CHAIRPERSON’S MESSAGE

On behalf of the trustees and staff of NFI, I am pleased to present the 2015-16 Annual Report.

In my first year as the chairperson I am delighted to report that it has been an eventful and exciting year for NFI. The details of the grants made to voluntary organizations in different core programme areas of Community Health, Livelihood Security, Local Governance, Elementary Education, Citizens and Society, Development Communication and Peace and Security have been given in the report. Our other programmes like the National Media Awards, C Subramanium Awards, and Internships continued as in earlier years. The diversity and thrust in both content and geographical areas that our programmes tried to address are noteworthy.

We will be completing 25 years of work early next year. The Foundation was envisioned to work as a catalyst to accelerate social and economic development in India by supporting voluntary initiatives. We, at NFI, take pride that during these years our activities and programmes have seen a quantum leap. The Foundation supports long-term development initiatives that arise out of the felt needs of the people. We recognize that the process of development is as important as the outcomes. Within this framework, the Foundation has continued to work towards a synergy of different inputs that are necessary for a people-centered development strategy based on equity and equality.

Thus we move on; in the words of Jalaluddin Rumi “Constant, slow movement teaches us to keep working like a small creek that stays clear, that doesn’t stagnate but finds a way through numerous details deliberately”; this is what gives us hope.

We are grateful to our donors for their generous support to NFI for fostering local philanthropy; and also, to other state and non- state players in reposing their trust. My fellow trustees have actively engaged with the Foundation which is greatly appreciated. Recently, I was in Berlin for the release of the World Hunger index. The report ranks India at a shocking 97th position in the hunger index amongst 120 countries. Once you go beyond numbers and start putting faces to these statistics of hunger then India presents a heart breaking story. Much of the follow up conversation was around the paradox of India, where magical two digit growth figures co-exist with such extreme levels of hunger and malnutrition. It was a highly informed audience and continued probing me about the reasons for India’s dismal performance on all social indicators like education, health, water and sanitation.

On my return, I was confronted with an aggressive and jingoistic public narrative on external ‘threats’ made shriller (or created) by an increasingly chauvinistic media. In this narrative I was unable to find the voice of the majority of the Indian population who live on the margins and face hunger on a daily basis as reflected in the global hunger index. In such a homogenizing narrative, the voices, issues and aspirations of the most marginalized often get drowned and the realities of Banda, Ananthpur, Champaran, Dantewada or Churachandpur are not even a footnote. The following week I was in Assam meeting social workers and activists from across North East and visiting areas around Kokrajhar and Bongaigaon. One of the running threads of these conversations was around the costs of conflict and its consequences in the form of colossal human suffering. Some of the personal catastrophic experiences and accounts of conflict have left me numb. In this context, the moral imperative to work for enduring peace and against injustice and hunger; only becomes stronger.

Much of the voluntary sector, social action groups and civil society organizations work on this agenda of building peace and fighting injustice and hunger. This is a difficult path and often leads to failures and also surfaces the failings of the sector. However, most of these individuals and organizations harshly introspect and quickly recalibrate their work and mission to align with the moral compass of dignity and justice for all. It is our endeavour at the National Foundation for India (NFI) to accompany and provide assistance with humility to these incredible individuals and organizations who work with passion and energy to ensure a life of dignity for all.

NFI is proud that in the financial year 2015-16, it worked directly with more than 50 partners and around 50 individuals spread across the country focusing on the seven thematic areas of NFI’s work, namely, Community Health, Livelihood Security, Local Governance, Elementary Education, Citizens and Society, Development Communication and Peace and Security. It has been a productive and satisfying year for NFI as we walked along with existing partners and also built several new and interesting partnerships. We are delighted to report that our work has continued to grow and has expanded to new domains including the Sustainable Development Goals; partnering with state governments; partnering with Indian philanthropy to scale up our work in urban areas; and enhancing livelihood opportunities for 10,000 households in 3 states. We are happy to present a detailed account of our work in the financial year 2015-16 through this annual report. We sincerely hope that you would find this report comprehensive and would send us your feedback and insights.

Let me express my deepest gratitude to our chairperson (Syedaji), NFI trustees, partners, donors and all other co-travellers of NFI for all their support, guidance, warmth and solidarity. Let me end with a warm hug to each and every team member of NFI to say that the journey continues.

CITIZENS AND SOCIETY

Context

The notion of citizenship is defined as membership in a political community, and is associated with the political rights of the individual in society. At the same time it implies a culture of civic participation in the public sphere, to improve life for the community and for all citizens. While this culture is rooted in social, economic, and political structures, it is also shaped by individual attitudes, beliefs, values, and knowledge. The qualitative contribution of the individual in society is thus a function of enlightened and informed citizenship. Therefore, there is a need to invest in present day leaders. However, leadership is not the sole prerogative of people holding positions of power. It is also exercised by citizens in their individual capacity, who use their vision, charisma, influence, knowledge, and experience to bring about social change.

With this background, NFI has, over the past decade, aimed to invest, support and strengthen individual leaders – youth, development sector workers and those associated with the business community in their various capacities to bring about social change and transformation. The initiatives of these groups fall under three thematic areas: “Voluntarism Programme”, “Leadership Development Programme” and “Social Justice Philanthropy”.

Social Justice Philanthropy

Activities Undertaken

Activity Highlights

Social justice philanthropy initiative is one of the core endeavors of NFI to strengthen philanthropy in India. This initiative with a specific focus on the private sector in India, attempts to influence both the philanthropic discourse and practice in the country towards a more pro-social justice approach. NFI has adopted a multi-pronged approach to achieve this end. These are evidence -based policy advocacy utilizing research and publication, direct dialogue with private sector players and media engagement around key issues are some of the instruments used by NFI for this.

NFI and Oxfam-Chhattisgarh jointly organised a CSR round table on 29th January 2016 at Raipur with active support from Chhattisgarh state Government and Indian Institute of Corporate Affairs. The round table was attended by the chairperson, Chhattisgarh state Finance Commission; the Deputy Chairperson, Deptt of Planning, Govt of Chhattisgarh; senior official from Indian Institute of Corporate Affairs as well as a number of representatives from corporate and civil society organisations.

NFI and People’s Watch- Madurai organized a corporate round table on 1st March 2016 at Chennai to mobilize private sector support for human rights issues. The office of the British High commission, Chennai and CII Chennai chapter provided key support in facilitating participation of corporate sector in the round table.

A civil society-business round table was organized on 29th May 2015, to release a collaborative report on “corporate foundations in India” in view of the mandatory CSR provision under the new Companies Act 2013. The round table was attended by eminent corporate leaders and members from civil society. The round table was a collaborative effort of change alliance, IICA, Prakruthi, Praxis, Charities Aid Foundation and NFI.

As part of NFI’s collaborative work under the “Corporate Responsibility Watch”, a coalition of organizations working on business responsibility issues, two reports were published :.

� Media engagement activities though writings in print media and a series of radio programs.

� Business round tables and bilateral dialogues with businesses for direct dialogue to sensitize and encourage their business responsibility activities towards a pro-social justice approach.

� Evidence based research and publications as tools for targeted as well as public advocacy for social justice.

1 “Making Growth Inclusive - Analyzing Inclusive Policies, Disclosures and Mechanisms” and 2 “Beyond 2%: Reclaiming Corporate Social Responsibility for Community Empowerment”. Both these reports focused on analyzing policies and performances of top companies on inclusiveness aspects of business and were based on the publicly reported data by the top 100 companies.

NFI contributed an article “Missing the wood for the trees” for a special issue on CSR by Governance now (October 16-31 issue). A guest essay “implications of corporate social responsibility on civil society in India” was also published in the annual “State of the civil society report 2015”, published by CIVICUS, a global alliance of development organizations.

Impact

� Been able to form multiple formal and informal partnerships with industry, industry associations, regulatory agencies and fellow civil society organizations working on similar themes.

� Strengthened advocacy through print and electronic media including through radio programs.

� Have widened the geographic reach of advocacy activities around business responsibility and social justice.

Voluntarism Programme

The voluntarism programme seeks to channelize the idealism and energy of the youth in promoting greater social justice and humaneness in our society. The programme aims to promote the spirit of voluntarism and civic action amongst young people and to encourage civil society organizations to promote voluntarism among the youth.

Activities Undertaken

Under the voluntarism programme the youth internship programme was facilitated. Grants and support in the last year have been made to Alfa Education Society, Rajasthan; Programme for Social Action, Delhi; Patang, Odisha; Reach India, West Bengal; Sauhard, Ahmedabad; Abhivyakti Foundation, Jharkhand and Rupantaran Foundation, West Bengal.

Highlights

� Facilitating exposure of youth to various development sites for an interface with the grassroots workers and experience first-hand, the many development challenges. 35 young people from Delhi and Odisha interned with grassroots organizations in northern and central parts of the country.

� Supporting youth resource centres as platforms for youth engagement. 5 YRCs in five states were supported under the programme this year.

� Enabling youth participation in civic action through volunteering, participation in campaigns, formation of youth groups and exposures to development work.

� Supporting the process of developing a strategy to work with young people in West Bengal.

The activities have been around:

NFI continued it’s highly successfully Youth Internship Programme for the 13th year. The programme, which focuses on exposing university students to public action, issues of poverty and empowerment, aims to create active and resourceful citizens amongst the urban youth. As a part of this programme young people in the age group of 18-25 years are placed with rural NGOs so that they experience another India and learn about the development challenges, and the voluntary sector.

Grants were made to support youth resource centres in Rajasthan, Delhi, Gujarat, Jharkhand and West Bengal. The youth resource centres are secular, non- commercial spaces for young people to meet each other, share their views, understand different perspectives and learn from each other. Approximately 2000 young people accessed these centres over the last one year.

NFI continued to support organizations to build their youth engagement strategies. The support broadly assists the organizations aspiring to work on youth development issues to plan and strategize their interventions.

Impact

� Created spaces for youth leadership, engagement and self-development through capacity building and exposure.

� Encouraged youth engagement in civil action thereby developing their understanding on some critical social and development issues.

� Created institutional partnerships with educational institutions, state machinery and the media.

Leadership Development Programme

Social leadership development program aims to motivate the community members and community collectives to come together and work for the common cause and assume the role of a change agent. NFI believes the ordinary people who do not wield power also have immense transformational vision and wisdom that could be harnessed for the common good of the society.

Activities Undertaken

� NFI celebrated the 13th year of the programme with a meeting & discussion, organized for the civil society workers and community leaders. The program was designed to discuss issues of social leadership and contemporary development matters in India, through brainstorming sessions.

� NFI attempted to coordinate the last 4 years C Subramanium awardees to work with World Comics group, which would demonstrate mobilising communities at grassroots level, through workshop sessions. NFI was unable to execute the programme this year and will follow it up in the coming year.

� A film on the journeys of all the CS Awardees was produced.

Highlights

NFI’s Social Leadership development program continues to grow and promote the idea of ordinary people’s leadership as integral for social transformation. This year 16 awards were announced under the C Subramaniam social Leadership development program Awards.

The annual social leadership development program was followed by orientation course with the C.S. awardees. The program allowed for reflection by the awardees on issues of leadership, qualities of social leaders and the relevance of leadership in constructive work.

Impact

� The programmes helped in upgrading the skills of the Subramanium awardees, deepen their leadership qualities and enhance their motivation and understanding on various issues.

� A network of individual and institutions has been created to increase the voluntary sector’s understanding of the contemporary issues.

� Enhanced articulation of community level leaders to highlight the need of the local citizenry.

Context

Community Health programme of NFI supports activities that seek knowledge, influence attitudes, beliefs, and health promoting behavior particularly among the under-privileged. It acts to foster health seeking behavior of socially, politically and economically disadvantaged group of people especially women and children. The instruments that NFI uses to bring the aforesaid changes are grant making, facilitating national level coalitions and organising research, events and publications.

The initiatives under the portfolio fall under four verticals: “Youth Innovations Fund-YIF”, “Girls Count Coalition”, “Early Childhood Care and Development ” and “Prioritization of Health in Legislative Spaces”.

Context: The focus of the ECCD has been on reducing malnutrition with special intervention with tea tribes in Assam. Certain areas within Assam remained marginalized for various socio-political reasons so NFI’s ECCD interventions took place here.

Activities Undertaken

� Addressing problem of mal-nourishment among children (between 0-2 years) of tea-tribes.

� Enabling Adivasi communities to access safe drinking water

� Research study to delve deep into the causes and extent of health vulnerability of women and children in tea gardens of Assam.

In the last year, grants were made to Action Northeast Trust, Assam; Sanatan Unnayan Sanstha, Assam and NESRC, Assam.

Highlights

The project on reducing Child Malnutrition through interventions among children of Tea Estate Labourers in upper Assam was based on the scientific premise that first two years of a child’s life are critical. However, after intervention it was found that though individual changes in small children were evident and there was clear increase in weight of many children, statistically the intervention failed to make any dent in the prevailing health practices.

Context: NFI’s Girls Count secretariat is running the declining CSR campaign to intensify the response on pre and post birth discrimination. As a national secretariat Girls Count represents the commitment of a national movement to stop gender-biased sex selection and

Impact

� 161 families have access to safe drinking water; around 400 children now know and practice proper hand wash techniques. The community has resolved to clean their existing sources of water and, proper garbage disposal procedures are followed in all the four villages.

� In the tea gardens of upper Assam, there is increased awareness amongst the mothers about malnutrition, feeding of babies and complementary feeding .

Impact

� Collaboration with The Ministry of Women and Child Development to address the issue of DCSR. MWCD identified Girls Count as a civil society (CSO) partner.

� Strengthened and expanded the Girls Count coalition. Several new organisations and groups joined the coalition over the past year.

� Capacity strengthening of journalists from mainstream and regional media for ef-fective coverage of the issue of declining child sex ratio.

Highlights

Girls Count, in the last year has proactively addressed the issue of pre- and post- birth discrimination and raised accountability of officials to implement the PCPNDT Act. An online petition against the sale of publications on sex selection led to the removal of publications (promoting sex selection) from select e-commerce websites. Grassroots campaign on gender equality was started in Himachal Pradesh, Tamil Nadu and Maharashtra through village panchayats – to promote women’s access to political spaces, housing rights and control / ownership of other assets. Newsletters on gender and women issues were published and circulated among media, government, NGOs, corporate, medical fraternity and others, and a civil society report card on PCPNDT Act was published. An online social campaign was launched to highlight all forms of discrimination against women; approximately 35,000 users connected with the campaign. Girls Count also reached out to medical students and organized orientation workshops on gender biases in sex selection.

Activities Undertaken

� Facilitating a media advocacy camapaign on the issue of declining child sex ratio. Different forms of media including, print, online, electronic and visual media were used to highlight the issue of decling CSR.

� A civil society report card on PCPNDT act was published studies on “Access to Housing Rights for Women” and “Discrimination against Girls” were undertaken. Ten state level consultations were orgnaised to share the findings of the Report Card on PCPNDT.

� Networking with the government agencies (Health Ministry and Minstry of Women and Child Development), medical fraternity and civil society towards building a coalition to address the issue.

Youth Innovations Fund

Context: The YIF was conceived to confront and address the issues of Sexual and reproductive health Rights of young persons across India. It was clearly understood that creative methods are needed to address this and the focus therefore of YIF has been on innovative methods of working to address the challanges.

Activities Undertaken

In the last year grants were made to Gramya Vikas Mancha, Assam. Patang, Odisha, Muskaan, Madhya Pradesh; Vishakha, Rajasthan; Akshara, Maharashtra; FST, Assam, Tathapi, Maharashtra; RVC Akajan Assam and CSED, TamilNadu.

� Efforts to provide information and knowledge around SRHR have been the focus to urban and rural youth.

� Mentoring support provided throughout the year has not impacted all the partners similarly. Language has been a challenge most especially in Tamil Nadu and Assam.

� NFI has completed three research studies to help understand the field of ARSH better. These were disseminated in a larger meeting of the stakeholders. A study report on impact of Corporal Punishment is being finalized.

� Capacity enhancement through various programs for the partners was carried out. There were also exchange visits made by the partners to learn from each other.

Highlights

YIF continues to work in Assam with adolescents and mothers- group and has been able to involve young boys, especially, through street plays and other such cultural mediums. In Odhisha, a certificate course for Yuva Sathi was rolled out and 19 young people have taken up the course; apart from this the Anubhav Sikshan Kendra and CRC has seen rural and urban youth access this space to understand SRHR. Various strategies to enhance expression of the young girls and boys from Pardhi, Agariya, Gond and the Muslim communities living in the urban slums / poverty areas in Bhopal has been ongoing. Photography, meetings in government schools, visits to nearby places seem to be working to enhance expression. A full-fledged youth- pertinent counseling framework is available and it is being used in a urban and a semi-urban setting in Jaipur. The core group of young people involved in the

Impact

� For the first time it has been acknowledged in the State of Assam, that there has to be greater action regarding the sexuality and sexual/reproductive health issues of young persons living with disabilities. This is one of the first programs of this nature in India.

� It has been understood that information and services around sexual reproduc-tive rights and health is very keenly sought after which was seen through our Marathi website.

� The need of young people to go through experiential learning so as to under-stand their needs was found to be another need that was sought as seen in Sambalpur in Odisha.

� Overall the relevance of working with young people to enhance their agency to make healthy choice is clearly seen through this effort.

Isoch project is expanding and they are able to mobilize young people to speak about issues of sexual and gender based violence in 15 colleges in urban and semi urban areas of Pune. Significantly the website (lets talk sexuality) developed in Marathi has received over one lakh hits. The research on sexuality of people with disability is completed and is ready for launch in Guwahati . In addition, there will be a trainer’s training module to be rolled out in the State of Assam for the same. Youth from 12 selected colleges of Mumbai have taken up various campaigns to address gender based violence; they have used a concept “mela” which is interactive and has helped young people communicate better. College going youth from Tipurur and Avinashi, in Tamil Nadu have been putting efforts in brining community members together to have discussions around issues of SRHR. In Dhemaji district of Assam work continued with adolescent girls and boys in flood affected areas and has helped us address the challenging work of ARSH there.

National Foundation for India (NFI) through its partner organizations proposes to invest in the coming three years on working towards prioritizing Health through engagement with elected representatives in Chhattisgarh and Odisha. The idea behind this multi-pronged approach is to create a critical understanding amongst community and elected representatives dedicated to improving the health status of their respective constituencies; further it is hoped that health is prioritized as topic of discussions in political and policy circles.

The geographical scope of the work would be focused in two districts and 3 to 4 legislative constituencies of each State. This will be done through two strategies. The first engagement with Legislators would involve study visits for the legislators to other states to see good practices in community health care; interaction with the legislators with national and international health experts two or three times a year. The second is research and knowledge generation for legislators- this would involve bringing out briefs on health status of the state focusing on issues of maternal and child health, infant and maternal mortality etc. Other relevant health related studies in consultation with the legislators would also be carried out. The third would be community sensitization and involvement: reaching out to community through information and awareness on health issues. Identifying community needs and aspirations and collecting community and field level data through mobile phones is another area of work.

Apart from NFI there would be Knowledge partner- for working on the policy briefs and time to time short research publications from secondary sources; Civil society partners- for community mobilization and advocacy, one in each state and Media partner – for carrying out development journalism from the perspective of public health, one in each state. These roles might however overlap with each other during the three years implementation period. Context

Over the last decade the media and entertainment industry has became one of the leading industries in India after registering an explosive growth. The Development Journalism programme seeks to utilize this expanding opportunities in media to shape the public discourse around critical development, promote the concerns of the marginalized and create an open dialogue on development issues with ordinary citizens based in rural areas.

DEVELOPMENT JOURNALISM

Activities Undertaken

Fourteen journalists were supported under the 21th National Media Awards Programme. The award programme encourages the pursuit of in-depth, creative field research on issues of common man s and writing about them in an effort to influence public policy and the domain of social consciousness. Awards are given to print and photo journalists.

Grants in the last year have been made to Manthan Yuva Sansthan, Jharkhand; and Dhristi Gujarat. With The Ayauskam, Odisha and Sitara Association, Chhattisgarh grants continued.

The activities have been around:

� Orienting and supporting journalists and other media personnel- from the national, regional and local media on effective coverage of development issues.

� Creating suitable space for development issues in the print media, radio, cable, internet, television and social media.

Highlights

In the 21st year of the media award programme (in 2015), NFI awarded 14 Media Awards; thirteen to print journalists and one to a photojournalist. UNICEF, International Justice Mission, JPal and The Hindu supported the programme by sponsoring awards. The Orientation and Awards Programme was held at the India Habitat Centre on 9th, 10th and 11th March, 2016. To mark the event a panel discussion was organized on “Inequality and Exclusion: Role of Media and Civil Society” with Paul Divakar, Sagarika Ghose and Jayati Ghosh as panelists.

The first phase of the child survival media awards that were launched in 2014 in partnership with Save the Children to support journalists to write on the issue of child survival and health came to an end. Good quality and in-depth reporting on the issue got generated from seven states. The issue was highlighted in various national, regional newspapers, magazine and web. To celebrate the success completion of the programme a media event was organized on 6th October, 2015. Mr. Siddharth Wardharajan, founder The Wire delivered the key note address on the “Opportunities of Collaboration between the Civil Society and the Media.

NFI through its grants in Gujarat and Jharkhand supported capacity building of community radio practitioners and volunteers to be able to make need-based, entertaining audio programmes and enhancing the skills of electronic journalists for people- centric feature production and telecast. Both interventions focused on creatively using forms of communication to democratize media.

Context

Education is vital for all round development of an individual and society. It should therefore, be at the core of all development activities. There is wide acknowledgement that an educated society is the foundation for ushering in better economic and social progress. Free and compulsory education for children up to age of fourteen years is constitutional right in India. Keeping in mind the above context, NFI invests in making children, from marginalized communities and difficult areas, access reasonably good quality mainstream education by supporting NGOs, education centers, tutorials, child resource centers, local self governance structures, parents committees etc that foster wholesome education.

Activities Undertaken

NFI has undertaken activities with its partners in various locations. These include the Centre for Community Imitative (CCI) and Siamsinpawlpi (SSPP) in Manipur, Samagra Seva in Bihar, North East Research and Social Work Networking (NERSWN) and Sido Kanhu Institute (SKI) in Bodoland, Synroplang for Social Transformation (SST) in Meghalaya, SNEHA in Arunachal Pradesh, Farm2Food Foundation in Assam and PHIA Foundation in Uttar Pradesh and DHRIITI. The activities undertaken with the above NGOs have been around :

� Securing quality education for marginalized children in the Northeast and Bihar by providing learning and rehabilitation support to children including differently abled children, capacity buil29ding of primary school teachers and providing learning materials.

Context

Livelihood Security Programme of NFI aims at building capacities of partner organizations, working with smallholders to access better resources for improving livelihoods. Along with this, NFI is engaging with organizations working with youth from marginalized communities, residing in rural and urban India to build their skill for better livelihoods options.

Activities Undertaken

During the year 2015-16, NFI with support from The Hans Foundation strengthened and scaled up its agriculture and allied activities with smallholders. Grants have been made to, Gramin Vikas Manch, Mahila Shakti Kendra, NERSWN, Assam; CAMDAKSH, Chhattisgarh; SACAL, Nirman, VIEWS, Patang, Odisha and CSEI, Delhi. The activities have been around:

� Agri-allied interventions in Assam, Odisha and Chhattisgarh to adopt better agricultural practices, accessing inputs, better irrigation facility and building market linkages.

Highlights

The project teams are regularly engaged with the farmers for promoting commercial vegetables as per the market demand. We have extended support for works around rain-water management in Odisha and Chattisgarh, such works will be demonstration sites for convergence with government programmes to scale up. 500 farmers are being promoted in pig-rearing intervention in Assam and It is expected that farmers will earn Rs. 8,000/- to Rs.10,000/- as profit from a batch of two pigs in a year. Our partner in Chhattisgarh has implemented poultry with 30 farmers and producers have earned at least Rs. 5000/- per cycle as profit.

NFI has reached out to more than 10000 smallholders, through agri and allied activities and to at least 1000 youth from urban areas through skill building and employability. The major impact from our intervention can be derived as follows:

Highlights

Bhim Yatra, a national campaign on prohibition of employment of Manual Scavengers was undertaken to raise awareness of problems faced by the manual scavenging communities.

Six Rehnuma (Entitlement) centres have been providing services to the target communities in Madhya Pradesh, Karnataka, Gujarat, Jharkhand, West Bengal and Telangana.

In collaboration with India International Centre and PSAARC, NFI hosted a panel titled “Covering South Asia: Media and the SAARC Region”

� A campaign to push for immediate implementation of Supreme Court judgment on ending manual scavenging in the country and providing them proper rehabilitation.

Activities Undertaken

To build upon and reconceptualise NFI’s two decades of work in Northeast, an exclusive northeast desk has been carved out. The idea is to create a robust space on Northeast that should concern itself about doing cutting edge work from Delhi including galvanizing serious discussions and exercises around Northeast.

NFI instituted the Peace Awards in collaboration with Foundation for Social transformation. A Northeast Working group (NEWG) was formed with eminent representatives from Delhi and Northeast for Civil Society Action Research. Another Research Grant was given to IDSK- Kolkata to understand the Look East policy by taking Mizoram as case study. World Comics was supported for a “No Stereotype Campaign” in Northeast and Delhi by way of promoting comic strips among youth in colleges. Films, Events and Publications happened round the year.

Highlights

Peace awards to five youth of Bodoland in Assam and their mentoring by local civil society laid the ground for more intense capacity building work for peace and constructive work in the region.

The Northeast working group has brought out a substantive volume that reviews the various governance mechanisms in the Northeastern states.

In collaboration with Reachout Foundation, NFI hosted series of multi stakeholder Roundtables in Delhi to understand what leads to discrimination of people who migrate from less privileged regions and how best to achieve multiple narratives from less reported regions. NFI became the knowledge partner of Ourstories.org.in, a web portal for amplifying stories from Northeast and periphery.

Two brown bag seminars on challenging stereotypes through comics, and about the ‘Chinese Internment of 1962’ were organized. These seminars are free flowing conversations that NFI organizes periodically on issues of development.

Impact

The Northeast Desk, by way of its exclusivity, has given much momentum and visibility to NFI’s two decades of work in the region. With NFI’s time and experience it was appropriate to create this desk to commission more research, make films, organize seminars, hold events, publish monographs, channelize partners’ work through digital media and write papers for wider dissemination. The Northeast desk provides just that kind of space to amplify all of above.

Over the last 2 decades, NFI’s work in the area of Governance has highlighted the need for participatory and inclusive governance to ensure effective democracy in India. This thematic area believes that bringing systems and institutions closer to people will not only make systems more responsive but will also result in policies and outputs that will be based on the needs of the ordinary citizens, especially the poor. It thus supports work that attempts to improve the quality of life of ordinary people by improving their interface and interaction with governance systems and strengthens and deepens the role of civil society organizations in building effective, inclusive and participatory democracies.

Highlights

The Urban programme of NFI has supported work that has lent itself to improving the quality of life of ordinary people by building their capacities, creating peoples agencies, improving their interfaces with the Governance systems and strengthening and deepening the role of civil society organizations in building effective, inclusive and participatory communities.

Housing and housing ecosystems of the urban poor in cities and fringe areas are grossly sub-standard in terms of poor quality of housing construction, inadequate water services, toilets and waste management. There have been numerous good practices introduced as highly innovative engineering designs, but these too have had very limited impact. NFI’s partnership with Saferworld Communications during last year has been to prepare a toolkit as a part of urban strategy for localising innovative appropriate technologies in urban poor communities to improve adaptability of technical solutions, create choice for users, enable frontline workers to deploy them effectively and influence policy decision makers to create space for such processes.

This programme aims to strengthen sub-national institutional and individual capacities for promoting transparency, accountability and inclusive governance through people’s participation, evidence collection and strategic advocacy. NFI has expanded its budget work portfolio to include 20 organisations working in more than 14 states of India. The groups are working on a range of budget reform issues including how to make the Indian budgeting system more socially inclusive and participatory, demystifying state budgets by identifying standards and norms for greater transparency, particularly at the local level, increasing the public accessibility and availability of budgetary information at the state and sub-state level for informed pubic action, improving budgetary spending on critical social sectors and for vulnerable groups, creating a skilled cadre of young professionals and experts on fiscal and budget issues etc. Further, NFI with its state budget partners is spearheading a campaign with health and budget organisations on strengthening public provisioning of healthcare in India.

NFI in partnership with the Bill and Melinda Gates Foundation is proactively engaging with six select state governments with an aim to enhance the coherence and integration of SDGs with state planning, budgeting and functioning processes. NFI is also engaging with civil society organizations and media for community outreach on SDGs and ,to support and enhance the governments’ efforts in this area.

Popularzing Sustainable Development Goals

� Providing financial and technical support to the Planning Departments of six states to:

(a) Establish a core team on Sustainable Development Goals (SDGs) within the department.

(b) Enable the assessment on convergence and divergence of existing policies of the state with SDGs.

(c) Facilitate an interface with individuals and institutions with expertise on SDGs, including stakeholders involved at the national level like the UN bodies, for policy makers, local bodies, elected representatives and government officials of the six states.

(d) Provide platform for exchange of best practices and ideas among the six states for more robust strategies on achieving SDGs by 2030.

� Dissemination of IEC material, that is jointly prepared with state governments, through collaboration with civil society organizations and media to achieve popularization of SDGs among ordinary citizens.

Impact

Subsequent to the proposal for collaboration on SDGs being finalized with NFI, the state governments of Karnataka and Himachal Pradesh have expressed their commitment towards achieving SDGs by 2030 through their Budget Speeches of 2016.
