SBE PROGRAM HISTORY & OVERVIEW

HISTORYHamilton County and the City of Cincinnati are committed to increasing business opportunities for small businesses to enhance and grow the Greater Cincinnati economy.

On August 26, 2009, the Hamilton County Board of County Commissioners adopted a resolution establishing the Metropolitan Sewer District’s (MSD) Small Business Enterprise (SBE) Program. In September 2010, the County Administrator and City Manager approved the SBE Rules and Guidelines. Implementation of the program began shortly after in November 2010.

OVERVIEWMSD’s SBE Program falls under the authority of Hamilton County as an arm of the State of Ohio. The SBE Program also follows many of the City of Cincinnati’s procurement and inclusion policies and procedures, working closely with City Purchasing and the Department of Economic Inclusion.

Currently, the SBE Program is comprised of three full-time staff located within MSD’s Division of Wastewater Administration. SBE Program staff provide external support and assistance to nearly 200 registered SBE firms and to MSD’s Prime contractors who are interested in doing business with SBEs. Additionally, SBE staff have a focus on keeping MSD’s management and staff informed of SBE policies and procedures and providing contract and project assistance to MSD’s 9 divisions.

MESSAGE FROM THE DIRECTOR

MSD is committed to including small businesses in the way we do business. We recognize the impact that small businesses have on our local economy, the jobs they create and the innovative solutions they bring to the table.

For nearly 10 years, MSD’s Small Business Enterprise (SBE) program has been dedicated to increasing opportunities for small businesses. Through our partnership with Hamilton County and the City of Cincinnati, we have delivered results, consistently increasing opportunities for small businesses and positively impacting our local business community. Even with the results we have achieved so far, we still strive to reach more small businesses, generate greater opportunities for them, and collaborate to identify new solutions that ultimately benefit our customers.

At MSD, inclusion is not just an encouraged practice. It is a critical part of how we do business.

TESTIMONIALS

“”

The relationship that we have built with MSD would not have been made possible without the SBE status that we have obtained. Many of the jobs that we have obtained would have been completed by larger, more established companies that have more resources than a smaller company like ours. Working with MSD has helped our company to grow. One day, we hope to become one of the larger companies doing business with MSD and other owners around Cincinnati.

Scott Rack Rack & Ballauer Excavating Company

”As an MSD-registered SBE, ETC, Inc. has had a very productive working relationship with MSD over the last 15+ years, delivering valued professional services in the area of public and customer relations. To this day, MSD still relies on ETC for special communication program needs. Thank you MSD! We greatly appreciate every opportunity to support you.

August Groh & Sons, Inc. is currently doing the daily cleaning for the MSD’s Gest Street location. As a small business, we certainly appreciate MSD’s commitment to work with SBE’s as this builds our capacity and prepares us to take on larger projects. Working with MSD has been a very positive experience.

Working with MSD has provided the opportunity for us to form long-term partnerships with majority engineering firms to work in other markets outside of wastewater. This has allows us to grow our capabilities and hire more professionals. In addition, the MSD commitment to the SBE program has enabled us to engage local underprivileged young adults and encourage them to embrace an engineering career. This was most evident in the SSO 700 Integrated Watershed Action Plan project, where we engaged and trained more than 35 young adults to collect stream water quality samples and measurements.
