MSME- Development Institute,

About MSME – DI, Hyderabad:
MSME- Development Institute, Hyderabad was established in the year 1956, as a f ield
Institute of the Small Industries Development Organization (SIDO), with an objective to
provide much needed consultancy and support to the small scale industrial sector. In
Andhra Pradesh, MSME-DI, Hyderabad was the pioneer industrial consultancy
organization. The Institute is dedicated to provide need based support to Micro and
small scale entrepreneurs by providing various essential inputs like technical counseling
regarding selection of product location, raw materials, machinery, layout, and product
process, managerial consultancy, etc. The Institute also helps Micro & Small scale
Enterprises (MSEs) by imparting knowledge on new practices like modernization,
technology upgradation, acquiring international quality systems, energy conservation,
pollution control etc. MSME-DI implements the Ministry of MSME, GoI schemes in
the state of Andhra Pradesh by spreading awareness about the schemes and identifying
suitable beneficiaries.
The Entrepreneurship and Skill Development training programmes organized by
MSME-DI, Hyderabad are rated as one of the best in the State, as they encompass all
aspects of starting and managing a small scale unit. The Entrepreneurship cum Skill
Development Programmes (ESDP), Entrepreneurship Development Programmes(EDP),
Management Development Programmes(MDP), and the Skill Development Programmes
(SDP) focus on developing and sharpening the entrepreneurial, managerial and technical
skills of the existing or prospective entrepreneur.
MSME - DI, Hyderabad is ably supported by its Branch Institute located at
Visakhapatnam. T he branch Institute’s jurisdiction is over the five districts of North
Coastal Andhra, namely, Srikakulam, Vizianagaram, Visakhapatnam, East Godavari and
West Godavari .
The MSME Testing Station, (MSME - TS), located strategically in Sanatnagar Industrial
Estate, Hyderabad, functions under the administrative control of MSME –DI

Hyderabad. It p rovides testing facilities for MSEs in the areas of physical testing,
chemical analysis, etc. It provides consultancy services to MSEs on quality control and
standardization procedures and systems testing to national and international standards,
and provides third party assurance for products and services from MSME sector on
quality levels to major buyers like Government Departments, DGS&D, Railways, PSUs,
Defence establishments, etc. The testing center has been upgraded with the addition of
sophisticated testing equipment.
I. WORKSHOP FACILITIES, REVENUE EARNED:
The common facility workshop attached to Br.MSME-DI, Visakhapatnam undertakes
job works from local MSME units. The revenue earned by MSME Testing Station, and
Br.MSME-DI, through job charges, during 2012-13 , and the last two years is as:

II. TECHNICAL AND OTHER PUBLICATIONS OF MSME-DI
MSME-DI, Hyderabad and its branch office at Visakhapatnam prepare technical
literature like Project Profiles, Detailed Project Reports, Status Reports and Directories
on specific industries, for the benefit of existing and prospective entrepreneurs. During
the year 2012-13 , the following technical literature was prepared:

1. Project profiles are prepared on pr oduct lines that are found to have scope for
development in MSME sector. During 2012-13 , the Institute prepared 38 project
profiles. The list of products for which profiles were prepared, is given as
Annexure I.
District Industrial Potentiality Survey Reports were prepared for Srikakulam, Guntur
and Anantapur districts.

IV. TRAINING PROGRAMMES CONDUCTED BY MSME-DI
MSME-DI has been instrumental in creating many entrepreneurs every year, through a
wide range of training programmes. The Institute organizes Entrepreneurship cum Skill
Development Programmes, Entrepreneurship Development Programmes, Management

Demonstration programmes:
Through the Chemical laboratory attached to the Institute, MSME-DI, Hyderabad
organized product process demonstration programmes to demonstrate the process of
manufacture of simple chemical products such as detergent powder, cold cream, talcum
powder, candles, phenyl, etc. 37 persons were trained during 2012-13
V. SEMINARS/WORKSHOPS ORGANIZED BY MSME-DI AND ITS BRANCH:
To create awareness on various issues of concern to the MSME sector, MSME-DI
regularly organizes seminars and workshops, by partnering with Institutions of repute

and Industry organizations. D uring the year 2012-13, MSME-DI and Br.MSME-DI

Intellectual Property Rights
MSME-DI, Hyderabad organized two Awareness programmes on Intellectual
Properties Rights to create awareness among MSMEs..
• The first programme was organized at Anantapur on 7th December 2012. 98
persons participated .
• A two –day Awareness programme on IPR was organized on 27th & 28th February
2012, at Hyderabad in association with Electronics Industries Association of AP. 110
persons participated
TEQUP scheme:
Two Awareness Programmes on TEQUP scheme were organized during the year.
• The first programme on Product Certification was organized at Visakhapatnam on
25.11.2012. 50 persons, participated in the programme.
• Second TEQUP Awareness programme was organized at Visakhapatnam on
15.12.2012. 100 persons participated
• The third programme was organized at Visakhapatnam on 22nd March 2013. 50

Export Promotion
MSME-DI, Hyderabad organized a Training programmes on Packaging for Exports: was
organized at Hyderabad in association with Indian Institute for Packaging, Hyderabad.

VII. State Level NVDPs :
MSME-DI organized a series of State Level Vendor Development Programmes with
various Central PSUs / Departments to create awareness among their vendors regarding the
recently released New Public Procurement Policy of the Govt of India, which stipulates a
mandatory 20% purchase of requirements by all Central PSUs/ Departments/ Ministries etc
from the MSE sector in a p eriod of 3 years. MS ME-DI organized eighteen such

IX. MSE- Cluster Development Programme:
The major activities undertaken in brief including the following:
1. MSME-DI, Hyderabad co-ordinated with Secretary(MSME), Govt of AP a nd
Commissioner of Industries, Govt of AP, for appointing an Implementing Agency for
implementing MSE-CDP in the state. APPTC has since been identified as t he
agency.
2. Online applications of 15 pr oposals ( Cluster Development and ID projects) were
forwarded to HQrs during 2012-13
3. MSME – DI offered guidance and support to the following clusters for va rious
activities, like submission of online applications, SIDBI appraisal for DPRs, etc.

X. IMPLEMENTATION OF MSME SCHEMES:
a. I SO 9000/14000 reimbursement S cheme : Under this scheme, MSEs with ISO
9000/14000 certification are eligible for reimbursement of 75% of expenses towards
acquiring ISO 9000/14000 certification, subject to a maximum of Rs. 75,000/- . During
2012-13 MSME-DI, Hyderabad reimbursed a total of Rs. 1,20,44,813 /- to 164
MSEs who have acquired ISO 9000/14000 certification. The list of 164 MSEs
benefited is given in Annexure II
b. CGTMSE:
MSME-DI, Hyderabad has provided guidance to the entrepreneurs in selection of
projects, preparation of project reports and also networked the entrepreneurs with banks
for getting loans under Credit Guarantee Scheme (CGS) of CGTMSE. 16 project
reports have been forwarded to banks for extending finance under the Credit guarantee
Scheme. MSME-DI, Hyderabad has been creating awareness on CGTMSE at all fora
like meetings, training programmes, guest lectures, presentations, etc.
XI. CO-ORDINATION WITH OTHER AGENCIES:
1. Director, MSME-DI, Hyderabad is the Member Secretary of the State Level
Advisory Board attached to MSME-DI, Hyderabad. Secretary (MSME), Govt of AP is
the Chairperson of the Board, and Commissioner of Industries, Govt of AP is the Vice-
Chairperson. T he Board has 30 members. The objective of the Board is to discuss

matters relating to MSME sector in the state, and to advise MSME-DI on its activities.
The Board met to discuss these issues on 21 st November 2012. T he minutes of the
Meeting have since been sent to all Members for action on points deliberated during the
Meeting, and to Headquarters, for information.
2. Director, MSME-DI, Hyderabad has been made the Convener of the State Level
Co-ordination Committee on clusters for co-ordination of work under clusters i n the
state of AP, under the MSE-CDP scheme of the GoI .
3. Director, MS ME-DI, Hyderabad is a member of various Committees in the
State, set up by di fferent Organizations, for implementing various policies of the
Government of India, and Govt of AP. The important among them are the State Level
Inter Institutional Committee for revival of sick units, (SLIIC), State Level Bankers
Committee Meeting (SLBC), State Level Selection Committee for National Awards,
Task Force Committees in districts for PMEGP candidates selection, , S election
Committees of NSIC, etc. Director, MSME-DI, Hyderabad is represented by his Nodal
officer for the respective district in the District Consultative Committee meetings held
regularly under the Chairmanship of the District Collector.
4. During the year, MSME-DI, Hyderabad worked in close association with many
MSME Development organizations in organizing programmes for the development of
MSEs. Important among these are Commissionerate of Industries & District Industries
Centres, KVIC, Coir Board, NIMSME, MSME Tool Room, SIDBI, NABARD, APSFC,
APPC, ITDA, DRDA, etc.
5. Co-ordination with NSIC: D uring 2012-13 MSME-DI, Hyderabad and NSIC
conducted joint assessment of capacity in respect of 105 MSEs. MSME-DI, Hyderabad
thereby earned a revenue of Rs. 3.85 lakhs.
6. Talks/Presentation: Officers of MSME-DI, Hyderabad and Br. MSME-DI,
Visakhapatnam often give presentations on topics like entrepreneurship, Govt of India
policies and schemes for promoting MSMEs, prospects in specific industrial sectors,
Cluster Development Scheme, Activities of MSME- DI, and its role in promoting

MSME sector in AP, etc. During the year, officers of MSME-DI, Hyderabad and
Visakhapatnam gave presentations in more than 100 occasions.
7. MSME-DI also worked in close co-ordination with many Industry Associations
and NGOs in promoting the interests of the MSME Sector. T he Institute conducted
many programmes in association with the Industry Associations, and also provided
inputs like training, consultancy, and organization skills for jointly organizing
programmes with them. A few of the Industry Associations with which MSME-DI had
close association are :

XII. EXPORT PROMOTION:
• Participation in International Trade Fairs
During the year 2012-13 four MSEs from Andhra Pradesh participated in
International Trade Fairs held in Johannesburg, Tokyo and Sydney. 14 Micro and
Small enterprises that participated in these Fairs were reimbursed subsidy in air
fare ( and space rent) according to the terms and conditions of the MDA scheme.
The list of units that participated in the Fairs is given in Annexure A total of Rs
6.31 lakhs was reimbursed to 16 MSEs during the year ( including 2 MSEs that
participated in Ethiopia Fair during last Financial year) .

• International Co-operation Scheme: Ministry of MSME, GoI operates this scheme to
help MSMEs to explore new areas of technology, to facilitate joint ventures and foreign
collaboration, and infusion of new technologies, thereby improving market for MSME
products. The components of the scheme are : a) Assisting business Delegation to visit
foreign Trade Fairs, Buyer seller meets, market studies etc. b) facilitating participation in
International Trade Fairs etc and c) assisting in organizing International seminars. During
the year 2012-13, MSME-DI, Hyderabad forwarded proposals of two Industry
Associations.
• A delegation of 12 m embers of the Confederation of Women Entrepreneurs ( COWE),
Hyderabad participated in the 2nd WVEF at Mexico, from 6th November 2012.
XIII. NATIONAL AWARDS
MSME-DI, Hyderabad invited applications from eligible MSME units for
Government of India’s National Awards for Outstanding MSME entrepreneur, for
Best Quality Products, and for R&D efforts in the MSME sector. Scrutiny and
recommendation of applications for the award was done to finalize nominations for
the National Awards from the state of AP. The Institute organized a S tate Level
Selection Committee Meeting of National Awards at Secretariat, Hyderabad under
the Chairmanship of Principal Secretary(MSME), Govt of AP. The Committee
forwarded applications to the National Selection Committee. Entrepreneurs from
Andhra Pradesh received four awards in various categories.
XIV. MEDIA COVERAGE:
The developmental activities undertaken by MSME-DI, Hyderabad received good media
attention. Prominent local dailies covered the Institute’s activities in detail, highlighting
the salient work done by it in Entrepreneurship development in the state.
Apart from the above, many other press releases, advertisements, and news coverage on
MSME-DI’s and Br.MSME-DI’s activities appeared in Newspapers and industry
journals during the year under report.

XVII. OFFICIAL LANGUAGE ( HINDI) IMPLEMENTATION:
(1) The meeting of the Official Language Implementation Committee of MSME-DI, Hyderabad for the year 2012-13 was organized on 11-07-12 at 11.30 AM under the Chairmanship of Sri G.R.Akadas, Director.
(2) Hindi Diwas was celebrated in the office on 14-09-12 w herein the Chief Guest
was Dr Kaushalya, Asst. Director I/c, Hindi Sikhyana Yojana, Hyderabad. Hindi Pakwada was celebrated during 14-09-12 to 28-09-12 wherein different competitions were held viz.
