ASMR is vigilant in seeking high level advise of future NHMRC investment, with this year being no exception, and there being a real danger that NHMRC funding may be cut. Having said that, if there is no further increase in NHMRC investment in this up coming election budget, funding will be static, which means in real terms NHMRC funding will decline. The apparent immediate impacts will be undoubtedly be decreases in NHMRC grant success rates which will impact job security and career opportunities while long range, detrimental impacts will be on our nations’ world placement, health and economic returns and loss of momentum of discovery. The election budget provides a valuable opportunity to engage politicians and articulate the benefits of health and medical research. You too can influence policy by writing letters. Letter writing campaigns have worked in the past and they will work again and that’s why ASMR has embarked on a such a campaign to call the stakeholders, researchers, special interest groups and the public to take action. The request is of the Federal Government to maintain NHMRC budget with a modest increase. ASMR believe this is a responsible and achievable request given the current fiscal constraints of the nation. The other facet of engagement is to educate and inform our policy makers of the importance of health and medical research has to the health and wealth of the nation but also that our HMR workforce is valuable investment in human capital. Using our best and brightest, better and smarter will not only help underpin the needs of the nation but also and set the nation on a course for achieving a sustainable, affordable health system all Australian’s can enjoy. In terms of the HMR workforce, it has been an outstanding contributor to the health and wellbeing of Australians and as a sector highly productive, with Access Economics reporting HMR provide 117% on returns, exceeded only by the mining and wholesale sectors. The international standing and significance of Australia’s HMR is unquestioned as shown by the consistently high output of fundamental research and translational outcomes in a cost- efficient manner. Australian HMR contributes 3.05% of the total world HMR R&D from only 1.1 % of the expenditure and delivers twice the OECD average on a per capita basis - with a strikingly high international standing by citation and our translational outcomes are impressive in global terms. With Dr Elizabeth Blackburn, the first Australilanfemale laureate, being the most recent recipientof a Nobel Prize in medicine and physiology,takes Australia’s tally to six. Australia’s HMRsector truly does punch way above its weight onthe international stage. Surprisingly this is thelargely the only quantitative data available on theHMR workforce.

In line with ASMR’s responsible approach torequest funding increases with amounts clearlyjustified and aligned with strategic initiatives,health issues and outcomes is crucial.Unsubstantiated funding requests risk dilutingefforts to ensure a sustainable and robust HMRinto the future.

To this end, ASMR identified the need forquantitative data and future workforce andeconomic modelling to understand the dynamicsof the Australian health and medical researchworkforce over the next decade andcommissioned Deborah Schofield, AssociateProfessor and Director of Research NorthernRivers University Department of Rural Health(NRUDRH), School of Public Health, Faculty ofMedicine, University of Sydney to conduct thestudy.

The report was launched to a capacity crowd ofpolicy makers at Parliament House in October2009.

The key findings of the study are;

* A recruitment of human capital is needed tomaintain our world class health and medicalresearch workforce over the next decade. Thesector must attract 30% more PhD or equivalentlyqualified researchers with a proportionate increasein support staff.

Specifically 5700 PhD qualified persons wouldneed to graduate and be willing to work in thesector by 2019. Of these 4000 would be replacingretiring personnel, while another 1700 are neededto account for the growth in the Australianpopulation. The associated cost of this has beenestimated to be in the order of 810M (2009 dollars)dollars.

* If Australia is to have the most highly educated,best skilled and highly trained HMR sector in theworld, the number of qualified researchers (PhDor equivalent) would need to expand 2.5 fold to

be on par with knowledge based workforces suchas the European workforce.

Australia would require about 5,700 additionalHMR PhD graduates to be comparable with USlevels, about 22,800 to be comparable withGerman levels and about 38,000 to be comparablewith Switzerland.

To sustain and expand the HMR workforce wouldrequire the development, design andimplementation of:

1) a long ranging commitment to long term,sustainable investment guided by informed,innovative and visionary policy reform,

2) a viable ‘long lasting’ career structure whichwill attract and retain our best, brightest, mostproductive human capital, and

3) expansion of international partnerships andenhance capacity through development of aregional union. For example, Asia-Pacific.

This study is timely and valuable report on planningthe HMR Workforce to 2019. The RuddGovernment is committed to health care reformand no one can deny that the HMR workforce is acrucial element in the understanding, preventionand cure of disease.

The data provided will undoubtedly be an importanttool for government and in our quest to developnew and better policy to meet the future healthneeds of the nation.

On a more informal note, in addition to thecampaign and completing the workforce study, thisyear your board has chartered a 10 year ambitious,plan of scale for HMR sector, initiated the firstweb-based mentor match up scheme free forASMR member mid career researchers andcontinued its core business of fostering careerdevelopment and advocating HMR by publicoutreach events of ASMR’s Medical ResearchWeek ®.

It has been what I would describe as an extremelyproductive year, and reproductive, with three of yourexecutive directors having babies. Which just goes

MINUTES OF THE ANNUAL GENERAL MEETING OF THE AUSTRALIAN SOCIETY FOR MEDICALRESEARCH, HELD AT THE BRISBANE CONVENTION CENTRE, QLD ON NOVEMBER 19, 2008

Government has been strongwith a 5-fold increase inNHMRC funding. The recentglobal economic slowdownpresents many challenges forAustralia, and will almostcertainly produce budgetarypressures. The HMR sectorwill not be immune to thesepressures, and in light of theimpending completion of thecurrent NHMRC funding cyclein 2010/11, we need to ensurethat the value of HMR iscrystallized in the minds of thepublic, politicians and policymakers. Now more than ever,we must campaign for thesustained support of HMR, orrisk losing the significantinvestment made to date, andthe continued health andeconomic returns to Australia.To this end, ASMR has beencampaigning tirelessly thisyear and in recent months, hasincreased its lobbying effortswith a series of meetings inCanberra with key ministers,advisors and staff, ranging fromthe departments of Health andAging, to Treasury andFinance. Rest-assured thatASMR will continue theintensive lobbying efforts in thelead up to the next federalbudget.

The recent change of federalgovernment presented ASMRand the HMR sector with freshchallenges this year. It waspleasing to see that theplanning for the long-termfuture of health, education, andinnovation in Australia was highon the agenda of the Ruddgovernment. The year saw asuite of reviews to addressfuture strategic directionsacross a number of areas thatare likely to impact on howHMR is structured and fundedin Australia. These included

the Australia 2020 Summit, TheNational Innovation Review,The Bradley Review of HigherEducation, the PreventativeHealth Taskforce, and theInquiry into the Effects ofClimate Change on Trainingand Employment Needs.ASMR has made submissionsto many of these reviews andwe are awaiting the findings ofmost. However, the results ofthe National Innovation Reviewhave recently been made publicand have important implicationsfor the HMR sector. Amongstthe 72 recommendations toimprove Australia’s R&D sectorwere: - the urgent restoration ofpublic funding levels forresearch, with the suggestedlong-term goal that by 2020,Australia should be ranked inthe top quartile of OECDcountries for expenditure (Ishould note that in 1993/4Australia’s spending peaked at0.75% of GDP but by 2007/8had dropped to 0.55% GDP)- a transition to the full fundingfor the cost of research inuniversities and governmentresearch agencies followingthe recognition that grantsoften only cover ½ of the costs,- the prioritisation of publicresearch to a number of areasincluding health,- a re-devised series of R&Dtax concessions for privatebusiness,- the formation of a NationalInnovation Council to co-ordinate and provide strategicleadership for the innovationsystem,- and increasing the stipend forAustralian PostgraduateAwards to at least $25k,indexing it to average wages,and extending its duration to 4years.Overall, I believe the HMR

Dr Hulett advised that it hasbeen a great honour andprivilege to represent ASMRas its President this year.2008 has been a challengingand busy year for the society.ASMR has a wonderfully richhistory and a highly respectedtrack record in advocating thevalue of health and medicalresearch in Australia. In thattradition, “I am confident thatASMR has served its membersand the HMR community wellthis year”. We have initiatedand continued to build on anumber of important projectsthat have enhanced the profileand progressed the cause ofHMR.The next few years representa pivotal period for the future ofAustralian HMR. Over the pastdecade Australia has enjoyedsolid economic growth, andsupport from the Federal

sector should welcome theserecommendations. However, aclose eye will need to be kepton the Excellence in ResearchAustralia driven funding ofUniversity block grants,particularly with regard todetermining the balancebetween basic and appliedresearch and the potentialbarriers to encouragingexternal collaborations. Awhite paper is expected by theend of the year and it will beinteresting to see how manyof the above listed issues willbe tackled in the context of thecurrent economic climate.

This year the NHMRC alsounderwent an external reviewof its strategic directions andfunding mechanisms, andASMR along with otherstakeholders, had theopportunity to contribute to thediscussion process. Amongstthe many important issues, isthat of the future structure andfunding levels for the NHMRCfellowship schemes. The totalnumber of fellowships hasincreased significantly since2002, and the suggestion hasbeen that the scheme isbecoming unsustainable.However, it should be notedthat the proportion of NHMRCfunding directed towardsfellowships has remained fairlyconstant at around 20 to 22%during this period. Thus theratio of people versus projectfunding has essentially notchanged over the past 5 years- with the increase in fellowshipnumbers followingproportionally the increase intotal funding. Achieving thecorrect balance betweenNHMRC funded people andproject grant support, as wellas clearly defining careerstructure in the system, is akey issue for the HMR sector

into the future. ASMR ismaking every effort to workwith NHMRC to address thisimportant issue.

You are all no doubt also awareof the concerns about potentialchanges to the NHMRCFellowship scheme, andissues of the governance ofNHMRC, that have recentlybeen raised by NARFPresident, Phil Robinson.ASMR is currently formulatingan official position from the newboard. I will welcome commentfrom the floor at the end of thisreport.

The recent economic downturnhighlights the need for theHMR sector to securestrategies for long-termsustainable funding. Thecurrent funding models inAustralia are cyclical andvulnerable to fluctuation. A well-defined sustainable fundingplatform would ensure that theHMR sector is safeguardedfrom funding troughs, continueto achieve a high internationalstandard, and deliver thenecessary health andeconomic outcomes forAustralia. Last year the ASMRheld an important forum “TheFuture of Medical Research:Sustainable Funding Model”,and this year we have beenfollowing-up on the outcomesby researching sustainablefunding models for theAustralian HMR sector. Thesehave included the innovativeFramework 7 reforms of theEuropean Union, where R&Dinvestment in science hasbeen committed to reach 3%of GDP by 2010 (with one thirdof funding from the publicsector and two thirds fromprivate sources). Such amodel would be attractive forAustralia and possibly theAsia-Pacific region. To achievethis goal, the public sector willclearly be required to play a

key ongoing funding role,however it will be critical tobuild better collaborativepartnerships with industry andto attract enhanced local andinternational philanthropicsupport. The ASMR will becontinuing to drive thisimportant initiative forwardthrough focused discussionwith government, industry andphilanthropic bodies.

The necessity to present arobust-evidence-based casefor continued and increasedinvestment in HMR isessential, and is particularlyrelevant at present with theexpected budget pressures.This year ASMR has devoteda significant effort to generatingand packaging quantitativedata for dissemination on: - the economic value ofinvestment in HMR - the perceptions of the HMRworkforce on career structureand conditions - and the implications oncareers and researchoutcomes of the inability to fullyfund research in the context ofthe effect of the monetary gapbetween host institutionsalaries and the NHMRCpersonnel salary packages/fellowships.Dr Hulett briefly summarisethe results of each of theseimportant initiatives.

ASMR launched “ExceptionalReturns II: The value ofInvesting in Australian HealthR&D” this year during ASMRMedical Research Week® onJune 4 at the National PressClub in Canberra. This ASMRcommissioned AccessEconomics study followed thelandmark 2003 report“Exceptional returns I” andestimated the economic valueof Australian Investment inHMR R&D following the recentfunding increases, andincluded case studies of 4

specific examples of well-beingreturns to Australia in theimportant areas of diabetes,dementia, cancer, andindigenous health. It ispleasing that the studydemonstrates the continuedexcellent health and economicreturns on investment in theAustralian HMR sector, andhas been well received to dateby all stakeholders. The keyfindings of the report include:* Australian Health R&Dexpenditure between 1992/3and 2004/5 was estimated toreturn a net benefit of around$29.5 billion dollars - and for adollar invested in Australianhealth R&D, an average of$2.17 dollars in health benefitsis returned, with a minimum of$0.57 and maximum of $6.* And comparing the returns oninvestment with other sectors,health R&D out performs themarket, manufacturing andagricultural sectors, and is lessonly than mining and the retail/wholesale trade sectors

The figures are also impressivefor the specific case studies -I won’t go into detail now butplease see the report if you areinterested.

The new report also indicatesthat although the greatestburden of disease remainscancer and cardiovasculardisease, non-fatal diseasesalso play a significant andincreasing role in the burdenof disease and the years ofhealthy life lost due todisability. In particular, theprojected cost and impact ofthe chronic diseases of agingis forecast to present achallenging burden and thegreatest hope is new R&Dbreakthroughs. It is clear thatAustralia has a comparativeadvantage in health R&D given

the levels of discovery, theoutput and quality ofpublications, and itsdemonstrated impressivetranslational outcomes. Inaddition to the “goodi n t e r n a t i o n a l c i t i z e n ”arguments, the new reportprovides strong economicreasons for sustaining andenhancing health R&Dinvestment in Australia.

I encourage all ASMRmembers to read the full reportand to disseminate the keyfindings at every opportunity tothe public and politicians (wehave copies of the report hereat the AGM and a mountain atthe ASMR booth in the tradedisplay, so please collect acopy or two or three). I wouldlike to thank Lynne Pezzullo,Henry Cutler and the AccessEconomics team for theiroutstanding work on the report- Maria Kavallaris, Moira Clay,Cath West and the ASMRNational Executive for theirvaluable input, Sir Gus Nossalfor helping to launch the reportand to sell its key messagesaround Australia during hisASMR medallist tour, and themany supporters in the HMRsector who providedsponsorship to help fund thisimportant study.

A highly skilled and adaptableworkforce has underpinned thesuccess of the Australian HMRsector. Although there hasbeen long-standing anecdotalevidence on a growingdissatisfaction among theAustralian HMR workforce inregards to job security andfunding opportunities, there issurprisingly very littlesupporting quantitative data. InMay this year the ASMRpublished a study in theMedical Journal of Australiatitled: “Perceptions of Healthand Medical ResearchCareers: The Australian

Society for Medical ResearchWorkforce Survey”. This resultwas the culmination of asignificant long-term projectthat was initiated in 2006 underthe Presidency of LevonKhachigian and continued bythe 2007 National boardheaded by Maria Kavallaris.The web-based survey of nearly400 ASMR members gaugedviews on career and fundingopportunities, salary andquality of working environment.The key findings indicate thatemployment insecurity andperceived lack of a sustainablecareer structure are causingconsiderable anxiety amongAustralian HMRs. It is vital thatwe continue to attract andretain our best and brightestresearchers, and theseperceptions clearly suggestthat a review of current peoplesupport policies are required.The quantitative data is beingused by the ASMR to press forimproved policy and careerstructures for AustralianHMRs. As I mentioned,achieving the correct balancebetween funding for peopleversus direct research projectsupport is a critical issue forthe future, and one of the keyobjectives of ASMR headinginto 2009. ASMR members regarding thegrowing salary gap betweenhost institutions and NHMRCPersonnel Salary Packagesand Fellowships, the ASMRconducted an online survey inApril this year to gatherquantitative data on the extentand effect of the monetary gap.The results paint a disturbingpicture of the negative effectthat the gap is having on theHMR sector. Thanks toKristen Novak for her greatwork in driving this project. Iwould also like to acknowledgethe support of the WesternAustralian Institute for MedicalResearch with the onlinesurvey.

ASMR Medical ResearchWeek® is one of our premierevents each year andshowcases HMR to the nation.This year ASMR MedicalResearch Week® was anotherresounding success, as youwill hear in a moment fromKristen Nowak. Briefly, anoutstanding series of state andnational scientific, public andpolitical outreach events wereconducted over the week. Allwere well attended andsuccessfully promoted thesignificant benefits of HMR tothe nation. Just prior to theweek, ASMR also published a2-page spread in the Australiannewspaper highlighting eventsof the week and the excitingresearch of some of Australia’sleading HMRs. Mediamonitoring indicated that theHMR message generated fromthe week of activities reachedan impressive 12.5 millionpeople.

ASMR was honoured to haveSir Gus Nossal as the 2008Medallist, and his nationwidetour was one of the highlights

of ASMR Medical ResearchWeek®. Sir Gus is one ofAustralia’s most respectedscientists and a greatchampion of HMR. Covering 7cities in 9 days, Sir Gus gaveinspiring addresses at each ofthe state dinners and to anational TV audience at thePress Club in Canberra. Onbehalf of ASMR I would like toextend our sincere thanks toSir Gus for his outstandingefforts in promoting HMR overthe week.

ASMR Medical ResearchWeek® would not be possiblewithout the hard work of ouramazing state committees andnational board of directors, aswell as the support of ourmembers, friends and affiliates.I would especially like toacknowledge each of the Statecommittees and theirconvenors, national directorsKristen Novak (MRWconvenor), Rosemary Keogh(State convenor), EmmaParkinson-Lawrence (Mediaconvenor), ASN events forcoordinating the dinner events,and the tireless ASMRexecutive-office team of CathWest and Priscilla Diment.

The ASMR is dedicated tosupporting the careers ofHMRs and held a nationalProfessional DevelopmentProgram in August this year.The program followed thesuccessful inaugural event in2007 and was aimed atproviding much-needed trainingfor mid-career researchers. AsAndrew Laslett will detail in amoment, the road show wasexpanded this year andincluded for the first time,events in Perth and Adelaidein addition to Brisbane,Sydney and Melbourne. I amhappy to say that the successof the program means it willnow become an ASMR fixturein the future. Thanks to the

wonderfully talented MoiraClay for facilitating, SophieSymeou for leading the work/life balance workshops,Andrew Laslett for conveningand organising the entire event,Sarah Meachem forcontribution to the speakerprogram, ASN Events forlogistical support, and all thefantastic researchers whogenerously gave their time totalk to the participants.

ASMR has also launched anew initiative this year to helpfurther advance the careers ofHMRs - the CareerDevelopment Mentor Program.The program has beendeveloped in response to thedisturbing statistic highlightedduring the professionaldevelopment program, thatover 50% of mid-careerresearchers do not have amentor. The program offersASMR members, 5-12 yearspostdoctoral an opportunity tobe matched with a careerdevelopment mentor.Guidelines and applicationsare available on the ASMRwebsite. Thanks to SarahMeachem and Cath West forgetting this important programrunning this year. I have nodoubt that the scheme willbecome one of ASMR’sflagship programs andrepresents yet another greatservice available to ASMRmembers.

In 2002 the ASMR initiated thebiennial Australian Health andMedical Research Congress(AHMRC) to promotemultidisciplinary interactionsand collaborations in HMR. Theinitiative has been highlysuccessful, and the AHMRChas now grown to become thelargest HMR multidisciplinarymeeting in Australia. This isthe 4th Congress, and the firsttime it has been held inBrisbane, and I’m sure you’ll

agree that that it has been agreat meeting so far - with atruly outstanding scientificprogram. A huge amount ofwork has gone into theorganization of a meeting ofthis size. Thanks to thecongress convenor Alison Butt,the congress programconvenor Greg Anderson, theconvenor of the ASMR NationalScientific Conference,Alejandro Lopez, and theirhard-working committees. Abig thanks also to the ASNEvents team, headed by DrMaree Overall, for coordinatingthe Congress - a massive taskthat ASN perform outstandinglyevery 2 years.

Each year the ASMR ResearchFund Awards are madeavailable for junior researchersto travel to undertakecollaborative research. Thisstandard of the applicants thisyear was again high and it’smy pleasure to announce twoawards today:- The first is to Louise Dunn ofthe Heart Research Institute,who will travel to the StandfordUniversity School of Medicineto work with John Cooke, andlearn new animal models forthe examination of vascularfunction and endothelialprogenitor cell mobilization.- And the second is to AbidaliMohamedali of the Children’sMedical Research Institute atWestmead, who will travel toMelbourne to conductresearch into mitochondrialdysfunction in Rett Syndromein two laboratories, those ofDavid Thorburn at the MurdochChildren’s Research Institute,and Mike Ryan at La TrobeUniversity. Dr Hulett extendedcongratulations and bestwishes to the winners.ASMR has grown significantly

over the past decade and isnow a complex multi-layeredorganisation and one of thelargest societies in AustralianHMR. Having the opportunityto represent the society as itsPresident this year has beena great honour. I would justlike to close by thanking themany people and organizationsthat contributed to the runningof ASMR this year. Firstly, Iwould like to acknowledge theASMR members, affiliate andsupporting organizations thatmake up the fantastic “ASMRfamily”. Thanks to all the pastASMR presidents for providinginvaluable support and advicethroughout the year, and Iwould particularly like toacknowledge Rob Ramsey,Levon Khachigian, MariaKavallaris, Matt Gillespie,Peter O’Loughlin and MoiraClay. The ASMR statecommittees are the backboneof the society - thanks to allthe talented convenors andtheir committees for all the hardwork and achievements thisyear. ASN Events have beenof great support over the yearwith many ASMR functions -thanks to Maree Overall andMike Pickford for theircontinued professionalism andenthusiasm.

Prof Judy Black raised aquestion from the floor inrespect of NHMRC governanceand a list of priorities she hasviewed which are different tonational research priorities. DrHulett replied that he has notseen this list but that ASMRsupports consultation andtransparency in thegovernance of NHMRCparticularly on importantissues and that the matter ofconsultation and transparencywill be pursued.

Item 4. Treasurer’s Report,Dr Sarah MeachemDr Sarah Meachem referred tothe audited FinancialStatements contained withinthe Annual Report. Sheadvised that the Society issolvent and that the figuresreflect increased turnovermainly due to the AccessEconomics Report and othersponsorship income to beexpended in 08/09. In essenceASMR is tracking alongsimilar lines to 2007. Dr EmmaParkinson-Lawrence movedthat the ASMR auditedaccounts be accepted;seconded by Dr Alison Butt.

Anumber of new hypotheseshave been formulated and thecollaboration is ongoing. MsLehane thanked the Society forthe Award.ii) Research Award Winner (International) 2007, Di YuMr Yu thanked the Society forthe Award which allowed himto work with A/Prof Chang-Zheng Chen, Department ofMicrobiology & Immunology,Stanford University School ofMedicine. The project“microRNAs as noveltherapeutic tools inautoimmunity” is part completeand is to be finalized in 2009.

Item 6. SubcommitteeReportsa) Research Careers i) Workforce Survey and Mentor Program, Dr Sarah MeachemDr Meachem reiterated that theWorkforce Survey waspublished in the MJA early in2008 and is currently availablefrom the ASMR web-site. Shereferred to the new Career

Development Mentor schemefor mid career researchers.The service is free to ASMRmembers. At the presenttime, matching mentors andmentorees is being donemanually but it is hoped tomove to a web-based systemin the coming year. Sheinvited members to explorethe information on the ASMRweb site.ii) Continuing ProfessionalDevelopment, Dr AndrewLaslettDr Andrew Laslett reportedthat feedback on the programhas been favourable. Heencouraged anyone withideas for themes or topics tocontact him. The principal activities of the Society during the course of the financial year were the promotion ofinterest and support for medical research in Australia.There were no significant changes in the nature ofthose activities during that period.3. During the period the Society’s activities resulted in a consolidated operating surplus in the amount of$30,788. At the end of the financial year the Society had net assets of $782,680. There were no significantchanges in the state of affairs of the Society during the financial period. The Society’s accounting policyis on an accruals basis. Accordingly the comparative figures reflect the accruals basis of accounting.During the year, events management was undertaken by ASN Events Pty Limited, on behalf of theSociety. On an accruals basis, they have reported net assets of $88,232, a turnover of $204,654 and anet loss of $12,507, after taking into consideration other interest income in the sum of $5,272. This year,the Australian Health & Medical Research Congress Unit Trust reported net assets of $104,096, a turnoverof $752,418 and a net loss of $178,129, after taking into consideration other interest income in the sumof $20,743.4. Since the end of the financial year no matter of circumstance has arisen which has significantlyaffected, or may significantly affect the operations of the Society, the results of those operations or thestate of affairs of the Society in any subsequent financial years.5. The Society’s branch accounting is undertaken by the National Office.6. The financial report is a general purpose financial report that has been prepared in accordance withAccounting Standards, Australian Accounting Interpretations and other authoritative pronouncements ofthe Australian Accounting Standards Board and the Corporations Act 2001 (as amended). The AustralianSociety for Medical Research complies with all Australian equivalents to International Financial ReportingStandards (IFRS) in their entirety.

QualificationThe Society has determined that it is impractical to establish control over the collection of sponsorshipsand donations, prior to entry into its financial records. Accordingly, as the evidence available to usregarding revenue from these sources was limited, our audit procedures with respect to sponsorshipsand donations pledged had to be restricted to amounts recorded in the financial records.

Qualified Audit opinionIn our opinion except for the effects on the financial report of such adjustments, if any, as might have beenrequired had the limitation on our audit procedures referred to in the qualification paragraph not existed,the financial report presents fairly in accordance with applicable Accounting Standards and other mandatoryprofessional reporting requirements, the financial position of The Australian Society for Medical Researchas at 30 June, 2009 and the results of its operations and its cash flows for the year then ended.

Note 1: Statement of Significant Accounting PoliciesThe financial report is a general purpose financial report that has been prepared in accordance withAccounting Standards (AASBs), Australian Accounting Interpretations and other authoritativepronouncements of the Australian Accounting Standards Board and the Corporations Act 2001 (asamended). (A) Going ConcernThe Society’s financial statements have been prepared on a going concern basis. At 30th June, 2009, theSociety had an excess of current assets over current liabilities. Cash reserves were sufficient to supportthe Societies operations.(B) Basis of PreparationAdoption of Australian Equivalents to International Financial Reporting StandardsThe Australian Society of Medical Research has prepared financial statements in accordance with theAustralian equivalents to International Financial Reporting Standards (IFRS).The accounting policies setout below have been consistently applied to all years presented. The entities have however elected toadopt exemptions available under AASB 1 relating to AASB 132: Financial Instruments: Disclosure andPresentation, and AASB 139: Financial Instruments: Recognition and Measurement.Reporting Basis and ConventionsThe financial report has been prepared on an accruals basis and is based on historical costs modified bythe revaluation of selected non-current assets, and financial assets and financial liabilities for which thefair value basis of accounting has been applied, if applicable.Functional and Presentation CurrencyThe Society’s financial statements are presented in Australian Dollars.(C) Accounting PoliciesIncome taxAs the Society is a charitable institution in terms of subsection 50-5 of the Income Tax Assessment Act,1997, as amended, it is exempt from paying income tax.Property, Plant and EquipmentThe Society owns no property or plant. Office equipment is carried at cost value less, where applicable,any accumulated depreciation and impairment losses. The carrying amount of office equipment is reviewedannually to ensure it is not in excess of the recoverable amount from those assets.Subsequent costs are included in the asset’s carrying amount recognised as a separate asset, asappropriate, only when it is probable that the future economic benefits associated with the item will flowto the company and the cost of the item can be measured reliably. All other repairs and maintenance arecharged to the income statement during the financial period in which they are incurred.The Australian Society for Medical Research is a non profit organisation and there are no changes to itscurrent disclosure requirements under AASB 116 para Aus 77.1.DepreciationDepreciation is recognised in the profit and loss on a diminishing basis over the estimated useful life ofeach asset. The depreciation rate for the current 2009 year and 2008 comparative year are as follows:-Depreciation RateOffice Equipment 20% - 40%Impairment of AssetsAt each reporting date, the directors review the carrying values of its tangible and intangible assets todetermine whether there is any indication that those assets have been impaired. If such an indicationexists, the recoverable amount of the asset, being the higher of the assets fair value less costs to selland value in use, is compared to the asset’s carrying value.Any excess of the assets carrying value over its recoverable amount is expensed to the income statement.Where it is not possible to estimate the recoverable amount of an individual asset, an estimate is madeof the recoverable amount of the cash-generating unit to which the asset belongs.Investments in AssociatesAny Investments in associate companies are recognised in the financial statements by applying theequity method of accounting. The equity method of accounting recognises the company’s share of post-acquisition reserves of its associates.The company’s interests in joint venture entities are brought to account using the cost method.Members LiabilityThe Society is limited by guarantee. Every member of the Society undertakes to contribute to the assetsof the Society in the event of the same being wound up during the time that he or she is a member orwithin one year afterwards for payment of the debts and liabilities of the Society contracted before thetime at which he or she ceases to be a member and of the costs, charges and expenses of winding upthe same and for the adjustment of the rights of the contributors amongst themselves such amount asmay be required not exceeding the sum of $20.

SponsorshipSponsorship revenue is recognised at the time the pledge is made.InvestmentAs a result of complications resulting from the Goods and Services Tax, outsourcing of seminar managementis undertaken by ASN Events Pty Limited as trustee for ASMR Events Trust. The Society has invested$100 in units in ASMR Events Trust, representing all the units issued by the trust. The Society has alsoinvested $100 in units in the Australian Health & Medical Research Congress Unit Trust (AHMRC),representing all the units by the trust.ProvisionsProvision are recognised when The Australian Society of Medical Research has a legal or constructiveobligation, as a result of past events, for which it is probable that the outflow of economic benefit willresult and that the outflow can be measured reliably.Cash and Cash EquivalentsCash and Cash Equivalents includes cash on hand, deposits held at call with banks or financial institutions,other short term highly liquid investments with original maturities of three months or less, and bankoverdrafts. Bank overdrafts are shown within short term borrowings in current liabilities on the balancesheet.RevenueInterest revenue is recognised on a proportional basis taking in to account the interest rates applicable tothe financial assets. All revenue is stated net of the amount of goods and services tax (GST).Goods and Service Tax (GST)Revenues, expenses and assets are recognised net of the amount of GST, except where the amount ofGST incurred is not recoverable from the Australian Taxation Office. In these circumstances, the GST isrecognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivablesand payables in the balance sheet are shown inclusive of GST. Cash flows are presented in the cash flowstatement on a gross basis, except for the GST component of investing and financing activities, whichare disclosed as operating cash flows.Comparative FiguresWhere required by Accounting Standards comparative figures have been adjusted to conform with changesin presentation for the current financial year.Critical accounting estimates and judgmentsThe directors evaluate estimates and judgments incorporated into the financial report based on historicalknowledge and best available current information. Estimates assume a reasonable expectation of futureevents and are based on current trends and economic data, obtained both externally and internally.Key estimates - ImpairmentThe directors assess impairment at each reporting date by evaluating conditions specific to the groupthat may lead to impairment of assets. Where an impairment trigger exists, the recoverable amount ofthe asset is determined.
