negeri maupun luar negeri.

Harga tiket sepanjang tahun relatif stabil dengan harga avtur yang stabil dan kecenderungan penguatan mata uang Rupiah terhadap Dolar. Menjelang tutup ta­hun 2010, memang, muncul indikasi mulai terjadinya kenaikan harga minyak di pasar dunia, tapi tidak berpengaruh mengubah harga­harga penjualan tiket di dalam negeri.

Pertumbuhan ekonomi nasional yang berkisar enam persen juga men­dorong peningkatan jumlah penumpang. Berdasar pengalaman empiris, ada estimasi tiap 1% pertumbuhan GDP akan menciptakan penambahan jumlah penumpang baru sekitar 2 sampai 2,5%.

Perusahaan penerbangan berjadwal bertambah dua perusahaan menjadi 16, sementara itu 20 perusahaan penerbangan tidak berjadwal sepenuhnya telah menjadi anggota INACA. Beberapa anggota mem­persiapkan diri untuk melaksanakan IPO pada awal tahun 2011, di antaranya dua maskapai bermaksud melaksana­kan IPO pada tahun 2011.

Di lain sisi memang terdapat airlines yang terpaksa berhenti operasi untuk sementara namun bersiap mem­proses persyaratan untuk bisa kembali terbang.

volume of air freight business soared 114% domestically and in international flights grew 71.1% all compared to that of 2009.

The increase also recorded in number of aircraft departures of both domestic and international routes.

Ticket sale prices are relatively stable throughout the year with a stable price of aviation fuel and the tendency of strengthening Rupiah against dollar. Towards the end of 2010, indeed, there were indica-tions of oil price hiking tendency in world markets, but has no effect to change the prices of ticket sales in the country.

National economic growth in a range of six percent also encourage increased passenger numbers. Based on empirical experience, there is estimated every 1% GDP growth will create an increase in the number of new passengers with about 2 to 2.5%.

The scheduled airlines welcoming two new companies that made a total number of 16, while the 20 non-scheduled airlines have entirely become INACA members. Some members prepare to carry out an IPO (Initial Public Offer) in early 2011, of which two airlines intend to do it within 2011.

On the other hand there are airlines who were forced to cease operations for a while yet ready to process the requirements to get back flying.

Musim puncak traffic tetap terjadi pada periode minggu Lebaran dan Natal—Tahun Baru di akhir tahun, ketika terjadi penambahan kapasitas tem­pat duduk berkisar 10% dari kapasitas biasa, pada beberapa rute tertentu di dalam dan luar negeri. Selain itu musim puncak berlaku pada periode minggu tahun baru China yang disebut Imlek, yang mendorong operator menambah frekuensi kendati tak sebanyak seperti Lebaran dan Natal–Tahun Baru.

Pada musim­musim puncak tersebut harga penjualan tiket pada umumnya naik mendekati batas tarif maksimum yang berlaku. Tarif maksimum ditetapkan berdasarkan penentuan oleh pemerintah.

Di tengah stabilitas ekonomi nasional dengan pertumbuhan, di mana biaya produksi dan harga jual tiket berlangsung relatif stabil, terja­di pertumbuhan jumlah penumpang pe nerbangan berjadwal di dalam negeri meningkat sama seperti tahun sebelumnya, sekitar 17%, kendati jumlah pemberangkatan pe­nerbangan meningkat hanya tujuh persen. Ini disebabkan penggunaan pesawat yang berkapasitas lebih besar.

Freight di dalam negeri tumbuh tinggi sekali 89,8% di atas capaian ta­hun 2009. Angkutan freight tampak sedang memasuki fase baru dengan pertumbuhan ‘sangat’ tinggi. Ini tampak seiring dengan adanya penambahan pesawat freighter pada armada angkutan kargo udara.

Luar biasa pertumbuhan 32,7% jumlah penumpang penerbangan berjadwal internasional (2010 dibandingkan 2009), ini sehubungan dengan penambahan rute dan peningkatan penumpang di kawasan regional dan Australia. Tahun 2009 pertumbuhannya 21,2% di atas tahun 2008. Ini sejalan dengan pe­ningkatan pemberangkatan pesawat tahun 2010 yang tumbuh tinggi 16,5% dibandingkan tahun 2009. Selama lima tahun terakhir (2005–2009) pertum­buhan rata­rata per tahun berada di tingkat 10,4%.

larly called Lebaran) and Christmas–New Year at the end of year, when there is need for additional seat capacity ranging about 10% of normal capacity, on some specific routes at home and for overseas. It also applies to the weeks period of Chi-nese New Year that is called the Lunar New Year, which encourages operators to in-crease trequency though not as much as Idul Fitri and Christmas-New Year season.

During such peak weeks the ticket selling price generally rose to near the maximum limit of applicable tariff. The maximum price is set based on the stipulation made by the government. In the midst of national economic stability with growth, where the production cost and selling price of ticket held relatively steady, the number of passenger of scheduled airlines in the country grew at about same rate as the previous year, 17%, although concurrently the number of aircraft departure increased by only seven percent. This shows it is due to more use of larger capacity aircraft.

Freight increase in domestic flights has been very high at 89.8% growth over the achievements of 2009. Air Freight transport seemed to be entering a new phase with the growth of ‘very’ high. This seems in line with the addi tion of freighter aircraft put in the fleet of air cargo transportation. Remarkable growth of 32.7% achieved in international scheduled airline passenger numbers (2010 compared to 2009), has related with the addition of new routes and increased trends of passenger in the region and Australia. In 2009 passenger numbers recorded 21.2% growth over 2008. This is in line with the increase of aircraft departures in 2010 which grew 16.5% higher than in 2009. Over the last five years (2005–2009) average growth rate per year registered at 10.4%.

Peningkatan tajam tonase freight satu tahun terakhir terjadi di rute internasional. Yaitu melonjak 71,1% di atas volume tahun 2009, padahal tahun 2009 meningkat hanya 9,5% dari tahun sebelumnya, dan selama lima tahun terakhir rata­rata pertumbuhan per tahun tercatat bahkan minus 3,7%.

Ada operator yang mengalihkan prioritas sasaran pasar dari tadinya mengutamakan pasar di dalam ne geri ke pasar internasional. Sementara itu operator yang telah mencapai peringkat tertinggi dalam jumlah penumpang di dalam negeri, mulai menambah operasi ke luar negeri baik short routes maupun medium haul.

Penerbangan Tidak Berjadwal

Penerbangan tidak berjadwal ada yang diselenggarakan oleh perusahaan penerbangan yang merangkap sebagai penerbangan berjadwal dan penerbangan char ter, ada yang khusus penerbangan charter saja, ada yang termasuk sebagai operator melayani pe nerbangan perintis yang disubsidi oleh pemerintah.

Tahun 2010 The Year 2010A sharp increase occurs in freight tonnage in the latest one year on international

routes. It jumped 71.1% above the volume in 2009, whereas in 2009 it increased only 9.5% from the previous year, whereas during the last five years the average growth per year was recorded even minus 3.7%.

There is operator who shifted the priority target market from domestic market to international markets. Meanwhile, the operator who has attained the highest rank in the number of passengers in the country, begin to add operations abroad both on short and on medium haul routes.

Some of non scheduled flights are operated by airlines which have double function as a sche-duled and charter flights, in addi-tion to companies specializing in charter flights operation, and there are operators serving the aviation route pioneers that are specifically subsidized by the government.

Operator yang merangkap sebagai scheduled dan charter flights, melayani commuters ke remote area kawasan pertambangan minyak, batubara, aneka tambang, pariwisata dan lain­lain.

Tahun 2010 secara keseluruhan tercatat adanya 28 non-scheduled airlines di Indonesia, sebagian besar melayani angkutan charter dan kargo.

Perusahaan­perusahaan minyak dan gas bumi, pertambangan, umumnya memberikan kontrak bisnis angkutan charter untuk 10 tahun, sedang­kan kontrak yang disubsidi oleh pemerintah dalam melayani rute penerbangan perintis berlaku setiap tahun demi satu tahun.

Penerbangan tidak berjadwal juga tetap terbuka berbisnis dengan kalangan travel agents, angkutan kargo, dan angkutan bagi para top executives. Para executives memerlukan pesawat kecil untuk terbang dan menghindar dari kemacetan lalu lintas di darat, maka mereka menggunakan helikopter dari maskapai penerbangan charter.

ArmadaTahun 2010 berlangsung peningkatan jumlah armada rata­rata tiga pesa­

wat per bulan, atau secara akumulatif penambahan armada nasional rata­rata 36 pesawat per tahun. Situasi itu membawa INACA meminta perhatian pada pemerintah mengenai perlunya penambahan kapasitas bandar udara, pen­gelolaan slot time dan pelayanan ATC yang berada di bawah instansi pemerin­tah, selain penambahan tenaga pilot. Juga kaitannya dalam hal menyongsong dampak akan berlakunya ASEAN Open Sky tahun 2015.

Pesawat­pesawat baru yang sudah dan sedang akan bertambah terus terdiri atas tipe B737­800, B­737­900ER, A330­200 dan tipe MA­60, selain pesawat­pesawat non­jet seperti Caravan, ATR, dan lain­lain.

Non scheduled flights are also still open to do business with travel agents, cargo transpor-tation, and air transportation for those of busi-ness top executives. The executives require small planes to fly and avoid the traffic jams on land, then they would use helicopter of charter airlines.

The FleetYear of 2010 has seen an increase in the number of aviation fleet averagely

three aircraft per month, or cumulatively average of 36 aircraft per year. Such progress has brought INACA to draw attention from government about the need for additional airport capacity, time slot management and ATC services under gov-ernment agencies, besides the necessary addition of pilot. Also related in terms of impact of ASEAN Open Sky that was scheduled to be effective by 2015.

The new planes that have been and are going to be on the increase consisted of type B737-800, B-737-900ER, A330-200 and MA-60 type, in addition to non-jet aircraft such as the Caravan, ATR, and others.

Pada penerbangan tidak berjadwal, ada perusahaan yang telah meng­operasikan 16 armada pesawat kecil yang berfokus melayani remote area di mana banyak aktifitas komunitas nelayan di pantai­pantai dan meng­angkut kargo perikanan untuk pasar ke luar negeri. Operator ini akan menjadi maskapai yang terbanyak menggunakan Cessna Caravan sebanyak 23 pesawat, di antaranya 17 sedang dalam pesanan.

Seluruh armada udara yang terdaftar dari perusahaan angkutan udara niaga berjadwal di tahun 2010 berjumlah 334 pesawat, dari jumlah itu yang dioperasikan pada posisi Desember 2010 adalah 295 pesawat.

Jenis dan tipe pesawat udara berjadwal yang beroperasi secara keseluruhan di tahun 2010 pada posisi bulan Desember, terlihat pada daftar di sebelah ini.

On the non-scheduled flight operation, there is company that had been operating 16 small aircraft serving remote coastal destinations which are centers of certain activities like fishing and fishery communities for transporting cargo aimed for export. This operator tends likely to be a largest airline using Cessna Caravan as many as 23 aircraft, of which 17 are presently in order.

All entire fleet of aircraft listed by scheduled commercial air transport compa-nies in 2010 totaled 334, of which 295 aircraft are reported effectively operated in December 2010.

Pajak dan Izin-izin

Tahun 2010 INACA memperjuang­kan lagi untuk dihapuskannya double taxation yang masih berlaku, yakni pajak terhadap pengadaan dan peng operasian pesawat. Dan, perlunya dibatasi pe­ngeluaran izin usaha penerbang an baru, seraya lebih mengefektifkan pelaksanaan UU No. 1/2009 tentang Penerbangan.

AOC dari tiga perusahaan pener­bangan berjadwal, dan tiga perusahaan penerbangan tidak berjadwal telah di­cabut, karena tidak bisa lagi memenuhi ketentuan perundangan yang belaku.

Avtur

Relatif stabilnya biaya produksi dan harga jual tiket sepan jang tahun 2010, berkaitan dengan stabilnya harga avtur.

Penjualan total volume avtur oleh Pertamina di tahun 2010 memang meningkat tajam dibandingkan tingkat per­tumbuhan tahun­tahun sebelumnya.

Selain itu, Pertamina menambah lagi bandara yang dilayani di dalam dan luar negeri dalam menye­diakan avtur, sehingga selama tahun 2010 telah men­supply avtur di 56 bandara seluruh Indonesia, dan di 22 negara di luar Indonesia. Namun secara keseluruhan supply­nya berjumlah 1,2 % dari kon­sumsi sedunia yang berjumlah 260 juta kilo liter.

Menjelang akhir tahun 2010, harga avtur ber­gerak naik. Terhadap tahun 2009, dimana harga avtur untuk wilayah Indonesia Barat berkisar Rp7.000 per liter dan untuk wilayah timur Indo­nesia berkisar Rp7.800 per liter, telah terjadi kenaikan yang cu­kup signifikan. Kenaikan harga avtur itu telah mengakibatkan kenaikan biaya komponen lain nya dalam perhitungan to­tal biaya operasional airline.

Sebelumnya, Pertamina sebenarnya mengimpor seki­tar 300 ribu barrel per bulan untuk memenuhi kebutuhan penjualan di dalam negeri.

Taxes and licenses

INACA again in 2010 struggles for the abolition of existing double taxation namely the tax on provision and operation of aircraft. And, the need for restriction on new permit for aviation business license, while further streamline the implemen-tation of Law no. 1/2009 on Aviation. AOC (Air Operator Certificate) of three scheduled airlines, and three of non-scheduled airlines were revoked in 2010, because they could no longer comply with legislation in force.

Avtur

Relatively stable production costs and ticket prices throughout 2010 had been related to aviation fuel price stability.

Total sales volume of aviation fuel by PT Pertamina in 2010 had increased sharply compared to growth rates of pre-vious years.

In addition, Pertamina had added more airports at home and abroad for location to supply aviation fuel, so that during the year 2010 aircraft fueling and refueling are served at 56 airports throughout Indone-sia, and in 22 countries outside Indonesia. But overall its sup-ply amounted to 1.2% of world consumption, amounting to 260 million kiloliters.

Approcahing the end of 2010, aviation fuel prices move up. Towards the year 2009, when the price of aviation fuel

in Western part of Indone-sia ranged Rp7.000 per liter and for the eastern region of Indo nesia ranges Rp7.800 per liter, there has been a signifi-cant increase. The increase of avture fuel price have resulted in rising costs of other com-ponents for the calculation of total airline operating costs.

Previously, Pertamina actually imported approxi-mately 300 thousand barrels per month to meet the needs of sales in the country.

Konsumsi avtur terbesar adalah di bandara Soekarno­Hatta, Jakarta, yang memerlukan 42 % dari volume keseluruhan se Indonesia.

Tetapi harga avtur di Jakarta berbeda besar daripada harga avtur di Singapura.

Salah satu dampak ganda dari industri penerbangan jelas terlihat pada bisnis avtur Pertamina. Tahun 2010 total nilai penjualannya men­capai Rp 21 triliun (US$ 2,39 miliar), meningkat sebesar Rp 5 triliun di atas nilai hasil tahun 2009 yang Rp 16 triliun. Itu dengan perhitungan dasar harga minyak US$ 80 per barel dan nilai tukar Rp 8.900 per USD. Rata­ rata per hari men­supply dan refueling avtur untuk lebih dari 1.400 pesawat.

Ditargetkannya 3,3—3,4 juta kiloliters akan terjual tahun 2011. Ta­hun 2010 dijualnya 3,3 juta kiloliters.

Evolusi Tataniaga

Tataniaga penerbangan komersial di Indonesia pun telah mengikuti evolusi bisnis penerbangan yang terjadi di dunia. Selain munculnya Low Cost Carrier (LCC) dan banyak penerbangan menerapkan no-frill flights, evolusi terutama berlangsung pada sistem pemasaran dan distribusi. Teknologi informasi telah dioptimalkan oleh operator dengan melluasnya sistem reservation and ticket purchasing, yang memperpendek matarantai distribusi dan penjualan, mem­percepat pelayanan bagi konsumen, dan mempercepat terlaksananya penye­suaian yang diperlukan pada penetapan harga jual tiket bagi kepentingan yield management perusahaan penerbangan.

Fenomena ini berdampak juga terhadap agen­agen per­jalanan, di mana pendapatan mereka dari keagenan pen­jualan tiket cenderung menu­run, maka para agen haruslah menyesuaikan diri dengan bersaing menerapkan penam­bahan pelayanan.

Tambahan pendapatan antara lain melayani penjualan tiket dengan penawaran ekstra, misalnya mengantarkan tiket ke tempat konsumen, atau menyerahkan tiket pada kon­sumen ketika hendak check-in di bandara, dan seterusnya.

The biggest consumption of aviation fuel is in Soekarno-Hatta airport, Jakarta, which requires 42% of overall volume across Indonesia.

But fuel price in Jakarta has been in relatively higher difference than the price of aviation fuel in Singapore.

One of multiplier impact of aviation industry clearly visible on the aviation fuel business carried out by Pertamina. In 2010 its aviation fuel total value of sales reached Rp 21 trillion (U.S. $ 2.39 billion), an increase of Rp 5 trillion over the 2009 value of tRp 16 trillion. Evolution of Trading System

Trading system in commercial aviation in Indonesia have also followed the evolution way of aviation business basically taking place in the world. Information technology has been optimized by the operator enlarging reservation and ticket purchasing sys-tem, which shortens distribution and sale chains, expedite service for consumers,

and accelerate the implementation of necessary adjustments to ticket pricing for the benefit of airline yield mana gement.

This phenomenon is also im-pacting on the travel agencies, where their income from ticket selling agency tends to decrease, then the agents must adapt to compete by implementing addi-tional services. Supplement reve-nue among others is by offering ticket sales with extra services, for example, ticket delivery ser-vice to consumer, or handing over a ticket to consumer at the airport for check in, and so on.

Demikian pula para operator tur yang menjual dengan harga pasti atas paket­paket wisata hanya untuk porsi land arrangement, sedangkan untuk tiket penerbangan dijual dengan harga yang berlaku real time saat tiket diter­bitkan.

On-line ticketing sudah dilaksanakan oleh hampir semua operator. Sistem ini tentu mengurangi biaya­biaya operasi dan pemasaran selain pada sistem dis­tribusi. Tapi evolusi tataniaga itu di lain sisi malahan menam­bah sumber pendapatan, dalam jumlah tertentu dan kendati relatif terbatas, yakni dengan penjualan makanan minuman ringan di atas pesawat pada penerbangan no-frill flights.

Konsumen di Indonesia telah terbiasa menerima ke­nyataan tersebut.

Kargo

Pada 25 bandara yang dikelola oleh PT Angkasa Pura I dan II di tahun 2005, jumlah cargo traffic tercatat 624.156 ton, pada tahun 2010 jumlah­nya meningkat menjadi 861.830 ton. Tahun 2010 tercatat kargo pada rute domestik total 541.119,4 ton dan pada rute internasional berjumlah 320.710,9 ton.

Kargo mengalami tingkat pertumbuhan yang tajam, misal domestik kargo tahun 2010 sebesar 749.483 Ton, tahun sebelumnya sebesar 350.222 Ton (+113,92%). Begitu juga dengan kargo internasional yang pada tahun 2009 sebesar 46.485 ton , pada tahun 2010 meningkat menjadi 79.549 ton (+71.1%). Pertumbuhan kargo antara lain dengan dioperasikan­nya pesawat khusus kargo (freighter) oleh penerbangan nasional anggota INACA, juga sebagai dampak membaik nya perekonomian nasional, dimana tahun 2011 diperkirakan pertumbuhan sektor perdagangan akan berkisar 6.7%–7.3% .

Selama lima tahun terakhir berarti telah terjadi peningkatan volume pada cargo traffic secara keseluruhan 38%. Di sini pun tampaknya krisis keuangan dunia tahun 2008 dan 2009 tidak berdampak menahan pertumbuhan bisnis kargo udara di Indonesia.

Tahun 2010 ada opera­tor yang menambah armada pesawat freighter.

Kegiatan INACA INACA ActivitiesPeran INACA sebagai asosiasi usaha penerbangan Indonesia sesuai Anggaran

Dasar ialah menjadi wadah pemersatu pendapat, tekad dan niat para anggota dalam rangka menciptakan iklim yang dapat mendorong pertumbuhan dan peningkatan usaha di bidang angkutan udara. Hal itu dilaksanakan dengan mengutamakan azas manfaat, dan kesadaran hukum guna terwujudnya pener­bangan yang selamat, aman, tertib dan teratur, nyaman, berdaya guna dan ber­hasil guna serta mewakili kepentingan bersama para anggota atau bertindak untuk dan atas nama anggota dalam memenuhi kewajiban hukum berdasar­kan ketentuan perundang­undangan yang berlaku. Itu dilakukan dengan me­nempuh upaya­upaya bersama berbagai instansi Pemerintah dan pihak terkait lainnya di dalam maupun di luar negeri untuk mencapai tujuan organisasi. INACA sebagai mitra Pemerintah memberikan masukan­masukan untuk kepentingan industri aviasi nasional.

Kegiatan INACA selama Tahun 2010 antara lain:

Memberikan pandangan kepa­da Tim Pemeriksa KPPU mengenai perkara Fuel Sucharge bahwa pe­ngenaan fuel sucharge bukanlah merupakan kartel dan tidak ada persengkolan diantara airlines, karena pengenaan fuel sucharge telah disetujui Pemerintah dan penetapan besarannya ditentukan oleh masing­masing airlines dalam suatu kompetisi.

Meminta kepada Pertamina untuk memindahkan lokasi DPPU di Bandara Haluoleo Kendari ke lokasi baru di area mobil PK yang dekat dengan apron, karena lokasi DPPU masih berada di area Terminal lama yang jauh dari tempat parkir pesawat.

Meminta kepada Direktur Jenderal Bea dan Cukai agar menempatkan petugas Bea dan Cukai yang definitif di Terminal Cargo Bandara Sepinggan Balikpapan. Sekarang clearence dokumen­dokumen barang masuk dan keluar harus dibawa ke kantor Bea dan Cukai di Pelabuhan Laut Semayang yang jaraknya jauh dari bandar udara.

INACA selalu berpatisipasi dalam Tim Terpadu Angkutan Lebaran, Natal dan Tahun baru yang dipimpin oleh Menteri Perhubungan dan memberi­kan masukan­masukan tentang pelayanan di bandar udara.

INACA mengikuti pertemuan di MABES POLRI dalam rangka antisipasi ancaman terorisme terhadap penerbangan dan pengamanan angkutan lebaran untuk pengamanan penumpang, bagasi dan kabin serta kargo.

INACA’s role as an association of aviation business of Indonesia in accordance with its Statutes is to be an opinion, determination and intention unifying body of its members in order to create a climate that can encourage growth and increased effort in the field of air transport.ation This was done by emphasizing the principle of benefit and legal awareness in order to realize a safe flight, secured, orderly and regular, convenient, efficient and effective and represents the common interests of its members or to act for and on behalf of the members in meeting legal obliga-tions under the provisions of laws and regulations. It is done by taking the col-laborative efforts of various agencies of Government and other stakeholders inside and outside the country to achieve the goal of this organization. INACA acts as a partner of the Government by providing inputs for the benefit of the national

aviation industry.

INACA activities during the Year 2010, among others:

Provided a view on Investigation Team of Commiission for Trade Fair on the case that the imposition of Fuel Sucharge is not a cartel and no coalition between airlines, since the imposition of fuel sucharge approved by the Government and the determi-nation of its magnitude is determined by each airlines in a competition. Requested Pertamina to move the location of Fuel Depot at airport Haluoleo, Kendari to a new location in an area close to the Fire Brigade car apron, because the depot loca-tion is still in the old terminal area far away from the parking lot. Requested the Director General of Customs and Excise officers to put a definitive Customs and Excise personnel at Balikpapan’s Sepinggan Airport Cargo Terminal. Now clearence of documents for incoming and outgoing goods should be taken to the Customs and Excise at the Sea-port Semayang a distance away from the airport.

INACA participated in the Integrated Transport Teamwork for Lebaran, Christmas and New Year, led by Minister of Transportation and

provided input on services needed at airrport.INACA joined in the meeting at the Police Headquarter in order to anticipate

the threat of terrorism against aviation and transportation security for Lebaran either of passengers, or baggage and cabin and cargo.

Filing an application to Minister of Communications, Minister of Finance and the Chief of Police in order to exclude the import of Cartrige equipment and Flare Kit from the category of explosives referring to Police Chief letter No: B/628/II/ 2011 dated February 28, 2011 that has granted exemption of import licenses of flare cartridges and kits / jungle survival kit from the provisions of the category of explosives.

Propose to National Committee for Fair Trade in order to make a Trade Association Guidance so as not to happen again of charges to the airlines doing a cartel, however until recently there has been no Guidance made by National Committee for Fair Trade . Proposed to Minister of Manpower and Transmigration in order to provide an exception from a must for certain employment to a maximum of 3 years contracts in the field of aviation labor (air crew, technicians, flight attendants, etc.) but it is difficult given because it is setin the Law.

Arranged implementation of stipulation of Minister of Finance on import duties paid by Government on imported goods and materials for repair and maintenance of aircraft in coordination with the Directo-rate General of Customs and Excise as for the year 2011 there has been no decision yet made by Minister of Finance. Alterna-tive measures have been taken by Minister of Transportation

that proposes to Minister of Finance by letter No. KU 201/I/15 PHB 2011 dated June 9, 2011 BMDTP stating to replace a tariff duty 0 (zero) percent.

Attending the meeting at Ministry of Transportation regarding the preparation of ASEAN treaty ratification and treaty ratification prioritization.

As a speaker at Research Agency Department of Transportation Efforts in the seminar with the theme of Flight Information System that Effective, Efficient and Integrated After the Act No. 1 of 2009 on Aviation.

Discussed with Director General of Civil Aviation on Time Slots and airport capacity constraints that do not accommodate the growth of aviation.

Participated as a speaker in a lecture on topic of Chalengging STP Bandung Airlines Industry.

Attended the invitation of University of Indonesia discussing nine airlines accused of violating Article 5 and Article 21 of Law No. 5 of 1999.

Mengusulkan kepada KPPU (Komite Pengawasan Persaingan Usaha) agar membuatkan Trade Association Guidance untuk tidak terjadi lagi tuduhan kepada airlines melakukan kartel, sampai saat ini guidance tersebut belum ada dari KPPU (Komite Pengawasan Persaingan Usaha).

Mengusulkan kepada Menteri Tenaga Kerja dan Transmigrasi memberikan pengecualian keharusan kontrak kerja untuk tenaga kerja tertentu maximum 3 tahun untuk tenaga kerja dibidang penerbangan (air crew, teknisi, pramugari, dan lain­lain) tapi sulit diberikan karena sudah diatur Undang­Undang.

Mengurus penetapan Men­teri Keuangan tentang Bea Masuk ditanggung Pemerintah atas impor barang dan ba­han untuk perbaikan pemeli­haraan pesawat terbang dan berkoordinasi dengan Direk­torat Jenderal Bea dan Cukai dalam pelaksanaannya, untuk tahun 2011 belum ada kepu­tusan Menteri Keuangan. Telah diambil langkah alternatif oleh Menteri Perhubungan meng­usulkan kepada Menteri Keuangan dengan surat No. KU 201/I/15 Phb 2011 tanggal 9 Juni 2011 BMDTP diganti dengan tariff bea masuk 0 (nol) persen.

Menghadiri pertemuan di Departemen Perhubungan tentang persiapan ratifikasi perjanjian ASEAN dan penyusunan prioritas ratifikasi perjanjian.

Sebagai pembicara di Badan Litbang Dephub dalam seminar dengan tema Upaya Mewujudkan Sistem Informasi Penerbangan yang Efektif, Efisien dan Terpadu Pasca Penetapan Undang­Undang Nomor 1 Tahun 2009 tentang Penerbangan.

Membicarakan dengan Direktur Jenderal Perhubungan Udara tentang Slot Time dan keterbatasan kapasitas bandara yang tidak menampung pertumbuhan aviasi.

Ikut sebagai pembicara dalam ceramah di STP Bandung dengan topik Challenging Airlines Industry.

Mengikuti Undangan dari Universitas Indonesia membahas 9 maskapai penerbangan yang dituduh melanggar pasal 5 dan pasal 21 UU No. 5 Tahun 1999.

Melewati Dampak Krisis Ekonomi Dunia

Melaksanakan RUA INACA 2010 dengan salah satu keputusan mengukuhkan penggabungan Asosiasi Penerbangan Charter (IACA) beserta anggotanya dengan INACA, sehingga keanggotaan INACA men­jadi 16 penerbangan berjadwal dan 21 penerbangan charter.

Membuat penyempurnaan Anggaran Dasar INACA oleh Tim 9 dan penge sahannya oleh Notaris.

Mengajukan permohonan kepada Direktorat Jenderal Perhubungan Udara untuk mengaktifkan kembali Komite Nasional Penerbangan Sipil untuk menghadapi banyaknya ancaman keamanan terhadap dunia penerbangan.

Mengajukan permohonan kepada Menteri Perhubungan dan Menteri Keuangan untuk tidak memberlakukan peraturan Direktorat Jenderal Pajak No:61 Tahun 2009 dan No: 62 Tahun 2009 tentang pajak berganda karena sulit dilaksanakan dan akan memberatkan airlines nasional dalam penyewaan pesawat akan terkena PPH pasal 26 sebesar 20%.

INACA selalu aktif di organisasi Kamar Dagang dan Industri Indonesia ( KADIN).

Betapa strategisnya posisi dan peranan sektor penerbangan dalam pereko­nomian Indonesia, dicerminkan dalam proporsi kontribusi pada Produk Domes­tik Bruto atau GDP. Industri penerbangan tergabung dalam sektor Transportasi dan Telekomunikasi, yang meng­hasilkan sumbangan sekitar 13 persen terhadap PDB tahun 2010.

Melewati krisis keuangan dunia tahun 2008–2009, pertum­buhan ekonomi Indonesia ‘lulus dari dampak krisis’ dengan ting­kat pertumbuhan 6,6 % (2008) dan 4,56% (2009) kemudian 5,8% (2010), sektor Transportasi dan Telekomunikasi bertumbuh 16,7% (2008), 15,4% (2009) dan 13,3% (2010).

Dukungan industri pener­bangan terhadap kegiatan ekonomi di Indonesia juga dinya­takan dalam dampak ganda di mana setiap operasi penerbangan menciptakan sekitar tujuh mata rantai kegiatan ekonomi lainnya.

Surpassing the World Economic Crisis

What a strategic position and role of the aviation sector in the Indonesian economy, had been reflected in the proportion of contribution to Gross Domestic Product or GDP. Incorporated the aviation industry in Transport and Telecommu-

nications sector, it produces about 13 per cent contribution to GDP in 2010.

Passing through the world financial crisis in 2008-2009, economic growth in Indonesia “graduated from the impact of the crisis” with a growth rate of 6.6% (2008) and 4.56% (2009) and 5.8% (2010), Transport and Telecommuni-cations sectors grow 16.7% (2008), 15.4% (2009) and 13.3% (2010).

Kapasitas Bandara

Masalah utama yang sedang dihadapi adalah kurangnya kapasitas ber­bagai bandara di Indonesia, baik daya tampung terhadap jumlah lalu lintas pe numpang, kargo, kapasitas run way, maupun durasi operasi bandara dan ruangan parkir pesawat. Kondisi ini semakin kritis mengingat mulai tahun 2010 terjadi penambahan armada ra­ta­rata 2–3 pesawat per bulan, diper­kirakan setiap tahun akan bertambah sekitar 30 pesawat yang dioperasikan.

Khusus untuk Jakarta, INACA meng­usulkan agar bandara Halim Perdana­kusuma dioperasikan secara komersial, untuk meringankan beban bandara Soekarno­Hatta.

Bandara Soekarno­Hatta memang telah merancang perluasan untuk bisa melayani 67 juta penumpang tahun 2014–2015. Itu bersamaan dengan rencana penambahan satu run way baru, dan aksesibilitas di darat dengan angkutan kereta api.

Bandara baru yang dibangun di Lombok, belum dapat selesai tahun 2010, dan diharapkan beroperasi tahun 2011. Bandara baru Kuala Namu di Medan, diharapkan bisa beroperasi tahun 2012. Selama ta­hun 2010 dicanangkan akan adanya pembangun­an bandara baru di pulau Bali (bagian utara), di Singkawang, Kalimantan Barat, selain perluasan ter­minal penumpang pada beberapa bandara, termasuk bandara Ngurah Rai di Bali.

INACA mencatat beberapa kondisi yang memerlu­kan perhatian, yaitu :

Tingkat keselamatan bandara, terkait dengan fasilitas pendukung pelayanan yang diberikan oleh pihak bandara, termasuk peran ATC pada pemanduan pendaratan, pengawasan kondisi runway agar me­menuhi keselamatan penerbangan, juga peralatan navigasi (ILS, DVOR, DME, NDB), surveillance (radar), fasilitas PKP­PK (Pertolongan Kecelakaan Penerbang an–Pemadam Kebakaran) dan runway light harus lah disempurnakan untuk lebih menjamin keselamatan pendaratan maupun taxiway.

Pelayanan yang diberikan tersebut harus memenuhi aspek keselamatan, keamanan dan kenyamanan bagi user (Airline), dengan didukung oleh petugas (SDM) yang highly skilled and competence. Peralatannya pun harus regularly calibrated.

Otoritas penerbangan bersama stakeholders perlu mengantisipasi dampak kekurangan tersebut seraya mengatasinya.

Airport Capacity

The main problem being faced is the shortage of capacity of various airports in Indonesia, both the capacity to total passenger traffic, cargo, the capacity of the run way, and the duration of the airport operation and aircraft parking space. This

condition is more critical given the year 2010 has become a beginning year of a continous addition of a fleet that would average of 2-3 aircraft per month, thus estimated that each year will increase approximately 30 aircraft operated.

Specifically for Jakarta, INACA suggested Halim Perdanakusuma air-port operated commercially, to ease the burden of Soekarno-Hatta airport.

Soekarno-Hatta Airport mana ge-ment is already designing the expan-sion to serve 67 million passengers in 2014–2015. That will be along with the addition of one new run way, and accessibility on land with rail transpor-tation.

A new airport in Lombok can not be completed in 2010, and is expected to operate in 2011. The new Kuala Namu Airport in Medan, is expected to be operational in 2012. A new airport development plan on the island (north) of Bali has been declared, also in Sing-kawang, West Kalimantan, in addition to the expansion of passenger terminals at several airports, including airport of Ngurah Rai Airport in Bali.

INACA noted several conditions that require attention, namely:

Airport safety levels, is associated with service support facilities provided by the airport, including the role of the pilotage ATC landing, runway condition monitoring in order to meet aviation safety, as well as navigation equip-

ment (ILS, Dvor, DME, NDB), surveillance ( radar), PKP facilities–PK (Aviation Fire Accident Aid) and the runway lights should be improved to better ensure the safety of landing and taxiway.

The services provided must meet the safety, security and convenience for the user (Airline), supported by officers (SDM) of highly skilled and competence. Equipment must also be regularly calibrated.

Aviation authorities with stakeholders need to overcome the impact of such shortages.

Tradisi memuncaknya jumlah penumpang penerbangan di dalam negeri dan internasional pada musim Lebaran Islam dan minggu­minggu hari Natal dan Tahun Baru tetap memberi sumbangan signifikan terhadap per­tumbuhan bisnis penerbangan tahun 2010. Tidak terpengaruh oleh krisis ekonomi dunia yang terjadi sejak tahun 2008 sampai 2009. Hari Lebaran jatuh pada tanggal 10­11 September, 2010 dan musim angkutan Lebaran dihitung dari hari Minus 7 dan Plus 7 dari tanggal tersebut.

Musim pemberangkatan pe­numpang menuju Saudi Arabia untuk menunaikan ibadah haji, juga berjalan sesuai jumlah kuota yang diberikankepada pihak Indonesia oleh pemerintah Saudi Arabia. Musim haji tahun 2010 menyumbangkan sekitar 200 ribu penumpang yang berangkat dari 23 bandara embarkasi yang secara khusus ditentukan oleh pemerintah Indonesia untuk operasi penerbangan haji ini. Tahun 2010 operasi penerbang­an mengangkut penumpang haji pergi dan pulang dilaksanakan dalam periode operasi 40 hari. Tahun 2010 Hari Idul Adha dilaksanakan tanggal 17 November saat seluruh jamaah calon haji sudah berada di Mekkah, Arab Saudi.

Di luar musim khusus tersebut, ada musim punccak lain yang berkaitan dengan liburan sekolah di bulan Juni, dan musim puncak wisatawan mancanegara yang berkunjung ke Indonesia di bulan Juli–Agustus. Yaitu libur musim panas di belahan utara bumi dan musim dingin di belahan selatan.

Tahun baru China yang disebut Imlek jatuh di bulan Februari. Sejak hari Imlek, 15 hari kemudian dilangsungkan festival cap gomeh. Pada periode itu masyarakat China melakukan perjalanan dengan angkutan udara ke pusat­pusat festival. Selama seminggu dalam periode itu operator penerbangan umumnya meng­operasikan extra flight.

Traditionally mounting number of passengers on domestic and interna-tional flights due to Moslem Lebaran season and weeks of Christmas and New Year still contribute significantly to the growth of business aviation in 2010. It is not affected by world eco-nomic crisis that occurred from 2008 to 2009. Lebaran Day falls on September 10 to 11, 2010 and Lebaran seasonal transport is based from the day of Idul Fitri to Minus 7 and Plus 7 from that date.

Season departure of passengers to Saudi Arabia for the pilgrimage, also running according to the number of quotas allocated by government of Saudi Arabia. Hajj season in 2010 contributed about 200 thousand passengers departing from 23 airports of embarkation which are specifically designated by Indonesian government for Haj flight operation. The year 2010 hajj flight operations carried passengers to Jeddah and implemented in the operating period of 40 days. Eid Day in 2010 held on November 17 when all the prospective Haj pilgrims were in Mecca, Saudi Arabia.

Outside of the special season, there are other related peak season with school holidays in June, and the peak season for foreign tourists who visited Indonesia in July-August. That is summer in the northern and winter in the southern hemisphere.

Chinese New Year is popularly called Imlek fell in February. Since the day of this Lunar New Year, the fes-tival took place 15 days later. At that period the Chinese people are to travel by air to centers of festivals. During a week in period the airlines gene-rally operate extra flights.

Outlook

Pertumbuhan yang terjadi di provinsi­provinsi telah mengambil peran yang semakin penting dalam perkembangan ekonomi Indonesia beberapa tahun terakhir ini. Di luar pulau Jawa, cukup mencolok peran pertumbuhan daerah di Sumatera Utara, Sumatera Selatan, Riau, Kalimantan Timur, disusul oleh Sulawesi Selatan, Papua, Bali dan Nusa Tenggara Barat.

Diagram di atas memperlihatkan peran masing­masing provinsi terhadap GDP tahun 2009. Sejalan dengan itu pertumbuhan traffic udara juga seiring dengan proporsi peran dari masing­masing provinsi. Frekuensi dan rute pener­bangan telah bertambah terutama pada provinsi­provinsi tersebut.

Dengan pertumbuhan ekonomi Indonesia diperkirakan bisa lebih 6 persen tahun 2011, INACA memperkirakan pertumbuhan jumlah penumpang do­mestik akan berkisar 12–15 persen, pertumbuhan penumpang internasional berkisar 10 persen. Proyeksi perekonomian Indonesia juga menunjukkan sektor Transportation and Communication, akan menyumbang sekitar 13–14 persen terhadap GDP.

Jumlah armada maskapai penerbangan na­sional yang akan bertambah terus, diperkirakan optimis akan diimbangi oleh sektor demand dari pengguna jasa angkutan udara yang akan mengisi kursi­kursi pesawat.

Sejalan itu pula pertumbuhan dan pengem­bangan operasi penerbangan akan cenderung meningkat ke arah wilayah tengah dan timur Indonesia.

Penerbangan Nasional mulai menerap­kan konsep Hub & Spoke. Tapi, sebagian besar bandar udara di Indonesia kurang menunjang, misalnya pada penyediaan fasilitas Transit Lounge maupun Transit Desk, yang tidak menjamin layanan konektivitas.

Untuk pengembangan rute, frekuensi dan utilisasi armada pesawat, maka pengelola bandara harus sudah mulai bersiap mengoperasikan bandara setiap hari 24 jam. Terutama di Kawasan Tengaha dan Timur Indonesia yang tengah menyongsong pertumbuhan tinggi.

Growth that occurred in the provinces have taken an increasingly important role in economic development of Indonesia in recent years. Outside Java, quite conspicuous role in growth areas are that of North Sumatra, South Sumatra, Riau, East Kalimantan, followed by South Sulawesi, Papua, Bali and Nusa Tenggara.

The above diagram shows the proportional roles of each province to GDP in 2009. In line with the growth in air traffic is the proportion of the role of each pro-vince. Frequency and air routes have been rising especially in the said provinces.

With economic growth in Indonesia is estimated to be over 6 percent in 2011, INACA estimate the number of domestic passenger growth will range from 12 to 15 percent and an international passenger growth of around 10 percent. Projection of Indonesia’s economy is also showing Transportation and Communication sector will contribute around 13-14 percent of GDP.

The number of national airline fleet will be on the increase, however, it is estimated to be optimistically offset by demand from the users of air transport

services that will fill the air-plane seats.

Along the same growth and development then flight operations will tend to in-crease towards the provinces of central and eastern part of Indonesia.

National Aviation embrace the concept of Hub & Spoke. But, most of the airports in Indonesia is less supportive, for example, in the provision of some facilities including

Transit Lounge Desk, that does not guarantee connectivity services.For developing of routes, frequency and fleet utilization, airport management

should have already begun preparation steps in order to operate 24 hours every day. Especially in Eastern and Central Indonesia region that anticipating high growth, such need must have been prompted.
