The Facility Management Association of Australia (FMA Australia) is the peak industry body for facilities management, representing and supporting professionals

and organisations responsible for the operational management of Australia’s built environment.

Contributing an estimated $20 billion to Australia’s GDP annually and employing in excess of 200,000 people, facilities management ensures the health, wellbeing and productivity of Australia’s workforce and the wider community.

Facilities management is an industry which transverses all public and private organisations, covering a broad spectrum of activities from strategic operational planning to daily physical maintenance, cleaning and the management of environmental performance issues.

With more than 2,000 members across Australia, a primary focus of FMA Australia is to ensure the needs of all those professionals and organisations working in and dealing with facilities management are understood and considered in government and business policy formulation and decision making.

FMA Australia provides a range of services to members, including advocacy and industry standards development, networking and information-based events and seminars, education and professional development opportunities, support for special interest groups and a national annual conference, ideaction, held in May each year.

Highlights

In 2010/11 we have seen the facilities management industry progress through

some significant changes. The built environment has been a focus of all levels of government through public debates on issues such as increased energy efficiency, waste minimisation and the management of water use. This has come at a time when the

industry has been moving through the challenges which have arisen as the ongoing effects of the global financial crisis continue to move through our sector.

I believe the current issues facing facilities management professionals and organisations will not only present challenges but also provide opportunities for the direction in which the industry may move in the future. The reengagement with members through the introduction of the portfolio groups has provided a connecting mechanism to ensure representation and advocacy is in line with member’s views.

This year the Board successfully completed years of hard work and launched the Diploma of Facilities Management in conjunction with Holmesglen Institute of TAFE. This was a significant step for the Board and facilities management education, with the qualification developed to contain unprecedented specialised content developed in conjunction with industry. This milestone brings FMA Australia closer to the goal of being able to develop core skills for the industry to ensure a highly professional workforce.

The FMA Australia Board has been focused on a range of issues during the year with the ultimate aim of raising governance arrangements to the next level. Some key achievements for the Board during the year have included:

• Review of the governance arrangements• Development of a new financial model• Surveying of branch members for direct input into strategy• Recruitment of a new Chief Executive Officer

The year also saw the commencement of the development of a strategic plan for the Association which will align the future actions of the organisation to a clear strategic direction. This will lead to the development of a new strategic plan reporting process during the next year.

Stakeholder consultation has been a significant part of the Board’s role during the year and there has been a range of opportunities to meet with members, stakeholders and government to ensure the Board are aware of the broader issues in and affecting the sector. This has been a successful mechanism for building stronger engagement and collaboration in the industry.

I want to take this opportunity to thank members for their support throughout the past year and as the Association continues to move along its strategic path. Finally, thanks to my fellow Board Directors who have continued to work diligently to ensure FMA Australia moves forward, both strategically and from a governance perspective. Their tireless efforts during the year will see the organisation well founded for the coming challenges.

In 2010/11 FMA Australia actively supported, represented and advocated on

behalf of all members, facilities management professionals and the industry as a whole. The organisation has weathered some challenging times over the past couple of years due to the flow through the various sectors of the economy of the global financial

crisis. The industry has seen many changes which have impacted FMA Australia’s operations. However, I am pleased to say that as the year has progressed we are now seeing the emergence of a different external operating environment.

As an industry association and the peak body for facilities management, FMA Australia has to keep abreast of operational and policy issues and have the ability to accurately articulate the views of the industry (often at very short notice). This has been a challenge, but I am pleased to note the Policy Advisory Group and other consultations with members have ensured a strong level of connection has been achieved in the development of responses to policy initiatives by government through the year. Some of the pieces of advocacy work have included:

• Numerous submissions such as for the 2011-12 Federal Budget, National Urban Policy, Commercial Building Disclosure and Tax Breaks for Green Buildings, just to name a few.

• Representation on government committees and forums for areas critical to our industry such as NABERS, Commercial Building Disclosure, FluoroCycle and waste management.

• Close engagement with industry through groups such as the Australian Sustainable Built Environment Council and our involvement as a Sector Partner with the Green Building Council of Australia in the development of Green Star Performance rating tool.

As a core part of services to our members, the Association held events ranging from technical seminars and site visits to breakfast and lunch forums. In addition to this, inForM provided a platform to support younger, up and coming facilities management professionals to engage with others within the industry. Some event highlights such as the national conference, ideaction, can be found under Industry Engagement (p11).

A significant professional development program saw courses developed and operated across Australia and provided an opportunity for skills and knowledge development of those working in the industry.

The facilities management industry operates in a changing environment and as such members will continue to see the evolution of our various membership offerings over the coming year.

The year ahead offers the opportunity to work collaboratively with all stakeholders to help shape the future of facilities management in Australia. I am privileged in my new role to be a part of this and look forward to representing industry perspectives and working with Federal Ministers and their staff, Parliamentary Secretaries, government departments, as well as our numerous industry partners, as FMA Australia continues to support its members.

Finally, I would like to thank the FMA Australia staff, the Board, stakeholders, including government, industry affiliates and our various partners including events, conference and awards sponsors, and of course the members for their ongoing support.

FMA Australia is governed by a board of directors which comprises of the Chairman and seven directors, each with specific areas of responsibility and a variety of

expertise relating to the facilities management industry.

Members are represented at a state/territory level by branch committees which operate on a voluntary basis to facilitate the strategic direction of the association within each State. Currently branches exist in the Australian Capital Territory (ACT), New South Wales (NSW), Queensland (Qld), South Australia (SA), Victoria (Vic) and Western Australia (WA).

Committee members work in the facilities management indus-try or in related fields and as such, provide invaluable insight into the issues affecting members on a daily basis. They are able to connect directly with members in their own branches and learn about new developments and directions in the industry. This ensures that state government and local council issues that affect the industry are addressed and pertinent information disseminated.

Through regular communication with National Office, the branch committees assist FMA Australia in offering a more tailored approach to the delivery of knowledge by providing presentations, technical seminars and site visits that are relevant to the local facility management community. They are also instrumental in the organisation and running of branch events.

In addition, branch committees undertake important work in terms of recruiting new members and promoting FMA Australia as an association, as well as creating and maintaining relationships with local sponsors of FMA Australia’s events.

Branch committees play a vital role in the success of FMA Australia, and one which will continue to grow as FMA Australia endeavours to offer a more diverse range of learning opportunities and events to suit the evolving FM industry.

In representing and supporting facilities management professionals and organisations, FMA Australia undertakes a number of policy, advocacy and representative activities.

A primary focus of these activities is to ensure the needs of all those professionals and organisations working in and dealing with facilities management are understood and considered in government and business policy formulation and decision making.

Our policy development and advocacy processes occur on two levels: the development of distinct ‘policy statements’ and the provision of submissions as part of government and industry consultations.

Policy statements form the basis of FMA Australia’s overall Policy Platform, while our submissions, such as our Commercial Building Disclosure Tenancy Lighting Assessments submission to the Federal Government, allow us to articulate topic-specific responses and evidence-based positions on behalf of facilities management professionals and organisations.

FMA Australia’s representation of the facilities management industry forms another key aspect of advocating in the best interests of our members. This can involve taking part in government consultations, appointing subject-matter-experts on standards development committees, and being a highly active member of leading national groups such as the Australian Sustainable Built Environment Council.

FMA Australia operates education and training with a primary role to ensure the provision of ongoing skills development and knowledge acquisition for

professionals within, or wanting to enter the facilities management industry.

This year, FMA Australia has a key focus in providing a learning environment that supports ongoing professional development and the opportunity to gain formal educational qualifications with the introduction of the Diploma of Facilities Management.

Diploma of Facilities Management

In late 2010 FMA Australia, in partnership with Holmesglen Institute of TAFE, launched the Diploma of Facilities Management to the industry and within six months had received well over a hundred enquiries and student enrolments from across Australia. The Diploma of Facilities Management was created through consultation with the industry, key stakeholders and sponsors. It provides the opportunity for a facilities management practitioner to complete a nationally accredited qualification that sets a benchmark for education in facilities management.

Continuing Professional Development

A new program of professional development courses was offered to FMA Australia members, with a focus on the practical applications in facilities management, including Risk Management, Safety, Finance and the introduction of more topical courses around Security. The new program was well received.

The ever-changing environment within the facilities management industry means that FMA Australia is faced with identifying and developing courses and programs that will provide the knowledge and skills to keep industry professionals up to date with current changes. The Association will continue to workclosely with industry groups and stakeholders to keep abreast of changes in legislation, the introduction of new standards of performance or legal implications within the industry. This knowledge assists FMA Australia to continue to work towards providing, high quality, relevant education and professional development training to its members and industry.

Learning & development

The Association’s membership is diverse and comprises professionals from a range of disciplines which all come under the facilities management banner. These extend

from facilities managers working within large organisations managing a portfolio of buildings across Australia and overseas; to those looking after government buildings and the different issues that presents; to companies that provide services to fulfil facilities management roles.

FMA Australia must ensure that learning, business development and networking opportunities are provided that cater for this diverse range of facilities management professionals through its membership offering.

The operation of lunch and breakfast forums provide timely updates for members on issues affecting the industry, such as changes in legislation that impact on daily facilities management operations, as well as case studies demonstrating the implementation of new innovations in facilities management. In addition, a range of networking opportunities, such as the annual golf days, provide members with a mechanism for undertaking business development with other members and the broader facilities management community.

FM Smart is a new initiative introduced during the year which brings the more technical operational aspects of facilities management under a single banner. FM Smart offers site visits and technical presentations on new and retrofitted buildings, demonstrating the latest energy efficient technology and how similar initiatives can be implemented in the buildings of our members. For example, FM Smart events this year have included visits to the Melbourne Sports and Aquatic Centre to view their $2.3 million worth of capital improvements and upgrades, and a tour of Energex @gasworks, Queensland’s first six star Green Star accredited building.

inForM is FMA Australia’s young FM networking group, specifically introduced to allow those that are entering the industry the opportunity to meet with other like-minded professionals in a social setting to expand their networks and learn more about facilities management.

FMA Australia’s Policy Advisory Group (PAG) plays a crucial role in ensuring that the voices of our members are heard in the formulation of FMA Australia’s submissions, policy positions and in consultations with government and other industry stakeholders. Members can apply for PAG membership and are selected based on their ability to provide expert advice in a timely manner. PAG members work with FMA Australia’s Policy Division on an as-needed basis to articulate the organisation’s policy positions in areas relevant to their experience and interests.

Highlights

FMA Australia held 59 events this year, plus ideaction11, our national conference, which were attended by over 3500 people.

FMA Australia’s Awards for Excellence 2010

2010 marked the introduction of a new format for the Awards for Excellence, with an increase in the number of categories reflecting the diverse nature of facilities management and a dedicated awards ceremony which took place on Thursday 25 November at Doltone House in Sydney. The awards ceremony cemented the success of the new Awards format in recognising the industry, which FMA Australia will continue to build on for 2011.

FMA Australia was proud to bring ideaction11 to the city of Brisbane, following some extremely challenging times for the state. Whilst the floods and cyclone no doubt impacted the number of delegates at the conference, the number of attendees exceeded those at last year’s conference with over 300 particpants. Its success is indisputable in terms of the quality of speakers and topics addressed, and the site visits and social events provided. The conference program reflected the strong base of knowledge in the FM industry and also looked to the future, considering the possibilities as we seek to develop the skills and capacity of our industry and turn ideas into action. The gala dinner hosted FMA Australia’s annual branch awards, where selected branch committee members were recognised for their contribution to FMA Australia, as well as awards being given for Branch of the Year, Corporate Supporter of the Year and National Member of the Year.

Stephen Ballesty was the recipient of two additional awards this year. The FMA Australia Chairman’s Award was given in recognition of outstanding commitment, leadership and contribution to FMA Australia and the FM industry. Life Membership of FMA Australia was awarded to Stephen as a loyal and valued member of FMA Australia, who has worked tirelessly at a branch, national and now international level.

Stephen is a past committee member, board member, deputy chairman of the former Australian Government’s FM Action Agenda, one of the first FMA Australia recipients of the international credential CFM, past Chairman of FMA Australia and now the Chairman of the IFMA Foundation, the first person outside North America to serve as the foundation’s chair.

FM Expos

FMA Australia’s facilities management expos were rolled out across various branches this year and provided on opportunity for the organisations who exhibited to showcase theirbusinesses and allow visitors to understand more about those who add value to our industry. The expos were well attended and exhibitors provided excellent feedback. In Victoria the expo was held during a luncheon which proved popular and is therefore a formula which will be implemented for future expos.

FMA Australia provides or facilitates the production of a variety of resource tools and publications for the benefit of members. Some of these are offered on a regular basis

as a means of keeping members up-to-date on the latest developments affecting the FM industry. Others are ‘best-practice’ publications that have resulted through consultation with the industry and the identification of a need for specific information.

Facility Perspectives is the official quarterly publication of FMA Australia, distributed nationally and overseas to all FMA Australia members. FMA Online is FMA Australia’s monthly electronic newsletter, distributed eleven times during the last 12 months to more than 7,500 industry contacts consisting of both FMA Australia members and non-members.

FMA Australia’s website offers a variety of tools and resources for members and the broader community with member services information, events listings and registration facilities, recruitment and career position listings, newsletter archives and industry updates. The website receives in excess of 3,500 hits per week. In all, FMA Australia provided approximately 200 pages of technical information, expert editorial and advocacy and industry data to members to ensure they remained up to date and the industry as a whole remained well informed.

The FMA Australia website also hosts the Knowledgebase, the reference resource for all areas of facilities management and related property industry sectors. This growing resources library for members now contains over 1000 entries. The Knowledgebase is a one stop shop for facilities management professionals containing conference presentations, professional development workshop articles, executive briefing series articles and articles published in FMA Online, as well as specific article links to other industry online information resources.

FMA Australia released two significant publications this year, based on research and consultation with the industry which identified gaps in the information that was available.

FMA Australia’s Tools for Change e-Book was developed by FMA Australia in partnership with Melt FM, and was supported by the Australian Government’s Green Building Fund. It is designed to provide facilities managers with a planning guide for taking action and adopting habits that provide a practical and sustainable approach to reducing CO emissions. It provides a structured approach to developing a plan that includes case studies and reviews best practices from other programs that have already resulted in behaviour changes towards energy usage.

FMA Australia’s Operational Guide to Sustainable Facilities Management was initiated as part of the former Facilities Management Action Agenda and developed in response to demand from our industry for a technical guide that explores the aspects of sustainability most relevant to the practice of facilities management. The Guide equips users with practical information about the tools and processes that will deliver more sustainable outcomes.

As an industry association it is important that FMA Australia ensures that facilities management professionals are able to access the most up to date resources to ensure they remain at the forefront of the industry.

FMA Australia acknowledges all those organisations with whom we have worked in 2010/11.

The Association enjoys mutually beneficial and productive partnerships with a number of organisations. This year, within Australia, we have maintained alliances with the Australian Institute of Refrigeration, Air Conditioning and Heating (AIRAH), the Green Building Council of Australia (GBCA), the Fire Protection Association Australia (FPA) and the Tertiary Education Facilities Management Association (TEFMA).

We also have Partners in Excellence agreements with international facilities management organisations the British Institute of Facilities Management (BIFM) and the International Facility Management Association (IFMA) (United States). These allow FMA Australia members to enjoy certain benefits offered to the members of these organisations as part of their membership.

FMA Australia is a founding member of Global FM and along with other international members we work hard to ensure collaboration on a number of issues and events throughout the year. Perhaps the most significant of these was World FM Day on 24 June, which was celebrated by over fifteen of our global partners in a variety of ways.
