I am pleased to present the 2015/16 Annual Report for Stadiums Queensland, my first since being appointed Chair in July 2015.

This financial year has seen the appointment of a new Board with a wide variety of skills to oversee business operations and provide the strategic direction for the organisation. I thank my fellow Directors for their dedication and look forward to working with them, the Executive Management Team and other key stakeholders to deliver events and sports infrastructure for Queensland into the future.

This financial year, Stadiums Queensland’s nine venues hosted in excess of four million patrons across events of varying sizes. The portfolio of venues host major events from State of Origin and outdoor concerts through to school athletics carnivals. Our venues are accessible to the public for the viewing of elite sport, personal fitness training or recreational pursuits and are available to be hired for community use, functions and a range of other purposes.

One of the key priorities of the Board is to ensure our venues remain current in this ever changing technological environment. Stadiums Queensland has been working over the past 12 months to continue to progress with the installation of infrastructure associated with the Venue Technology Modernisation Project. Continued upgrades to technology across the portfolio is a key focus of Stadiums Queensland, as well as many venue hirers, and it is something the Board is acutely aware of and addressing in line with existing budgets.

A key platform to deliver these enhancements has been the installation of a fibre optic backbone which can be used as a platform for high speed Wi-Fi services to support event operations (including point of sale terminals at food

CHAIR’S REPORT

and beverage concessions and turnstile and ticketing services) to provide for faster, more efficient customer service as well as public safety enhancements such as CCTV.

Stadiums Queensland continues to facilitate upgrades of the in-venue telecommunications networks across the portfolio. Our staff and venues work closely with telecommunications providers to increase network data capacity to meet the demand of patrons and hirers. Upgrades to date have improved connectivity during events, and the ongoing works outlined above provide the foundation for hirers to bump in additional capabilities for their fans.

Looking forward over the next 12 months, in addition to the day-to-day business, Stadiums Queensland is working on four large major projects: the commissioning of the Queensland State Velodrome, the State Netball Centre, the North Queensland Stadium and the temporary enhancements for the Gold Coast 2018 Commonwealth Games involving two of our Gold Coast venues, Cbus Super Stadium and Metricon Stadium.

Stadiums Queensland will soon have ownership of the award winning Queensland State Velodrome at Stadium Queensland’s Sleeman Sports Complex. Our experienced venue staff are presently undertaking the commissioning process of this state-of-the art track cycling facility.

The new State Netball Centre is currently in the detailed design phase with construction expected to commence in February 2017.

Off the back of the memorable 2015 NRL Premiership, by 2020 the North Queensland Cowboys will have a new home with works set to commence on a new CBD located stadium in Townsville. This project has come to fruition as a result of State and Federal Funding, a land contribution from the Townsville City Council and a grant from the NRL.

Since the success of the Gold Coast 2018

Commonwealth Games bid, Stadiums Queensland has been engaged with GOLDOC on a variety of business levels and with other key stakeholders regarding the delivery of the Gold Coast 2018 Commonwealth Games. The organisation is working as part of the whole-of-government approach to deliver what will be a very successful games for Queensland.

I would like to extend my greatest appreciation to the Executive Management Team and staff of Stadiums Queensland who continue to demonstrate a passion and commitment to developing major sporting and entertainment infrastructure in Queensland.

Since 2009, I have had the good fortune of working with the outgoing Chief Executive, Kevin Yearbury. I thank Kevin for his professionalism and attention to detail on all aspects of the business which always provided the Board, past and present, with confidence.

I also thank the previous Chairman of Stadiums Queensland Mr Mike Pelly with whom I had the pleasure of working closely prior to my appointment as Chair. Mike’s leadership, professionalism and vision for sport in Queensland contributed to the delivery of the quality venues in Queensland’s current sporting landscape.

Finally I thank the Treasurer and Minister for Sport, the Hon Curtis Pitt MP, and the Queensland Government for the continued support of Stadiums Queensland as we work to deliver great venues and good times for the millions of patrons who visit and use this magnificent suite of facilities.

At Stadiums Queensland we are extremely proud of what we have been able to achieve in 2015/16 with our stakeholders and partners. We are looking forward to another successful and productive year ahead.

Sophie Devitt Chair

9Stadiums Queensland Annual Report // 2015/2016

2015/16 has seen patronage across Stadiums Queensland venues eclipse four million with all Stadiums Queensland facilities attracting a wide variety of users and events.

It has also been a year of planning for the addition of three new facilities to Stadiums Queensland’s portfolio. The new Queensland State Velodrome, State Netball Centre and North Queensland Stadium are all in various stages of design or development. Each will be commissioned as they reach completion over the next 12 months and beyond.

The award winning $59 million Queensland State Velodrome at the Sleeman Sports Complex is designed by Cox Rayner and being constructed by Watpac. The venue will replace the existing outdoor velodrome which was constructed as part of the 1982 Commonwealth Games and has reached the end of its useful life and is no longer compliant with international competition standards.

The new 1,500 seat venue will expand to a capacity of 4,000 during games mode and is one of the first facilities in Australia to be fitted with broadcast quality LED lighting. The lighting will be cheaper to operate and use less energy with a longer lifespan. The 250 metre timber cycling track has been installed by renowned track designer Schuermann Architects. With a near 45 degree turn, the velodrome has been designed with speed in mind and should be conducive to high quality racing. Needless to say the cycling community is abuzz with anticipation.

CHIEF EXECUTIVE’S REPORT

In terms of legacy use, the installation of sports flooring and netting across the infield will allow for additional sports to access the space. The fitness centre will also move from its current pool deck location in the Brisbane Aquatic Centre to the new velodrome providing Members and those engaged in personal fitness activities with a larger modern space while creating additional tenancy opportunities for small business within the Aquatic Centre.

The State Netball Centre at QSAC will feature eight indoor hard courts, player change facilities and administration offices for Netball Queensland. BVN have been appointed architects, with the development in the advanced stages of detailed design.

The project team identified a preferred site located at the corner of Mains and Kessels Roads, adjacent to the eastern car park. This will provide parking in immediate proximity to the Netball Centre and eliminate traffic congestion on the ring road and so avoid traffic and pedestrian conflict during events.

Planning has commenced on the $250 million North Queensland Stadium project which will deliver a new home ground for the North Queensland Cowboys, based adjacent to the Townsville CBD. For Stadiums Queensland, this will result in the closure of the existing 1300SMILES Stadium at Kirwan and be the first time one of Stadiums Queensland’s venues has been decommissioned. The Department of State Development is leading the project with involvement from several State and Commonwealth

Departments and the Townsville City Council. With construction due for completion ahead of the 2020 NRL season, this project is a great outcome for Townsville, the Cowboys and North Queensland.

Stadiums Queensland remains and will continue to be heavily engaged in the delivery of the Gold Coast 2018 Commonwealth Games. Events will occur at three Stadiums Queensland sites across South East Queensland with scope for a fourth venue to be utilised as a pre-games training venue.

I express my thanks to the Treasurer and Minister for Sport, the Hon Curtis Pitt MP, for his support and the ongoing assistance of the Queensland Government.

Finally, to the staff of Stadiums Queensland, the ongoing dedication and professionalism of everyone involved in this organisation is reflected in our success over the past year.

I express my thanks to all who contribute on a daily basis to the team effort that goes into our continual quest to deliver better venue experiences for our hirers and those who visit our venues. Your energy and commitment is appreciated.

Our corporate governance arrangements are structured to position Stadiums Queensland as:

• An efficient and effective organisation delivering quality venue experiences to the public, tenants and hirers of our facilities;

• An ethical and productive organisation that achieves high standards of accountability, transparency and performance;

• An organisation that works in partnership with sporting bodies, recreational interest groups, the tourism industry, public sector agencies and business to achieve the Government’s policy of developing infrastructure to enhance participation in sport at both the community and elite levels; and

• A flexible, reputable organisation that effectively manages risk.

MACHINERY OF GOVERNMENTStadiums Queensland continued to operate as a Statutory Authority. There were no changes to its statutory functions during the 2015/16 Financial Year. Stadiums Queensland has not established any related entities.

THE BOARDThe Board is responsible for the overall corporate governance of Stadiums Queensland. It sets the organisation’s strategic direction within the parameters set down by legislation applicable to Stadiums Queensland and determines the policies and practices that govern its day-to-day operations.

CORPORATE GOVERNANCE

COMMITTEESThe Board has established a series of Committees to assist it in fulfilling its governance responsibilities.

Internal Committees (Committees convened by Stadiums Queensland):

Executive Committee

The Executive Committee is chaired by the Chief Executive and comprises General Managers and Venue Managers. The Executive meets monthly to ensure a consistent approach to business operations. It reviews processes and procedures for the effective management of the organisation and to enable it to meet its statutory obligations. It monitors the performance of the organisation and establishes the mechanisms required to manage capital works programs and construction projects. The Executive also performs the role of the Information and Communications Technology Steering Committee.

Board Committees

The Board has established two Committees (Stadiums/Venues and Marketing) to consider and oversee venue and operational matters. A number of Board Members sit on each of these Committees. The Chief Executive and nominated Senior Management personnel attend committee meetings as agenda items dictate. Issues considered at these committee meetings relate mostly to the operations at the respective venues including tenancy agreements, commercial arrangements, the marketing of Stadiums Queensland facilities, and the prioritising and monitoring of maintenance and capital works.

Audit, Risk and Compliance Committee

The Audit, Risk and Compliance Committee comprises three Board Members, along with the Chair of the Board as an ex officio member. The Committee is supported by Stadiums Queensland’s Internal Auditor, as provided for under the obligations of the Financial Accountability Act (2009) and the Financial and Performance Management Standard (2009), which provides advice on audit and audit related matters.

The Chief Executive of Stadiums Queensland, General Manager Corporate Services and the Financial Controller attend meetings as observers. This ensures appropriate separation between the Committee, as the body responsible for oversight and monitoring corporate governance within Stadiums Queensland, and the managers responsible for the administration of the business. Officers of the Queensland Audit Office also attend meetings of the Audit, Risk and Compliance Committee.

The Committee focuses on developing the frameworks and procedures for effectively managing business risk and provides advice on the control mechanisms (implemented by management) to protect the organisation’s assets and promote efficient and effective work practices.

Stadiums Queensland has appointed PricewaterhouseCoopers to undertake its internal audit function in accordance with Stadiums Queensland’s Internal Audit Charter, reporting to the Audit, Risk and Compliance Committee. PricewaterhouseCoopers has undertaken the function independent of Stadiums Queensland Management and the Queensland Audit Office. The Audit, Risk and Compliance Committee has also monitored the implementation of the Annual Internal Audit Plan.

The Auditor General has provided an unqualified audit opinion on the 2015/2016 Financial Statements of Stadiums Queensland.

External Committees

This Committee comprises representatives from emergency service agencies, transport providers, Brisbane City Council and community organisations. These meetings enable Stadium Management to receive a range of views regarding the operation of the stadium. Two SMAC meetings were held during the financial year. No remuneration is paid to SMAC members.

Organisational Structure
