TheBoardofDirectorsofPakistanCentreforPhilanthropy(PCP)ispleasedtopresentitsreportontheFinancialYearended30June2018.DuringtheyearPCPpursueditscoreactivitiesrelatedtocertification,research,advocacyandnetworkingtofurtheritsmissionofenhancingthevolumeandeffectivenessofphilanthropy in Pakistan.

AkeyactivityofPCPisitscertificationprogrammewhichbenefitsdifferenttiersoftheCivilSocietyOrganizations(CSOs)inPakistan.ThenumberofentitiescertifiedbyPCPbytheyearended30June2018stoodat642whichincludes48INGOs.Inaddition,duringtheyear2017-18,PCPconductedassessmentof76LSOsofGilgitBaltistanandChitralregion.PCP’sexistingcertificationprogrammewasdevelopedafterdeliberationswithstakeholdersandreviewofdifferentcertificationmodelsfromotherregionsoftheworld.Onaccountofchangesintheregulatoryenvironmentandtobringitscertificationstandardsinconformitywithrecentdevelopments,PCPisre-reviewingitscertificationstandards.Presently,thisreviewisinthefinalstages.

WithanaimtoinformandsensitizeNPOsaboutPCPCertificationstandards,theirresponsibilities,andcompliancerequirementsregardingthetaxationlawsinPakistan,PCPconductedorientationsessionsatmorethantenRegionalTaxOfficesinPakistan.ThesewereattendedbyrepresentativesofmorethanfourhundredCSOsworkinginPakistan.Further,duringtheyearPCPdevelopedaTaxGuidebookSerieswiththeobjectiveofsupportingNPOswithregardstotaxbenefitsavailabletothem.ThesehavebeendisseminatedtoCSOsandRegionalTaxOfficesandarealsoavailableonPCPwebsite.Nextyear,PCPCertificationUnitplansonpublishingGuidebooksonsignificantLegalissuesconcerningNPOs.

PCPalsoundertookathirdpartyevaluationandamembers’feedbacksurveyonitsCertificationprogramme.TheactivitywascontractedouttoGallupPakistan,anditwasreportedbackthattheclientsatisfactionwithPCPCertificationprogrammewasashighas86%,while74%oftherespondentswereoftheviewthatPCPCertificationProgrammeaddedvaluetotheirorganizationbyimprovingorganization’soverallstructure,financialmanagementandinternalgovernance.

DuringFY2017-18,PCP’sResearchUnitcompletedanumberofprojectsincludingCorporatePhilanthropySurvey2016,aFeasibilityStudyforonlinegivingportal,anenablingenvironmentstudyforNPOsinPakistan,andaregionalreviewoftheGlobalPhilanthropyEnvironmentIndex(GPEI)2018byLillyFamilySchoolofPhilanthropy.Further,wesubmittedtheinitialtwodeliverablesontheCivilSocietySustainabilityIndex(CSOSI)2018project,preparedfirstdraftofAssessmentofLocalSupportOrganizations(LSOs)inPakistan.

Itwasin2015whenPCPmanagementdecidedtosetupCommunicationandOutreachUnitforthepromotionofphilanthropyinPakistan.Itisexcitingtonotethattheunittookaninnovativestepandintroducedvideodocumentaryservices

foritsnetworkofcertifiedorganizations.ThevideodocumentaryservicewaspilotedinFY2017-18andwillbecomearegularfinancialstreamforPCPinthenextyear.TheobjectiveofPCPStudiosistoofferthisdocumentaryserviceonano-profit-no-lossbasistothephilanthropicsectorsoastohelpthemshowcasetheircontributionsinthealleviationofpoverty.ItishopedthatthisinitiativewillplayapositiveroleincapturingthephilanthropicspiritofthepeopleofPakistan.Someofthedocumentaries,especially“TheThreeRooms”abouttheworkof“ChalFoundation”,touchedtheheartsoftheviewers.Duringtheyearunderreview,adocumentaryaboutPCPanditsworkwascommissionedandcompletedbySharmeenObaidChinoy.ThedocumentaryhighlightstheimportanceofphilanthropyinPakistanandtheneedfortrustworthycrediblenon-profitsector.PhilanthropyMatters,asixmonthlynewsletterbyPCPdedicateditsMarch2018EditiontotheSustainableDevelopmentGoalsandhighlightedcertifiedorganizations’contributionsinthisregard.PCPishopefulthattheseinitiativeswillplayaroleinfurtheringthecausesassociatedwiththemissionofPCP.

Fortheveryfirsttime,PCPorganizedaforumonPhilanthropyinPakistanincollaborationwithGlobalDonorsForum(GDF)andHigherEducationCommission(HEC).TheforumwasmergedwiththeCorporateAwardsceremony.Theeventwaswellreceivedbythedevelopmentsectorandwasagreatsuccess.ThePakistanPhilanthropyForum2018wasattendedbyrepresentativesfromgovernmentdepartments,privatesectororganizations,civilsociety,academiaandmedia.Dr.IshratHussain(N.I)andtheChairmanFBR,gracedtheoccasionaschiefguestsattheinauguralandclosingsessions.Participantsdiscussedarangeofissuesandopportunitiespertainingtothedevelopmentandcharitablesectorandmaderecommendationsforaneffectivephilanthropicsector.Encouragedbytheresponsefromthesectorplayers,PCPboardhasdecidedtomakeitaregularfeatureofPakistanCentreforPhilanthropytoholdaPhilanthropyDaytodisseminateknowledge,promotebestpracticesandforgepartnershipsinthesector.

Moreandmorethedigitalspaceisbecomingtheconduitforchannellingdonationsworldwide.E-PhilanthropyisaboutharnessingthepowerofinternettocreatemarketplaceswhichconnectdonorswithcausesandincollaborationwithAKDN,PCPintendsonestablishingadigitalgivingplatformbythenameof“GivetoPakistan”forcivilsocietywherePCP-certifiedorganizationscansharetheirstoriesandseekfundsfortheirinitiatives.Duringtheyear,PCPfinalizedtheframeworkanddesignoftheplatform,organizedoperationalworkshopstodiscussthepossiblebusinessmodelsanddevelopedfiscalprojections.PCPispartneringwithTelenorBankandHabibBankLimitedforonlinepaymentgatewaysintegration.PCPintendstogothroughapilotingphasewhereselectednumberofPCPcertifiedCSOswillbeinvitedtorunonlinefundraisingcampaigns.Theportalwillbeformallylaunchedinthefirstquarterof2019.

Inordertofacilitateitsnetworkofcertifiedorganizations,PCPhasbeenmakingeffortstolinktheseorganizationswithsizeableCorporateSocialResponsibility(CSR)programs.Duringtheyear,PCPdevisedcustomizedfacilitationservicesforcompanieswithCSRprogramsaroundplanning,conductingduediligence,solicitationofprojectproposals,theirshortlisting,vetting,monitoring,evaluationandreporting.SofarPCPhasfacilitatedgrants/donationsofoverUS$100,000inpartnershipwithGive2Asia(G2A)forESPN.Also,PCPandG2Aarejointlyplanning

toorganizeroadshowsinPakistantoorientatePCPcertifiedCSOsonG2A’sprogramsandservices.PCPalsosignedanMOUwithOGDCLtofacilitateitsCSR.

TherevenuegeneratedbyPCPisusedforitsvariousprogrammaticactivities.TheseincludeevaluationofCSOs,researchstudies,philanthropysupportservicesandoutreachactivities.AgainstthetotalincomeofRs.61mearnedduringFY2017-18,PCPspentRs.66.7monprogramactivities,Rs.7.4monitsoperational&administrativeexpenses,andRs.1monmanagementofitsEndowmentFund,leadingtoadeficitofRs.14mfortheyear.Thedeficitwasfinancedbydebitingtheaccumulatedreserves.LongersustainabilityofPCPisamajorconcernoftheBoardofDirectors.Asidefromeffortstodevelopfreshdonationsandotherrevenuestreams,PCPwasconstrainedtoraisethecertificationfeeeffectivefromJuly1st,2018.Theincreaseinfeewasimplementedafteragapoffiveyears.Thisyear,PCPalsopiloteddocumentaryvideomakingservicesforitscertifiednetworkoforganizations.Whileotherorganizationschargeexorbitantlyforsuchservices,PCPisonlychargingtheorganizationsfortheactualexpensesincurred.AllthesesubsidizedservicesareaimedatsupportingandfacilitatingthecredibleCSOsinPakistan

Duringtheyear,theBoardmeteveryquarterandprovidedguidanceanddirectiontoPCP’sprogrammaticandpolicyinitiatives.OntheconclusionofthethreeyeartenureofthepreviousPCPBoardofDirectors,theBoarddecidedtomaintainitsstrengthof15membersandelectionswereheldinApril2018.AsaresultoftheseelectionsSyedFarhanAliBokhari(experiencedjournalistandformerchairofPCPcertificationpanel),Mr.KamranLashari(FormerFederalGovernmentSecretary)andMr.AhmadZuberi(ManagingDirectorofRecorderTelevisionNetwork&AajNews)havejoinedtheBoard,whileMr.ArshadZuberi(whohasbeenontheBoardforover16years),Mr.AbdulWajidRana,andMr.OsmanWaheeddecidedtostepdownuponcompletionoftheirterm.WegreatlyappreciatethecontributionsmadebytheoutgoingDirectorstowardstheprogressanddevelopmentofPCPandareconfidentthatPCPwillbenefitfromtheexpertiseandrichexperienceoftheincomingDirectors.

TheBoardofDirectors,ontheadviceoftheAuditCommittee,hasrecommendedtheappointmentofA.F.Ferguson&Co.CharteredAccountants,asauditorsofPCPforYearending30June2019.

ResearchProgramwhichaimsatbridgingtheknowledgegaponthesubjectofphilanthropyinthecountryisanintegralpartofPakistanCentreforPhilanthropy(PCP).Inpursuanceofitsmandate,ResearchUnithasendeavoredtogenerateknowledgeinareassuchascorporatephilanthropy,individualphilanthropy,philanthropybyfoundations,andphilanthropybyPakistanidiaspora.Abriefdetailoftheactivitiesundertakenbytheresearchunitintheyear2017-18isgivenbelow.

corporate philanthropy report – 2016PCPhasbeenregularlydocumentingcorporategivinginPakistansincetheyear2003.Thesesurveysnotonlytrytoascertainthevolumeofgivingbythebusinesscommunityinthecountrybutalsohighlightthetrendsandpatternsshapingovertheyears.ThereportsalsoprovidearankingofcompaniesbasedontheirgivingwhichservesasthebasisforrecognizingtheirgoodworkatPCP’sannualCorporatePhilanthropyAwards.

ForCPS2016,PCPtriedtobroadenthecoverageofthesurveyreportbycapturinggivingbyaPublicUnlistedCompanies(PUCs)andPrivateLimitedCompanies(PvLCs)alongwithPublicListedCompanies(PLCs)–CPSreportshavebeencapturinginformationonPLCsonly.CollectinginformationonphilanthropiccontributionsofcompaniesotherthanPLCswaschallengingastheyarenotboundtotheirfinancialrecordspublicly.So,theendeavortocollectinformationonasmallsampleofPUCsandPvLCswouldhelphowphilanthropyistakenbythemandwhatthechallengesare.

ThefindingsofthepresentstudywouldbeusefulinenhancingawarenessaboutcorporatephilanthropyandmayprovideanactionagendaforPCP,thegovernment,andotherstakeholderswhoareengagedwithsocialdevelopmentinitiatives.Theincreasingvolumeofphilanthropiccontributionsbythecorporatesectorspeaksvolumesofthecontinuedinterestandcommitmentofthebusinesscommunitytowardssocialwell¬beingofpeopleother than their shareholders.

Educationanddisasterreliefarethetwoareasthatreceiveequalshareinphilanthropicgivingbythecorporatesectorfollowedbyhealthsector.Intermsofmotivationbehindgiving,itispersonalsatisfactionthatmostcompaniesdescribefollowedbyethicalbusinesspractice.Thoughitissurprisingtoseethatpersonalsatisfactioninfluencesgivingdecisionofacompanybutthathasbeenthecasewithcorporatephilanthropyinothercountriesaswellspeciallyintheinitialstagesofitsevolution.

enabling environment for non-profit organizations in pakistanNon-ProfitOrganizations(NPOs)arerecognizedtoplayanimportantrole insolvingvarioussocialissues,particularly,indevelopingandunderdevelopedcountries.Inrecentyears,however,governmentsaroundtheglobehaveformulatednewlawsand/orpoliciesorhaveamendedtheexistingonesinordertohavebettercontrolofthenon-profitsector.InPakistan,governmenthasalsointroducedanumberofpolicychangesinrecentyearsthatareconsideredtohavefarreachingimpactontheworkingenvironmentofNPOs.GiventhatthecontextwhereNPOsoperatehasabearingontheeffectivenessandefficiencyoftheirwork,itisimportanttohaveperiodicreviewsoftheenablingenvironment.Thesereviewsmakeusawareabouttheextenttowhichanenvironmentisenablingorhindering.Basedonthefindingofsuchstudies,correctivemeasuresmayberecommendedtopolicymakers.

PakistanCentreforPhilanthropy(PCP)hadconductedacomprehensivereviewofthelegalenvironmentforcivilsocietyorganizationsinthestudy,CreatinganEnablingLegalFrameworkforNon-profitOrganizationsinPakistan,in2002.Butinviewoftheeverchangingcircumstances,PCPconductedanotherstudyontheenablingenvironmentforNPOs.Thestudyfocusedonthethreeaspectsofenablingenvironment;i.e.,Legalenvironment;Financialenvironment;PublicimageofNPOs.

Presently,PCP’scertificationprogrammecaterstoentirepyramidofcivilsocietyorganizationsinPakistanstartingfromLocalSupportOrganizations(LSOs)atthebottomtothelocalcivilsocietyorganisationsinthemiddleandtointernationalNGOsatthetop.Thesethreetiersofcivilsocietyorganizationsaredifferentintermsofmaturityoftheirsystemsandstructureswithlocalsupportorganisations,beingthesmallestandleastmatureandINGOsbeingatthehighestlevelofmaturity.Consideringthegapinlevelofmaturityamongtheseorganizations,thePCPevaluationtooltakesintoaccounttheirpeculiarcharacteristicsanddistinctfeaturesrelevantonlyforthatparticulartier.PCPhasthereforedevelopedcustomizedtoolsforeachofthesethreetierorganizations.

assessment of local support organizations (lsos)OnAugust5th,2013,AKRSPandPCPenteredintoanagreementtodevelopLSOtooltostrengthenLSOsystemsandcapacity.Todevelopbroaderownershipofthesaidevaluationtool,RSPslikeRuralSupportProgrammeNetwork(RSPN)andNationalRuralSupportProgramme(NRSP)werealsotakenonboard.InconsultationwithRSPs,PCPpreparedandfinalizedtheevaluationtoolwhichwasapprovedbyAKRSP.AKRSPhasappliedtheaforesaidevaluationtoolforfirstthetimein2015andreferred67LSOstoPCPforevaluation.

Inthesecondphase,afterconductingthoroughassessmentsoftheLSOandfinalizationofassessmentreports,PCPsharedtheresultsof76LSOsincludingfiftyseven(57)LSOsbasedinGilgit,Baltistanandnineteen(19)LSOsbasedinChitralregion.Followingaretheconsolidatedresultsof76LSOsevaluatedbyPCPinGilgitBaltistanandChitralregion.

evaluation of international non-government organization (ingos):PCPinitiatedperformanceevaluationofINGOsaftertheGovernmentofPakistanintroducedanewpolicyforregulatingInternationalNon-GovernmentalOrganizations(INGOs)workinginPakistaninOctober,2015.Inadditiontootherrequirements,INGOswererequiredtoseekapprovalofCommissionerInlandRevenueundersection2(36)ofIncomeTaxOrdinance,2001andforthatmattergettheirperformanceevaluatedforachievingtheiraimsandobjectivesfromanindependentcertificationagencywhichisapprovedbytheGovernmentofPakistan.Tothiseffect,sinceJanuary2016,PCPhasinitiatedperformanceevaluationofINGOsworkinginPakistan.SofarPCPhasevaluated64INGOsoutofwhich46havebeencertified.INGOEvaluationsconductedbyPCPduringtheyear2017-18canbeseenasfollows:
