Notice is hereby given that the Annual General Meeting of the Grenada Football Association Inc. will be held at the Grenada National Stadium South Conference, Queens Park, St. George’s on Saturday 26th March, 2016 at 10 a.m.

THE AGENDA IS AS FOLLOWS:

There were thirty-one (31) members present out of thirty-nine (39) members which constitute a quorum.

What is the term of office for the representative from St. David’s/St. Mark’s and St. Andrew’s? According to the Statutes, the member can serve up to March 31, 2016 similarly to the AGM. A new representative for St. Mark’s/St. David’s will be expected by March 31, 2016.

Why is Spartax and St. George’s University part of the roll call? The body responsible for the expulsion of members is the General Council.

Mr. Randy Campbell was presented as the member serving the remainder of the term for the parish of St. John’s.

� Suspension or expulsion of a member (if applicable)

The Executive Committee has submitted a proposal to the General Council for consideration and deliberations on the suspension of two members St. George’s University and Spartax.

Reference was made to Article 30 (2) the admission of a member must appear on the Agenda after all items other items listed in Article 30 (1)o of the GFA

Statutes. The suspension or expulsion of a member must take place before any item other than those listed in paragraph 1(a) (b) of this Article.

The two members proposed for suspension are St. George’s University and Spartax.

JUSTIFICATIONS

Both St. George’s University and Spartax have not participated in activities of the Association nor have they met any of their financial obligations, nor participated in any competitions organized by the GFA, nor have they participated in any ordinary or extra ordinary council meetings in the past three years. On the basis of these, the Executive Committee proposes their immediate suspension in accordance with Article 16 of the GFA Statutes.

Were any attempts made by the Executive Committee to enquire as to why Spartax or St. George’s University were unable to participate in GFA activities?

St. Mark’s/St. David’s Representative – Mr. Francis reported that efforts were made in the parish of St. Mark’s to revive Spartax but from investigations it was discovered that Spartax was run by one individual which was not functioning.

From investigations it was discovered by the Presidents of the GFA that based on the extended season by GFA St.

George’s University has been unable to mobilize the members to participate in all the games. However, SGU expressed it interest in partnering with the GFA in other areas.

» The motion to suspend Spartax was moved – 24 clubs voted in favour of the suspension

» The motion to suspend St. George’s University – 27 members voted - 17 voted for the motion, 11 abstained and 1 against – the motion passed

� The members Spartax and St. George’s University have been suspended for a period of one (1) year within which time both clubs will be engaged in discussions to remedy those concerned.

(B) APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING

A motion was moved for the approval of the minutes by Hampshire United and seconded by Paradise FC.

(C) APPROVAL OF THE REPORT OF THE PRESIDENT

A copy of the President’s report was circulated to all the clubs.

A motion was moved for the approval of the President’s report by the Royal Grenada Policy Force and seconded by Queens Park Rangers.

(D) APPROVAL OF THE AUDITED ACCOUNTS FOR THE PREVIOUS YEAR

Mr. Wayne France, Chairman of Finance reported that Mr. Paul Isaac was appointed as the new Finance Officer for the GFA as of October 2015. Mr. Isaac is responsible for preparing the accounts with Panel Kerr Foster for the GFA.

A request was made for a representative from Panel Kerr Foster to attend the General Council meeting but no one showed up.

The Auditors have approved the accounts and it was circulated to members 15 days prior to the date of the General Council. There were no changes to the draft accounts.

» Who authorizes the expenses of the GFA beyond what was budgeted?

� The President stated that the GFA must find a way to manage its expenses by increasing revenue through creating the perception that football is united so that potential sponsors must be confident in the GFA.

� The Finance Chair and the Finance Committee must be more active in assisting the Executive Committee in managing the plans and programmes of the GFA.

Grenada is currently participating in he men’s team in the CFU tournament but there are no expense reflections in the budget.

Ms. Andrews suggested that the clubs write to the GFA requesting an explanation for the remainder of the fund went.

» The President suggested that within fourteen (14) that the GFA Secretariat make available all the answers to the questions asked by the members in writing.

Mr. Gibbs asked about the number of outstanding debtors by the GFA and the amount of monies owing to Mr. Victor Daniel.

Victor Daniel – legal matter regarding gratuity. No monies have been paid out by the GFA

St. John’s Sports

Mr. Alexis expressed concern with the new kits purchased by the GFA regarding the numbering of the t-shirts. The t-shirts are numbered from 2-50.

Reference to the audited account it was suggested that a special extra ordinary council meeting be convened one month from now to discuss and approve the audited accounts. An invitation will be sent to the auditors to be present at this meeting.

(E) E.APPROVAL OF THE BUDGET FOR THE FOLLOWING YEAR

The proposal was that the budget for the following year be also looked at in the upcoming meeting to discuss the audited accounts.

(F) APPOINTMENT OF SCRUTINEERS (ELECTIONS)

The following member clubs were appointed as scrutineers for the meeting Mt. Rich FC, Ball Dogs and Carenage United

(G) ELECTION FOR ANY VACANT POSITION

There is no vacant position on the Executive Committee currently.

(H) VOTES ON PROPOSALS FOR AMENDMENTS

At an Extra-ordinary General Council Meeting convene last month; a motion was presented by members in attendance that they defer the amendments which were proposed to a later date.

The President requested for an appropriate date for an Extra-ordinary General Council meeting where the amendments to the Statutes will be voted on by the members.

The date of Saturday June 25, 2016 was proposed for this Extra-ordinary General Council meeting to vote on the proposed amendments.

The current Statutes speak that the GFA will organize competitions in Premier and First and Second Divisions. The responsibility for organizing competition is under the purview of the Executive Committee. The members will vote on playing football in Conference.

(I) DISCUSSION ON PROPOSALS SUBMITTED BY THE MEMBERS

In 2016, all Premier League matches will be played in venues where the GFA can access revenue.

The parish representative for the venues will be responsible for putting together a committee that will be in charge for coordination the game. Consideration should be given for the home team will guarantee revenue from the game. The home team will be the only team to benefit from the revenue from the game.

There will be promotion and demotions in the conferences.

» Proposal by Hard Rock – It was proposed that all Premier League teams (10 teams) play their matches on the weekend at one venue so that the clubs and GFA will be able to generate revenue.

A meeting will be scheduled with the ten (1) premier league teams to discuss the proposals going forward.

» Premier League teams are starting a conference in 2016.

The two clubs seeking membership into the GFA are St. David’s FC (St. David’s) and Mt. Horne FC (St. Andrew).

The inspection of the clubs was done by the parish representatives (St. Mark’s/St. David’s and St. Andrew’s) who reported to the Executive Committee on the readiness for admittance into the GFA.

St. David’s FC

The St. David’s FC was presented to the General Council by Mr. Leon Radix, President who indicated that the club was established approximately one year ago with a membership of over twenty (20) players.

The main objective of the club is to create machinery that will produce younger players, male and female players in St. David’s.

The structure for the St. David’s FC is Mr. Leon Radix- President, Elise- Vice President, Mr. Leon Sylvester-Manager, Mr. Max- Technical Director and a Secretary.

Mt. Horne FC

There were two representatives from Mt. Horne FC in the persons of Mr. Nate Francois, Vice Captain and Mr. Roger Cosnel. The Mt. Horne Progressive Organization has been in existence for the past sixteen (16) years which representing all sporting activities in the village.

The Mt. Horne FC Executive Committee consists of Mr. Nicholson Fletcher-President, Pamela Panchoo-Secretary, Treasurer- Steve Philbert, and Jerry Pascal-PRO.

The main objective of the Club is to be the leading community in sporting activities in the parish and to secure a heritage to promote a well balanced community in sports, education and religion.

The GFA was supposed to send a report on behalf of Mr. Modeste but eventually it was not done. It is unfair that Mr. Modeste was asked to pay this fine as a result of the negligence of the President and the General Secretary.

5. Two other projects – 3000 seats take a seat in Fond; commencement of a technical center in Beasejour

6. The GFA has invited the FIFA President for the official opening of the GFA Administration Building at Queens Park during August-September 2016. All members of the General Council will be part of the official opening.

7. Apologies – It was brought to the attention of the President that some members were not extended the necessary courtesies to attend international events when hosted by the GFA.

a. The President stated that in an effort to curb this issue he will propose to the Executive Committee to create an identification card for Council members and others which will last for the duration of his tenure as President.

» Technical Director – The Technical Director position was advertised and those applications were sent to the FIFA Technical Development Officer, and Mr. Howard McIntosh. The list was shortlisted together with the former General Secretary and a name was proposed to the Executive Committee.

» Goal Project 1 – What is the status of Goal Project 1 in Seamoon? The government of Grenada wrote to the GFA indicating its intentions to repossess the 10 acres of land in Seamoon which they did. The GFA and the Government of Grenada continues to discuss this matter with the aim of identifying a suitable alternative parcel of land for the GFA. The GFA still owes FIFA US$406,000.00 but the GFA is negotiating FIFA not to ask for the repayment of this amount.

» Visit of the President of Canada Football Association – The Canada Soccer President visited Grenada to discuss why he should be voted in as the President of CONCACAF and his vision for the region.

» GBSS – At the end of the 2015 season, Newim GBSS Football Club contested the result of the Premier League in writing. Legal representation has written to the GFA but has not received any response from the GFA. The representative indicated that if the situation is not rectified and the 2016 season commences without addressing the complaint from the GBSS an injunction will be filed until the matter is solved.

A three man committee was formed by the Executive Committee to meeting with Newim GBSS to discuss the specifics and if there was no mediation then the best course of action will be determined.

A motion was moved for the adjournment of the meeting by GBSS and seconded by St. Paul’s. The meeting ended at 4:10p.m.

President’s Message

2016 was a good year in most respect for Grenada's

football with many major achievements accomplished by the association. It started with the launch at the Radisson Resort of the tournament for the Concacaf U17 Women’s Tournament for the first ever hosting by the Grenada Football Association of a major Concacaf event since its inception in 1924.

This was followed by the successful staging of the tournament from March 3-13th at the two stadia and positive reviews by Concacaf following the conclusion of the tournament.

During the first quarter, Grenada hosted two FIFA presidential candidates including current FIFA President, Gianni Infantino and Sheikh Salman Bin Khalifa as well as Concacaf Presidential candidate Victor Montagliani.

The grand final of the "SANDALS SUPER 8" was staged on January 23rd in conjunction with the opening of its new athletic and football stadium and Paradise FC emerged Champions over Hurricanes FC.

Grenada hosted a girls team from the United States as part of its preparation for the Concacaf Women's Tournament in March.

Additional events during 2016 included Grenada’s participation in the Concacaf U15Girls tournament which was staged in Orlando, Florida.

Grenada took part in the Concacaf U17 qualifying tournament in St. Vincent against the host, Bermuda and St. Lucia.

Our Senior Men’s Team participated in the FIFA2018 World Cup Russia Qualifiers and was eventually eliminated by Haiti.

The Senior Men’s Team participated in the Caribbean Football Union Senior Men's Tournament and enjoyed measured success but was eventually eliminated by Antigua.

Grenada was one of only two Caribbean countries to host matches against the Canada U23 in 2016.

Our referees and administrators also enjoyed participation in FIFA and Concacaf courses in Refereeing, administration, coaching and club Licensing.

The association introduced the FIFA Club Licensing program in 2016 and teams wanting to participate in the 2017 have already began their application process.

The Grenada Football Association General Council adopted a new statutes which will go into effect from January 1st 2017.

We are pleased to inform of the Grenada Football Association and the Grenada Union of Teachers having joined forces to launch a National Youth League on January 9th 2017.This new strategic partnership will see the involvement of both entities in join development projects for players, coaches and administrators.

A new two year strategic plan has been completed following consultations with FIFA and this new strategic. Plan is expected to be unveiled to the public in the first quarter of 2017.

After a slow start the Fond Lighting Project totaling EC$1.5m and the GFA Administrative building totaling EC$1.7m were both undertaken in 2016 and are now completed.

The Fond Lighting Project although challenged as an unworthy project has now transformed that parish and already many successful events have taken place there. It is our pursuit to instal bleachers in 2017 to further improve on revenue opportunities for the association.

A management committee has been put in place. And that body has convened several meetings since their commissioning.

Probably one of the greatest accomplishments in the ninety three year history of the Grenada Football Association was the completion and commissioning of the final home for the association on April 9th 2017.

This administrative building which was officially opened by FIFA President, Gianni Infantino will now allow the association to focus on the task ahead. Plans are also in the making for the addition of a third floor to house our national teams during team preparation.

It is my administrations vision to transform the area into a football complex with additional amenities for coaching and Refereeing education as well as club development.

The GFA secured training for its Technical Director, Trevor Mc Intosh through a FIFA initiative which saw him travel to both Slovenia and Antigua this year. Though we regret his subsequent resignation in February of this year.

As part of their caring campaign, our women’s U15 and U17 team visited various institutions and homes as part of its “WE CARE” program.

The GFA hosted a FIFA Consultant in December to commence plans for the construction of a Technical Centre expected to be constructed in 2017-2018. His reports to FIFA was well received and highly recommended.

In January of this year the CONCACAF President, Victor Montagliani visited Grenada and met with government officials.

Two CONCACAF Coaching Certification Courses for Primary and secondary schools teachers as well as club coaches took place in the first quarter of 2017. In February we hosted a Concacaf E License and in April a Concacaf D License. Over 100 coaches participated in these two events as well as a FIFA Women’s Grassroots Coaching Course.

The inaugural National Youth League began with a Press Launch on January 9th followed by the successful staging of the U19 tournament which commenced on March 4th and concluded on April 29th. Over 12 teams participated in the inaugural event.

Plans are also on the way for the staging of a Women's Parish League and we await the committee activation this plan.

We are pleased to confirm that a very successful staging of a Match Commissioners Workshop was held with support from Concacaf. Some 26 participants benefitted from the expertise of FIFA Match Commissioner, Mario Monterrosa.

Grenada hosted Trinidad and Tobago in 2016 and again on April 29th as part of 2017 season opening.

A number of international events including the WIFA SENIOR MEN'S TOURNAMENT, International friendlies against Bermuda, Panama and Guyana are slated for 2017 as well as the visit of FC Dallas Girls Team in the summer.

Grenada is to participate in WIFA Women's Tournament in St. Lucia this June as well as the Concacaf U20 and U17 Women's Tournament.

During the FIFA President Gianni Infantino first official visit since taking office major initiatives for the GFA has been discussed and those discussions will continue during subsequent meetings.

Yours truly was reelected First Vice President of the Caribbean Football Union at the CFU Congress in Mexico but has since resigned in April to focus on the further development of football in Grenada.

Our Match Officials were not to be left out and Reon Radix, received positive reviews following his attendance of an elite Referees and Assistant Referees three week program in Mexico in January.

Some major adjustments were also made within the Secrétariat as the GFA seek to improve on its delivery of football in Grenada. We welcome Bruce Swan, Areen Lewis and Andray Charles to the family.

Later on this year we hope to secure an finial Memorandum of Understanding (MOU) with the Ministry of Education, Health and Sports to capitalize on the tremendous opportunities which are now available from both FIFA and Concacaf in youth development, coaching education, health and infrastructure.

With our new two year strategic plan already completed following consultations with FIFA, our stakeholders and shareholders, we shall embark on a very robust plan to improve football on the island. This strategic plan is expected to be unveiled to the public in the first quarter of 2017.

Following discussion with my Executive Committee, we are pleased to confirm plans to provide each affiliate with a set of uniforms for the 2017 season. This will be followed by financial support in 2018 following the establishment of some Contracts of Objectives for our affiliates.

We propose to construct a state of the art Technical Centre with support from FIFA and the Government of Grenada. This Technical Centre will therefore serve as the institution which will focus on all aspects of player, coaches and club development sometime in the future.

However before we embark on such a project, efforts will be made to assist with the improvement of selected playing facilities around the island.

2017 will be an even more hectic year for the association as plans for the continued education of our coaches, administrators, and the assistance with governance at the Conference level is being finalized.

It is our plans to improve on all aspects of the game starting with our youths. Plans are already in place to discuss early talent identification and nurturing. This new program shall see us working closely with both the ministries of Education and Sports to extend the playing period for our youth players and providing specialized training on an ongoing basis.

Discussions have started with the government to identify talents for daily training changing the status quo in how we prepare for future tournaments. This will require serious efforts on the part of players, coaches and administrators.Discussions are already taking place for the visiting of US

Soccer coaches to come to the island and scout for talents as well as conduct training programs for our primary and secondary schools footballers.

Our clubs have been introduced to club Licensing and this we are certain will provide an opportunity for professionals on the island to lend their expertise in club restructuring. It is our intention to ensure all GFA affiliates meet the requirements of the Concacaf Club Licensing Program with support from the Association.

To continue with our Longterm Player Development Program, the GFA shall be participating in the Concacaf Boys U15 Tournament in Orlando, Florida and this team will continue in training beyond their participation. Similarly our Girls U15 and U17 programs shall be retained and special tournaments and training pursued for these players.

The revamping of our domestic league has started but even more review will form the basis of our constant efforts at improving the product as well as the delivery of attractive events organized.

To this light, focus shall be placed on the recruitment of new referees, coaching certification of every club and school coaches, uniform and material support for our affiliates as well as providing incentives for clubs to improve revenue generation through our revised policies.

2017 promises to be a bumper year for football on the island and we look forward to the support coming from everyone including sponsors, government, affiliates and committee members.

A busy year awaits the GFA and we look forward with excitement to the many activities planned aimed at developing the game on the island.

Ladies and gentlemen as we plan for Grenada’s reemergence in Caribbean Football many things must change for the better. Many opportunities has been provided to club's such as the CFU and Concacaf Clubs Championship, a challenge we ask our winning teams in this year's competition to explore.

We are also happy to announce of CONCACAF's plans to stage the NATIONS CUP from March 2018 and preparations must begin now for this major opportunity to showcase our talents to the world.

Finally as I conclude, me challenge our football Administrators to lift the bar in the delivery of service, quality of debate

and public echoing. The sport will only move forward when we embrace change, accept our short comings and invite professionals to help us make a difference. We owe this to the next generation and together we can achieve more for the greater good of the game.

I felt honoured to be have been re-appointed the Parish Director for St. David and St. Mark and look forward to make whatever contribution I can for football in general and in particular the Parishes I now represent.

In St. David, there are two Conference League Teams participating in the Eastern Conference; the older Affiliate, Belle Vue Rangers in the Group Stage, played ten (10) games, winning only one (1) game, drawing three (3) and lost six (6).Belle Vue Rangers only managed to score sixteen (16) goals and had forty-six (46) scored against them. In light of those results, smaller teams like Belle Vue Rangers find that it is quite a challenge to hold on to their better players; as a matter of fact all Clubs playing Amateur football find it particularly hard to hold on to and keep their best Players.

St. David F.C. in their first season as an Affiliate of the Grenada FA, in their ten (10) games in the Group Stage of the Eastern Conference, won five (5) of the games played, drawing two (2) and losing three (3). They were able to score twenty-eight (28) goals, whilst twenty-five (25) goals were scored against them.

I trust that in the 2017 Season both Teams would be able to perform better in their League; it is necessary though, that both Teams may find a way to attract Sponsors as well as some support from the Grenada FA to obtain much needed equipment for training, so that they can in fact have a better 2017 season in the Conference.

In St. Mark, Sunsetters played their ten (10) Group Stage matches in the North Western Conference, ending up in the 4th position in a Group consisting of Seven (7) Teams. Sunsetters won five (5) games, drew two (2) and lost three (3) of their games; they scored nineteen (19) goals and had eleven (11) goals scored against them.

Like Hurricanes SC, whose traditional home was the Alston George Park in Victoria, both Sunsetters and Hurricanes were unable to even train on that ground for well over two (2) years, after the Authorities took on a project to rehabilitate and restore the ground.

Parish Director ReportST. DAVID/ST. MARK - Wayne Francis

In a small impoverished community like St. Mark, it became harder and challenging for both Clubs to transport Players and Staff to train mainly at the Cuthbert Peters Park in St. John.

After winning the Premier League title in 2015, without playing a game in the Community which the Club belongs too, in the 2016 Season, Hurricanes finished fifth (5th) in the Premier League; a totally unsatisfactory Season for the Players and their supporters in the Parish. They (Hurricanes) played Eighteen (18) games, winning only six (6), drew six (6), and lost six (6). They scored twenty-four (24) goals and a similar number, twenty-four (24) scored against them.

As a majority of the Grenada FA’s Ex Co took the decision for all Premier League games must be played in enclosed venues, it had meant that Hurricanes had to adopt a Home away from Home; so they, for the last two (2) years played their Home games at the Cuthbert Peters Park in Gouyave, St. John. It therefore meant that for the time being Hurricanes or any other Club from St. Mark in the foreseeable future can no longer play Premier League Football, until and unless we can find a way to have the Alston George Park enclosed. Some of us in the Community see this as a challenge and we have begun the task of fencing and enclosing the Alston George Park, so that we can have Premier League football return to that Community.

I hope that in the 2017 Season both Clubs in St David, Belle Vue Rangers and St. David F.C would have a much better season as well as the two functioning Clubs (Sunsetters and Hurricanes) in St. Mark. Even though Spartax has not been functioning for the past few years, we are still working for that Club to return as a functioning member of the Grenada FA.

Over the last year after taking up the responsibilities of Parish Director for St. Johns I have meet with all affiliates to establish contacts and to let clubs know that I was willing to serve them openly and equally.

I had a meeting with the clubs at the St. Johns RC School where everyone expressed themselves and expectation of me going forward.

Unfortunately, it was the only such meeting. However, I never failed to meet with them whenever a matter was needed to resolve or whenever my assistance was needed.

I had closer contacts with Class Herb Roots, Gouyave FC and St Johns Sports. Blue Stars and Sunjets was difficult to communicate with at times. Therefore, I made up with regular visit to Sunjets. Blue Stars Unfortunately remained with little communication until 2017.

Over the period we have seen the relocation of Gouyave FC to the Central Conference and also the non-participation of Blue Stars in the 2017 season.

I provided equipment support to three Grass roots camps during this period and continues to support. This was made possible through the Grenada Football Association (GFA).

In 2017, I worked along with the St Marks and St Patrick Parish Directors to get the conference up and running.

I worked closely with the GFA Parish Coach Mr. Carlos “Pecos” Lewis in ensuring that we have equipment and have been visiting the primary schools during the school week to work along with the youths.

It was a pleasure working along with both St. John’s Sports

to ensure a U19 Participation and with Pecos to ensure a U 15 Participation.

I must say that it has been a very trying experience working at that level. I will say that we did not always get it right but I am committed to working at it to build better relationships with clubs not only in my Parish but all Parishes.

Football development remains my objective while I am entrusted by clubs to carry out their business.

Thank you all for the trust and confidence placed in me.

OVERVIEW

Greetings to all my footballing family. I wish to acknowledge firstly the honor bestowed upon me by the Affiliates of the parish of St. George to take the leading role in management of football business in the Parish. In the year that I have served so far, the challenges I have encountered at times seems insurmountable but my will to improve on what was left me dives me on. The dynamics and scope of the football globally have change within recent years and this must be taken whole heartedly here in Grenada.

The governance of the game has seen much improvement through FIFA instituted programs such as Club licensing. Which is geared to bring about proper club structure and management of the game we so love. While it was a daunting task to execute and to get clubs interested in moving swiftly to achieve this most pertinent objective; in the end, we realized 85-90% clubs compliance, with the remaining clubs moving towards achieving the same. The task is now set for all involve to not just receive a document but to implement their licenses for the overall improvement by adhering to the regulations stipulated within and administering proper club management practices. That is the only way we can see the benefits of the game.

After several attempts we were finally able to bring the Conference executive and statutes into existence. The conferences are the very core of our football development in the sport and it must be given level one priority, so as to be the true manifestation of our elite player development and the catalyst for the premier league. The Central Conference statutes were approved and executive voted in on the 29th April 2017. The Executive consist of President, Ms. Bernadine Andrew, Vice President Mr. Alexander Roberts, members Willis FC, Fontenoy United FC and Christian

Strikers. Southern Conference statutes were adopted on March and Executive elected on 29th April 2017. The elected President is Mr. Allan James(RGPF), Vice President Mr. Timothy Cox (SPRINGS FC), Members Carenage FC, Honved FC and Wills FC.

PROGRAMS AND DEVELOPMENT

As the Parish with the most Affiliates St. George has been lacking in adequate organized development of individuals regarding football. While we have been the beneficiary of national development programs there is little or no emphasis on the Parish development. Considerations have to be given to the following with priority areas clearly identified.

1. Youth Development programs male and female.

2. Officiating (training and development Parish-wise)

3. Club Admin. Development

4. Parish Youth Competitions

5. Parish Elite Competitions

6. Academic Programs

7. Playing facility upgrade- match equipment

Support to academies and development centers has been pledged but barely provided. The talent pool is the Parish though high compare to our neighbors are not efficiently utilized by our development centers. We have seen in the Parish in 2016-2017 the birth of two (2) goal keeping academies in the parish with little support from the leaders of football. That neglect will be remedied by engaging the

FA to prioritize support mechanisms for such academies and centers in the immediate future. Decisions to assist development must be provided to all without bias.

The lack of officials in the Parish due to retirement and lost of interest have to be reversed. It has deteriorated the level of our football and has hindered the match playing seriously in previous seasons. I will embark on a drive to renew interest in the officiating of the Parish with the hope of equipping the parish and the nation with competent officials.

While there are several centers operating in the Parish. Much more can be done by the Clubs to develop youth. There must be a plan to encourage and support youth development among clubs and work intricately with the Secretariat to ensure that all necessary support can will be provided. However, the final say rest with the clubs. Administration within Affiliate clubs in St. Georges is very disorganized in the Majority. The task of reversing this trend is indeed a daunting one but must be pursued. The holding of meetings and practicing good organizational structure must be the aim of all the affiliates as we move into the next level of club licensing their must be a improved level of operation. This is the only way there can be timely and effective instituting of governance for the game holistically.

ACHIEVEMENTS

Appreciation must be given to the Vice President Patrick Francis for his drive in ensuring that the affiliates in St. George. It was a long undertaking but in the end we had major success. To the Parish coaches who worked with the development centers, Gerald Alexander, Christopher Charles, Randy Boca, Desmond Noel, I appreciate the

As I picked up my pen and paper to compile this report for the year 2016, I realized that I should first use this medium to salute the entire sporting communities throughout St. Patrick with the emphasis being more specifically related to football.

Having said that, I would also like to highly recognise and show my greatest appreciation to all the GFA affiliated clubs/teams of historical St. Patrick, namely Hard rock, Mt. Rich, Chantimelle, Eagles Super Strickers (E.S.S), North Stars and Shamrock. For all those that, may or may not realise that Boca Juniors F.C was not highlighted within that grouping, simply because they would have taken a decision not to further partake in any GFA competition i=until there’s a different indication. What I however would like to encourage is for ‘Boca Juniors’ to sort themselves out, so they can once again become an active affiliated club of the GFA.

As I further proceed, let me make special mention of the Fond lighting Project which started on 16th September of 2015 and was completed in July of 2016. Regarding the very successful completion of that project, I would like to express on behalf of the football fraternity of St. Patrick a heartfelt thank you to first, President Cheney Joseph for the vision of such an initiative, also to FIFA for the key role played in funding the project. Special mention must also be made of the Government for a minor but significant with regards the said project of which we all are grateful for.

In recognition of the project, the GFA Executive Committee had taken a decision to commission the lights at Fond on Friday 12th August 2016, whereby the opportunity was simultaneously used to contest the inaugural Carnival Cup final between Paradise FC International and St. Johns Sports. At this Juncture, I must highly recognise and say special thanks to the members of the Local Organising Committee (LOC) that were involved in putting the logistics in place for the hosting of that event. They were Ms. Joseian John, Mrs. Jeannette Robertson, Mr. Karl Andall and Myself Mr.

Jester Noel who was the chairperson. The Committee also had the support of the General Secretary of the GFA Mr. Ken-Martin Whiteman.

August 12th, 2016 would always vividly be part of my memories for basically two reasons, a negative and a positive. Let me first outline the negative which was the attendance of some of the officially invited NNP Government Ministers to the above-mentioned event, but at the same time they had chosen to boycott the event by the time the ceremony was about to commence. How sad and unfortunate that was the amazement of some football lovers who also had expressed their disgust and disappointment of what would have transpired. For the many of you all out there, who would have asked, “why did that happened in the manner in which it did?” to answer that question, in a nutshell I would say in my humble opinion, it was politically motivated.However, the positive or silver lining came about when the switch was turned on for the lights that came beaming down within the fond Arena. The ambience that was created from a first-time experience to the delight and amazement of the scores of football fans that had converged on the Fond Arena to witnessed a wonderful game that was contested under the lights between Paradise FC International and St. Johns Sports. The match was eventually won by Paradise FCI four (4) goals to three (3).

Let me now turn my attention onto the performances and successes of the GFA affiliated teams of St. Patrick, except for ‘Boca Juniors’ who would have been demoted from the Premier League, I thought that all the other teams performed well. While the performance of some were better than the others, they were quite reasonable for the Premier League teams of the parish, let me say congratulation to Hard Rock for placing second (2) for what I have termed the Preliminaries of the Premier League, and they may soon be declared the 2016 Premier League Champion. Congratulations must also be extended to Mt. Rich FC for placing fourth (4) in the Preliminary round of the Premier

League competition. Chantimelle must also be highlighted for being able to secure their position in the Premier League after contesting a playoff against North Stars who had placed forth (4) in the Conference League.

Special mention must be made of Eagles Super Strickers (ESS), who placed third (3) in the Conference and this would have earned them the rights to contest on a play off against Fontenoy United on a home and away basis.

In the first encounter which was played at Fond, had ended one (1) goal each. In the return leg, which was played at Queens Park Ground two (2), ESS won one (1) goal to nil. The result would be reflected in the history book, that ESS was the first team that had denied one of the most prominent established club/Team Fontenoy United AKA ‘Point’ the opportunity of playing at the highest level of the GFA since 1967.

I say better luck next time to Shamrock FC who narrowly missed out last season on an opportunity to contest a playoff in the Conference League. Nonetheless, what is quite noticeable about Shamrock in 2016, is that they would have done serious restricting of their club and I do expect remarkable things from them this season.

At this juncture, it would be very much remiss of me if I did not acknowledge Denron Daniel Frederick AKA ‘Toco’ who is from the general area where Shamrock F.C is based. The talented Stricker has worn many caps for Grenada and was also involved in playing Semi-Professional football in Trinidad about two (2) years ago. He would have last played for Hard Rock FC; however, greater opportunities have cross the path way of Denron whereby he had recently sign on to play for ‘Brooklyn Italian’ soccer Club based in the USA.This is fascinating news for us all, and we would like to wish him the best in his endeavours with his new club.

Let me once again for yet another year highlight Mc Donald College who successfully defended the ‘Republic Bank Right Start Cup’ boys under twenty (21) Championship title in 2016. With such a remarkable achievement of this noble Institution that overlooks the town of Sauteurs, is one of the clear indicators of the solid foundation upon which football is being built in the Parish.

The St. Patrick’s Major League (S.P.M.L) football competition from this year onward will be held in the honour od Adrian ‘Spaceman’ Mitchell. Mr. Mitchell was a founding member of the S.P.M.L. In addition to that, he was a former Sports Minister and a former Executive member of the GFA.

It is quite evident that Mr. Mitchell would have served with great distinction I each capacity of which he was involved and as a result would have left a rich legacy throughout this country.

The S.P.M.L football competition this year is expected to be played under the lights at Hermitage playing field for June 16th, 2017.

In conclusion, I believe 2016 was an excellent year generally based on what would have been achieved by the teams of the parish. Let me continue to implore upon all and sundry, with regards to the overall development of the sport, to always strive for excellence to bring more and better rewards for football in St. Patrick.

CHAIRMAN REMARKS

The women’s committee is responsible for the policy construct of women development within the confines of the GFA. The Committee is mandated to make recommendations to the Executive Committee of the Association, with the aim of seeking approval for its planned programs and ensuring that those plans and networked into the general Strategic Plan of the association for holistic development of the game.

In 2017, I have been given the task of spearheading the women committee to continue in the conceptualization of football development plans and participation of national women team in the various competitions organized, locally and internationally.

My observations are, that while we have made forward strides in our women developmental programs, we have not been consistent with ensuring that progress is steady and the development is extended to all aspects of women participation.

In 2017 the committee embraces the challenge of implementing sustainable and continuous development throughout the Tri- island state. It is our hope to improve on what has been achieved thus far and harmonize objectives with the Executive Committee and Secretariat in moving forward. It is our Vision that in the first year we would have been able to move women’s development beyond just competition but increase the level of technical development and administration.

MEETINGS

From the Month of February the committee met fortnightly to discuss women development.Main items on the agendas were as follows:

1. Technical development

2. Women competition

3. Corporate Sponsorship

Regarding quorums for meetings, generally all meetings held had a quorum, with two members expressing difficulty in attending meetings. Meetings have been successful with several action items being established for execution regarding our strategic plan by the secretariat.

To date we have spearheaded the commencement training of the Senior National women’s team and are in preparation for the re-establishment of technical development centers for the players from grass roots to elite throughout the island at the different age groups. The requisite minutes of meetings are recorded and filed with the secretariat.

STRATEGIC PLAN

In keeping with the Strategic Plan of objectives under the Technical plan, the Women’s Committee is poised to

strengthen and grow the program for gender development in the sport. Our modus Operandi will be hinged on development in the following areas:

a. Coaching development and certification

b. Official development and Certification

c. Player development

d. Competition development

Provisions and funding has already been committed. Equipment from previous programs is currently being incorporated. Funding through FIFA Forward, one-CONCACAF and general FAP funds should realize the execution of our programs in terms of technical resources and personnel. With this vital support, we will be able to pursue our programs with an increase degree of success.

ACHIEVEMENTS

To date the women committee has established a Staff to prepare the National Senior women team for participation in the WIFA tournament to be hosted in July of 2017. A date is yet to be released by WIFA.

The committee thru secretariat and GFA has hosted a women grassroots course March 6-10, 2017 at the Grenada National Stadium was conducted by FIFA Instructor, Andrea Rodebaugh. On completion some 17 coaches received certificates.

FUTURE EVENTS

a. Development centers.

In the immediate future the Committee will be organizing the Development program plans by collaborating with the GFA technical centers and other academies to provide women development at grass roots and elite developmental stages. The intention is to add recently trained grass roots and D-licenses coaches to existing and new centers commencing this summer and continuing throughout the Tri Island.

b. WIFA women Senior tournament.

c. COCACAF women day.

The footballing fraternity would be visited by EX-Canadian, Dominican born Professional goal Keeper Ms. Karena LeBlanc

d. Women U17, U20 and Olympic Qualification.

On behalf of the Women Committee I will like to extend appreciation by giving us the opportunity to serve football. We look forward to your support and will endeavor to improve the state of football for women in Grenada Carriacou and Petite Martinique.

Five (5) meetings were convened by the Referees/Assistant Referees Committee for the year 2016. Four of those meetings were convened with the committee and the other one was convened with the committee and all match officials. The support and working relationship from the members was generally good in 2016.

(1) GFA MATCH OFFICIALS ROLL CALL:

There were thirty-nine active (39) match officials on the GFA list for the 2016 season including women. Fifteen of these persons are junior officials and the remainder are senior officials. Four of which are women. The timely attendance and deportment to match appointments for the season was generally good, but there is still room for improvement.

(2) TRAINING/COURSE:

On 13-17 September, 2016, twenty-five (25) persons participated in a five day FIFA Referees Course at the National Stadium. Twenty-two males (22) and three females (3) participated. The course was conducted Mr. Joseph Taylor (CFU Fitness Instructor) and Mr. Victor Stewart (CONCACAF Technical Instructor). Also present making presentations were Mr. Valman Bedeau (CFU & GFA Technical Instructor and Referees Officer) assisted by Mr. Earnest Richardson (GFA Fitness Instructor). The course comprise of classroom sessions and practical sessions including Trivia’s and a FIFA Fitness Test was also conducted. Out of the twenty-five participants, seven persons passed the fitness test which were only males. The course commence with an opening ceremony and ended with a closing ceremony, where all the twenty-five participants were presented with a certificate of participation and successful completion of the course.

(3) ASSESSMENT/TRAINING:

Most of the match officials for the 2016 season were being assessed, by Valman Bedeau, Earnest Richardson and Mr. Finbar Charles. Referees fitness and technical training is being conducted every week at Queens Park, St. Patrick’s, St. David’s, St. Andrew’s, Cuthbert Peters Park, Gouyave, by Earnest Richardson our CFU and GFA Fitness Instructor, Mr. Valman Bedeau our Technical Instructor and sometimes assisted by Mr. Kuan Budd, FIFA Assistant Referee. All match officials were encouraged to do their individual work on their own. The turn-out to these training sessions was generally good but there needs to be improvement in terms of attendance. In 2017 greater emphasis will be placed on Technical training especially on the new revision of the Laws of the game which came into effect in July 2016.

(4) REFEREE WORKSHOP HELD IN CARRAICOU

A two-day Referees Workshop was conducted in Carraicou during the month of November 2016 by the GFA Referees Officer and Technical Instructor Mr. Valman Bedeau. Ten (10) persons participated in the session. Topics discussed were, The Referee, Dangerous foul, the Assistant Referee, the start and restart of play, off-side and free kicks to name a few. There was classroom session and field session in which all the participants took part. All the participants welcomed the workshop and they looked forward to more sessions like these in the future.

(5) FIFA FITNESS TEST CONDUCTED & NOMINATION TO FIFA LIST

On Wednesday 14th September, 2016, our annual FIFA Fitness Test was conducted at the National Athletics Stadium from 8:00am. The test was conducted by Mr. Joseph Taylor (CFU Fitness Instructor), Mr. Victor

Stewart (CONCACAF Technical Instructor) and assisted by Mr. Valman Bedeau and Mr. Earnest Richardson. Also present was Doctor Francis Martin, Chairman of GFA Medical Committee and the Grenada Red Cross. Nineteen (19) officials participated in the test including one female. The test comprise of Sprints and 400m laps to be done in a required time set. At the end of the test six persons pass overall. On Friday 30th September, 2016 a meeting was convened by the Referees Committee and the following persons were nominated; Kuan Budd, Akeeba Clovey and Jade Paul (Assistant Referees) and Reon Radix (Referee) and subsequently their names were submitted to FIFA Referees Committee for consideration. During the month of December, 2016, the Secretariat was informed by FIFA that Kuan Budd and Akeeba Clovey nomination was approved and accepted for FIFA International List and Reon Radix and Jade Paul was not accepted as International Referees. The Committee wish the nominees all the best on their journey.

(6) REGIONAL APPOINTMENTS:

The following FIFA match officials, namely Kuan Budd and Akeeba Clovey (FIFA Assistant Referees), were all appointed in regional tournaments in 2016 at CONCACAF and CFU.

(7) GENERAL MEETING WITH MATCH OFFICIALS:

Two meetings were held with all match officials in 2016. One in May and the other in September. The meeting was convened on the request by the members of the Committee to deal specifically with referee matters and to get suggestions, recommendations on the way forward. Over twenty (20) GFA match officials attended those meetings held. Present at the meetings were the Chairman of the Referees Committee, The Referees Officer and other committee members. The match officials welcome and encourage that more meetings like these is good and recommend we continue on that path moving forward.

CHALLENGES:The GFA is faced with challenges at times with match appointments, where persons are accepting appointments and they are not showing up for matches. The lack of timely reports by match officials is an issue especially where there are serious incidents resulting from the games. Officials who were at fault was called in and spoken to. We are

presently addressing that issue and we intend to have constant dialogue and meetings with all match officials in moving forward to better our delivery in terms of officiating at a professional level. There is still more work to be done.

THE WAY FORWARD:Ongoing recruitment drive for persons who are desirous of becoming match officials both male and female between the ages 18-25.

SANDALS LA SOURCE SUPER 8 TOURNAMENT CLIMAXThe Grenada Football Association introduced a new exciting competition in 2015 which culminated in January 2016.The v is ion behind the tournament was giving citizens the opportunity to experience a big football classic on Boxing Day.

Hence the birth of the Sandals Super 8 Knockout Tournament. The exciting knockout format featured 4 days of double headers involving the best teams in Grenada. Of the eight teams, five were the top teams in the Premier League, the top 2 of the second division and the winner of the second division.

These teams in competition were Hurricanes Sports Club, Paradise FC International, St. John’s Sports, Boca Juniors, Queen’s Park Rangers, Mt. Rich Football Club, Gouyave Football Club and Sabb Spartans.

The top 2 teams in the GFA Premier League Paradise FC and Hurricanes Sc dominated the competition to set up the ultimate final in which both teams were battling to put a second domestic title to their names and walk away $20,000 dollars richer.

However, the Boxing Day Classic had to be postponed due to inclement weather. This paved the way for the set up of the grand final in front of a massive crowd at the newly refurbished Athletic and Football Stadium on January 23rd. It was early tense moments for Paradise as Hurricanes went 2-nil up in the first ten minutes of play off the boot of number 91 Rickel Augustine.

The strong showing from Hurricanes continued until the team lost one of its players to a red card; number seven (7) Lemoy Augustine in the 45th minute. 10 man Hurricanes SC lost its momentum as Paradise FC came back in the second half with a different defensive game plan which paid off.

Paradise FC’s Vernon Scoon found the net in the 66th minute then Captain Jake Rennie equalized in the 71st minute.

It was Travis Rennie who sealed the game for Paradise FC in the 82nd minute in front of a cheering crowd of more than 5000 people.

During the closing ceremony, Paradise walked away with a number of individual titles including the Golden Glove which went to Goal Keeper Jason Belfon. Additionally, Paradise FC’s Captain Jake Rennie walked away with the Golden Boot Title which he has to share it jointly with 3 other players; fellow team mate Travis Rennie, Hurricanes’ Rickel Augustine and Queen’s Park Rangers’ Irvine Smith, all with 3 goals apiece.

Sabb Spartans copped the title of fair play team with the least yellow cards of the competition and Paradise FC Captain Jake Rennie was named Most Valuable Player.

Delivering brief remarks at the Sandals Super 8 closing ceremony, PR Manager for title sponsors Sandals, Tahira Carter said her organization was proud to partner with the GFA for the development of football. GFA Vice President Allan James congratulated both teams for a superb final. He further stated, “Special thank you to Sandals and the other partners for making this tournament a reality and we look forward to 2016 for more top notch football. It’s a great opportunity for our players to participate at the highest level at such a tournament.”

The Sandals Super 8 final was witnessed by FIFA Presidential Candidate Gianni Infantino and CONCACAF EXCO Member Captain Horace Burrell among other invited guests.

Following the final, Mr. Infantino tweeted, “Great game in Grenada at the Sandals Super 8 Final between Hurricanes SC and Paradise FC. Thumbs up to the Grenada FA for a superb event.”

PITCH MANAGEMENT WORKSHOPTwo Grenadian grounds men were certified in Football Turf and Pitch Maintenance after completing a FIFA Workshop in Barbados at the end of January,2016. Kevin Holas and Roger Buckmire were awarded certificates.

The workshop was facilitated by International Pitch Expert Dr. Stephen Baker who made presentations on maintenance theory for natural grass and football turf.

Practical sessions were also held to test their knowledge.

Holas and Buckmire were among more than 30 professionals from the English and Dutch Speaking Caribbean to attend the meeting.

The groundsmen’s attendance to the workshop was made possible via a FIFA course offering which came through the Grenada Football Association.

CONCACAF U17 WOMEN’S CHAMPIONSHIP GRENADA 2016

2016 was quite a prolific year for the Grenada Football Association. Grenada became the first OECS island to host a CONCACAF qualifying tournament and that process had lasting benefits.

On January 21st, the historic official draw for the CONCACAF U17 Women’s Championship Grenada 2016 was held at the Radisson Grand Beach

Resort. The draw was conducted by CONCACAF Acting General Secretary Ted Howard with assistants Grenada’s former English Premier League footballer Jason Roberts and Grenada Tourism Authority Communications Officer Chrislyn Lashington.

Grenada was grouped with Haiti, Canada and Guatemala. In Group B, 2013 Champions Mexico were in with two time champions the USA, Jamaica who appeared in all five CONCACAF Championships and Costa Rica who participated in the tournament 3 times.

Opening the proceedings was CONCACAF Vice President Horace Burrell saying that CONCACAF, “feels privileged to collaborate with the island of Grenada to host for the first time a competition of this magnitude.”He further stated that the tournament will provide an immense platform for young footballers, from diverse backgrounds, to fulfill their true potential.

GFA President Cheney Joseph welcomed all the teams but warned that Grenada would give a fight. He said, “We wish each of the participating teams best of luck and should the draw permit us to take on the might of the USA, Canada or Mexico or any other CONCACAF power house, we say to you we shall cherish the moment, while fighting hard to the end and possibly create a few upsets within the tournament.”

Following the launch Grenada received regular visits form CONCACAF delegations who engaged the LOC on preparing the match and practice venues for the tournament. The match venue was Grenada’s National Football Stadium, while practice venues included Tanteen, Beausejour, La Sagesse, Queens Park and Morne Rouge. These playing field were resurfaced and upgraded by the Government of Grenada.

Team Grenada had by then been in training for a number of months and were participating in regular weekend camp sessions paid for by the GFA. Head Coach Alister Debellotte oversaw the girls training along with assistant coaches Alana Francois, Franklyn Baptiste, Carlos Lewis and Team Manager Patricia Patrice. The girls showed steady improvement in their technique. The camps also included development sessions based on injury management, nutrition and engaging the media.

The GFA also invested in 2 international friendlies against US team Weston FC . Though Team Grenada lost both matches all agreed that the team improved remarkably since they began training a few months ago. Team Grenada scored one goal apiece in the two international friendlies against Weston FC. Both matches were keenly contested especially in the first half with Team Grenada holding Weston to a one all draw. However, Grenada lost both matches 4-1 and 6-1 respectively.Grenada also secured three overseas based players for the tournament- Jasmine Joseph from New Jersey, Eeron McSween from New York and the youngest player on the team Melania Fullerton out of Texas.

The Tournament got underway on March 3rd and ended with a spectacular closing ceremony on 13 March,2016. In the end, Team USA added a 3 rd CONCACAF U17 Women’s Championship Title to their name beating Mexico.Canada was 3rd in the competition. Team Grenada did not win any of their group stage matches.

Sporting rehabilitated fields and top class facilities, Grenada demonstrated that it has what it takes to host major international competitions.

The feedback from Grenada’s hosting was positive with congratulatory messages pouring in. Coach of Team USA BJ Snow said, “It’s been such a marvellous run event from top to bottom and I think it made the experience even greater for our players to get to know the people here.”

Mexico’s Head Coach Christopher Cuellar was equally impressed with Grenada. He said, “It’s a beautiful country and it’s been a very positive experience for us and the girls and we want to thank the people of Grenada for putting on a great tournament.”

The Grenada Football Association and Ministry of Sports worked hand in hand to ensure that the tournament was run at a very high level and the legacy is already noticeable. GFA President Cheney Joseph presented this legacy in several points: improved training facilities, increased technical knowledge, opportunities for future events, potential of Grenada becoming a training venue, international visibility, establishment of a National Volunteer Program and positive visitor experience reviews.

CFU MEN’S QUALIFIERSTraining sessions for footballers hoping to make the National Men’s Senior Team for the CFU Caribbean Cup Qualifying Round 1 began in February 2016. All GFA Clubs were invited to submit the names of players while the FA engaged a number of overseas based players. Training sessions were held 3 times weekly; Tuesdays and Thursdays at Victoria Park and Saturdays at the National Cricket Stadium. In the lead up to the start of the qualifiers, Grenada played Trinidad and Tobago with the latter managing to draw the match 2 all in the final seconds. The Head Coach of the team was Andrew ‘Brother’ Munro, along with Jerry Alexis-physical trainer, Thomas Alexis-Goalkeeper Coach, Mario Christopher-physiotherapist and Harry Varley- Coaching Assistant. In the qualifiers, Grenada sailed past round one beating St.Maarten 5-0 and the USVI 2-1. However, in round 2, Grenada was knocked out of the competition in June losing at home to Puerto Rico 4-3 via penalty kicks then losing to Antigua and Barbuda 5-1.

GRENADA VS CANADA-MAY 18TH,2016The GFA collaborated with businessman Wayne Redhead ‘Waggy T’ to host an international friendly match between Grenada and Canada’s Olympic Men’s Team. Grenada lost the match 3-nil. The match saw participation from over 3500 patrons and was used as a practice match before Grenada played Puerto Rico for the CFU qualifiers in June.

GFA SEASON OPENINGThe GFA Season opened on June 10th at the National Football Stadium with a double header; 2015 Premier League Hurricanes SC played 1st division winners Mt.Rich SC while 2nd placed Premier League Team Paradise FC played Gouyave FC the 1st division runners up in 2015. Hurricanes and Paradise won their opening encounters. The competition was played under new rules which would see three rounds of competition in the Premier League. After two rounds, the team with the most points were awarded monetary prizes. However, the top four teams had to go on to play the Big Four to determine the premier league champions. The 1st and 2nd divisions were also divided into four conferences: Eastern, Northwestern, Central and Southern. The conference winners entered a playoff for two automatic promotions to the Premier League.

CLUB LICENSINGStrengthening club structure and professionalism was the focus of a 2 day FIFA/CONCACAF Club licensing workshop held in Panama January 27-28,2016. Then GFA Acting General Secretary Malaika Church and Chairman of Competitions Patrick Francis attended the seminar. This event followed the CONCACAF club licensing launch in early 2015 which seeks to globalise club licensing and establish systems in every corner of the world. Mr. Patrick Francis who is also the GFA Vice President was named Club License Manager and he led a robust education and engagement process with local clubs. Grenada then began implementing its club license programme in late 2016. A First Instance body was setup and requirements for obtaining a license distributed to each club. in 2016, more than 25 clubs met the criteria to obtain a license.

FOND LIGHTING PROJECT The 1.5 million EC Fond Lighting project in St.Patricks was completed in July 2016. The project which began in 2015 is aimed at illuminating the rural playing field according to FIFA standards. As part of the FIFA Goal Project, 8 light poles holding 12 lights were installed. Fond was the home ground for St. Patrick’s based premier league teams in the 2016 GFA season. Another phase of upgrade is being planned as it relates to seating and proper drainage for the facility. Already the lights at Fond have stimulated economic activity for vendors and football clubs in the area. Project Consultant Cecil Frederick applauded the GFA for taking the step and said residents can look forward to much more at Fond. He said, “The playing surface is to be upgraded along with additional seating for 4,000 people and a state of the art dressing room for player comfort.”An official opening ceremony did not happen in the year in review due to challenges beyond the GFA’s control.

CFU UNDER 17 WORLD CUP QUALIFIERSThe GFA fielded a team for the CFU Under 17 World Cup Qualifiers in July. The team travelled to St.Vincent and the Grenadines for round one qualifiers. The boys won their first match won their first match against St.Vincent and the Grenadines 2-0 at Victoria Park, St.Vincent. However, the Spice Boys lost their second match to St.Lucia 2-0. Finally, the team drew 1 all against Bermuda. The team was coached by Jake Rennie of Paradise FC International.

NEW STATUTES PASSEDThe GFA passed new statutes on July 2nd,2016, becoming the first in Grenada to pass new FIFA requirements. The process of stakeholder engagement and preparation of the document was supported by FIFA. The new statutes increases the membership on the Executives from 7to 11. It also has the effect of changing the composition of Council as well as providing for women’s representation.

CONCACAF U15 GIRLS TOURNAMENTFollowing on the heels of the historic hosting of the CONCACAF U17 Women’s Championship, Grenada participated in the CONCACAF U15 Girls Championships in Orlando Florida in August,2016. In their first match at the ESPN Wide World of Sports Complex, Grenada drew one all with Nicaragua. Here are the full results:

PARADISE WINS INAUGURAL GFA CARNIVAL CUPParadise FC International are the champions of the inaugural GFA Carnival Cup played under the lights at the Fond Recreational Ground. Spectators enjoyed a match that proved to hold a few surprises.

At halftime, victory seemed sure for St. John’s Sports who were 3-1 up thanks to a brace from Shevon Sampson (34’and 36’) and a 39th minute strike from Damion Ross. Saydrel Lewis was the only Paradise player to past a score at that time in the 22nd minute.

However, Captain Jake Rennie saved the day in true heroic style with a hat trick to secure the title for Paradise FC International. His first goal came in the 58th minute which was followed closely by a strike in the 71st minute. Finally, Rennie did not miss the chance to net a penalty kick in the 76th minute.

Speaking after the victory, Paradise FC Captain Jake Rennie said, “I am very proud of my players seeing that came after the Carnival season and gave their all. The grand prize was EC 3,000.

FIFA REFEREES COURSETwenty Four local referees completed the FIFA Advanced course in September at the Grenada National Stadium. The group had to undergo a fitness test as well as classroom sessions. In the fitness test one referee and 4 assistants passed. On the technical side the instructors reviewed the 92 revisions of the law issued by FIFA. The course was facilitated by FIFA Fitness Instructor Joseph Taylor together with FIFA Technical Instructor Victor Stewart.

GFA STRATEGIC PLANNING PROCESSAt the end of September 2016, the GFA embarked on a Strategic planning process supported by FIFA. The process involved a three day consultation with the GFA Executive and other stakeholders at the Radisson Beach Resort. The result was refreshed mission and exciting new vision. The workshop was led by Consultant Kenny MacLeod and attended by FIFA Development Officer Howard McIntosh and FIFA Technical Development Officer for the Southern Caribbean Anton Corneal. The workshop involved brainstorming and prioritizing the areas that need urgent reorganization to take Grenada’s football to the next level. Youth and Women’s Football, National Teams, Revenue Generation (sustainability) and Competitions were identified as part of seven key pillars to be discussed with stakeholders with the aim of transforming the GFA. Since the workshop, the GFA has engaged stakeholders such as Government, the business community and clubs and the media to get their input.

PRINCE HARRY VISITS GRENADAFor the Grenada under-17 women’s national team, a memorable 2016 was capped in December by Prince Harry of Wales’ visit to the Spice Island.

The opportunity to meet royalty, elicited high levels of excitement. Prince Harry’s stop was part of a 15-day Caribbean tour, which concluded in Guyana. Grenada Football Association President Cheney Joseph presented Prince Harry with a framed Grenada national team shirt at the Queen’s Park playing field, where a sporting and cultural event featuring football, cricket and netball was organized.

Said Joseph: “Though a short visit and somewhat brief time together, we will always remember his words to the girls encouraging them to balance education with sports and life will be better as you grow older.” GFA technical director Trevor McIntosh was delighted that the U17 team had an active part to play in the unique opportunity. “I hope this is one experience that motivates them to keep playing football,” he remarked, adding that Prince Harry said he would “hang the gift on his wall.”

WE CARE INITIATIVEOn Saturday 17th December, 2016, the young ladies of Grenada’s U17 and U15 National teams brought Christmas cheer to three of the children’s homes on the island.

The initiative of the Grenada Football Association Women’s Committee was dubbed, WE CARE, W-Women E-Everywhere C-Changing A-Attitudes, R- Rewarding E-Excellence.

The programme is a legacy of Grenada’s hosting of the CONCACAF Women’s U-17 Tournament in March 2016. The homes visited were the Dorothy Hopkin, Queen Elizabeth and Bel Air Homes for Children. On the visits, the girls interacted with residents showed them some basic football skills and show off their own skills. CONCACAF sponsored “Football CARE Kits” were also presented to each home to support their recreation programmes. The initiative was sponsored by Bryden and Minors and Huggins Grenada Ltd.

GFA ADMINISTRATIVE BUILDING

Significant progress was made on the GFA Administrative Building in 2016. The foundation, concrete work, installation of windows and much more was completed in 2016. The building which is a goal project funded by FIFA to the tune of 1.5 millions EC dollars is located at Queen’s Park opposite the National Cricket Stadium. The building will become the administrative home of the GFA. Presently, because of slow FIFA disbursement finishing work on the building has been delayed. Projections are that the official opening will take place in May.

We have audited the financial statements of Grenada Football Association, which comprise the statement of financial position at December 31, 2016, and the related statements of comprehensive income and cash flows for the year then ended, and notes to the financial statements, including a summary of significant accounting policies.

In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of the Association as at December 31st, 2016 and its financial performance and its cash flows for the year then ended in accordance with International Financial Reporting Standards for Small and Medium-sized Entities (IFRS for SMS’s).

BASIS FOR OPINION

We conducted our audit in accordance with International Standards on Auditing (ISAs). Our responsibilities under those standards are further described in the Auditors’ Responsibilities for the Audit of the Financial Statements section of our report. We are independent of the Association in accordance with the ethical requirements that are relevant to our audit of the financial statements in Grenada, and we have fulfilled our other ethical responsibilities in accordance with these requirements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.

RESPONSIBILITIES OF MANAGEMENT AND THOSE CHARGED WITH GOVERNANCE FOR THE FINANCIAL STATEMENTS

Management is responsible for the preparation and fair presentation of the financial statements in accordance with IFRSs for SME’s, and for such internal control as management determines is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.

In preparing the financial statements, management is responsible for assessing the Association’s ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless management either intends to liquidate the Association or to cease operations, or has no realistic alternative but to do so.

AUDITORS’ RESPONSIBILITIES FOR THE AUDIT OF THE FINANCIAL STATEMENTS

Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditors’ report that includes our opinion. As part of an audit in accordance with ISAs, we exercise professional judgment and maintain professional skepticism throughout the audit. We also:

� Identify and assess the risks of material misstatement of the financial statements, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control.

1. INCORPORATION AND PRINCIPAL ACTIVITY

The Association was established in 1924 to control and regulate the game of football in the tri-island state of Grenada, Carriacou and Petite Martinique.

2. SIGNIFICANT ACCOUNTING POLICIES

The principal accounting policies applied in the preparation of these financial statements are set out below. These policies have been consistently applied to all years presented, unless otherwise stated.

(a) Basis of Accounting

These financial statements have been prepared in compliance with International Financial Reporting Standards for Small and Medium-sized Enterprises (IFRS for SME’s) and under the historical cost convention. The financial statements are expressed in Eastern Caribbean Currency dollars.

The preparation of financial statements in conformity with IFRS for SMEs requires the use of certain critical accounting estimates. It also requires management to exercise its judgment in the process of applying the Association’s accounting policies. The areas involving a higher degree of judgment or complexity, or areas where assumptions and estimates are significant to these financial statements are disclosed in Note 3.

(b) Property, Plant and Equipment

Property, plant and equipment are stated at cost.Depreciation is provided on the straight-line basis at rates expected to apportion the costs of the assets over the period of their estimated useful lives. The rates used are as follows:

(c) Foreign Currency

Foreign currency transactions during the year have been effected at the rates of exchange ruling at the dates of the transactions. Assets and liabilities expressed in foreign currencies are translated to Eastern Caribbean Currency dollars at the rates of exchange ruling at the end of the financial period. Profits or losses on subsequent conversion are reflected in the operations of that period.

(d) Cash and Cash Equivalents

Cash and cash equivalents consists of cash on hand and at bank.

(e) Trade Payables

Trade payables are obligations to pay for goods or services that have been acquired in the ordinary course of business from suppliers. Accounts payable are classified as current liabilities if payment is due within one (1) year or less, if not, they are presented as non-current liabilities.

3. CRITICAL ACCOUNTING ESTIMATES AND JUDGMENTS IN APPLYING ACCOUNTING POLICIES

The development of estimates and the exercise of judgment in applying accounting policies may have a material impact on the Association’s reported assets, liabilities, revenues and expenses. The items which may have the most effect on these financial statements are set out below.

Property, plant and equipmentManagement exercises judgment in determining whether future economic benefits can be derived from expenditures to be capitalized and estimates the useful lives and residual values of these assets.

(a) The Association holds the following leases.

i. Property known as Fond playing field, St. Patrick’s for a period of thirty years expiring 2043 at a price of $1.00 per annum.

ii. Property at Queen’s Park, St. George’s measuring 6,563 square feet of land together with the building thereon for a term of thirty-three years expiring in 2047 at a price of $1.00 per annum.

(b) Freehold Property

Ten (10) acres of land situated at Paradise known as Simon, St. Andrew’s was conveyed to the Association by the Government of Grenada at no value.
