MINISTRY FOR THE KOSOVO SECURITY FORCE

Ministry for the Kosovo Security Force (MKSF) is responsible for the exercise of civil democratic control over the Kosovo Security Force (KSF), including planning, management and administration. Ministry of KSF is integrated model consists of civil servants (60%) and KSF uniformed personnel (40%) and through the Prime Minister is accountable to the Assembly of the Republic of Kosovo. Senior management staffs of the MKSF and KSF that have led, directed and commanded to accomplish tasks and objectives for the year of 2012.

The Year of Full Operational Capabilities

This is a year of significant progress and Annual Report shows what has been achieved. Whatsoever by all these achievements an event can be highlighted. On July 9, NATO has declared full operational capabilities (FOC) for the Kosovo Security Force. FOC declared not only confirm that KSF is fully capable of the carrying out its primary missions in a professional and independent way , but also this event opens a new chapter for the further development of the force. This is the result of our dedicated work, since the first day of the establishment of

the KSF.Thanks to all of you who have worked diligently and have contributed to the development and strengthening of the security sector in Kosovo. Your work with commitment and dedication is highly valued. The year of 2013 has passed in the detailed organization to the Strategically Security Sector Review This is a comprehensive and detailed process, which analyzes at the whole security sector in Kosovo and defines the capabilities that are necessary to ensure the security of our country in the future. We are pleased that in this process we have the support of the experts from the USA Embassy in Prishtina, Institutional Reform Initiative of the Defense to the United States and NATO Advisory Team.In this year, it has been done good progress in further developing of the operational capabilities and in the process of making the KSF a professional institution and self-sustaining. The members of the KSF have participated in a series of the field exercises in the region, which are aimed to strengthen the cooperation between the countries of the Western Balkans, in response to emergencies and crisis management. Our people in the region are small, so it is very important to increase our efforts and our working and acting together.KSF is too much dedicated to be a force of reliable, useful and capable in the service of the citizens of Kosovo and ready to give a significant contribution to regional security, European and international. In our further development, we cooperate closely with our partners and friends who we are grateful for the support, advice and expertise offered. We have too many reasons to be proud, although there is still too much to be done. I want to repeat once again that our goal remains the same - we are developing the KSF as a force for good, which provides support for all the citizens of our country and ready to help all those who need it - at the country level, regional and international.

The mission of the MKSF is to formulate, implement, evaluate and develop policies and activities of the KSF within the framework of democratic governance and in accordance with the Constitution and laws of the Republic of Kosovo. Ministry for the Kosovo Security Force (MKSF) is responsible for the exercise of democratic civilian control over the Kosovo Security Force. Ministry of the KSF is integrated model and consists of civil servants (60%) and uniformed personnel KSF (40%) that through the Prime Minister is accountable to the Assembly of Kosovo. Ministry for the Kosovo Security Force operates under the organizational structure as follows.

Kosovo Security Force (KSF) is a new Security Force, professional, multiethnic, lightly armed and uniformed which is subject to democratic civilian control.The mission of the Kosovo Security Force, as an instrument of security, is to support the Government of the Republic of Kosovo and assist civil authorities to natural disasters and other emergencies. Kosovo Security Force is a volunteer force made up of all strata of the society.

The duties of the KSF:

• Participate in crisis response operations, including peace support operations. This includes operations in the territory of the Republic of Kosovo and abroad, when it is invited to such a duty.• Assist civil authorities in responding to natural disasters and emergencies, including preparedness for the regional or international response.• Operates into Explosive Ordnance Disposal.• Assist civil authorities in the civil protection operations.

KSF is designed and prepared to fulfill (accomplish) other security functions, which are not suitable for police or other organizations of the law enforcement.

The budget of the MKSF for the year of 2013

The approved budget for the year of 2013 for the MKSF according to the Law on Budget no.04/L- 165 for the Budget of the Republic of Kosovo for the year of 2013 is 39,347,258€. Budget allocated according to the economic categories is presented in the Table number 1.

But during the year of 2013 has happened the budget movement in the amount of 2,051,922 € or with percentage 5.21%. This indicates that the current budget is 37,295,336 € from the initial budget (39,347,258 €)

Donations

MKSF for the period from January to November has received donations in infrastructure, vehicles and other equipment from the Trust Fund, NATO Trust Fund, and other countries that have bilateral agreements with them, (the USA government, the Turkish government) worth a total of 1,935,405 €.

Of them :

The US Government (vehicles, equipment for demining) Total amount 91,702.96 $NATO Trust, donor program (equipment for the assemblage and maintenance of the bridge, “Schroeder” with high capacity for the verification office, field tents for the weapons' maintenance, urban search rescue, water, HAZMAT and demining Tx140 Rabs Mini Transmitter ( mine explosion device ) final Unit Assy. Overall amount of the equipment 302,990.07 € The Turkish Government (Household reserve armored vehicles and equipment for the maintenance). Amount : 50,994.00 $, armored vehicles COBRA (quantity 3 ) --- 1,240,848.00 $

Donations in InfrastructureSports field in Pomozotin has been finished in the amount of 54,000.00 €; sports field in the barracks “Adem Jashari” in Prishtina has been finished in the amount of 303,909.00 €; repairing-renovation Command facility in Mitrovica has been finished in the amount of 279,407.00 €; projection and design of the vehicle services at the KSF have been completed in the amount of 23,256.00 €. Total amount until 12/05/2013 , 660,572.00 €

Capital investment projects

Even during the year of 2013 MKSF/KSF has managed to provide planning and supplying timely with the materials and services, in accordance with the standards and priorities. There have been many infrastructure projects planned for this period and keep those that have been long-term projects.

Legislative plan for the year of 2013

During the year of 2013 has been approved the Law No.04/L-177 on Deployment of the Kosovo Security Force Abroad.

Sub-legal acts for the year of 2013, there are total of 4 (four):1. Administrative Instruction No.01/2013 on the Planning Process at the MKSF and KSF;2. Disciplinary Code of the Kosovo Security Force No.01/2013;3. Regulation No.02/2013 on Recruitment in the Kosovo Security Force;4. Regulation No.03/2013 on Symbols and Ranks in the Kosovo Security Force.

Review of the Complaints

Within the MKSF has been established Commission on Dispute Settlement on Civil Servants and Appellate Commission (Board) for the appeals for the uniformed members, whic is established as of the case.

Achievement of the objectives for the year of 2013Every year that passes marks successes and professionalism for the Ministry and Kosovo Security Force. Even for the year of 2013 MKSF/KSF have clearly defined objectives and supporting with proper planning. These objectives have helped to increase the level of the preparedness and professionalism in all directions and sectors.The following description is presented and the realization of its objectives during the year of 2013.

Objective no. 1- To make KSF self-sufficient and continue development of operational capabilities

The approval of the full operational capacitiesOn 09 July 2013, the NATO Secretary General, declared full operational capabilities. The declaration of the Full Operational Capabilities is another evidence of the achievement to the KSF for the year of 2013. This proves that KSF is fully capable of carrying out to the activities against the constitutional mission and standards set by NATO.

1.1. Operational report of the status to the units Upon the successful completion of the RPP1 and RPP2 during the year of 2012 with the aim of the measuring to the operational capabilities at the KSF, MKSF has designed and implemented for practical ROGJNJ Regulation. During 2013 there were a total of four reports. First report by 02.15.2013, Second Reporting by 05/15/2013, Third Reporting to the 15.08.2013, reporting fourth until 15/11/2013. Upon the completion of these reports were summarized, analysis and presentation of the findings for the COMKSF.

1.2. General inspection of the units to the KSFIn order to identify possible gaps in the units of the KSF, continuous professionalism and readiness of the units upgrading the KSF, in the last quarter of the year 2013, the MKSF with order of the COMKSF and under the leadership of the Inspector General has conducted inspection in all units of the Force.

1.3. Regional Unit of the Search and Rescue During the year of 2013, stand up (establish), professionalism and development of the unit to the SR has recorded significant progress. In this aspect so far is: defined and approved the structure of the Company that Search and Rescue (S&R) was selected most of the staff as forseen by the structure with selection of 127 out of them 121 are men; In the structure is foreseen establishment of the dogs' team, K9, which is in process; existing equipment are classified in this company, according to UN standards and simultaneously INSARAG the list of equipment to be purchased by the MKSF, the list of equipment to be purchased from the USA and list of the equipment to be purchased from the NATO Trust Fund.

1.4. Center of Excellence Based on the decision for location, during the first 6 months of the year 2014 together with experts from the USA and Sweden will be designed model suite educational center of excellence. In the second half will start building this center. With the official request of the Minister for the KSF for the certification of the center in INSARAG addressed to the UN Secretariat, despite visit of the INSARAG at the KSF, we have not yet received any official response. In terms of the infrastructure for the

establishment of the Centre of Excellence, in the absence of budgetary resources, yet nothing has been done.

1.5. Exercises in the post command and field exercisesDuring the year of 2013, the KSF in order to prepare units for the operational field exercise Eagle “2”, the KSF has held an exercise in post command location, at the LFC level as well as KSU for the staff of Ministry after exercise field. Based on the objectives of the Minister and directive of the COMKSF, in order to maintain the readiness of the KSF is realized FTX , Eagle “2” in the end of the month September and early October 2013 at the LFC. The purpose of this exercise has been verifying of the capabilities and operational capacities of the Force. Furthermore, there are realized too many FE at the brigade and battalion level: FE 17-21.08.2013 RRB at the brigade level “Wolf 2”, K1A BAT1 FE at the company level “Readiness” 23-25.04.2013, FE K1C at the company level “Murrlani” 27 -30.08.2013, FE K1B at the company level “Sharri” 09-12.12.2013, BAT2, K2A FE at the company level “Always faithful” 17-19.04.2013, BAT3. It has conducted one day training exercises or ETT (Turkish Training Teams, SOB 25,26,27.06.2013 FE “Friends 2” BL 0.22-30 05.2013, District Engineering Bat, 25-27.06.2013, RMC, 28-30.05.2013.

1.7. Humanitarian deminingDemining Company has engaged five teams on the ground, as in: Gërmia, Ferizaj Park, Dobërçan, Luzhnice, Barracks in Ferizaj, Koshare and Harilaq. During this year, the Demining Company has cleared 113.907 square meters, and has destroyed 260 vehicles of various explosive ordnance, such as mines, explosives, hand grenades, etc.

Besides the units that conduct humanitarian demining operations, the KSF has two units on call for 24 hours a week, to intervene in cases where citizens encounter various explosive devices and alert for removal of them. These teams have intervened in 380 cases and demolished 522 various explosive devices.

1.8. Management of Personnel, recruitment, education at home and abroad, promotions, advancement in rank, medals and decorations Also, throughout the year 2013 has continued the process of recruitment, filtration and selection of Active, Reserve and Civilian Personnel in MKSF and the KSF.Up to date the Active members number has reached up to 2263 and 478 of the Reserve members.

1.6. Real operations called for action Even after the declaration of the full operational capacities, KSF has maintained and developed the necessary readiness for the implementation of the operations in support of the citizens of the Republic of Kosovo as thoshe: demining, search and rescue, fire-extinguishing, EOD, Chemicals –Nuclear-Biological Material (CHNBM) etc.

1.8.1. Recruitment

Also, throughout the year 2013 has continued the planned process of recruitment for Personnel of Ministry of KSF and the Kosovo Security Force. Ministry of KSF throughout the year 2013 has recruited 13 civilian employees out of them 5 in MKSF and 8 in the KSF.

It has been realized the process of recruitment of the uniformed members by having developed two campaigns of recruitment , one for the recruitment of minority communities and the other one for recruitment of Cadets of the KSF. During the first half of the year 2013 is organized a recruitment campaign dedicated only for members from minority community. There are selected and recruited 30 members.

Another quite successful recruitment throughout the year 2013 has been the recruitment campaign of the KSF Cadets which as never before has resulted in a record competition in comparison with all cadets campaigns done so far (706 applicants for 10 positions). For the final test of the Zero Week have been selected 13 candidates to be tested (10+3 reserve), among of them 5 willingly left from training of Zero Week. In accordance with standards, criteria set out by Regulations and Policies on Recruitment and Selection , Academic studies at AUK/USC have started 8 candidates , 7 males and 1 female, whereas by another internal process are selected 2 KSF members from minority communities, who have started academic studies at the Academy of Defense of Macedonia.

Strategically Security Section Review (SSSR)Strategically Security Section Review (SSSR) in Republic of Kosovo is occurring with decision of Prime Minister of RoK.This process has a special role with Security Institutions of Kosovo in general and a special role concerning evolution of the KSF and its Operational Capabilities into a Military Force against security environment and architecture in Rep. of Kosovo. In order to give support to this quite significant process, Minister for Kosovo Security Force with a decision dated 25.05.2012 established working groups. These working groups parallel with the SSSR have reviewed entirely the KSF. The working groups all times used to be quite active and made converting of scenarios into needs and operational capabilities.MKSF/KSF have successfully realized with care and exactness the planned activities out of the Action Plan of Steering Committee which is linked to MKSF/KSF. MKSF/KSF has identified the necessary changes:

· In mission and structure of MKSF/the KSF;

· To the Constitution of Republic of Kosovo (for defense field) :

· To the existing Legal Framework;

· To sublegal acts of the KSF and GRoK;

· In definition of mission and duties of Forces ;

· In projecting of required structure;

· In doctrine, strategy and concept basis.

Also, MKSF/the KSF have identified stages of execution of all changes and are ready to

present those on the projecting map after announcement of the SSSR recommendations.

Objective No. 2- Make the KSF a Trusted, Capable, Active Force and distinguished for Good

2.1. Human Rights and Gender Equality

MKSF, special importance pays on respecting and promotion of Human Rights .MKSF has legal infrastructure which guarantees equal participation of all citizens of The Republic of Kosovo without discrimination. MKSF constantly works on appropriate representation of communities and females in MKSF and the KSF. In this direction, MKSF has made a sustainable progress with intention reaching of the 15% quote for females, whereas 10% are foreseen for non-majority communities with its internal policies. MKSF has published booklet into three languages “Human Rights and Gender Equality in MKSF and the KSF'', as well the booklet “Women in the Kosovo Security Force”. Special Representative of General Secretary to NATO for Women, Peace and Security, Mari Skare, expressed to be happy with the position of females in Institution of MKSF and the KSF as well congratulate Minister Çeku and Commander Kastrati for the level of achievement into the Institution leaded. Miss. Skare, also, said that your level is higher than of some of countries of the North Atlantic Alliance - NATO.

It should be mentioned that in the last campaign for communities recruitment are admitted 30 members of community among of them 26 from Serbian community who are the part of the Kosovo Security Force.MKSF has reported for all data which are required (via questionnaire) for Parliamentary Commission for Human Rights , Gender Equality, Missing Persons and Petitions.MKSF has a permanent cooperation with Institution of Ombudsperson and it is worthy to be mentioned that during this period of time did not receive any recommendation for MKSF and the KSF from Ombudsperson.Within project of European Union and Council of Europe and promotion of Human Rights in MKSF has attended the Training for Trainers( TpT ) on standards of Human Rights based upon Convention of Framework for Protection of National Minorities (CFPNM), participated at Conference organized in cooperation with Prime Minister`s Office/Office of Good Governance, Association for Deaf Persons and People in Need which was held on the occasion of marking of the International Day and Week for Deaf Persons in the Republic of Kosovo. Ministry of Defense of Norway has initiated a project on identification of risks of corruption and non-ethical behaviors in the ninth section of defense for South-Eastern European countries. Kosovo is a part of this initiative and consequently Kosovo is subject of this analysis.

2.2. Assistance and support Even throughout the year 2013 has continued medical assistance in villages: Dragolevc, Serbobran, and the first week of the month in Zallq and on the second week of the month in Gurakoc, an activity which is conducted since the year 2010.

2.3. Support to civilian authorities and communities Support to community throughout the year 2013 is big one. In the following are given only a few cases out of them:

• Providing lectures at Primary and Secondary Schools from the Demining Instructors on awareness of pupils and students from mines and pyrotechnic tools.• Marking of the World Environmental Day on 22.04.2013 from the KSF with planting of saplings in Malisheva, Municipality of Gjilan .• MKSF/the KSF in cooperation with Swedish KFOR from the date 23.04 up to 07.06.2013 have cleared ruins at Gërmia park in Pristina. • Mounting of mobile bridge from the KSF in Kramovik. The works started on 17.06.2013 and completed on 01.07.2013. • Voluntarily blood donation in MKSF and in all barracks of the KSF from 01.07 up to 25.07.2013. • Organizing of Summer Camp in cooperation with Ministry of Diaspora within Traditional Manifestation of “Days of Diaspora” 2013 from 08.07.2013 up to 16.08.2013• Opening- paving and expansion of the road Paldenicë – Neqavcë, Dremjak and the road Puset e Nikës – Rezhancë, with length of 6km in Municipality of Hani Elezit, from 09.07 up to 16.08.2013. • Cleaning of river with length 300m and width 4m cleaning of water ditch with length 200m and width 2m.Removal of wastes from the road with length 70 m and width 4m, as well removal of wastes from Plemetin Camp, Municipality of Obiliq which started on 19.08.2013 and completed on 13.09.2013. • The construction of the pedestrian bridge to the Monastery of Deçan started on 02.09.2013 and completed on 13.09.2013.• Fixing of the yard of the school in village Bardhaniq of Gjakova from 04.11.2013 up to 15.11.2013

• Support to American KFOR with transportation means on the occasion of delivery a donation by Bondstil Camp to the orphanage of the village Leskoc, Municipality of Kline dated 15.01.2013. • Support to the Orientation Club “Pristine” with 2 tents, 2 tables and 12 soldiers, realized on 12.03.2013. • Support to the Charitable Club at AUK, with one tent in marking of “The World Water Day ", dated 22.03.2013. • The lectures on the awareness of young people from the risk of unexploded ordnance at Primary and Secondary School realized from 21.01.2013 up to 22.02.2013• Support on marking of the World Day for Persons with “Sindrom Dawn", on 21.03.2013.•Support to Philology Gymnasium ”Eqrem Çabej”, with one bus from 01.04 up to 04.04.2013. • Support to organization ”Kusa Center”, with one tent , two tables, one banner with the KSF logo on the day of marking “ Health Day ”,on 07.04.2013. • Support to Public University “Haxhi Zeka” in Peja, on 18.04.2013, with a lunch for 100 students during visit in LFC and RRB in Istok. • Support with transportation of a construction for high tension electricity from district Dafinet (Vranidoll), M. Of Pristine up to the village Llaushë, M. Of Podujeva, on 19.04.2013. • Cutting of trees (poplars) from the KSF – CPR in Gushtericë e Ulët and Dobratin, Municipality of Graqanica, on 07.05.2013. • Support with two tents for Directorate for Health of Family Center in Pristine at boulevard "Mother Teresa", on 15.05.2013.• Support to Organization for Persons with Muscular Dystrophy in marking of “Muscular Dystrophy Week, on 25.05.2013, on this occasion the KSF provided support with 20 members and 5 jeeps. • Support to NGO`s "Let's Do it Kosovo", with personnel and technical equipments on 25.05.2013. • Support with a tent to the National Blood Transfusion Center in Pristine on 14-15.06.2013 • Support with a tent to Academy of Kosovo for Public Security on 15-16.06.2013. • Support with a tent to Mini – Olimpiada for Persons with Disabilities on 16-17.06.2013• Support with a tents, tables, chairs , medical team , speakers, icons , tapes and using of Training ranch (HPSch) “Tempulli” at barrack "Adem Jashari", for realization of the activity "Forum of Road Security", bike races on 18.06.2013 • Support to NGO “Youth Initiative from Kodra e Trimave” with a tents and blankets for 65 persons, IRKT) in an activity in village Ballaban, Municipality of Pristina from 23.08 up to 31.08.2013. • Support with two tents (a big and small one) as well 70 up 100 chairs on the occassion of marking of the International Day of Missing Persons organized on 30.08.2013, under care of Prime Minister of Kosovo in Pristine. • Support to Association of Diabetics of Pristine with 5 tents, 5 tables, 15 chairs and a medical team on the occasion of marking of the “World Day of Diabetics” dated 14.11.2013.• Realization of lectures through secondary schools of Republic of Kosovo on awareness of students from mine risk and other unexploded ordnance in cooperation with instructors of demining.

2.5. The construction of the mounting bridge on the river Drini i BardhëIt should mentioned that the Engineering Battalion from the Operational Support Brigade of the KSF in shorter and record deadline has completed works in lifting up the mounting bridge on the river Drini i Bardhe which connects road axis Klinë-Gjakovë . This bridge which is lifted up by the KSF is a donation from Austrian KFOR with length of 55 meters and width 5 meters and weight up to 75 tons. The allowed weight on this bridge is 30 tons. The lifting up of the bridge is helped by Swiss KFOR, Ministry of Infrastructure as well Municipalities of Rahovec and Gjakova.

Objective No. 3- Make KSF “A Force for Good in Region”

3.1. KSF in Regional and International Military Activities

In order to maintain operational capabilities of the KSF throughout the year 2013 are realized a lot of activities such as joint trainings, field exercises etc.In this point of view is realized Joint Reaction 13, hold in Albania from 02.06 – 07.06.2013, intention of which was increasing of capabilities of countries A-5 and of Region for establishing of joint capabilities in order to quickly manage with different kind of situations and establishing of joint capabilities either managing of civilian emergencies or various accidents. Objectives of this training used to be:

• Understanding and using of joint procedures to cope with the situations;• Increase of interactions of Personnel and Equipments ; • Application of standard procedures of action for the operations of search and rescue;• Application of NATO procedures;• Assessment of military capabilities in the search and rescue operations.

1. Also, joint field exercise in Krivollak of Macedonia, from 27.05 up to 07.06.2013. Intention of FE “Shared Resilience 13” used to be Inter-Institutional cooperation, military- civilian and regional on catastrophes management.2. Courses with Iowa`s National Guard (IOWA) Camp Dodge, from 08.06.-23.06.2013, 10 KSF members have participated by attending FE of leaders of company for officers and non-commissioned officers.3. Another quite significant activity is “Use of Communication Means ” in Albania starting from 22.04.2013 up to date of 26.04.2013, 4. Also, on this year like any other years used to be a part of Traditional International Marching”97th FOUR DAYS MARCHES” in Njemegen-Netherland from date 14 up to 21st July 2013 in which have participated 30 members.

5. Also, on this year is realized training for ChNBM- Bullgaria from 02.09.2013 up to 11.10.2013, in which have participated 22 members of ChNBM.

Objective No. 4- Make KSF Overseas Deployable Force

Also, on this year, the KSF has continued with increasing of readiness of certain Units for overseas deployment. In this aspect, there are held a lot of working meetings with Iowa`s National Guard and identification of needs for the Unit/s for overseas deployment.There are completed procedures for overseas deployment of the Units in operation. Within completion of these procedures are practiced these procedures for overseas deployment of contingents like in Albania and Rep. of Macedonia. It is compiled scenario and practicing of them with deployment of the Units into factual operation during floods in Municipality of Klina and Skenderaj.

In the aspect of legislation for overseas deployment of the KSF are approved:

· Law on the Kosovo Security Force overseas deployment; · Regulation on financing of the Kosovo Security Force overseas deployment

It is prepared Draft-Regulation on process of the Kosovo Security Force overseas deployment in cooperation and coordination with Legal Department in MKSF and is under reviewing with intention of passing of administrative procedures.

Objective No. 5. Making of the KSF a committed partner to the USA, NATO and EU

5.1. Signing of Memorandums of Cooperation and Execution of Annual Bilateral Plans

Throughout the year 2013 are coordinated and seen in general execution of Bilateral Plans with all the states with whom we have reached memorandum of cooperation In continuation of this activity are synchronized Bilateral Plans of Trainings for the year 2014.

As concerning signing of Memorandums are signed:

· Memorandum between Republic of Albania and Rep. of Kosovo for the members status of Armed Forces while their temporary staying in the territories of respective countries;

· Protocol linked to cooperation for Military Trainings between Ministry for Kosovo Security Force of Republic of Kosovo and Ministry of Defense of Rep. of Macedonia;

· Memorandum on Cooperation between Ministry of Defense of Republic of Slovenia and Ministry for Kosovo Security Force of Republic of Kosovo;

· Annual Program of cooperation with Federal Republic of Germany for the year 2014

5.6. Implementation of Partnership Program with IOWA

Also, throughout the year 2013 has continued and promptly implemented Annual Bilateral Plan between MKSF and IOWA`s National Guard in this aspect.· During Field Exercise of IOWA`s National Guard in June 2013, KSF has participated with 13 members as observer (OF/NOF);· During exercise of the post command in the KSF, members of IOWA`s National Guard have participated as advisors;· Seminar on functioning of Logistic in the KSF leaded by members of IOWA`s National Guard;· Visit and training by Military Band of members of IOWA`s National Guard with members of Musical Band of the KSF;

5.7. Cooperation of MKSF with NAT and of the KSF with MCAD/NLATC o o p e r a t i o n w i t h N A T ' s advisers in MKSF and MCAD advisers currently NLAT in KSF is very good.

5.8. Increase number of the

Strategically Objectives of MKSF for the year 2014

1. Make KSF a Professional Force

1.1. Upgrading of the operational level of the KSF especially of the structures designated for supporting involvement into operations at home and abroad. 1.2. Constantly professionalization, modernization and standardization of the KSF.1.3. Evolution of a Force with high level of readiness supported by an integrated logistics , completely equipped, with a completed Personnel, trained in effective manner –self –sustainable and inter-operable with NATO structures. 1.4. Implementation of changes in policies and structure of the Force approved by Institutions of GRoK which results from the SSSR.1.5. Development of an advanced system of education and training in Force.

2. Make KSF a Credible Force

2.1. A Force with good image and ready to respond to the needs of citizens of RoK.2.2. Prosperous development of the KSF in accordance with policies and guidelines of Government in the field of security and defense.2.3. Increase of transparency and accountability to Institutions of Government of Republic of Kosovo and to its citizens. 2.4. Increasing of transparency in planning, programming, budgeting and execution (PPBE).2.5. A Force with national identity and a committed partner to the USA, NATO and EU

3. Make the KSF a “Force for Good” in the Region

3.1. Upgrading of a deployable Force abroad and its certification by respective International Organization (UE, NATO, UN, etc).3.2. Upgrading of cooperation and confidence in military and defense field with Regional countries and wider. 3.3. Engagement of the KSF for membership in Regional Security Initiatives3.4. Participation of the KSF in engagements, trainings, important exercises in Region, NATO and wider.3.5. Engagement of the KSF for fulfilling of criteria for membership of Republic of Kosovo to UE and NATO.3.6. Functioning and certification of Excellence Center for Urban Search and Rescue
