    ASSOCIATION OVERVIEWBangladesh Associaion o Sotware and Inormaion Services BASIS is the naional trade body or Sotware & IT Enabled Service industry o Bangladesh. Established in 997, the associaion has been working with a vision o developing vibrant sotware & IT service industry in the country. BASIS started its journey with only 7 charter members. Today the membership stands at 997. Members o BASIS account or the lion share o the total sotware & IT services revenue o the country.Being the largest associaion in ICT sector o Bangladesh, BASIS is organizing different programs and aciviies and advocaing policy reorms or the overall development o the sector. The main objecives o BASIS are as ollows; Domesic market development by creaing awareness among potenial IT users rom both private and public sectors, establishing market places or IT soluions and ensuring level playing field or local sotware and ITE service industry Internaional market development through networking and business linkage events as well as brand promoion o the industry at internaional level Capacity building of the member companies as well as the industry as a whole through management/entrepreneurship development iniiaives, technology training and resource sharing Member service development and delivery in different operaional and business support areas like financing, tax, export/import, remitance, oreign visit, contract & legal issues, IPR etc.Advocacy for business friendly and enabling government policies or the development o sotware and IT enabled service industry Social contribuion towards the long term naional vision o becoming a technology driven knowledge economy, paricularly through engaging with the young generaion or moivaing and guiding them or becoming uture technology leaders, as responsible ciizen group. BASIS has already gained modest success in ataining the above menioned goals. For domesic market creaion, BASIS has wide range o programs and aciviies. Every year BASIS organizes BASIS SOFTEXPO, the biggest sotware and ITES exposiion in the country. During the recent years, SOFTEXPO has become the yearly mega market place where sotware & IT service companies in the country project their products and services to potenial IT users, both at corporate/organizaional and individual level. BASIS periodically publishes sotware and IT service catalog /directory or promoing local soluion providers to the potenial business clients. For development o market in government sector BASIS has been working closely with different concerned Ministries and agencies o government. BASIS is trying to play a catalyst role so that its members can effecively provide support and technical guidance to different government iniiaives taken in line with the Digital Bangladesh vision o current government. Along with these iniiaives o market development, BASIS also provides IT procurement advisory services to both public and private sector clients. With regard to export market development, BASIS regularly takes iniiaives or creaing exposure or member companies to internaional markets with the help o different government and development agencies working in the export development area. Such iniiaives include -arranging paricipaion at internaional IT airs & markeing missions, business linkage programs or outsourcing, B B trade plaform etc.

    REPORT OF THE BASIS EXECUTIVE COUNCIL 2014-2016

    Disinguished Members of BASIS,Assalamu Alaikum. It gives me great pleasure to extend to you all a very warm welcome to this 7th Annual General Meeing of BASIS on behalf of BASIS Execuive Council. I would like to take the honor of presening the report of the Associaion for the year .

    Dear Industry Colleagues:We are glad to menion here that, the year had been very momentous in terms of aciviies, achievements and a huge number of new iniiaives and innovaions. The year of will undoubtedly be remarkable as BASIS has made a number of successes both locally and internaionally.

    Local Market DevelopmentThis year BASIS has taken several major iniiaives for overall development of local IT and ITES sector. BASIS has or-ganized mega events like Digital World and Bangladesh Internet Week in partnership with the ICT Division and other stakeholders to promote the local industry. BASIS has been working closely with Bangladesh Hi-Tech Park Authority in implemening and giving support to STP- , Janata Tower and Kaliakoir Hi-Tech Park project to address the office space issue of BASIS member companies. This year BASIS has organized the Code Warriors' Challenge contest. Its objecive was to sensiize IT Students and Young Professionals about the required skills of the real life IT industry. Digital Investment Summit was another iniiaive for local market development. This event marked a strong commitment from different eniies to invest and to promote investment in the ICT sector and create a drive for digital soluions through mobile technology. BASIS has organized several startup events in partnership with differ-ent eniies to support the new iniiaives of BASIS member companies, such as Seedstars World, Connecing Start-ups Bangladesh, Accelerator Program with Founders Insitute, and Techrockers.

    Internaional Market Development B B and internaional fairs work as a markeing success factor for internaional market development. 9 B B match-

    making sessions were held in Bangladesh and foreign locales between BASIS member companies and companies from USA, Netherlands, Uganda, Hungary, Brazil, Kenya, Malaysia, Thailand, Myanmar, Denmark, Qatar, UK and Japan throughout the year. Also, BASIS paricipated in TiE Silicon Valley Conference, CeBIT in Germany, CeBIT Australia, Gitex Technology Week in Dubai, Global Exhibiion in Services GES Delhi, North American Bengali Conference NABC and th Japan IT Week. Several workshops to improve the export compeiiveness of BASIS member companies were also organized under the NTF-III project.

    BASIS was accorded the membership of Asia Pacific ICT Alliance APICTA in the 8th Execuive Meeing of APICTA held at Singapore in March . APICTA works with the partner countries for the development of the ICT trade bodies of the Asia Pacific Region and the economies as well. The membership increases the business opportuniies in the ICT sector of the different countries of Asia. BASIS has also paricipated in the APICTA ExCo Meeing and APICTA- Internaional Awards in Sri Lanka.

    BASIS Outsourcing Awards was held for the fith ime this year to recognize the outstanding performances of individuals and IT Firms who are engaged in IT/ITES outsourcing contribuing to the export market. About including individuals and organizaions received BASIS Outsourcing Award .

    Capacity building BASIS has taken iniiaives to train and employ IT professionals within the next three years under the Skill

    for Employment Investment Program SEIP , a project of the Ministry of Finance, mostly funded by the Asian Development Bank.

    BASIS Insitute of Technology and Management BITM offers industry cerified IT skill training to create skilled IT professionals. BITM is soon going to start its aciviies in Chitagong. BITM also offers Export Coaching Program ECP and different capacity building workshops.

    BASIS provides strategy and policy support to the LICT project, a project of Bangladesh Computer Council BCC under the Ministry of Posts, Telecommunicaion and Informaion Technology. The project aims to create , skilled workforce in IT for sustainable development of the IT and ITES industry.

    Formaion of Working GroupsBASIS has launched BASIS E-commerce Alliance, BASIS Womens Forum and BASIS students forum in . BASIS E-commerce Alliance was launched with different stakeholders of the eCommerce eco-system, including eCommerce companies, banks, courier service, insurance companies, financial intermediaries, fCommerce, etc. The main objecive is to understand the challenges of the eCommerce sector and to take iniiaives with all the relevant stakeholders to grow the eCommerce market in Bangladesh. BASIS Womens Forum was formed to advocate paricipaion of women in IT iniiaives. BASIS students forum was launched to create a bridge between the IT industry and the Universiies and address the academia-industry gap.

    New chapterBASIS has opened a new chapter in Chitagong with a view to expand IT business, creaing skilled manpower and to decentralize the overall aciviies. A five member convening commitee has been formed iniially.

    Policy Persuasion As a consequence of repeated persuasion from BASIS, NBR withdrew VAT on e-commerce businesses, and

    extended the exempion of income tax for sotware and ITES companies ill , in the Naional Budget - 6.

    Bangladesh Bank has published an SRO empowering BASIS to cerify Sotware Imports through e-Delivery. BASIS has worked closely with the Ministry of Commerce in formulaing the ICT chapters of the Import and Export

    Policies of - 8. BASIS submited specific recommendaions to Secretary of Banking and Financial Insituion Division to make

    necessary amendments to simplify IT entrepreneurs access to Equity and Entrepreneurship Fund EEF . BASIS has made suggesions and is working with CPTU to make necessary changes in Public Procurement Rules

    PPR , to make the policies more IT industry friendly. BASIS is advising SEC on the small-caps policy, a policy that will allow IT Companies to paricipate in IPO with more

    realisic paid-up capital for the IT Industry. BASIS also played a key role in developing the Venture Capital Policy, which was published under Alternaive Investment Rules by SEC in June .

    BASIS is a major stakeholder in formulaing the many policies of ICT Division and its different bodies Cyber Security ACT, Hi-Tech Park and STP Policy, etc.

    Members Services Access to finance is a significant and enduring problem for the industry. BASIS and IDLC have jointly launched a

    financial service program called IDLC Udbhabon to improve SMEs access to finance where loan faciliies for start-ups, short term loan, loan to buy domesic sotware or IT enable services and commercial space will be offered. IDLC will not only provide the financial services for ICT companies but also will refer its SME/corporate clients to BASIS if they wish to purchase any sotware. These clients will enjoy a special discount from BASIS. Besides, IDLC will provide loans to the companies who wish to purchase sotware from the BASIS member companies.

    BASIS iniiated a new service in associaion with Standard Chartered Bank named SCB ERQ Account , which is SCBs bundle offering of Savings Account and an US Dollar ERQ Exporter Retenion Quota account. The service is for individuals and firms involved in service export in non-physical form such as outsourcing, BPO, business services, research and advisory services etc. The service is free of cost for BASIS member companies. To facilitate, BASIS will issue tesimonial / cerificate to the outsourcing professionals which will help them to avail the offer of the bank.

    Besides these, BASIS provided necessary policy supports to its members

    Special Iniiaive for Local Market DevelopmentBASIS has submited a Proposal of Program from Non-Development Budget PPNB to the government with an aim of expansion of IT & Sotware Industry and local market development. The proposed iniiaive includes the following aciviies: arrange policy workshops to ensure paricipaion of local sotware and IT companies in public procure-ments, build customer awareness of home-grown sotware and ITES, industry & market research, Made in Bangla-desh markeing/PR/branding, sotware Expos in seven divisional ciies, local market one-to-one matchmaking, markeing and business process training for IT professionals, B B portal for sotware companies, and build a market dedicated to sotware.

    Digital World was the largest tech expo in Bangladesh. Held from the 9- February , this event was a massive success, with hundreds of thousands of visitors coming to see the latest technologies and products showcased by the IT sector of Bangladesh.

    Digital World was organized by the ICT division, under the Ministry of Posts, Telecommunicaions and Informaion Technology and the Bangladesh Associaion of Sotware and Informaion Services BASIS . Digital Bangladesh is an idea that includes the use of IT for management, administraion and governance to ensure transparency, accountability and delivery at all levels of society and state. Digital World was built upon the previous successes of Digital World , with the objecive of reinforcing technology and knowledge centric growth needs of Bangladesh and Asia through capitalizaion of market economy and boosing human development.

    The event was inaugurated by Honorable Prime Minister, Sheikh Hasina and was atended by such notable names as Sajeeb Ahmed Wazed, ICT adviser to the Prime Minister and also by Zunaid Ahmed Palak, State Minister,Ministry of ICT.

    ObjeciveThe vision of Digital World was to showcase the accomplishments of Bangladeshi in IT/ITES to a global audience, help brand Bangladesh as a worthy desinaion for IT investment and as the startup capital of Asia, bring together experts from all over the world and promote the free flow of ideas and increase familiarity of local people with IT and ITES.

App development is a brilliant example that has brought many successes or Bangladesh in recent years. This was one o the key atracions o this year's event.

    E-Commerce Expo

    E-commerce in Bangladesh has evolved over ime in just years. There are internaional and local companies enter-ing the E-commerce sector not just or buying and selling but also or new and innovaive ways to make profit through online services. As E-Governance acilitates ecommerce; our country has seen tremendous growth o ecommerce sites in last couple o years. This was another area o atenion o this year's event.

    Bangladesh Internet Week

    Bangladesh Internet Week was a joint iniiaive by the ICT Division, BASIS and Grameenphone, held on September to , to promote internet usage amongst the people o Bangladesh. This week-long series o events consisted o three expos happening in three major ciies throughout the country, Dhaka, Rajshahi and Sylhet, as well as digital airs happening in every upazila o the country.

    ObjeciveBangladesh Internet Week intended to meet certain objecives to empower Bangladesh as a naion with the tool o technology in its grasp. The core objecives were to connect the unconnected, to create awareness about mass uses o Internet, to create million new internet users, to uplit the homegrown internet products, to connect million people in the course o 7 days and to increase the Internet penetraion.

    Target group The target groups o Bangladesh Internet Week were:

    Internet and Product Developers o Bangladesh: Bangladesh Internet Week served as a major plaform or internet based businesses to showcase their products and services to reach a massive audience. New users o Internet: Through Bangladesh Internet, we encouraged a greater number o people to avail the benefits o the internet. Through Bangladesh Internet Week, achieving the goal o million new internet users had been targeted. People in the grass roots level: A large percentage o the country is unconnected. More oten than not, this percent-age is amongst the people rom the grass roots level who can be most benefited rom being connected to the internet. Youth: The youth are heavy users o the internet. Through the Bangladesh Internet Week, BASIS exposed them to the numerous products and services, as well as the benefits o the internet.

    Upazila Digital MelaThrough the Upazila Digital Mela & Internet Week iniiaive, we hoped to increase their awareness o the lie chang-ing capabiliies o the internet or employment, educaion, eCommerce, agriculture, health benefits, eGovernance, public services, entertainment and so orth all throughout Bangladesh. Showcase o some o the key technologies and applicaions showcased at the main expos were conducted in 87 Union Digital Centers.

    The Internaional ICT and BPO conerence was held in Kampala, Uganda during September to October , . M Rashidul Hasan, Vice President o BASIS discussed the developments in Bangladesh IT industry in the Internaional ICT and BPO conerence in Uganda on 8 October.     SCB-BASIS: ERQ Account for Outsourcing Companies and Individuals

    BASIS iniiated a new service in associaion with Standard Chartered Bank named SCB ERQ Account , which is SCB s bundle offering o Savings Account and an US Dollar ERQ Exporter Retenion Quota account. The service is or individuals and firms involved in service export in non-physical orm such as outsourcing, BPO, business services, research and advisory services etc. The service is ree o cost or BASIS member companies. To acilitate, BASIS issues tesimonial / cerificate to the outsourcing proessionals which helps them to avail the offer o the bank. Under this service, customer can park the payment received through inward remitance in USD account and BDT account simultaneously. The account holder will have the opion o retaining maximum % o the inward remitance in the oreign currency account. Customer can transer the USD und abroad rom USD ERQ account through wire transer / and Demand Drat or bonafide business purpose. VISA Internaional debit card can be issued against ERQ account. Also, customer can earn interest on BDT Savings account according to prevailing interest rate.

    BASIS opened a new chapter in Chitagong on June 8th with a view to expand IT business, creaing skilled manpower and to decentralize the overall aciviies. A five member convening commitee has been ormed iniially. The commitee is headed by Mr. Md. Imrul Islam Chowdhury. Managing Director o Copotronic Ino systems Ltd. Other members include Mr. Abul Kashem, Managing Director o Xponent Ino systems, Md.
