Foreword by the Chair Dear Readers,
On behalf of the Microfinance Association (MFA), I am pleased to present you the Annual Report for 2014. The MFA continues to make
significant progress on its path towards becoming a strong network organization of the microfinance sector in Laos. It is worth noting that, during the year under review, MFA membership increased from 52 to 59 members, a majority of which are microfinance institutions. While waiting for the permanent license from the Ministry of Home Affairs (MoHA), the MFA is allowed to perform its role in accordance with the association’s internal by-laws, since the delay is due to some institutional changes within MoHA. One of the highlights of the MFA’s institutional life in 2014 was the development of the new strategic plan for the period 2015-2017, which was prepared through an inclusive planning process in order to ensure ownership for its implementation. Moreover, the MFA has developed its own operational policy and staff manual which include basic procedures for the association’s operations. As we consider capacity building as key to success, MFA staff received continuous on-the-job training from the advisor, director and invited consultants. We also sent our staff members to different trainings in and outside the country. As a member-based organization, the MFA actively provides quality services to its members and offers them an open forum by organizing regular quarterly meetings. In addition, it continues playing its role as representative of its members, advocating and negotiating a more conducive legal and regulatory environment.
The association gets continuous funding support from ADA Luxemburg, GIZ and UNCDF/UNDP. Moreover, starting in 2014, the association received new technical assistance support from DFAT Australia and was also able to generate some income from services. 2014 was also a remarkable year in the sense that it was the first year for the MFA as a formalized Association, which represents a significant step forward for the organization. I wish to express my sincere appreciation to my colleagues on the Board of Directors, to our members for their great support and participation and to the Bank of Lao PDR for their guidance. I also extend my special thanks to our Technical Advisor, Alfred Gugler, who provided us strong backup with great enthusiasm during the year under review and beyond. Lastly, I would also like to thank our management team led by our highly motivated director for their hard work and commitment to members, maintaining a good working relationship with all stakeholders and donors and taking the MFA a big step forward. 1 Background of the MFA The predecessor of the Microfinance Association (MFA), the Microfinance Working Group for the Lao PDR (MFWG), was founded in May 2007 by a group of microfinance practitioners as an informal platform to exchange experience, represent microfinance sector interests and coordinate donor activities. From 2008 onwards, the group was managed by two Co-Chairs (one national, one international) who worked on a voluntary basis. In 2010, a new Board was elected consisting of two Co-Chairs and one Treasurer, which started reactivating and restructuring the network. Subsequently, the two Co-Chair positions were replaced by a single Chair position filled by a Lao national. The international Co-Chair position was transformed into an advisory position to the MFWG as this would enable the Lao members to take on more responsibility and ownership. In late October 2013, the MFA obtained its temporary license as a non-profit association (NPA). On 15th November 2013, the MFA held its first General Assembly. At this meeting, the association members discussed and approved the MFA’s By-Laws and elected the members of the Board of Directors and Audit Committee. MFA members encompass regulated microfinance institutions (DTMFIs, NDTMFIs, SCUs and Network Support Organizations) as well as donors, bi/multi-lateral agencies, INGOs, service providers and individual microfinance experts. At the end of 2014, the MFA comprised 59 members including 38 Microfinance Institutions (MFIs), which represent roughly 50% of the formal microfinance sector in the Lao PDR in terms of the number of MFIs. However, in terms of total loan portfolio and combined assets or total number of active borrowers, MFA members account for more
than 80% of the overall sector. The organization is presently being supported by the following funding agencies / technical
assistance providers: ADA
Luxembourg, GIZ, UNCDF/UNDP and Australian Aid/DFAT. The MFA also established its by-laws and internal policies as well as formal membership criteria for its members. In 2014, the MFA developed a new Strategic Plan which reflects the medium orientation of the organization and will guide its development over the coming three years. .

3 Organizational Structure
In late October 2013, the former MFWG obtained a temporary license as Microfinance Association (MFA). As a result, its organizational structure is essentially determined by the relevant instructions issued by the Ministry of Home Affairs (MoHA) for NPAs (non-profit associations). The General Assembly is the Association’s supreme authority and decision making body and comprises all members. The ordinary general assembly is held every three years, but in case of necessity or urgency, an extra-ordinary general assembly can be called. The General Assembly has the power to amend the Association’s by-laws, to elect the members of the Board of Directors and Audit Committee, and to approve the reports and financial statements presented by the Association Office. Moreover, the Association has to organize an Annual Meeting for all members once a year. The Board of Directors consists of five members: a Chairperson, a Vice-Chairperson, and 3 members. The Chairperson is the legal
representative of the Association and represents the organization internally and externally. The term of the Board of Directors is 3 years. The Board is responsible for the overall direction, strategy and control of management of the Association as well as for the formulation of policies. The Audit Committee consists of 3 persons who must be common members of the Association. It conducts regular audits of management, financial statements and usage of human resources of the Association. In addition, the Audit Committee monitors the implementation of resolutions issued by the annual meetings and board meetings. The Association Office or Executive Secretariat is a permanent support organ of the Association providing support to the Board in the management and administration of the organization’s activities. The Association’s Office has a Director as its head. The Director is appointed by the Board. He/she is in charge of managing the day-to-day business operations of the Association.

4.1 Capacity Building
Training Needs Assessment
In December 2014/January 2015, the MFA conducted an analysis of the training needs of its MFI members. 25 MFIs participated in the survey. This represented about 40% of all regulated MFIs/SCUs in Laos. The 5 training subjects that were deemed most important by respondents are: Credit & Delinquency Management, Microfinance Accounting, Business Planning, Management Information System and Marketing (see the graphic below).
In addition, the MFA attended several FISD- BOL onsite audit meetings in order to identify the needs of MFIs/SCUs for capacity development. 13 different trainings conducted
In 2014, the MFA substantially sped up the pace of training events offered to members. No less than 13 training courses and workshops on different subjects such as Credit & Delinquency Management, accounting, internal control & audit, office management, leadership, etc. have been organized. All in all, approximately 210 staff members, managers and Board members from roughly 35 member MFIs attended the trainings. A majority of the trainings were provided by Lao training institutes, while part
of the workshops were delivered by a Cambodian training provider.

A Certificate Course for MFI Managers
In July 2014, the MFA launched the tender process for the Design & Development as well as the ToT for the Microfinance Management Certificate Course (MFMCC). Four in-ternational and national consultant teams / consultancy firms submitted a proposal. Final-ly, the proposal of the German-based Frankfurt School was selected by the relevant committee. The contract with Frankfurt School was even-tually signed in December 2014 and all the training materials will be developed until the end of March 2015. The ToT will be conducted in the third quarter of 2015. A second ToT is anticipated for late 2015.

MFA facilitated workshop on Micro-insurance for MFIs In January 2014 the MFA, in partnership with Allianz General Laos (AGL) and the Microfinance Center (MFC), conducted a workshop to discuss how to introduce micro- insurance in Laos. It gathered almost 55 representatives of microfinance institutions, development agencies and the Lao Postal Savings Institute. A representative of the Germany-based Allianz Group gave a general introduction to micro-insurance and presented a micro-credit life insurance product tailored to the Laotian market.
2 Member CEO Club meetings held On 9th April 2014, the MFA organized the first CEO Club meeting. The establishment of this club had been recommended by the Network Capacity Assessment (NCAT) conducted by SEEP in late 2013. The club allows members to build business relationships, share good practices and promote fellowship. At this first meeting, the MFI managers present discussed the NCAT report and the MFA service package. In the 2nd meeting held in October, Managers discussed about the endorsement of the Code of Conduct and how to implement it correctly. 26 members endorsed Code of Conduct

3 member meetings with different focus topics During the year under review, 3 member meetings were held. The focus topics highlighted at the member meetings were: “Smart Campaign”, whereby the principles and standards of client protection, the approach of the Smart Campaign, the client protection certification process as well as the tools available for improving client protection were highlighted; “Credit Information Bureau (CIB)”, where the IT Department of BOL informed about the possibility for MFIs to become a member of the CIB; and “MFA Strategic Plan 2015-2017”, whereby this medium term plan was presented and approved.
2 issues of the MFA Newsletter In 2014 the MFA produced two editions of its Newsletter. The first issue highlighted the topics “Smart Campaign” and MFI Performance Monitoring. The second edition explained the main features of the planned Certificate Course for MFI Managers and presented the CERISE Social Audit (SPI) tool. And in both editions, we included a page with the latest news from the MFA. Information meetings with potential foreign investors During 2014 the MFA management team received representatives from 8 different social and commercial investors that sought information about investment opportunities in the Lao microfinance sector and the legal and regulatory environment for foreign investment. These were: the Indian Illume-Tech Solutions & Services, Emerging Markets Consulting, TCX Investment Management Company BV, German IPC Consult GmbH, PlaNet Finance Japan, Asian Development

Bank, Philippine New Concept Consulting as well as a private Korean investor. External relations / Sector representation The MFA attended different MFI meetings organised by BOL, UNCDF and GIZ. Moreover, the MFA Chairperson, Vanhsy Chindavong, and its Director Pamouane Phetthany participated in the 2014 Asia Microfinance Forum which was held from 4th to 8th August in Shanghai, China. They were also joined by two representatives of the Bank of the Lao PDR (BOL), among them Dr. Akhom Praseuth, Director General of the Financial Institution Supervision Department (FISD). The event was organized by the Banking With The Poor Network (BWTP) and the Foundation for Development Cooperation (FDC) and hosted by the China Association of Microfinance (CAM). In addition, the Director attended the Regional Conference on “SME Access to Finance” which took place on 24-25 September 2014 in Hanoi and was organised by “ASEAN Connectivity through Trade and Investment”. Member visit and meeting
In the fourth quarter of 2014, the MFA management team and representative from Board of Director organised
1st Exposure visit and exchange experiences among the members of the MFA from 9th-
12th November 2014. 20 MFIs/SCUs from Northern, Central and Southern and 2 representatives from FISD, BOL joined the meetings in Savannakhet and Champasak Provinces. In addition the participants visited clients of SCU Paksong in Savankhet and SCU HourSae Chaleun in Pakse to learn about experinces with the two SCUs. 2 Social Audits conducted in December
In the second half of December, the MFA carried out 2 additional CERISE SPI social audits with two major Lao MFIs,
Xayniyom NDTMFI (XMI) in Oudomxay and Newton DTMFI in Vientiane Capital. The 2 audits were performed by a Philippino expert and two MFA staff members. MFI performance monitoring &
benchmarking further expanded
The MFA Performance Monitoring and Benchmarking system launched in early 2012 was was continued and expanded in 2014. The number of reporting members almost doubled from 13 for the December 2011 data to 24 for the data as of June 2014. On the other hand, the MFA continued to produce time series graphs of key performance ratios and published an overview and interpretation of the evolution of these ratios in the July 2014 edition (4th Issue) of its newsletter.

4.3 Advocacy/Representation MFA Statement on policy issues In 2014, the MFA submitted a statement on various policy issues affecting the microfinance sector to the BOL. The document referred to some controversial issues like interest rates, a new chart of accounts and a Management Information System for MFIs. Regular meetings with BOL-FISD BOL-FISD and the MFA Board and Management held regular quarterly meetings during 2014. Participants were the FISD Director General, the Heads of Division and staff, as well as members of the MFA Board and the Director. The purpose of the meetings was to exchange about the developments in the microfinance sector in the Lao PDR and to review the MFA $ and FISD activities as well as to plan new activities..
Committee of Depositor Protection Fund Based on an invitation letter from BOL, in October 2014 the MFA Chair appointed the Director as a member of the Depositor Protection Fund’s (DPF) committee charged with preparing the Draft decree of the DPF. The MFA is preparing to provide its comments on the 1st draft of the Decree in the 1st quarter of 2015.
Feedback on Implementation of FIF (MAFIPP) The “Fund for Inclusive Finance” (FIF) is a funding vehicle set up under the UNCDF-BOL run MAFIPP program. The FIF is providing loans and matching grants to financial service providers and other organizations to promote the development of a diverse and competitive microfinance sector in Laos. The MFA provided member feedback to MAFIPP during the MAFIPP annual meeting as well as the BOL stakeholder Forum 2014 regarding selection criteria for new and small MFIs and support to these MFIs/SCUs to be able to fulfill the criteria.
Sport and Social Event The MFA, jointly with its members and FISD, organized a Friendship Sport-Social Event on the occasion of the 46th anniversary of the establishment of the Bank of Laos. The 1st event was held on 03 October 2015 with more than 100 participants. The purpose of the event was to create an opportunity for MFA/MFIs/SCUs/FISD staff to get to know each other. MFA members suggested continuing this kind of events on a quarterly basis and building a MFA/Member sports team.

4.4 Organizational
Development Permanent license for the MFA As reported in the 2013 MFA annual report, the Ministry of Home Affairs (MoHA) had issued a temporary license for the MFA in October 2013. The MFA having met all the necessary requirements, the temporary license will be converted into a permanent one within 2015. MFA Strategic Plan 2015–2017 developed & approved Based on the outcomes of a planning workshop with MFA Board members held on 27th June 2014, the MFA Management team drew up the Strategic Plan 2015 – 2017 of the association. The plan encompasses the vision, mission and strategic focus of the MFA as well as the concrete outcomes the association expects to achieve until 2017. In December, the finalized version of the plan was submitted to members and donors for comments. It was approved by the Board of Directors and members in late December 2014. Exposure visit to Cambodia Microfinance Association (CMA) In January, 2 representatives of the MFA Board of Directors, 3 from the Audit Committee and the Director paid a visit to the Phnom Penh based CMA in order to learn from the experienced network about governance issues, especially regarding Board roles and responsibilities, CMA policy and guidelines. The group was also able to visit some members of the CMA. Four Board of Directors meetings
Four Board of Directors meetings were held during 2014 (in April, June, September, and December). Important topics dealt with by Directors were: the MFA registration process, the budget 2014 and its different funding sources, transparency and other challenges of the sector.
Funding agreements with ADA and UNCDF inked In early May, the MFA was able to sign a new co-financing agreement with the Luxembourg-based NGO ADA. The agreement covers a 2 year period, until the end of March 2016. In addition, in June the MFA inked a financing agreement (Performance Based Agreement – PBA) with UNCDF, the UN Capital Development Fund, which also runs over a period of two years. External Audit of the MFWG/MFA Financial Statements 2013 For the 3rd consecutive time, the MFA had its financial accounts audited by an independent audit firm recognized by BOL. The external audit was carried out by the company Asia Pacific Accounting and Audit Services Sole Co., Ltd. (APAS). The audit report was distributed to all partners that provide financial and technical support to the MFA. 2 new MFA staff members Since July 2014, two new staffs have joined the MFA Management team: Phayvanh Saleumsouk has been working for the MFA since July on a consultant contract as Project Officer in charge of knowledge management/finance. Moreover, in early October, Savanna Phothilath joined the association as Project Officer for capacity building /advocacy.
MFA Membership reaches 59 No less than 7 new members joined the MFA in 2014. These are: DTMFI Hounheungsap, NDTMFI Thavisap, SCU Luangprabang, SCU Keosamphan, SCU Nonghaikok, SCU Huayngangkham and Pamouane Phetthany as individual member. This brings the total number of MFA members as of the end of 2014 to 59.

5 Conclusions & Outlook In 2014 the MFA continued to make significant progress towards its institutional sustainability and – in a longer-term perspective – financial viability: its registration as a Microfinance Association paved the way for its continuing development as a strong network organization of the microfinance sector. One highlight in the year under review was the development of the MFA’s new strategic plan for the period 2015-2017, which encompasses the vision, mission and strategic focus of the MFA as well as the concrete outcomes the association expects to achieve until 2017. In addition, MFA developed its own operational policy and staff manual, which includes procedures for the association’s operations. Moreover, we were able to substantially expand our human resources base by recruiting two national Project Officers in charge of knowledge management/finance and capacity building /advocacy. This will help to strengthen local capacities and increase MFA’s potential to provide quality services to its members. Another highlight is the launch of the long-waited Microfinance Certificate Course whose preparations started in July 2014. All the training materials of the course will be developed during the first quarter of 2015 and the training of trainers course will be conducted in the third quarter.. A second ToT is anticipated for late 2015.
However, despite these achievements there are still a few challenges lying ahead. In order to further develop its services to members and to cover its operational costs, the MFA needs to expand its funding sources, both in terms of member fees / generated income and subsidies from donors. In particular, the MFA must urgently take decisive steps to boost its self-generated income in order to enhance its financial viability and reduce its dependency on foreign funding in relative terms. To this end, it is imperative to review the member fee structure and to expand income generating activities. This also means that members must be prepared to pay market prices for services. Finally, MFA must further expand its technical staff and strengthen its capacities in order to successfully implement its strategic plan as well as to provide a broader range and better quality of services to its members in the years ahead.
