To transform Karnataka State into a legally conscious society, by providing quality
legal education that is professionally competent and socially relevant so as to realize the
constitutional primordial goal of social, economic and political justice and secure human
rights to every common man. Strive to promote the culture of law and justice in the
institutions of State, Non-government organizations and every individual by providing
informal legal education training and legal service. Above all, inoculate in everyone a spirit
of high moral and human values.
1.1 MISSION
To produce law graduates and post graduates who will inspire and lead the
community by putting 'service' before 'self'. Strive for excellence in professional legal
education. Promote research activities to create basis for making law and legal institutions
socially vibrant. Spread legal literacy and legal aid to the poor and needy with a view to
take justice to the doorsteps of common man. Provide training to the members involved in
the governance of the state, legislators and judiciary to sensitize them in matters of law and
justice. Above all, work as a catalyst in inculcating a sense of faith among people of
Karnataka in the institutions of law and justice to realize the goals of social welfare.
The Karnataka State Law University is aiming to educate the populace on a realistic
tone, close to the life, kindling socio-legal consciousness, enhancing marketability unveiling
employment openings by infusing better outlook and approach. Placing reliance on indigenous
socio- politico-legal system, but with a comparative approach, studying the legal system of
other countries is the unique feature of the University. This aids the pupil to have strong base
both at national and global front, to face any challenges effectively and efficiently. Thus, the
University has commissioned its activities with a slogan “Indian Roots & Global Heights”. 1.2 INTRODUCTION
The Government of Karnataka has desired to make the study and research of law
through systematic instruction, teaching and training in law and to inculcate among citizens a
sense of meaningful concern for the law in a system of parliamentary democracy in the
State of Karnataka. To achieve this end the Government of Karnataka has wished to
institutionalize schooling of laws, through the Karnataka State Law University. Thus, it has
promulgated the Karnataka State Law University Act, 2009, (Karnataka Act No.11 of 2009)
on January 01, 2009
1.3 LOCATION
The seat of the University is in the midst of hillocks, on a sprawling 50 acres of
land, Hubli-Dharwad Corporation main road ( N H -4), close to Office of Commissioner,
Regional Road Transport. Navanagar, Hubli.
1.4 JURISDICTION
The University is the single largest Law University in India having the credit of 90
affiliated Law Colleges including one KSLU‟s Law School under its umbrella.
2.0 ADMINISTRATION
The executive body of the University is the Syndicate. The Syndicate is nominated
by the Chancellor as per Section 24 of the Karnataka State Law University Act, 2009. The
Syndicate is headed by the Vice-chancellor of the University and the Registrar is the
Member-Secretary. The ex-offico memebers of the Syndicate are the Secretary to
Government department of Law, Justice, Human Rights, the Secretary, department of
Parliamentary affairs, the Principal Secretary, Higher education, the Commissioner,
collegiate education. The vice-chancellor nominates the Dean, two University Professors
and two Prinicpals of the Affiliated colleges. There are five Government nominees and two
nominees of the Chancellor.

Government Law Colleges do not apply within the prescribed dates, then they are required

application.

17 Judgment Today 5.0 EXAMINATION SECTION
The Examination section of Karnataka State Law University has conducted two
examinations during the year 2012-13. The examinations were conducted during June-July,
2012 and December 2012 to January 2013, for three year LL.B., Five year BA LLB/BBA
LLB, Hons. courses, P.G. LL.M. and Certificate and Diploma. All the examinations were
conducted smoothly without giving scope for any untoward incidents such as leakage of
question paper, postponement of examination or mass copying etc. All results were declared
within 40 days from completion of examinations.
The issue of Notifications, time table of Examinations, issue of Admission Ticket
were all attended as per norms including question paper setting and scrutiny of same in
most confidential manner.
The Answer Books were scanned and unique code numbers were allotted and
valuation was done both at Hubli and Bangalore in most confidential way.
The candidates were given chance to verify the marks if not satisfied with allotted
marks by issuing photo copy of answer books, revaluation and challenge valuation were
also conducted as per KSLU Norms. 6.0 FINANCE SECTION:
6.1 Budget for 2012-13:
The budget estimate for 2012-13 of the University amounting to Rs. 15502.27 lakhs
was submitted to Government. The Government was kind enough to sanction budget of Rs.
1500.00 lakhs for building works under head of account 4059-80-051-0-47-386 and Rs.
278.00 lakhs for contingency under the head of account 2014-00-00-105-0-13 vide letter
No.: Law/57/LAM/2011/BNG dt: 07-04-2011 and 18-03-13. 6.2 Release of Amount against Budget Grant:
The Government has released Rs.1778.00 lakhs so far and details are as follows:

6.3 EXPENDITURE:
The grant of Rs.1778.25 lakhs released by the Government has been allocated among

Proposal for additional grant of Rs.300.00 lakhs under Head of Account 2014 (Adm)
has been submitted to Government vide this office letter No. KSLU/F.O./2011-12 dated22-
02-2012. But no additional grants were released for financial year 2011-12.
7.0 ENGINEERING SECTION:
The Engineering section took up several works during the year, thereby upgrading
the infrastructure of the University. The Government vide its Order No. LAW 36 KLM
2011 dated 21st June 2012 sanctioned three buildings of the University namely a] Law
School Building for Rs. 16 Crores, b] Boy's Hostel for Rs. 9.18 Crores, c] Library building
for Rs. 27.50 Crores totaling to Rs. 52.68 Crores. The Government had earmarked Rs. 5
crores for the infrastructural development. An additional amount of Rs. 10.00 Crores was
further given for the same.
Several buildings including the Annex building, Multipurpose building,
Examination Block, Training Hostel, Reception Centre were taken up and completed. The
Hon'ble Minister for Law, Parliamentary Affairs, Urban Development Shri. Suresh Kumar
S. inaugurated the buildings on 14th December 2012. The Examination Block was
inaugurated on 20th March 2013.
Besides these major works several works that were necessary to provide amenities to
the staff and students of the University were taken up by the Engineering Section of the

8.0 DIRECTORATE OF PHYSICAL EDUCATION AND SPORTS
The meeting of the Physical Education Director and Sports Advisory Committee meeting
was held on 24-7-2012 in the KSLU‟s Meeting Hall. Various Physical Education Directors
from law colleges attended the meeting. Hon‟ble Vice-Chancellor chaired the meeting.
There was active participation by members and it was resolved Inter Collegiate Sports were
allotted.
8.1 CHESS I nter Collegiate Cum Selections were held at JSS College of Law, Mysore on 04th Sept
2012. 19 teams participated in this tournament, 74 students participated in this selection. 8.2 KABADDI
Inter Collegiate Tournament Cum Selections were held at Vidyadardhak Law
College, Mysore on 14th & 15th Sept. 2012. 15 Teams participated in this tournament.
Karnataka State Law University Kabaddi Team Participated in Kabaddi Tournament
held at SRM University, Kattankulathur (Chennai) from 10th to 24th January 2013. First
match we got walkover against Shankaracharya University, Kaladi. We won the second
match against JNTU University, Haydrabad with 35-25 points. We lost the third match
against Anna University, Coimbatore with 21-52 points.
8.3 CROSS-COUNTRY (MEN AND WOMEN)
Inter Collegiate Cum Selections were held at Government Law College, Ramanagar
on 06th September 2012 by the Principal Government Law College, Ramanagar.
Karnataka State Law University Cross Country Team Participated in All India Inter
University Cross-Country (Men and Women) Competition held at Rashtrasant Tukdoji
Maharaj Nagpur University on 7th Oct. 2012. Mr. Girish N. Physical Education Director of
Government Law College, Ramanagar escorted the team as a Coach cum Manager.

Inter Collegiate Cum Selections were held at HCES. Law College, Gadag from 8th
to 10th Oct. 2012 15 Men and 7 Women Teams participated in this tournament.
Karnataka State Law University Men Volleyball Team Participated in South Zone
Inter University Volleyball tournament held at SRM University Kattankulathur Tamil Nadu
from 12th to 16th Dec. 2012 Mr. Shashi Prasad Physical Education Director, SDM Law

Due to the semester exams of KSLU on the same dates of the tournament, we could
not send the Badminton (Men and Women) Team to participate in Inter University
Tournament which was organized by VIT University, Vellore, Tamil Nadu from 5th
to 9th

Inter Collegiate cum University Blue selections were held at Govt. Law College,

upto third round in 100mts. 8.13 Fitting tribute to Major Dhyan Chand on National Sports Day:
Exhibition Cricket Match organized by Karnataka State Law University‟s Director
of Sports, Shri. Khalid Khan, as a tribute to mark the birth anniversary of legendary
hockey wizard Major Dhyan Chand. Major Dhayan Chand‟s birthday is celebrated
as National Sports Day in educational institutions. The participating teams were the
“Vice-Chancellor‟s XI” and the “Registrar‟s XI” headed by the Hon‟ble Vice-
Chancellor Dr. J.S. Patil and Registrar Shri Subhash Malkhede, respectively. The
two teams Composed of the faculty, students of law school and non-teaching staff of
KSLU. The “Vice-Chancellor‟s XI” team led by Dr. J.S. Patil won the match by one
wicket with one over remaining. Shri. Nagaraj Nayak and Tanmay Patil were
declared as the Man of the Match.
9.0 NATIONAL SERVICE SCHEME (NSS) OF THE UNIVERSITY
The office of the coordinator, National Service Scheme, commissioned its service
from 2012-13 to coordinate and to facilitate NSS activities at the NSS unit of affiliated Law
Colleges. The Government of Karnataka has allocated Rs.8,24,850 to promote the
objectives of NSS, suffusing selflessness and service bent of mind among the students,
undertaking various activities. The University was successful in, accommodating 38 units
across the State possessing 2,030 volunteers. The activities undertaken are as under –
1. Operating and planning NSS Programme Officers.
2. The Zonal level camp organized in Gulbarga, Hubli, Mangalore.
3. 17 NSS unit of respective affiliated law colleges organized special camp February to
April 2013.
9.1 COLLEGE DEVELOPMENT COUNCIL
The College Development Council approved various proposals from affiliated
Colleges for different Development purposes along with, approval of the Syndicate for
creation of 2 seats under supernumerary quota for Jammu and Kashmir students. The
following proposals were approved.
1. KLE Society Bangalore to UGC for including under 2 (F) and 12 B of UGC Act
1956.
2. R. L. Law College Tilakwadi, Belgaum ,proposal of Shri Hawaldar for pursuing
Ph.D under Faculty development programme under UGC 11th Plan.
3. MES Law College, Sirsi for 1 day National Seminar under 11th plan 2007-12.
4. MES Law College, Sirsi‟s proposal to UGC under General Development assistance
scheme.
5. R. L. Law College Belgaum for organizing Seminar on Gender Injustice.
10.0 KARNATAKA STATE LAW UNIVERSITY’S LAW SCHOOL, NAVANAGAR,
HUBLI.
The KSLU‟s Law School, a KSLU‟s institution of the Karnataka State Law
University, Hubli commissioned its service to the society in 2009, and is offering under
graduate and post graduate programmes with the assistance of 13 teachers and 4 non
teaching staff.
The college reopened for the current academic year on 1st
August 2012. In addition
to the lectures, the college had in its calendar of events with extracurricular activities such

With a desire to inculcate democratic ideals among the Students, Student Union
elections were held to elect their representatives on 14th
September 2012 for the posts of
President, General Secretary, Cultural Secretary, Sports Secretary, Women Representative
and Class Representatives. The results were announced on the same day. Mr. Somareddy
was elected as President, Mr. P. Varun as General Secretary, Ms. Bhavani Patil as Cultural
Secretary, Mr. Ibrahim Sab as Sports Secretary and Ms. Aditi Joshi as Women
Representative.
Student Union Activities were inaugurated by Prof. Y. R. Hargopal Reddy, former
Vice-Chancellor, Acharya Nagarjuna Law University, Andhra Pradesh on 12th
October,
2012 at KSLU, Hubli. 10.6 Moot Court:
In order to provide an Opportunity to the students of Law School to instill advocacy
skill and professionalism Intra College Moot Court Competition for selection of panel was
organized by Law School‟s Moot Court Society on 22-09-2012. Sri. Veeresh Budihal,
Advocate, High Court, Dharwad and Sri. Keerti Krishnan, Advocate, High Court,
Bangalore were invited as judges to evaluate the competitors.
Subsequently researchers test was held on 28th
September 2012 for the selection of
researchers. The selection of the Executive Panel was made after evaluating the essential
merits for the following designations: Convener, Joint Convener and Executive Members.
Mr.Shanel Punnoose, was selected as Convener and Miss. Pranusha Kulkarni as Joint
convener.
Moot Court Panel was inaugurated by Prof. K.M. Hanumanthrayappa, Dean &
Principal, University Law College, Bangalore on 12th
October, 2012 at KSLU, Hubli.
During 2012-13, the students of the Law School have participated in various Moot Court
Competitions and performed considerably well.
A team consisting of Ms. Maitreyi Hegde, Mr. Tushar Vadavadagi and Mr. Gururaj
R. participated in IXth K.K. Luthra Memorial Moot Court Competition 2013 on 18th
– 20th
January 2013 and the team scored 372 out of 500.
A team consisting of Ms. Maitreyi Hegde, Mr. Gururaj R. and Ms. Shweta Avin
participated in State Level Kannada Moot Court Competition jointly organised by
Hurakadli Ajja Shikshana Samiti‟s Smt. K.S. Jigalur Arts and Commerce College
for Women and department of Political Science and Human Rights Cell on 23rd
March 2013 and the team won the competition and Ms. Maitreyi Hegde won “Best
Lady Advocate” Award.

During the year 2012-13 the University arranged series of lectures to enable the
students to pursue higher learning; services of eminent Professors were made
available to them during this academic year on various subjects of national and
international importance by men of eminence in the field.
1) Prof. T.R.Subramanya, Hon‟ble Vice-Chancellor, KSLU, Hubli delivered series of
special lectures on „International Law‟ during the period February 2013 to till date for
KSLU‟s Law Students at Law School, Hubli.
2) Prof. J.S.Patil, Former Vice-Chancellor, KSLU, Hubli delivered series of special
lectures on „Jurisprudence‟ during the period August 2012 to November 2012 for
KSLU, Law Students at Law School Conference Hall.

11) Prof.K.Shankar, Senior Advocate, Bangalore, delivered special lecture on „Media and
Law‟ on 13-03-2013 at KSLU Auditorium, Hubli.
12) Sri Yuktananda Swamiji Maharaj, Ramakrishna Ashram, Belgaum, delivered special
lecture on „Principles of Vivekananda‟ on the eve of 150th
Birth Anniversary of Swami
Vivekananda on 20-03-2013 at KSLU Auditorium, Hubli. Hon'ble Minister for Law
and Parliamentary Affairs Shri Suresh Kumar S. gave presidential remarks.
10.9 SPORTS ACTIVITIES :
Apart from the above-mentioned extracurricular activities our students also took keen
interest in the sports activity. Development of intellect along with physical growth matters
in one‟s career advancement. The sporting activities held at the Law School and
opportunities made available to them are a step to accomplish the desired goal.

Collegiate tournament cum selection held at HCES Law College, Gadag from 8th

10th
Oct. 2012.
Women team secured Second Place in Throw ball and Second Place in Tennikoit
organized by S.A. Manvi Law College, Gadag on 11th
March 2013.

Zone Inter University tournaments as UNIVERSITY BLUES.
