On February 10, 1976 a newly designated Canadian Corporation was formed for the purpose of certifying qualified safety practitioners as Canadian Registered Safety Professionals (CRSP)®/ Professionnel en sécurité agréé du Canada (PSAC)®. With the appointment of the first Board of Governors, comprising 10 leading professionals from a cross-section of safety disciplines, the certification of safety professionals became a reality through the new organization.

The Board of Canadian Registered Safety Professionals (formerly the Association for Canadian Registered Safety Professionals) is a public interest, not-for-profit association with a membership dedicated to the principles of health and safety as a profession in Canada�

The CRSP®/PSAC® is now a widely accepted form of recognition by industry and government in Canada and many employers require the CRSP®/PSAC® in order to qualify for a safety position. BCRSP is a recognized leader in high-quality credentialing for occupational health and safety professionals and its sole purpose is to certify professionals in the safety field. BCRSP establishes standards for and verifies competency in professional safety practice and evaluates certificants for compliance with recertification requirements.

In 2005, the BCRSP was granted accreditation to ISO/IEC 17024 (Certification Body for Persons) by the Standards Council of Canada. In 2008, the BCRSP was granted certification to ISO 9001 (Quality Management System) by BSI Group Canada.

The BCRSP Governing Board is comprised of individuals who represent a cross-section of the occupational health and safety profession and the public. Governance is the processes and practices through which BCRSP organizes to achieve its mandate. It is concerned with the structures and procedures for decision-making, accountability, control and codes of conduct. It is expressed through legislation, policies and by-laws, and informal norms. The goal of effective governance is an organization that achieves optimal performance and is accountable to the people it serves.

The BCRSP is in excellent fi nancial shape and we conti nue to see growth in the number of individuals seeking certi fi cati on as a Canadian Registered Safety Professional (CRSP)®. Our success is in no small way due to the contributi ons and eff orts of our dedicated volunteers as well as each and every certi fi cant that promotes the value of certi fi cati on on a daily basis to their colleagues, employers and the community at large. It has been a sincere honour serving as the Chair of the Governing Board for the past two years�

I sincerely thank the BCRSP Governing Board for the excellent governance they provided in 2015. The ti me and energy that they provide to the BCRSP for meeti ngs, workshops and committ ee work is greatly appreciated. The Governing Board conti nues to advance the BCRSP through its focus on the four pillars of excellence from the BCRSP Strategic Plan. A number of opportuniti es to promote the CRSP® certi fi cati on were realized, both at home and abroad. Discussions conti nued with CSSE on the future of the health and safety profession and our organizati ons’ respecti ve roles in defi ning that future.

There are a number of acti viti es and milestones completed in 2015 that I wish to highlight. The Board conti nues to work diligently on behalf of all certi fi cants in promoti ng certi fi cati on

as a Canadian Registered Safety Professional (CRSP)®.

February Governing Board meeti ngs and workshops held in Halifax, Nova Scoti a.

Governing Board approved changes to the CRSP® Code of Ethics that became eff ecti ve January 1, 2016.

April Focus group held in Montreal, Quebec with Francophone certi fi cants.

May Parti cipated at the North America Occupati onal Safety & Health (NAOSH) Week launch in Saskatoon, Saskatchewan� This included the Canadian Society of Safety Engineering (CSSE), the American Society of Safety Engineers (ASSE) and Threads of Life�

Nati onal Educati on Symposium (NES) held May 11-12 in Richmond, Briti sh Columbia. At this symposium, the BCRSP is the host of OHS program chairs and instructors from colleges and universiti es across Canada. This two-day symposium helps to develop a network to foster conti nuing dialogue between the BCRSP and academic insti tuti ons through the sharing of ideas, concerns, and soluti ons to challenges facing students in OHS programs�

June Governing Board meeti ngs, workshops and the 2015 Annual General Meeti ng held in Calgary, Alberta. Plaques presented to David Williamson and Brett Christi e, for their contributi ons as Governors of the BCRSP. The BCRSP parti cipated in the American Society of Safety Engineers conference held in Dallas, Texas and the Insti tuti on of Occupati onal Safety & Health conference held in London, England.

September Parti cipated in the CSSE Professional Development Conference, Ott awa, Ontario and BCRSP Governing Board meeti ngs were held in conjuncti on with this conference.

Promoti onal videos launched at the CSSE Conference to promote Hiring Canadian Registered Safety Professionals and Becoming Canadian Registered Safety Professionals�

Presented the BCRSP Volunteer of the Year Award to Scott Desautels, Strike Energy, Calgary, Alberta, who serves as Chair of the Regional Screening Centre, Calgary, Alberta.

Presented alongside the Board of Certi fi ed Safety Professionals (BCSP) at the Working on Safety 2015 Conference, in Porto, Portugal on Accredited Competency Assessment Models�

October/November

Digital badges issued to Canadian Registered Safety Professionals. The CRSP/PSAC digital badge provides certi fi cants with an opportunity to acknowledge their personal achievement, and promote awareness of the certi fi cati on to a wider audience of contacts, recruiters, and employers.

November Parti cipated at the Internati onal Network of Safety & Health Practi ti oner Organizati ons (INSHPO) conference and meeti ngs in Perth, Australia held in conjuncti on with the Fluoro Safety Conference. Certification Maintenance Committee - Jodi Howick, CRSP, 2015 Committee Chair

In 2015, the Committee met virtually and decisions on certification maintenance requests for exemptions and appeals were managed via online communication and during meetings where further discussion was required.

Committee members throughout 2015 included Jodi Howick, Dave Turner, Paula Campkin, Paul M. Westcott, and Ryan Adam�

The Certification Maintenance Committee is responsible for: • Overseeing the administration of the certification maintenance program• Meeting as required to review CMP submissions from certificants and to review applications for OHS certifications

for CMPs under category B2• Recommending revisions to the program standards or processes to the Governing Board• Reviewing appeals/requests for exemption made under the certification maintenance program.

In support of the primary responsibilities of the committee we have approved five CMP extension requests.

763 CRSPs, with the exception of those certified in 2014 and non-practicing CRSPs whose registration numbers ended in either “3” or “8”, were notified of their CMP submission requirements in January. Worksheets and documentation were due on March 30, 2015. After the expiry of a three month grace period ending June 30, 2015, 24 CRSPs had their certification suspended for failure to submit CMP worksheets as per BCRSP Bylaws. This number represents 3.14% of certificants required to submit their CMP worksheets. This is consistent with previous years’ suspensions of 2.7% in 2014, 3% in 2013, and 2.5% in 2012.

In 2015, the Committee continued its work on the comprehensive review of the certification maintenance program. Currently the Committee is reviewing the findings of the environmental scan and has identified three areas that require further discussion for potential recommendations of change including; a more defined points distinction for level of skill for eligible activities, pre-planning for learning, and potential mandatory components such as ethics. The work on this project will assist in ensuring that the processes used by the Board are in alignment with best practices of other certifying bodies and with current strategies on methods for ensuring continuing competence which is important to maintain the reciprocal agreements we have in place. The Committee will continue this work in 2016.

The Communications Committee is mandated by the Board to oversee the communication programs. In 2015 some of the activities of the Committee included:

• Developed, monitored and reviewed a BCRSP Committee Performance survey• Developed two videos promoting CRSPs - one is aimed at the employer/HR community and promotes hiring CRSPs,

and the other promotes the benefits of becoming a CRSP to OHS professionals• Promoted and communicated activities to new certificants such as the Reference Manual, Governor’s Table and the

website• Supported the Regional Communication Liaisons• Evaluated sponsorship opportunities• Monitored and promoted advertising in Health/Safety and HR magazines.

The BCRSP was promoted through the following activities in 2015:

Trade Shows & ConferencesBCRSP continued with the existing strategy to promote the organization and the benefits of the CRSP®/PSAC® designation at more than a dozen high profile national and regional occupational health and safety trade shows. A social media photo campaign using #CRSP&Proud, #TeamCRSP, and #Value of Certification was utilized at several of the shows.

NAOSH Week:BCRSP continued its participation in NAOSH Week and was represented at the NAOSH Week launch event in Saskatoon, Saskatchewan�

Webinars & Newsletters:Continued for the fifth year to provide and receive positive feedback for the free webinars offered on how to complete the CRSP®/PSAC® application. The webinars and Candidate Connection newsletter are examples of successful outreach initiatives, and will carry forward to 2016. The Governor’s Table remains a key tool in providing information and updates to certificants.

CRSP® Connect Events:As part of the strategy to reach out to existing and prospective certificants, networking receptions entitled CRSP®/PSAC® Connect events were held in Manitoba, Vancouver, Mississauga, St John's and Niagara Falls. The feedback met our planned expectations, and we are planning additional Connect events in 2016.

Video ProjectThe Communications Committee initiated a video project in 2014. The goal of the project was the creation of two testimonial style videos targeted at the HR/Employer and potential prospects for certification. These videos were released in September of 2015 and are promoted on the BCRSP website, at tradeshows and through presentations as well as social media�

Ongoing ProjectsThe Communications Committee held a Joint Regional Communication Liaison (RCL) workshop on October 22, 2015, and a Communication Committee meeting on October 23, 2015. The RCL workshop discussions included an overview of the Communication Committee, RCLs, accomplishments to date and the resources that were available. A review of the SOAR analysis completed in 2013 was also done. Discussion focused on looking at tactics to increase influence with HR/Employers on hiring Canadian Registered Safety Professionals. Promotion of advanced degrees in occupational health and safety, as well as recogntion for CRSPs within legislative frameworks was also discussed. The Committee reviewed other ways to promote the videos, and a review of what is working/what needs improvement as it relates to communication efforts was also consdiered. The Committee also discussed planning for the future.

Actions that came out of this workshop were to work on:• Increasing our influence• Create a Why Hire a CRSP Presentation• Promotion of the designation• Developing Case Studies on the impact of certified professionals in a workplace.

On the second day, October 23, the Communications Committee held a meeting. An overview of this meeting included discussions of priority targets such as safety associations, C Suite, HR/recruiters, construction, energy/resources and mining.

Thank you to the Communications Committee and the Regional Communications Liaisons for their efforts throughout 2015 in promoting the CRSP certification.

Enforcement Committee - Paula Campkin, MBA, CRSP, 2015 Committee Chair

The Enforcement Committee met three times in 2015: February 3, 2015, March 13, 2015 and October 16, 2015.

The Enforcement Committee consists of: Paula M.A. Campkin (Chair), Yvonne O’Reilly, Brett Christie, David Williamson, Andrea Cotroneo, Mulford Clark�

The Enforcement Committee shall:

• Meet as required to review unresolved cases of unauthorized use of the CRSP®/PSAC® designation • Make recommendations to the Executive Director and/or Governing Board on any actions to be taken against a

respondent�

In February 2015, an orientation of the Enforcement Committee was held.

In March, 2015, the Enforcement Committee drafted guidelines for publishing names of non-certificants and non-applicants shown to be using the CRSP®/ PSAC® designation without authorization. The guidelines were reviewed with legal counsel and with the Board’s insurer and approved by the Board in June 2015.

• Case #14-UN-04 involving a non-certificant using the CRSP designation without authorization was closed. After being notified that his name would be published, the non-certificant signed a declaration agreeing to cease using the CRSP designation without authorization.

• Case #14-UN-05 involving a non-certificant using the CRSP designation without authorization was closed. The non-certificant failed to respond to repeated requests from the BCRSP to stop using the CRSP designation without authorization. The non-certificant will be unable to apply for the CRSP designation for five (5) years and his name has been published on the BCRSP website.

• Case #15-UN-004 involving a non-certificant using the CRSP designation without authorization was closed. The non-certificant failed to respond to the BCRSP’s request to stop using the CRSP designation without authorization. The non-certificant will be unable to apply for the CRSP designation for five (5) years and his name has been published on the BCRSP website.

Discipline Committee - Paul Foster, C.E.T., CHSC, CRSP, CSP, CRM, Grad IOSH, 2015 Committee Chair

The Discipline Committee held three teleconference meetings in 2015.

Committee members included Paul Foster (Chair), Karen Floyd (Vice-Chair), Andrea Cotroneo (Liaison to the Board), Rodger Belair, Janice Campbell, Jim Duthie, Chris Goodall, Dale Hartery, Cris Kemp, Michael Kilchuk, Nicolle McKenna, Tom Munro, Christine Sidhom and Jason Warren.

The Discipline Committee shall determine if a CRSP®/PSAC® is guilty of professional misconduct and, if so, to determine and impose the appropriate order and report regularly to the Governing Board and annually to certificants in the Annual Report�

At the time of submission there have been no disciplinary cases brought before the Discipline Committee.

The mandate of the Examination Committee (CRSPEC) and its sub-committees the Item Writing Committee (IWC) and the Item Bank Maintenance Committee (IBMC) is as follows:

To oversee all aspects of the examination process including:

a) Development, analysis, and maintenance of the item bank of examination questions (Item life cycle).b) Development and maintenance of Examination Blueprint and related competency profile.c) Development and maintenance of examination preparation materials (study guides, practice exam etc).d) Development and approval of test forms, participation in the standard setting procedure used for establishing the

standard (pass mark) for the CRSP Examination (CRSPEX).e) Review of candidate feedback.f) Resolution of any issues related to the work of sub-committees and working groups participating in the test

development process�g) To report regularly to the Governing Board�

In 2015, the members of the CRSPEC were Brenda Marsh (Chair), Graham Nelson (Vice Chair), Marc Barré (French subject matter expert), Kevin Huber, Robin Kilty, Sonia Lal, Jennifer MacFarlane, Carmen Mager, Mélissa Nadeau, Adeshina Sadiq, and Dustin Shullick (examination consultant/facilitator - ASI), Nicola Wright (BCRSP staff resource).

The CRSPEC met on February 5-7, 2015 and September 10-13, 2015 at the offices of the Board’s examination consultant Assessment Strategies Inc. (ASI) in Ottawa. At these meetings the CRSPEC completed a review of the results of the February, June, and October 2015 examinations which included validation of the examination question performance, a forensic analysis of candidate performance and review of candidate comments. In addition, multiple examination test forms for use in the 2015 and early 2016 administrations were developed and validated via the modified Angoff process.

2015 Examination Statistics

As can be seen, the overall pass rates are in line with the historical norm and analysis of the examinations development and results from both a statistical and administration perspective continue to reflect established professional guidelines for test validity and reliability.

To maintain its status as a valid, reliable determinant of a qualified candidate’s competency as an OHS professional, it is important that the CRSPEX accurately reflects current OHS practice and the required competencies associated with such practice. This is achieved through a formal continuous evaluation and improvement process (CIP) for:

• The examination’s subject matter domains• The competencies required to practice within these domains and the resulting CRSP Examination Blueprint• The associated domain Study Guides, and• The Item Bank of examination questions from which the test forms are drawn.

Shawn Kirwin, Joseph Kutryk, Derrick Murray, David Powers, Mustang Randall, Heather Tomsic, Teresa Ka Yan Wong-Tooze. The session focused on writing case-based questions rather than independent questions. A total of 81 potential questions were written and 216 previously written items reviewed.

In addition the Board hosted two item writing workshops (IWW) September 28-29, 2015 in St John's, Newfoundland and October 5-6, 2015 in Edmonton, Alberta. The intent of the IWW is to increase the pool of certificants who could potentially serve on the IWC and also to generate an additional bank of potential examination questions. A total of 29 CRSPs participated and 217 potential independent questions were produced. At the end of 2015, the Item Bank contained 1525 items in various stages of readiness�

The Item Bank Maintenance Committee (IBMC) consisting of volunteers Dennis Bolger, Kevin Dawson (Chair), Catherine Drum, Cathy Higgins, Kevin Huber, and Melissa Nadeau held a meeting in August 2015. The purpose of this session was to review newly-written items, review older items that had not been used in some time, and review items with poor statistical properties.

As a credentialing organization it is incumbent on the BCRSP to ensure that the certification and examination processes used to establish that candidates possess the required competencies and knowledge to be certified as CRSPs comply and reflect credentialing best practice. The BCRSP maintains membership in the Institute for Credentialing Excellence (ICE) and, as in past years, representatives from the CRSPEC and the Board office attended the annual ICE conference. Among the topics featured at the conference were test security, item bank maintenance, test form development, question development, and on demand testing.

Finally, I would be remiss as Chair if I did not recognize the tremendous contribution of time and effort made by the many CRSP volunteers who participated in all aspects of the examination process throughout the year.

It is through their efforts that attainment of the CRSP credential continues to be recognized as the Canadian standard for competency as an OHS professional�

Finance and Constitution Committee - Paul Andre, CRSP, 2015 Committee Chair

The Finance and Constitution Committee consisted of Paul Andre (Chair), Yvonne O’Reilly, Kevin Dawson and Harry Stewart�

The Finance and Constitution Committee:• Oversees the finances of the BCRSP• Submit reports at each Governing Board meeting and the Annual General Meeting• Reviews and maintain bylaws which govern the affairs of the BCRSP• Researches, develops and presents to certificants, bylaw revisions recommended by the Governing Board.

At the July 14 2015 meeting of the FCC a review of one new draft policy occurred, Accumulated Surplus Utilization Policy and a revision to policy number 1234, Investment Policy were discussed. Both policies were revised based on input of the committee with both policies presented to the Governing Board at the September meeting.

The Accumulated Surplus Utilization Policy was created to guide the Governing Board in the future use of surplus funds. The principle objective for the use of accumulated surplus funds is to advance the mission and mandate of BCRSP and by extension, the safety profession�

Based on input from the Governing Board, both policies were approved at the September 2015 Governing Board meeting.

At each Board meeting the Committee would review financial statements with the Governing Board, led by the Secretary-Treasurer, in support of the Board’s fiduciary responsibilities.

Internal Audit Committee - Paul Andre, CRSP, 2015 Committee Chair

The BCRSP Internal Audit Committee consists of Paul Andre (Chair), Robin Angel, Dolaine Beauchamp and Scott Needs. The Internal Audit Committee establishes the internal audit plan, conducts the internal audit at the BCRSP office, assesses the management system conformity with ISO 9001 and ISO 17024, determines if the management system is being implemented and maintained, and determines if external and internal audit findings are being actioned and completed according to the action plan submitted to the Governing Board.

Following the July 8-9, 2015 internal audit, further refinement and work was done to the internal audit plan and checklist to reflect lessons learned during the two day internal audit. As a result of the internal audit the Committee recommended four opportunities for improvement that were reviewed by the Executive Director and the Board of Governors for implementation and further action. The results further confirmed that a suitable, adequate and effective management system is in place�

The first meeting of the full Committee in 2015 was held on Friday June 19th, to review the internal audit plan, checklist and audit assignments for the upcoming internal audit�

The Internal Audit Committee met physically at the BCRSP Offices on July 8, 2015 and completed a review of the BCRSP Management System based on a partial management system review, moving to year two in the audit plan document (Doc� 105)�

The Internal Audit Committee audited all applicable clauses within ISO 9001:2008 and ISO 17024:2012 standard as highlighted within the internal audit checklist (Doc. 055) and areas identified within the internal audit plan, year two. Areas audited by the Internal Audit Committee included:

Professional Conduct Committee - Paula Campkin, MBA, CRSP, 2015 Committee Chair

The Professional Conduct Committee (PCC) is charged with investigating complaints and preparing recommendations for the Governing Board related to matters of professional conduct, and setting internal guidelines for the discipline of certificants and certification applicants where there has been a breach of the Code of Ethics, policy, bylaws or complaints with respect to honesty, integrity, conflict of interest or other matters when in receipt of a written complaint (Doc.058).

The Professional Conduct Committee consists of Paula M. A. Campkin, (Chair), Jackie Ellis, Fred Schmidt and Harry Stewart The committee met five times in 2015: April 1, April 29, July 14, October 9 and November 19.

The revised Rules of Professional Conduct (formally Code of Ethics) received final approval from the Governing Board in February 2015 and will be in effect as of January 1 2016. The change was communicated to certificants in the spring 2015 edition of the Governor’s Table.

BCRSP Policy – 0119: Professional Conduct Review was updated to include Applicants.

The PCC worked in 2015 to develop ethical scenarios for future presentations.

• Case #15-001 involving a complaint against a certificant was closed. The PCC determined that the certificant in this case did not breach the CRSP Code of Ethics.

• Case #15-002 involving a complaint against a certificant was closed. The PCC found insufficient evidence of unethical behaviour on the part of the certificant.

• Case #15-003 involving a complaint against a certificant was closed. It was the opinion of PCC that the case lacked sufficient evidence to warrant an investigation.

• Case #15-004 involving a complaint against an applicant was closed� It was the opinion of PCC that the case lacked sufficient evidence to indicate that the applicant was in violation of the BCRSP Code of Ethics.

• Case #15-005 involving a complaint against a certificant was investigated and as of December 31, 2015, was still pending�

• Case #13-003 involving a complaint against three certificants is pending the outcome of two ongoing (external) proceedings related to the complaint�

Nominations and Leadership Development Committee - Ron Durdle, CRSP, 2015 Committee Chair

The Nominations and Leadership Development Committee (NLDC) in 2015 consisted of Ron Durdle (Chair), Andrea Cotroneo, Covena Hilford, Dan Lyons and Mulford Clark. The NLDC is responsible for annually recommending aslate of Governors to certificants for election to the Board, recommending a slate of Executive Officers to the Board, recommending the appointment and/or election of the Public Member as required and recommending improvements to the policies and procedures as required.

In 2015 the BCRSP received thirty-eight (38) Expressions of Interest (EOI) for the position of Governor. The Committee presented a slate of four candidate names, consisting of new or returning Governors for their approval and having the approved names placed on a ballot for certificants to vote at the 2015 Annual General Meeting (AGM) held in Calgary, Alberta.

In 2015 the Committee received Expressions of Interest (EOI) for the Board Executive Officer positions of Secretary-Treasurer and Vice Chair. The Committee presented the Governing Board a candidate for the position of Secretary-Treasurer and a candidate for the position of Vice Chair for their approval.

The Committee continues to assess the Expression Of Interest (EOI) process and the Governors' competencies. We anticipate an increasing number of Expression of Interest in the future as the BCRSP continues to grow.

During the December Governing Board workshop in Mississauga, Ontario, the Governors participated in a one day facilitated strategic planning session by the Institute on Governance.

Professional Credentials Recognition Committee - John M. Hollohan, BSc, BASc, CRSP, 2015 Committee Chair

The members of the PCRC are John Hollohan (Chair), Covena Hillford, Mark Hussey, Anna Matheson, Penney Joseph and Paul Carolan. The PCRC met three times in 2015 - September 24, November 10 and December 3.

The Committee continued to focus on furthering the recognition of the CRSP designation nationally and internationally. Working with stakeholders such as the Canadian Society of Safety Engineering (CSSE) and the International Network of Safety and Health Practitioner Organizations (INSHPO) has helped achieved our goal.

Within Canada, there are numerous certifications and designations currently available for Occupational Health and Safety practitioners to attain. During 2015, the PCRC undertook a survey to gain better understanding into the brand recognition of the CRSP certification with various employers, high risk industries and human resource personnel who recruit for OH&S positions within their respective companies. PRISM Economics and Analytics were retained and conducted a comprehensive survey to help quantify the knowledge and perceived relevance of the CRSP designation to these stakeholders. The survey was conducted from June to August with the results demonstrating that the CRSP ranked as one of more recognized certifications within Canada, specifically with larger employers. However, the results also identified an opportunity existed to raise the overall awareness of the certification and demonstrate the value of employing a CRSP�

One region that continues to be under represented with respect to CRSPs is Quebec. A focus group was held with CRSP/PSAC certificates in Quebec to identify opportunities to raise awareness of the CRSP/PSAC certification in the province. An action plan has been developed and further work will continue in 2016 on identifying initiatives to further improve the recognition of the CRSP brand.

The Committee continued to respond to requests from various organizations regarding the development of specific safety initiatives. For example, the Committee collaborated with the CSSE and provided input into their publication entitled Hiring a Health and Safety Practitioner. The guide was developed to assist organizations hiring health and safety personnel, to understand the various safety designations that exist and the competencies associated with each. This input will support a greater understanding and awareness of the CRSP designation particularly in Canada.

The PCRC is actively involved with activities of INSHPO and the Chair recently attended the annual meeting in Perth, Australia. Two framework documents were being developed by INSHPO members with The OHS Professional Capability Framework: A Global Framework published and posted to the website. Work is nearing completion on a similar framework document for OHS Practitioner. It is anticipated this will be completed the Fall of 2016. The INSHPO planning committee continues to develop the strategic plan which will guide activities for the organization for the next five years. The PCRC representatives presented an overview of the CRSP certification process at the Auditing Association of Canada annual conference in Halifax, NS. A meeting was also held with AAC Executive to explore possible mutual interests/partnership. Work is still underway.

The Committee continues to identify opportunities for future MOUs with like-minded including SISO, NZ, and SIA.

Qualifications Review Committee (QRC) - Kevin Dawson, MBA, PEng, CRSP, 2015 Committee Chair

Committee members completed reviews of candidate applications in advance of the three CRSPEX writing windows. This also marked the first year candidates had the opportunity to utilize the three educational pathways in the application process. In essence, candidates with advanced educational standing and OHS training can bypass the previously required Factor 2 (Self-development) criteria.

The QRC volunteers processed over 566 applications, approximately 65% of which were forwarded to Regional Screening Centres for interviews in 2015. The 29 Regional Screening Centres across Canada, representing approximately 180 volunteers, interviewed candidates to verify eligibility for writing the examination.

A total of 367 candidates were recommended for Board approval to receive their CRSP designation in 2015.

The BCRSP hosted a fourth National Education Symposium (NES), May 11-12, 2015 in Vancouver, BC. The NES is a bi-annual event designed to bring providers of formal college level OHS education together to discuss issues of interest to both the institutions and the BCRSP. Representatives from 14 institutions across the country were in attendance. Topics discussed were the parameters around a potential technician level certification, the impact of changes to the current certification framework, and accreditation of educational providers. Also discussed were ways to improve/streamline the transmission of candidates' transcripts and similar documentation. Finally, the educational providers agreed to form a working group to further discussions on third party accreditation of programs. The next NES has been scheduled for 2017 in Halifax�

In a similar light, discussion is on-going with representatives of the various construction safety associations with respect to the verification of candidates' Factor 2 information. Many candidates rely upon the practical skill oriented training provided by construction safety associations to meet the minimum Factor 2 (Self-development) criteria and verification of submissions in this area are often difficult and time consuming.

Following the NES, educational providers were asked to provide an update on the details of their various OHS programs from an academic standing and content perspective as well as the degree of alignment to the CRSP Competency Blueprint. Review of this information is on-going.

A comprehensive review of the Qualifications Review process was completed. The review resulted in the development of a conceptual outline of a revised process which would see the initial screening of applications becoming an administrative function completed by staff. Information with respect to an applicant’s education, work, and life experience would be assessed at this stage. Once all criteria are satisfied, the application would then pass to a formalized interview process where the applicants would be assessed against standardized criteria by designated Board approved interview teams. The QRC would take on an oversight role and also serve as second review/interview as required. In September, the Board gave its approval for the development of detailed concept and implementation plan with an anticipated completion date of late 2016. Integral to this work is the accreditation and course content information activity noted above. In addition work is on-going with respect to the adoption of an on-line application process and how to implement a standardized and consistent interview process.

Executive Director’s Report – Nicola J. Wright, CAEI am pleased to report on the activities of your Board’s management team since the last Annual General Meeting held in Calgary, Alberta.

Over the past year, the Governing Board has worked hard to monitor and assess organizational performance, policy and strategic objectives. 2015 was a very busy year as the Board continued to promote the certification of occupational health and safety professionals. 2015 activities included:

Communications

Administration and/or distribution of communications such as Governor’s Table, the BCRSP website, the BCRSP LinkedIn Group and Page, Twitter, Candidate Connection, information webinars, telephone and e-mail correspondence to keep CRSPs, applicants, and candidates informed on the BCRSP activities, changes and updates.

2015 saw the continuation of the “CRSP® Connect” events creating a way for the Board to connect with key stakeholders in various geographic locations. The intent of each event was to provide an opportunity for CRSPs to exchange ideas, network, and offer solutions and feedback to the BCRSP. CRSPs were also invited to bring a colleague to these events who may be considering applying for the CRSP®/PSAC® designation in the near future.

Additional support was also provided to the Communications Committee in the development and discussion of other activities identified in the Communications Plan.

I also represented the BCRSP, at the CSSE PDC, ASSE Safety 2015, IOSH Conference, INSHPO meetings, as well as a number of regional conferences and events.

Examination

Supported the administration of three examinations in February, June and October 2015 utilizing computer based testing including the transition to the new CBT vendor Pearson VUE. Support was provided for the Examination Committee for their two meetings a year. In addition, two Item Writing Workshops were held as well as the Item Writing Committee meeting and the Item Bank Maintenance Committee meeting.

Qualifications Review Committee (QRC) and Regional Screening Centres (RSC)

Provided administrative support for the QRC and RSC in processing applications, and provided the ongoing processing of information and application requests. Planning and execution of the fourth National Education Symposium (NES) held in 2015. Supported the QRC in their ongoing review of the application process.

Accreditation

Acted as the liaison to the Standards Council of Canada for the Board’s ISO 17024 accreditation; liaison to BSI Management Systems for the Board’s ISO 9001 certification, and provided ongoing maintenance of the BCRSP Management System. In 2015, BCRSP received zero (0) non-conformities or opportunities for improvement (OFI) on the ISO 9001 audit and one (1) minor non-conformity and one (1) opportunity for improvement (OFI) on the 17024 audit. The low number of non-conformities and OFIs in both audits speaks to the effectiveness of the management system and strength of the BCRSP policies and procedures�

Finances

Provided maintenance of the Board’s financial records, preparation of statements for Governing Board meetings and liaised with the BCRSP’s financial auditor.

Certification Maintenance

Administration of the Certification Maintenance Program under the direction of the Certification Maintenance Committee. 740 CRSP®/PSAC® certification maintenance submissions were reviewed and approved. Additional support was provided for the Certification Maintenance Committee in their review of the certification maintenance process.

Professional Conduct

Provided support for the Professional Conduct Committee in all cases of alleged professional misconduct and/or unauthorized use of the Canadian Registered Safety Professional (CRSP)®/Professionnel en sécurité agréé du Canada (PSAC)®.
