PRESIDENT MICHAEL D. SELVES, CEM
I’m delighted to present, on behalf of the members of the International Association of EmergencyManagers, the 2006-2007 IAEM Annual Report. Once again, the performance and accomplishmentsof the association have set new records. As has often been said, “The only constant is change.”
As IAEM President Marg Verbeek, CEM, noted in last year’s IAEM Annual Report, therecontinues to be an unprecedented focus on the emergency management profession, resulting innumerous challenges for our communities, for our governments, and for us as emergency managers.I am proud to report that IAEM has risen to those challenges on a number of critical fronts. As youread this Annual Report, this fact should become very clear. In other words, we are making greatprogress toward achieving our vision: being recognized as a premier international organization ofemergency management professionals.
IAEM’s commitment to advance the profession and the concepts and doctrine of comprehensiveand integrated emergency management continues as we work to build partnerships withgovernment bodies, both regulatory and legislative, various stakeholders, sister organizations, andthe private sector. IAEM continues to strengthen its influence on emergency management policy byhaving a greater voice in the political arena. We also have escalated our profile in the emergencymanagement international community and developed working relations with organizations andcountries from around the world. The creation, this year, of two new international organizationsunder the IAEM umbrella – IAEM Europa and IAEM Oceania – marks an exciting and vibrantextension of our mission around the world.
Currently IAEM has the largest membership in our history – approaching 4,000. This representsan increase of approximately 28%. To put this in perspective, last year’s Annual Report touted a12% increase as a milestone. This year, we’ve more than doubled that percentage! The AnnualConference and EMEX in Orlando, likewise, broke all previous records, both in number ofattendees (1,500+) and exhibitors (250+). Our association’s fiscal health is excellent; this year we’vebeen able to increase our projects and services significantly and still maintain a reserve that wouldbe the envy of other professional associations. During this fiscal year, we have, for the first time,been able to administer a budget of over $1 million USD.
By any measure, then – finances, influence, membership, conference success – we’re a vital andvibrant success. As with any successful organization, we celebrate our accomplishments. We mustrecognize, however, that “the past is prologue.” We must position ourselves for even more in thefuture. With the continued wonderful efforts and cooperation of the Board of Directors, committees,management team, and of course our dedicated and engaged members, we will continue to buildon this strong foundation. Thank you all for a wonderful year of progress and a bright future.

This fiscal year marked animportant milestone, as IAEMcertified its 1,000th emergencymanagement professional throughthe Certified Emergency Manager®
Program. Of this total, 311 had beencertified more than five years and157 had been certified more than 10years. “Emergency managers arevital to preparing our nation fordisasters of any kind,” said GeorgeW. Foresman, Under Secretary forPreparedness at the U.S. Dept. ofHomeland Security. “Certifying1,000 emergency managers in thisprogram is a significantachievement, and I hope many morewill follow.”
Since the CEM® Program wasintroduced in 1993, 3,300 haveenrolled to pursue the CEM®
designation. (Last year at this time,there were 3,196). Of these, by May31, 2007, 1,095 had been awardedthe Certified Emergency Manager®
(CEM®) credential and two hadbeen awarded the AssociateEmergency Manager (AEM)credential. About 100 candidatesawait review or are in theapplication process (candidates havemade a submission, and staff orcommissioners have requestedadditional information).
Only 32% of those pursuing thecredential are IAEM members –IAEM membership is not required toparticipate in the CEM® program.IAEM members realize a feediscount, since the general fundsubsidizes in part the programoperations.
At the IAEM 2006 AnnualConference, the CEM® Commissionbegan work to create a cadre ofpresent and former CEM®
Commissioners to mentor CEM®
applicants from their regions.
Additionally, IAEM offered the pilotof the CEM® Preparatory Courseand CEM® Exam at the 2006conference, followed by othersessions in conjunction withmeetings and conferences sponsoredor supported by IAEM.
New CEM® recertificationprocedures went into effect Jan. 1,2007. The point system requires allcandidates to submit arecertification package that appliespoints to the continuing educationand contributions in three majorgroups: (1) education and training,(2) participation, and (3) serviceand leadership. Candidates mustaccumulate 500 pointsover a five-year period torecertify. In February2007, the Board approvedupdated policy in regardto lapsed CEM®
designations.The new CEM® Study
Guide was published inMarch 2007. A CEM®
promotional flyer offeringtestimonials of supportfor the CEM® Programfrom top EMprofessionals waspublished in May 2007.
At the IAEM Boardmeeting in June 2007, the
IAEM Board approved a proposal toreposition the Associate EmergencyManager (AEM) credential as anentry-level certification. To earn theAEM credential, requirements nowinclude three references, 200 hoursof training (100 each in emergencyand general management), an essay,and an examination. The CEM®
credential additionally requiresexperience and professionalcontributions. The change in AEMrequirements allows beginningprofessionals to engage in thecertification process and beginestablishing a benchmark of theirprofessional activity..

Regional Accomplishments
IAEM is governed by a Board ofDirectors that includesrepresentatives from each of themembership regions, as well asofficers elected by all IAEMmembers. The 10 U.S. divisionscorrespond with those establishedby the Federal EmergencyManagement Agency (FEMA).Additionally, IAEM includes theStudent Region, IAEM Canada,IAEM Oceania, IAEM Europa, andthe International Region (for thosenon-U.S. members outside Canada,Oceania and Europa).
GENERAL REGIONALACTIVITIES
Elections of regional officers andapproval of regional bylawsdocuments are handled throughsecure online voting, and regionalpresidents communicate withmembers via regional e-mail listservsand regional Web pages about issuesof importance within their areas.Regional membership recruitmentand retention efforts bolster theactivities of the IAEM Membership& Marketing Committee. Someregions hold annual regional
meetings in their geographic areas,while others meet in conjunctionwith the IAEM Annual Conference.Many U.S. regional officersparticipated in legislative activities insupport of Emergency ManagementPerformance Grants (EMPG)funding.
U.S. REGIONAL OUTREACH& EDUCATIONAL ACTIVITIES
Region 2 President Bill Castagnoassisted with a planning meeting atthe New Jersey EmergencyPreparedness Conference to explorethe feasibility of founding a NewJersey IAEM chapter. Castagno is anadvisor for the EM master’s programat Metropolitan College of NewYork, and is a supporter of its IAEMstudent chapter.
Region 2 Vice President SteveMehl spoke at two seminars at JohnJay College in New York City, and anew IAEM student chapter wasformed at that institution.
Region 3 President KathleenHenning, CEM, attended theMaryland EM Association Annual
Conference and presentedinformation on IAEM, the CEM®
program and the NationalConference on CommunityPreparedness.
Region 3 Vice President StacyPeerbolte, CEM, attended theVirginia EM Association AnnualConference and presentedinformation on IAEM and the CEM®
program.
FEMA Administrator Paulison was thekeynote speaker at NCCP 2007.National Conference on CommunityPreparedness Keynote Speaker R. IAEM SCHOLARSHIP REPORT
IAEM awarded three scholarshipsfor the 2006-2007 school year:
Erin Edmundson received $1,000provided from the Scholarship Fund.Edmundson is a graduate studentworking on her Master’s degree inpublic administration at DalhousieUniversity in Halifax, Nova Scotia,Canada.
William Colt Hagmaier received$1,000 provided through a dedicated
grant from DRI International.Hagmaier is a graduate studentworking on his Master’s degree inemergency management at AnnaMaria College in Massachusetts.
Terrance Lofgreen received$1,000 provided through a dedicatedgrant from DRI International.Lofgreen is an undergraduate studentworking on an Associate’s degree inemergency management at CloverPark Technical College.
IAEM held three successfulfundraising events at the IAEM 2006Annual Conference and EMEXExhibit: a basket bonanza, a silentauction, and a live auction. The totalearned at the conference was$14,310. All donations to the IAEMScholarship Program are taxdeductible as charitablecontributions.

Region 5 President Jeff Walkerattended the presentation of theIAEM National Security Award toSenator George Voinovich (R-OH).The award was presented by RussDecker, CEM, IAEM Second VicePresident.
Region 9 offered five roundtables,facilitated by Region 9 PresidentGunnar Kuepper, on “BiologicalAgents and the Threat of an H5N1Influenza Pandemic” in Marysville,Palm Springs, Irwindale andSacramento, California, and inTucson, Arizona.
IAEM Region 9 President GunnarKuepper was appointed to serve as adirector on the board of theSouthern California EmergencyServices Association.
IAEM INTERNATIONALREGION
The International Region hasfocused on achieving three goals:
Appointing new nationalrepresentatives who will assist inmembership growth and activities inHong Kong, Malaysia, Philippinesand South Africa.
Endorsing new conferences andevents to continue to spread theword about IAEM in China,Singapore and South Africa.
Continuing intraregionalcooperation and dialogue tostrengthen cooperation in SoutheastAsia and other parts of the world.
IAEM CANADAThe IAEM Canada Annual
General Meeting was held during theWorld Disaster Conference inToronto. IAEM President MikeSelves, CEM, and IAEM StaffExecutive Clay Tyeryar, MAM, CAE,attended on behalf of IAEM. Selvesand IAEM Canada Past PresidentJohn Ash offered a presentation oninternationalization, which was wellreceived. The CEM® prep course andexam were offered in Toronto inconjunction with the meeting.
IAEM Canada has elected itssecond slate of officers, led by AliAsgary, Ph.D., President; SeanBertleff, Vice President (East); BobBlack, Vice President (West);Rebecca Wade, Secretary; Ian Elliott,Treasurer; and John Ash, PastPresident.
IAEM OCEANIAIAEM Oceania was formed in
April 2007, with an initialmembership of 120. Tony Pearce waselected President, and KristinHoskin was elected Vice President.Regional members have been veryactive in getting behind the region’sexecutive officers and shaping thefuture of the region. Several sub-committees have formed, and theregion's Web site has been led bymembers’ input and requests.
IAEM Oceania is beginning to beseen as a key organization inshaping emergency management inits part of the world. The region hashad a presence at major emergencymanagement related events,including the Australasian NaturalHazards Management Conference,where the region had a speakingslot, a poster presentation, an exhibitspace, and a dinner. IAEM Oceaniahas been mentioned in publicationssuch as the Australian Journal ofEmergency Management.
IAEM EUROPAIAEM Europa’s formation was
recognized by the European Union’sCivil Protection Department.Following a welcome letter fromDepartment Head Hervé Martin, avery successful meeting was heldbetween Mr. Martin and IAEMEuropa President Arthur Rabjohn.
IAEM Europa was a supportingpartner at a number of major eventswithin its area of influence,including IDER 2007 (International

Growth continues steadily,enhanced by the enthusiasm ofIAEM Europa’s nationalrepresentatives, and the nextmilestones have been set as thecreation of the region’s first studentchapter and the promotion of theCEM®/AEM program.
STUDENT REGIONThe Student Region, the fastest
growing IAEM region with morethan 700 total members, continuesto promote student membership andthe formation of student chapters.Five new student chapters have beenformed this year, the largest beingthe chapter at American MilitaryUniversity (AMU), with more than120 student members.
Immediate Past Student RegionPresident Mike Kemp and StudentRegion Vice President Brad Wilson
represented the region at the 2007FEMA Higher EducationConference. Kemp offered apresentation on “IAEM: EmergencyManagement, Professionalism, andEM Student Chapters.” Wilsondelivered a report on the “IAEMStudent Region Survey: CurrentStatus and Future Trends.”
Current Student Region PresidentErnest Wheeler represented theregion at the 2006 World DisasterManagement Conference in Toronto,Ontario, as well as at numerousother membership recruitment and
retention events across the countryand in the United Kingdom.Currently, there are potential studentchapters forming in New York City,Ohio, and the United Kingdom.
The first annual StudentResearch Poster Presentation was asuccess, with seven studentssubmitting proposals and fivepresenting at the IAEM 2006Annual Conference in Orlando.This opportunity will be offeredagain in 2007.

AWARDS & RECOGNITIONCOMMITTEE
The Awards & RecognitionCommittee, under the leadership ofCommittee Chair Jamie Moore,CEM, and Committee Vice ChairPhyllis Mann worked to update theIAEM awards and media contestrules and oversee the call for awardsand the judging process.
BYLAWS & RESOLUTIONSCOMMITTEE
The Bylaws & ResolutionsCommittee, under the leadership ofCommittee Chair Dan Maher, CEM,reviewed IAEM Bylaws andprovided changes to the IAEMBoard at the Annual Meeting in2006. During 2007, the committeehas continued to review the Bylawson a regular basis.
CONFERENCE COMMITTEEThe goal of the 2006 IAEM
Conference Committee was to “raisethe bar” on the IAEM AnnualConference. Along with a significantincrease in both attendees and EMEXparticipants, the Orlando conferencewas indeed a great success.
The 2007 IAEM ConferenceCommittee’s first action was torequest and be granted an increasein its annual budget by the Board ofDirectors. The increase will allowfor a greater number of professionalplenary speakers, as well as anincrease in the number of breakoutsession speakers. The committeethanks Vice Chair Mike Martinet,CEM, for hunting-and-gathering agreat roster of plenary speakers forthe 2007 conference.
The Conference Committee hastaken responsibility for the volunteercadre and is in the process of
refining the qualificationsand duties of conferencevolunteers. The committeethanks Co-Chair DanRobeson, CEM, for servingas Volunteer CadreDirector.
Numerous hours havebeen spent by committeemembers in reviewing morethan 250 breakout sessionsubmissions. With only 30speaking opportunitiesavailable, it was necessary to developa rating system. This process wascoordinated with IAEM’sprofessional staff.
Conference Committee ChairCarolyn Harshman, CEM, isdetermined to create the first-everIAEM Bookstore. EMEX 2007 willinclude a bookstore with variousemergency management books anditems, as well as a stage for featuredauthors to address the audience andconduct book signings.
The committee is working withIAEM professional staff on a range ofoverall improvements to theconference environment, including:time to pass between breakoutsessions, inclusion of attendee liston the conference CD, andavailability of conference kiosksloaded with content managementsoftware to enhance the conferenceexperience.
The committee established along-term commitment with FEMA’sEmergency Management Institutethat EMI will provide three to sixpre-conference courses at the IAEMAnnual Conference. The creation of“EMI@IAEM” will be mutuallybeneficial to both EMI as a learning
institution and to IAEM members intheir ongoing effort to maintainlearning excellence.
The committee worked with theAwards & Recognition Committee tomove the awards venue to the mainpodium of the annual conference.
The committee recommendeddiscounts for “early bird” annualconference registrants. Thesediscounts would be offset by higherregistration fees paid by walk-inregistrants. Over the years, anaverage 30-40% of conferenceattendees have been last minutewalk-ins. This “influx” results inovercrowded Monday events,compromising the quality of thedining and conference experience.

Additionally, the EditorialCommittee began work onauthor’s guidelines and areview process for a searchableonline compilation of EMpractitioner articles, to beoffered as a new IAEMmember benefit.
GOVERNMENT AFFAIRSCOMMITTEE (U.S.)
The U.S. Government AffairsCommittee, led by Chair Robert C.Bohlmann, CEM, and Vice ChairMatt McCracken, CEM, continuedits very active efforts to engageMembers of Congress and their staffon issues of concern to IAEM.Martha Braddock, IAEM PolicyAdvisor, was tireless in her efforts toidentify key issues, to develop andimplement strategy, to keep ourmembers informed, and to assistIAEM with developing keyrelationships. Many stateassociations worked closely with thecommittee to provide input andlocal details to Congressional officesregarding legislation that affectsemergency management.
This has been an extremely busyyear in appropriations andauthorization activity affectingemergency managers. IAEMmembers had extensive input on thebill to strengthen FEMA (known asthe Post Katrina EmergencyManagement Reform Bill, P.L 109-295). Much effort was required fromour members, but the bill as passedcontained most of the IAEM“principles for strengtheningFEMA.” The committee is now veryengaged in promoting the
implementation of the bill asintended by Congress.
IAEM continued to workextensively with Members ofCongress and staff to emphasize theimportance of EmergencyManagement Performance Grants(EMPG) and the need to increasefunding. For Fiscal Year 2007, thePresident requested $170 million;the amount was increased to $200million. For FY 2008, the Presidentrequested $200 million. In addition,$50 million was added to EMPG in aSupplemental Appropriations Bill. Asof press time, HR. 2638, the billmaking appropriations for DHS forFY 2008 as passed by the House,included $300 million for EMPG;the Senate included $300 million,but with a pro-rata cut of allprograms in the DHS bill to add$100 million to another program.The conference is expected inSeptember. The leaders in the effortto add funding were Chairman Price(D-NC) on the House side andChairman Byrd (D-WV) and Sen.Voinovich (R-OH) in the Senate. Theactive engagement of localemergency managers with theirMembers of Congress and staff hasbeen critical, and we need to keepbuilding on these efforts. Contactsfrom locals are the key to success.
IAEM actively engaged onsections affecting EMPG in HR. 1and S. 4, the 9-11implementation bills. Theprinciples we adopted arereflected in the bill signed onAugust 3.
IAEM members testifiedbefore Congressionalcommittees. Ellis Stanley, Sr.,CEM, testified before the SenateAppropriations Committee inSeptember 2006 at a criticaltime in the negotiations on thePost Katrina Reform bill. IAEM

IIssssuuee:: The Emergency Management
Performance Grant Program (EMPG) should
be maintained as a separate all-hazards
program focused on capacity building for all-
hazards preparedness, response, recovery
and mitigation at the state and local levels.
BBaacckkggrroouunndd:: EMPG is the single federal all-hazards
emergency preparedness grant program in
support of capacity building at the state and
local level. EMPG funds support the state
and local foundation upon which our
nation’s emergency response system is built.
The program supports state and local
initiatives for planning, training, exercise,
public education, command and control,
and emergency operations personnel.
Emergency management is the governmental
function that coordinates and integrates all
activities necessary to build, sustain and
improve the capability to prepare for,
protect against, respond to, recover from or
mitigate against threatened or actual natural
disasters, acts of terrorism or other man-
made disasters.
The EMGP program is authorized by the
Stafford Act and has been in existence since
the 1950s. It was created to be a 50/50 cost
share to ensure participation by state and
local governments to build strong
emergency management capability.
Administration proposals have attempted
in the past to reduce the percentage of funds
which could be used for personnel and to
combine the funds with the homeland
security grant programs. Congress has rejected
the request to limit the percentage for
personnel and has kept the EMPG program as
a separate account.
EMPG is a program that works. During
homeland security grant reform discussions
with the House and Senate in 2004, IAEM
partnering with NEMA successfully urged
Congress to hold EMPG harmless and not
link it with the homeland security grants.
RReeccoommmmeennddaattiioonnss:: IAEM recommends the following
regarding the EMPG as approved by the
IAEM Board on Feb. 12, 2007:
• EMPG should be funded at $375 million,
the amount authorized in P.L.109-295,
the Post Katrina Emergency Management
Reform Act of 2006.
• The EMPG match should be maintained
at 50-50 to continue to reflect the state
and local commitment to the emergency
management program in partnership with
the federal government.
• The formula and any authorization for
EMPG should not be linked with any
homeland security grant reform package.
• EMPG is authorized in the Stafford
Disaster Relief Act and is a program that
works. It should be held harmless in any
homeland security grant reform package
as are the other traditional pre-911 FEMA
grants.
• EMPG allocation and uses should be
based on emergency management plans
and all-hazards capacity, rather than
terrorism-based capabilities.
• Performance metrics based systems like
the Emergency Management Accreditation
Program (EMAP) standards should be
used to measure the capacity being built
by EMPG, rather than homeland security-
specific measurables.
President Mike Selves, CEM,testified before the HouseAppropriations Committee inFebruary 2007 on Preparedness forDisasters, Natural or Otherwise andbefore the House Transportation andInfrastructure Committee in April on“FEMA Preparedness and Responseto All Hazards.” IAEM Past PresidentDewayne West, CEM, representingIAEM and NACo, testified before theU.S. House Oversight andGovernment Operations Committeeon “FEMA Preparedness in 2007 andBeyond.”
IAEM issued press releases oncritical issues such as funding forEmergency ManagementPerformance Grants, response to theNational Plans Review, FEMAreform, and maintaining a strongNational Weather Service.
The committee sponsored the firstIAEM legislative action session forstate association presidents,legislative chairs and theirrepresentatives during the IAEM2006 Annual Conference. Thesession was well attended and willbe held again this year.
The committee continues itsoutreach to state associations,providing them with timely alerts oncritical issues. Legislative efforts bystate associations have been crucialto the legislative successes on thePost Katrina Reform Bill, the increaseof EMPG to $200 million in FY2007, the pending increase in EMPGfor FY 2008, and other legislativeefforts. Our aim is to have all stateemergency management associationsactively engaged with their Membersof Congress and staff and to sharetheir successes and strategies witheach other. As part of this effort,IAEM Policy Advisor MarthaBraddock has assisted some of thestate associations with their visits to

their Members of Congress inWashington and has spoken atconferences on being effective ininfluencing legislative action.
To be responsive to members’needs, the committee activelysolicited their input on federalagency policy changes and providedfeedback. The committee madegreater use of the capability tocommunicate electronically withmembers, providing them withtimely information and requests forlegislative contacts. The IAEM Website was utilized to provide updateson testimony, positions, policy, andpress releases so that members couldaccess them at any time.
The GA committee continued towork closely with our partners, suchas the National Association ofCounties, the National EmergencyManagement Association, theNational Governor’s Association, theNational League of Cities, theNational Conference of StateLegislators, and the Association ofState Floodplain Managers.
MEMBERSHIP & MARKETINGCOMMITTEE
The committee issued an RFP toidentify vendors that may shoot anIAEM promotional video during theIAEM 55th Annual Conference &EMEX 2007 in Reno, for posting onthe IAEM Web site and for use inpresentations about IAEM.
The committee continues topromote the formation of moreIAEM student chapters.
The committee has scheduledbookings into related meetings andexhibits to promote IAEM.
The committee is undertaking aproject to redesign the IAEM boothdisplays to enhance IAEM’s presenceat exhibits and save shipping costs.
The committee has supportedpartnerships with alliedorganizations to encourage theirsupport of and interest in the CEM®
program.
Committee members havecontinued to provide input into theinternationalization process ofIAEM, exploring how the inclusionof new members can best benefit thejurisdictions that they represent andhow those added resources canbenefit our existing membership.
The committee is exploringcollaborative efforts with state andregional organizations to facilitatethe continued enhancement of theoverall EM community and theprotection of our communities.
SPECIAL NEEDS COMMITTEELed by Special Needs Committee
Chair Elizabeth A. Davis, committeemembers continue to representIAEM on several advisory boards,national studies, and researchinitiatives. Worth mentioning aretwo that will sunset in 2007: ProjectSafe EV-AC based out of WestVirginia University and Access Alertsbased out of the National Center onAccessible Media at WGBH Boston.
Several members remained veryactive this year during the NationalResponse Plan review process,especially adding to the discussionsled by the DHS Civil Rights/CivilLiberties division.
The committee is preparing apresentation for the IAEM 2007Annual Conference, where memberswill provide the most current state-of-the-topic information to attendeesin a meaningful and directlyapplicable format.
The committee was invited tosubmit a briefing memo to DanielM. Gade, the newly stationed WhiteHouse Associate Director forDomestic Policy, addressing themost significant issues regarding“special needs” from the emergencymanager/practitioner perspective.The memo was drafted by thecommittee and approved by IAEMleadership; as a result, threecommittee members will beconducting a follow-up briefing inAugust at the White House.

TRAINING & EDUCATIONCOMMITTEE
The Training & EducationCommittee, led by Kay Goss, CEM,has had an active year, with briefingsfrom Dr. Cortez Lawrence,Superintendent of the FEMAEmergency Management Institute;Dr. Wayne Blanchard, CEM, Directorof the FEMA Higher EducationProgram; and Valerie J. Lucus, CEM,Emergency Manager of theUniversity of California at Davis.
Projects included support for fullfunding for the FEMA HigherEducation Program, the FEMAEmergency Management Institute,and the Disaster Resistant UniversityProgram. The committee alsosupported the Foundation of HigherEducation Accreditation forEmergency Management DegreePrograms.
Additional efforts includedsupport of international outreach,the Emergency ManagementRoundtable, and the new IAEMUniversities & Colleges Committee.
UNIVERSITIES &COLLEGESCOMMITTEE
The Universities &Colleges Committeewas formed in May2007 to represent theunique needs andissues facing highereducation institutionsfollowing 9/11,Hurricane Katrina,and the tragedy atVirginia Tech.
Led by Dave Bujak, EMCoordinator at Florida StateUniversity, the committee has anactive membership of 16 primarymembers, five alternates, and sixadvisory panelists. More than 200institutions participate in thecommittee’s regular listservdiscussions, and the number isincreasing tremendously as word ofits existence spreads.
The committee has an ambitiousand extensive strategic plan indevelopment, that will be finalizedand approved at the IAEM 2007Annual Conference. The draftversion is available for review atwww.iaem.com.
A pre-conference workshop isscheduled for Nov. 10 in Reno for 60university and college emergencymanagement practitioners to discusscurrent issues facing highereducation institutions.
From day one of its existence, thecommittee has been working withthe U.S. Government AffairsCommittee to review, analyze andtake action on a few pieces of federallegislation being proposed as a resultof the Virginia Tech tragedy.
WEB SITE COMMITTEEThe Web Site Committee oversaw
the development of votingprocedures and voting informationalareas to accompany the first IAEMonline elections, including: 2006election of IAEM officers; 2006election of IAEM Canada officersand Student Region officers; and2007 voting on various regionalbylaws amendments. That effort hascontinued with the 2007 regionalofficers online elections.
The Web Site Committeecoordinated efforts to extendinvitations to all state EMassociations to post links atwww.iaem.com/stateassociations.
The Web Site Committeecontinued to work toward furtherenhancing Web site content toprovide the latest news of interest toIAEM members.
Web Site Committee Chair NickCrossley, CEM, engaged in activenetworking throughout the year tosolicit member opinions and discussways in which IAEM can boost thevalue of content on Web pages forcommittees and regions.

IAEM members providedcomments on the draft update ofDHS publication State & LocalGuide (SLG) 101, Guide for AllHazards Emergency OperationsPlanning (compiled by Bohlmann).

Steve Detwiler compiled IAEMmember comments on the draftNational Response Plan CriticalInfrastructure Key Resources Annex.Also, Detwiler created a new Webpage in members only atwww.iaem.com for the IAEMNRP/NIMS Working Group. The pageincludes links to resources related tothe National Response Plan and theNational Incident ManagementSystem, as well as any current draftssubmitted to IAEM with requests forreview. Detwiler compiled membercomments on drafts of the updatedNIMS document.

Although the first NationalConference on CommunityPreparedness did not occur in thefiscal year covered by this annualreport, IAEM engaged in planningand promotional efforts for thismeeting as a co-sponsor along withthe National EmergencyManagement Association (NEMA).
IAEM co-sponsored the 2007World Conference on DisasterManagement in Toronto; the EMSExpo 2007 in Orlando; and IDER2006 (International Disaster andEmergency Resilience). Theassociation endorsed the NationalSecurity Australia Forum.
IAEM co-hosted the April 2007EIIP (Emergency InformationInfrastructure Partnership) VirtualForum. The topic was “The NewFEMA: Implications for State andLocal Emergency Management.”

FINANCIALPERFORMANCE:
The IAEM total fund balance as ofMay 31, 2007, was $610,403, up$247,583 from the cash balance at thebeginning of the fiscal year. Thisincluded $197,400 in cash (BB&Tchecking account), and $413,003 intreasury bills, mutual funds, and otherconservative investment vehicles. Withaverage monthly expenses of $100,287, the current reserve could sustain theorganization for approximately 6 months.
Operating receipts for 2006-07 were $1,381,350 and expenses were$1,203,444 (excluding CEM® and scholarship operations).

MEMBERSHIP GROWTHIAEM’s final roster for 2006-07 included
3,149 paying members, an increase of 266over 2005-06 (almost 10% membershipgrowth) as of May 31, 2007. Growth hassince speeded up to more than 20% eachmonth, and membership approaches 4,000as this report is published.
HIGHLIGHTS: • Two new regions were created during the fiscal year: IAEM Oceania
(134 members) and IAEM Europa (71 members).
• The largest region is the Student Region, with 767 members,representing a growth of 109% during the fiscal year. Region 4 is thesecond largest region (490 members), followed by Region 3 (476members) and Region 9 (318 members).
• The IAEM membershipincludes Individual Members(73%), Affiliate Members (3%),and Student Members (24%).
• As of May 31, there were 88Affiliate Members, representinga growth of 28% in thismembership category.
