From CCA’s Desk It gives me immense pleasure to release the Annual Report of the O/o Controller of Communication Accounts, West Bengal Circle for the

financial year 2011-12. The Office has completed more than ten years of its existence. During this decade all efforts have been made for maintaining

transparency and efficiency in its functioning and periodically come out with detail reports on its functioning in various areas of activities. The issue of

Annual Reports is one such effort in that direction. Following the guidelines issued by the DoT Headquarters, we tried our best to present the reports in an

organized way covering all areas of its functions including updated statistical reports since inception of the office. Besides, attempts have been made to include

detail information pertaining to the circles under jurisdiction of this office. Further, wherever it is felt desirable, information and analytical reports have been

presented with graphs and diagrams in a precise way.

I take this opportunity to sincerely express my heartfelt gratitude to the Officers and staff of this office for extending their sincere cooperation. We

also extend our sincere thanks to the senior officers of DoT for their valuable guidance, cooperation and encouragement without which the Annual Report

would not have come out in the form as desired.

CHAPTER I : INTRODUCTION

1.Office of CCA, West Bengal

The Office of controller of communication Accounts, West Bengal Circle came into

existence in October,2000. Looking back into the journey of a decade, one can find that the

work content of this office has changed, the limited mandate of just disbursing Terminal

Benefits and GPF work expanded to include revenue functions like License Fee and

Spectrum Charges assessment and collection. Besides, this office is also entrusted with

verification of deduction claimed by operators while calculating License Fees, processing of

claims of USO subsidy received from USPs and authorizing payment to them. This office also

represents DoT in all Legal Cases.

With addition of work there was a big challenge of shortage of staff at every level. This

challenge has been surmounted to a large extent with the efforts made by the staff of this

office at every level.

Jurisdiction as regards retirement benefits of Employees of BSNL & DoT: The office of CCA,WBC is entrusted to settle the retirement benefits, pension matters of following five BSNL Circles:

1. West Bengal Telecom Circle (WBTC) covering the states of West Bengal and Sikkim. 2. Eastern Telecom project (ETP) have 7 units. Four units are located at Kolkata, the

other three units are located at Patna,Bhubaneshwar and Ranchi. 3. Eastern Telecom Region(ETR) and 9 units located at Kolkata, Bhubaneswar, Ranchi,

Patna, Shillong, Guwahati and Siliguri 4. Telecom Stores(TS) having 6 units located at Kolkata, Jabalpur, Chennai, Mumbai and

New Delhi 5. Telecom Factory (TF) having 3 units located at Kolkata, Gopalpur and Kharagpur.

3. ROLE AND FUNCTIONS OF THIS OFFICE : 1. Collection of Revenue : Collection of License fees and spectrum charges from Telecom service providers, watch over their Bank guarantees, assessment of AGR of ISP-IT & Com VSAT and verification of the deductions claimed by them in arriving at the AGR. 2. Disbursement of subsidy for Universal Service Obligation : Disbursement of USO subsidy to service providers for providing telecom services in rural and remote areas, conducting inspection for verification of installations & services of ongoing USO schemes to ensure that they comply with the terms & conditions of the respective agreement . 3. Payment of Pensionery benefits : Settlement of Pension cases and payment of pensionery benefits like Pension, DCRG and commuted value of Pension etc. to the employees of BSNL and DoT, in West Bengal Circle and Sikkim is made by this office along with settlement of GPF Final Payment cases. 4. Accounting Function: Post checking of pension paid vouchers, settlement of GPF accounts of employees of BSNL, forwarding of inter circle GPF transfer cases, maintenance of GPF and Loans & advances broadsheets, watching of receipt of Leave Salary and Pension Contribution from BSNL. 5. Administrative Function: Apart from carrying out basic administrative functions as the Head of Departments, the CCA also handles court cases at field level where the Govt. of India is a party in matters of license fee, spectrum charges, pension, absorption issues etc. The Jt. CCA in the office of CCA West Bengal has been designated as the Central Public Information Officer (CPIO) and CCA is the Departmental Appellate authorities (DAA) for ensuring smooth provisioning of information under the RTI Act,2005 for all matters being dealt with by this office.

Note : The Line graph shows that there is tremendous improvement in efficiency of staff in FY.2011-2012. 4. PENSION ADALAT This office makes all efforts to settle the pension cases at the earliest. Even then there remain some cases where the delay in settlement or pendency of the case for long period make the retiree or beneficiary aggrieved, which results in finding platform to redress his complain and get the case settled. In order to provide a counter for entertaining the grievance and redressing the same by settling such case to the satisfaction of the complainant, this office had held the first PENSION ADALAT on 14th and 21st of March, 2012 in KOLKATA.
