    A legislative initiative o Senator J. William Fulbright, the FulbrightProgram was established in 1946 to promote educational andcultural exchange between the United States and other countries.

    Today, the Fulbright Program is one o the largest and mostdiversied international exchange programs in the world, providingopportunities or postgraduate study and research in the U.S. tocitizens o 144 countries. At the same time, Americans receiveFulbright Grants to engage in scholarly and cultural activitiesaround the world. Each year, approximately 6,000 Fulbright Grantsare awarded in open competitions.

    The Fulbright Program is administered by the Bureau o Educationaland Cultural Aairs o the U.S. State Department. Financial supportcomes rom congressional appropriations and rom annual

    contributions by governments and other entities o the countriesin which Fulbright Commissions are established. The Program isoverseen by the J. William Fulbright Foreign Scholarship Board, whosemembers are appointed by the President o the United States.

    The Fulbright Programs impact has been extraordinary. Many othe more than 300,000 educators, scientists, political and socialleaders, artists, and even 36 Nobel Prize winners who have receiveda Fulbright Grant, have made signicant contributions withintheir countries as well as to the overall goal o advancing mutualunderstanding, tolerance and international cooperation.

    Born in 1905, J. William Fulbright received a B.A. in Political Science rom the University o Arkansas, andlater attended Oxord University as a Rhodes Scholar where he earned his M.A. degree.

    Ater studying Law at George Washington University and working at the Justice Department, in 1939 he

    was named President o the University o Arkansas, at the time the youngest university president in theUnited States.

    Ater being elected to the U.S. House o Representatives in 1942, Congress adopted the FulbrightResolution supporting an international peace-keeping mechanism that helped shape U.S. participationin what became the United Nations. This catapulted Fulbright to the national political stage, gaining aseat in the U.S. Senate in 1944.

    During his 30 years o public service, Fulbright was one o the most inuential and respected senators.Legislation establishing the Fulbright Program was passed in 1946. Its rst participants went overseas in1948, unded by war reparations and oreign loan repayments to the United States.

    Ater leaving the Senate, he continued his eorts to help the Program that still bears his name. SenatorFulbright received numerous recognitions by governments, universities and educational organizationsaround the world or his work on behal o education and international understanding. In 1993 he wasawarded the Presidential Medal o Liberty by President Clinton.

    The Fulbright Commission in Colombia was established by aninternational treaty between the U.S. and Colombian governmentson January 8, 1957. It is governed by a binational Board o Directorscomposed o three U.S. citizens living in Colombia and three Colombiancitizens. Board members are jointly appointed or two-year terms bythe Colombian Minister o Foreign Relations and the U.S. Ambassadorin Colombia, who also serves as Fulbrights Honorary Chairman o theBoard. The Board oversees the Fulbright Commissions operations,

    appoints its Executive Director, approves both Colombian and U.S.grantees, and ensures compliance with the Program Directivesestablished by the J. William Fulbright Foreign Scholarship Board.

    The mission o Fulbright Colombia is to urther mutual understandingbetween the peoples o the United States and Colombia througheducational and cultural exchange. This is achieved through itsgrant programs oered to both U.S. and Colombian citizens.Approximately 45 Colombians receive Fulbright Grants eachyear to conduct postgraduate studies, engage in research, teach

    in universities and secondary schools, and participate in otherproessional and academic activities. At the same time, 25 Americanscholars, students, researchers, teachers and artists come toColombia yearly as Fulbright grantees.

    Since the inception o the Fulbright Program in Colombia,approximately 2,200 Colombians and 1,100 U.S. citizens havereceived grants through the Fulbright Commission.

    The Colombian Government, through its Ministryo Foreign Relations, would like to highlight theexcellent work achieved by all who have been

    a part o the team o the Fulbright Commissionin Colombia. The members o the Board, thedirectors and sta o this outstanding institutionhave managed to consolidate a solid relationshipo cooperation between the United States andColombia. Thanks to their persistent eorts,Senator Fulbrights vision o promoting mutualunderstanding between the people o the UnitedStates and the other countries o the world hasbeen ullled.

    The Fulbright Program achieved its rst 50 years inColombia in 2007 thanks to the agreement signedbetween the parties in 1957. During this time, theCommission has become an invaluable sourceo cooperation and education. We currently havesome 2,200 Colombian grantees who have returnedhome ater a most important academic trainingexperience in the United States.

    Thanks to this important exchange program,

    Colombia has reaped the benets o a communityo highly trained proessionals who are leadingthe country to meet its economic, political,technological and cultural development challenges.The Fulbright Commission has distinguisheditsel by its contributions to the national pool ohuman capital through the 50 yearly grants orpostgraduate studies, advanced research andproessional activities in prestigious universities inthe United States.

    By the same token, the Commission has givenour education system a vote o condence byoering 25 grants every year to American citizenswho have worked as teachers and researchers inuniversities, high schools and research institutesthroughout Colombia.

    These institutions have enjoyed the presenceo the more than 1,000 American proessorsand scientists who have contributed to the

    production o knowledge and competencies instrategic areas or social development.

    I would like to congratulate you especially or thenew programs developed during 2007, whichwill lead to many opportunities or graduatestudies or teachers, researchers, artists andproessionals rom all regions o the country.Special mention should be made o the Grants orUniversity proessors in Antioquia, Cultural Studiesor Indigenous and Arocolombian Descendants,the Program targeting Arocolombian Leadersand the Fulbright-Cerrejn Grant or La Guajira,which will no doubt be an essential tool or thedevelopment o ethnic minorities in Colombia.

    I herewith reiterate my determination to continueto work together in this remarkable programo cooperation, which has already resulted inagreements with the Ministry o Education,the Ministry o Culture, the National Planning

    ExecutiveDirectors Report

    2007 marked the culmination o the rst 50 years in the lie o the

    Fulbright Commission. It was a very busy anniversary year, ullo activities to celebrate this important milestone in the historyo the Fulbright Program in Colombia. From the well-attendedphotography exposition by ormer grantee Santiago Harker in theMuseum o Modern Art in late January, where the Commissionsagreement with the Culture Ministry or Grants in the Arts was alsorenewed or another ve years, to the close o the estivities witha gala reception hosted by Ambassador William R. Browneld inNovember, Fulbright Colombia was celebrating. All the anniversaryyears events had the dual purpose o commemorating theCommissions achievements during the past 50 years, and to paytribute to the more than 3,300 current and ormer grantees romboth countries who represent the Fulbright Programs legacy toColombia and to U.S.-Colombian mutual understanding.

    Fulbrights successes in Colombia are due in large measure to theleadership o the Commissions ve distinguished ormer Directors:Ramn de Zubira, Joaqun Pieros Corpas, Germn Garca,Francisco Gnecco, and Agustn Lombana. I want to especially thankCarmen de Zubira, widow o the rst Executive Director Ramnde Zubira, Francisco Gnecco, Director rom 1973 to 1988, and

    Agustn Lombana, Director rom 1989 to 2005, or their supportand presence at the various commemorative events throughoutthe year.

    2007 was a time not only to take stock o the Commissions priorachievements, but also to look to the uture and the new challengesthat the Fulbright Program in Colombia will ace. Last year wetook some important rst steps toward achieving objectives inour strategic areas: 1) to increase the number o grants we wentrom an historical average o 70 total grants per year to 100 grantsdeveloped in 2007 or the 2008 period, with a projection o 125

    grants or 2009; 2) to broaden regional participation through theNew Regions Program, the Commission awarded 56% o its 2007grants to Colombians rom cities other than Bogot; 3) to achievegreater diversity two new initiatives in partnership with theColombian Government, through the Ministry o Education, theMinistry o Culture and Icetex, will designate 12 new grants or theArocolombian and Indigenous Communities starting in 2008; and4) to increase private sector contributions one o the most eectiveways or the private sector to enhance Colombias competitiveness,

    innovation and development is to invest in advanced studies andresearch capacity. Fulbright Colombia concluded new agreements withSuramericana and El Cerrejn in 2007, both o which are models o thesynergies between corporate social responsibility and Fulbrights agenda.

    Meeting these new challenges depends on the commitment,

    cooperation and hard work on various strategic ronts. First are ourinstitutional alliances with both the public and private sector, whichwe hope to keep expanding in the years to come. Our partners in theUnited States and Colombia are key to the quality and innovationthat are the hallmarks o the Fulbright Program. Fulbrights continuedsuccess in Colombia also depends on our community o ormergrantees. In 2007, rst steps were taken toward recreating an alumniorganization, through which current and ormer grantees rom bothcountries will contribute to the strengthening o the Program and theshared development o academic and social projects.

    Last, but not least, is the group o individuals dedicated to theFulbright mission and operations. A six-member Board o Directorsprovides expert guidance and oversight, while a team o devotedindividuals are in charge o the Commissions day-to-day operationsthat are the basis o the new programs, initiatives and changes thatwe have begun to implement in 2007. Our most heartelt thanks andbest wishes to Consuelo Valdivieso, an extraordinary person who ornearly 35 years was at the oreront o the Commissions successesas Director o Programs or U.S. Citizens; and to Consuelo Ramrez,who began her career at the Commission working with the Alumni

    Association and later worked in the area o Programs or Colombians.At the same time, 4 new proessionals joined the Commission sta in2007: Alexandra Moreno as Junior Ofcer or U.S. Programs, CatalinaAhumada and Sylvia Castrilln as Program Advisors, and CarolinaSantacruz, the new Coordinator o Special Projects.

    With help rom our institutional partners, our alumni community, andthe Commission board and sta, I hope to keep building on the work o5 decades o eorts toward contributing to Colombias development,and to U.S.-Colombian mutual understanding.

    Academic merit, leadership potential, and the anticipated multipliereect o the study proposal or Colombias uture orm the core selectioncriteria or the highly competitive Fulbright Grants. A total o 41 grants

    were awarded to Colombians in 2007 or postgraduate studies, research,teaching, and related academic experiences in the United States, 38 owhich were accepted. Through concerted eorts to increase access toFulbright Programs or Colombians outside the countrys major cities, a56% regional participation rate was achieved in 2007.

    A rigorous selection process is adhered to in all grant programs.Uncompromising standards o transparency and impartiality guideeach step o the process. Pre-screened applicants rst undergo anindependent, academic review by proessors, researchers and experts inthe relevant academic elds to evaluate the applicants academic qualitiesand capacity or advanced study and research. A group o nalists isthen interviewed by an interdisciplinary review committee comprisedo ormer Fulbrighters, Fulbright Board members, and representatives oour institutional partners. The Board o Directors o Fulbright Colombiasubmits the nominees to receive grants to the J. William Fulbright ForeignGrants Board in the United States that approves the nal selection ograntees.

    Visiting scholars rom U.S. universities arrange 5-month appointments at Colombuniversities, where they engage in research and lecturing at both the undergraduand graduate level. Providing opportunities to experts in the eld o Colombia non-Colombianists alike, the U.S. Scholar Program is instrumental to U.S.-Colombacademic collaboration and to the creation o research networks. CIES receia total o 13 applications rom scholars, o whom 6 were awarded grants or the 2academic year.

    10 elementary and high school teachers rom Colombia and the U.S.participated in the 2007 Fulbright Teacher Exchange Program. In thisinnovative international job swap, 5 Colombian public and private schoolteachers rom Bogot, Barranquilla and Cali replaced their American

    colleagues in schools across the U.S. While they were teaching Spanishand providing a window onto Colombian culture to their new students,the 5 American grantees held their own as English teachers in theColombian schools.     The Fulbright Educational Advising Ofce plays a vital role in providinginormation about higher education opportunities in the U.S. and insupporting Fulbright outreach. One o the Education USA AdvisingOfces, it is the hub in a network o 9 advising centers located atthe binational Colombo-American Centers throughout the country.EducationUSA advising centers are a key source o comprehensive andup-to-date inormation or international students about all aspects o the

    U.S. education system.

    In addition to maintaining an extensive reerence library, the EducationalAdvising Ofce oers seminars, workshops and personalized advisingsessions regarding diverse aspects o studying in the U.S., includinghow to select the right program, the application process, admissionsrequirements, personal statement, letters o recommendation, aptitudetests, and nancial costs. Starting in 2007, the Fulbright website oereda new Advising ofce online service through a weekly chat space wherethose interested can interact with Advising Ofcers and special guests toobtain relevant inormation about advanced studies in the U.S.

    The Director o Educational Advising worked closely with universityrepresentatives in the United States and in Colombia through educationalairs and university tours, and participated actively in major conerenceson international education.     Enrichment ProgramIn April, Fulbright Colombia hosted the Annual Seminar or all U.S. Student grantrecipients in the Andean Region, in Cartagena. The Universidad Tecnolgica deBolvar was our local institutional partner or this event. 41 U.S. grant recipientswho are developing grant projects in Bolivia, Colombia, Ecuador, Per and

    Venezuela attended. The Seminar provided the opportunity to share experiences,exchange academic interests, and deepen their knowledge about the region andColombia.

    Awards Ceremony

    Fulbright held its rst Awards Ceremony in 2007 to honor its Colombian granteesby presenting them with symbolic diplomas o their grants. The event, which washeld in the Auditorio Teresa Cuervo Borda in the National Museum in May, hadas special guest Minister o Deense and ormer Fulbright scholar Juan ManuelSantos. Dr. Santos studied Public Administration at M.I.T. and Harvard Universityas a Fulbright-Fletcher Scholar in 1980-1981. Family members, Governmentrepresentatives rom Colombia and the United States, universities and participatingentities made up the more than 250 attendees at the evenings event.

    Orientation SeminarsBoth Colombian and U.S. grantees participated in the 2007 Orientation Seminarsthat took place at El Noviciado, the hacienda o the Universidad de los Andes inCota. The Seminars, which are held every year, oer grant recipients preparation

    or their upcoming academic and cultural experience. Those rom the UnitedStates are introduced to Colombian history and current social, cultural and politicalissues, while the Colombians attend a variety o talks about the U.S. educationsystem, the academic challenges they are likely to ace, and U.S. liestyles they will

    encounter. Former Fulbrighters rom both countries participated in the seminars.

    2007 National TourFor the rst time, Fulbright carried out a national tour o 22 Colombian cities in 2007to promote its programs and to better understand the interests in advanced studiesin dierent regions o the country. The tour, which showcased the new GraduateProgram or the Regions, was launched at the Universidad de Nario in Pasto with

    Silver TrailInaugurationFulbright Colombia opened its 50th anniversary celebration on January 31 with an inaugural reception in the Museum oModern Art o Bogot, MAMBO, eaturing a photography exhibit by two-time Colombian Fulbrighter Santiago Harker. Thephotographic study o the silver trail between Mexico and the United States is the result o his grant in the Fulbright-Ministryo Culture Program or the Arts. More than 1,200 people attended the MAMBO reception to enjoy the photographs and towitness the renewal o the agreement o cooperation between the two entities that promote advanced studies in the arts inthe U.S.

    Fulbright in Washington D.C.The Commission took its anniversary celebration to Washington in May 2007 with a delegation o ormer grantees rom theUnited States and Colombia, members o the Board o Directors and sta. The rst activity was the conerence Celebrating 50Years o Academic Exchange between Colombia and the United States, organized with the Colombia Program and the School oForeign Service at Georgetown University. Former Fulbright grantees Nazih Richani, Vernica Salles-Reese, Sandra Ceballos,

    Jane Erlick, Pedro Obando and Santiago Harker shared their ideas about politics, society and culture in a well-attendedconerence presided by Arturo Valenzuela, Director o the Center o Latin American Studies, and Gerard Martin, ProgramDirector or Colombia, both rom Georgetown University.

    Following this event, the Colombian delegation met with various representatives o the Bureau o Educational and CulturalAairs o the State Department. Marianne Craven, representing the Ofce o the Assistant Under Secretary o State, RosalindSwenson, Director o the Ofce o Educational Exchange, Cynthia Wolloch, Director o Fulbright Programs in FulbrightsWestern Hemisphere and Debra Shetler, Program Ofcer, hosted the meeting.     Fulbright-UniNorte Conerence on WaterThe eighth version o the Fulbright-UniNorte conerence series took place in August 2007. Water: Advances in MillenniumGoals, debated dierent acets o the enormous need or a radical transormation in the policy model that provides potablewater to the Caribbean coastal region with the participation o Colombian and international experts. This year the conerencewas broadened to include participation along the entire coast, in celebration o the Fulbright Commissions anniversary. Theconerences took place over two days in Barranquilla, and on the third day simultaneous conerences were held in Santa Martaat the Universidad de Magdalena, in Riohacha at the Universidad de La Guajira, and at the Universidad Tecnolgica de Bolvarin Cartagena. Participants included Leyla Rojas, Under Secretary o Potable Water and Basic Sanitation o the Ministry o the

    Environment; Carlos Rodado, Governor o the Department o Atlntico; Jos Luis Gonzlez, Governor o the Department o LaGuajira; Dr. Jess Ferro Bayona, President o the Universidad del Norte, and Marcela Garca, Director o Programs at FulbrightColombia. Fulbright scholar Christon Hurst, Ph.D. in Virology and Epidemiology rom Baylor University and current AdjunctProessor o the School o Biology at Xavier University in Ohio, and Carl Soderberg, Division Director or the Caribbean o theU.S. Environmental Protection Agency also brought their expertise to the discussions. Various proessors represented theUniversidad del Norte, including Amelia Escudero, Director o the Institute or Sustainable Development, and Carlos JavierVelsquez o the Law School. The conerence was co-sponsored by the United States Embassy and by Coca Cola, El Cerrejnand ExxonMobil.     Academic Exchanges in a Globalized WorldFulbright and Colciencias joined orces in an academic gathering that celebrated the 50th anniversary o Fulbrights workin Colombia, as well as a decade-long alliance between the two institutions that have worked together to promote theinternationalization and training o Colombias academic and scientic community.

    The event included the participation o George Ydice, recognized sociologist and expert in globalization and transnationalprocesses and Director o Modern Languages and Latin American Studies at the University o Miami, and Andrs Palacio,Deputy Secretary Department o Social Protection.     Ambassador Browneld Hosts ReceptionThe Ambassador o the United States to Colombia, William Browneld, held a reception at his home on November 27 to honorand celebrate the 50th anniversary o the Fulbright Commission in Colombia. The event was attended by more than 300people, among them Government ministers, ormer grantees, directors o a variety o entities that currently work in alliancewith Fulbright Colombia, sta and ormer directors o the Commission.

    The Ambassador delivered remarks in which he reafrmed the Embassys support o the Fulbright Program and spoke o

    the urgent need or human resource training in order to bring about greater growth and development in Colombia. He alsoextended a cordial invitation to the Colombian Government and the private sector to continue to support advanced studiesor Colombian proessionals.

    The reception nished with a musical perormance o the Fulbright Sonata, a composition by ormer Fulbright granteeMaestro Juan Antonio Cullar, which was interpreted by Toms Ojeda and Ana Cristina Gonzlez, both ormer Fulbrighters.

    First Fulbright AwardAs part o its 50th anniversary celebration, the Commission established the Fulbright Award in recognition o distinguishedgrantees who through their proessional activities, have made a contribution not only to academia, but also to U.S.-Colombianmutual understanding.

    On this occasion, the award was given to Javier Botero lvarez, a ormer Fulbright scholar who obtained his Ph.D. in Physics

    rom the University o Louisiana in Baton Rouge in 1982. Through his research experience and as Under Secretary or HigherEducation, he has strengthened the academic community in Colombia, as well as the relations between both countries.

    Javier has been a researcher in the elds o complex systems, atomic physics and condensation o quantic gases, amongothers. He was Director o Atomic and Molecular Data in the International Atomic Energy Agency. Currently, he is the Directoro Institutional Development o the Escuela Colombiana de Ingeniera, where he teaches and where he was also AcademicDean until September 2002, when he joined the Ministry o Education.

    Lehman Brothers Grants for Two Colombians

    Two 2006 Fulbright-Suramericana grantees were among the three winners o the annual awards made byLehman Brothers to outstanding Fulbright scholars enrolled in nance programs. Mara Adelaida Tamayo iscurrently studying or her Masters degree in Finance at Boston College, while Luis Ignacio Gmez is pursuinghis Masters in International Business at Brandeis University, also in Boston.     2005 grantee Leonardo Reales was selected as the 2007 winner o the Sue Davis Award. Administered by

    Fulbright Grantee Appointed Principal Associate in McKinsey

    1999 grantee David Campos was appointed Principal Associate o the consulting rm McKinsey in January2007. David, who nished his Masters degree in Industrial Engineering at M.I.T. and has been working in therms ofce in South Arica since 2005, works primarily on operations transormations in large companies.

    New Book by Professor Harvey Kline

    Harvey Kline, 2005 scholar and Proessor o Political Science at the University o Alabama, is author o the 2007bookChronicle o a Failure Foretold: The Peace Process o Colombian President Andrs Pastrana , which analyzesthe peace process between the guerrilla and the Pastrana administration. He also co-authored Latin AmericanPolitics and Development and Introduction to Latin American Politics and Development, both with Howard Wiardaand published by Westview Press in 2007.

    The Eco-village Aldeafeliz

    During 2007, Carlos Rojas organized the Colombian Network o Eco-villages and Alternative Communities. Hecurrently lives in Aldeaeliz, an eco-village that has been visited by more than 1,000 visitors o various nationalitiesinterested in developing new and more ethical ways to inhabit our planet. A 1999 Fulbright grantee, Carlosreceived his Masters degree in Urban Planning at Cincinnati University.

    Winner of the Cinematography Development Award

    Eran Bahamn, 1995 grantee in the Teacher Exchange Program, was the winner o the CinematographyDevelopment Award in 2007. He will soon begin lming the short lm Plegarias Atendidas, or which he alsowrote the script and will eventually direct. The lm tells the story o Augusto, an unemployed man driven todesperation by personal debts, who comes to grip with the act that his world is about to collapse.

    Marcela Castro at the International Forum for Private Law

    Marcela Castro, Proessor at the Universidad de los Andes Law School, was a speaker at the International Forumor Private Law that took place in October 2007 and that was attended by the renowned Italian Commercial LawSpecialist, Maestro Francesco Galgano. Proessor Castro, who delivered a lecture on Private Law in the PrincipalLegal Systems, is a 1984 grantee who did her Masters degree in Comparative Law at the University o Illinois.

    Jorge Hernn Crdenas and his Executive MBA team at the Universidad de Los Andes took rst place in theTepper School o Administrations McGinnis Venture Competition at Carnegie Mellon University, or emergingtechnologies by entrepreneurs in the Lie Sciences category. The team also placed third in the Moot Corp, aglobal competition among business plans at the University o Texas in Austin. Jorge Hernn received his Ph.D.in Economics at the University o Minnesota with his 1984 Fulbright Grant.

    A New Era for the Instituto Caro y Cuervo

    Grantee Genoveva Iriarte, Ph.D. in Language, Culture and Society rom University o Pennsylvania, wasnamed Executive Director o the Instituto Caro y Cuervo in 2007. Under her leadership, the organization hasundergone a makeover aimed at preserving and enriching the nations idiomatic heritage. This reorganizationprocess involves new lines o research, an update o the postgraduate studies in the Andrs Bello Seminar, theintroduction o new inormation technologies and communications, the set-up o an intranet and a digitaltranser o all patrimonial archives.

    for 2007

    Government Entities Invest in the RegionsA new cooperation agreement with the Ministry o Education, Colcienciasand DNP provides support or the Graduate Studies Program or theRegions. The agreement represents a consolidation o Fulbrights allianceswith the National Government and contributes US$2.25 million to co-nance a total o 70 grants or Colombians rom dierent regions o thecountry. The rst grant competition was held in 2007 and resulted in theselection o 23 talented individuals rom six regions who will begin theirstudies in 2008.

    The Colombian Government and USAID support Advanced Studies or

    Aro-Colombian LeadersThe Ministry o Education, Icetex and USAID have joined orces withFulbright to oer a training and leadership program or Aro-Colombians.The agreement was signed in 2007 and will issue 21 grants or graduatestudies in all areas, with support rom our institutions totaling nearlyUS$3.0 million. Upon completion o their studies, beneciaries will returnto Colombia to contribute their acquired knowledge to the developmento their communities and regions.

    Cooperation with the Ministry o Culture in Favor o Cultural DiversityThe alliance between the Ministry o Culture and Fulbright was expanded

    in 2007 with the creation o a new grant program directed at ethnic groups.A total o 15 Aro-Colombians and Indigenous Colombians will be able todo graduate studies in a variety o elds starting in 2008. The purpose othe Cultural Studies Program or Aro and Indigenous Colombians, with thesupport o US$1.5 million rom the Ministry and Fulbright, is to strengthenColombias multicultural society, which constitutes one o Colombias coredevelopment goals.

    Icetex and the Ministry o Education Partner with Fulbright in EnglishLanguage LearningFulbright Colombia will launch a new Grant Program intended to promoteEnglish language learning throughout the country, in cooperation with

    Icetex and the Bilingual Plan o Colombias Ministry o Education. Grantrecipients rom the United States will participate in Fulbrights EnglishTeaching Assistant Program and in the Language Assistant Program oIcetex through a new inter-institutional agreement. The grantees willsupport ESL programs in Colombian universities by being teachingassistants to Colombian proessors.

    Social Responsibility La GuajiraThe alliances between Fulbright and the private sector gained momentum in2007 with a new agreement that seeks to benet development eorts in LaGuajira through two initiatives. Starting in 2008, the Fulbright-Cerrejn Grantor La Guajira will nance graduate studies or a guajiro who is socially andproessionally committed to the region. The company will also nance a U.S.grantee to participate in the English Teaching Assistant Program to work intwo public schools in La Guajira that are associated with Fundacin Cerrejn.

    Fulbright-Suramericana Agreement Benets Universities in AntioquiaSuramericana, representing the Grupo Empresarial Antioqueo, has joinedorces with the Fulbright Commission to annually co-nance a grant or aproessor rom a public university rom the region. The Grant or UniversityProessors rom Antioquia provide support or Masters and Doctoratedegrees in any eld study, and will be oered beginning in 2008.

It has scalresponsibility or the annual budget, and makes the annual allocation oCongressional unds to Fulbright Colombia and the other commissions.

    United States EmbassyThe United States Embassy in Colombia is the local contact or theFulbright Commission in support o its exchange activities. Not only is theU.S. Ambassador the Honorary Chairman o the Board o Directors, but thePublic Aairs Ofcer and the Cultural Attach are both also members o

    Fulbright Colombias Board.

    United States Agency or International Development, USAIDFulbright Colombia and USAID signed an agreement o cooperation in 2007in support o the Colombian Governments Program or Aro-ColombianLeaders. USAID provides nancial resources or the pre-academic,leadership and administrative components o this new Grant Program.

    Fulbright Colombia carries out its operations within an institutional networkmade up o private and public entities in both countries. These organizationsprovide the political, academic and administrative inrastructure, as well asthe nancial resources, to implement the exchange programs. Although theU.S. and Colombian governments are the Commissions primary partners,many other organizations orm part o its inter-institutional ramework,ranging rom the universities in both countries that waive tuition, to localcompanies that co-sponsor the grantees.

    Ministry o Foreign RelationsThe Ministry o Foreign Relations is Fulbrights institutional home withinthe Colombian Government. The Ministry o Foreign Relations recognizesthe Fulbright Commission as an intergovernmental organization, whosepurpose is to administer its exchange program It is considered by thelatter, rom the perspective o the Colombian Government, as an interstateorganism; our legal principle is to manage an educational program thatis nanced with public unds that are made available to the Commissionunder the terms o the agreement signed by the two countries.

    Ministry o EducationFulbright and Colombias Ministry o Education cooperate in two educationalareas. The Under Secretary or Higher Education supports the GraduateProgram or the Regions and the Program or Arocolombian Leaders, whilethe Ofce o Bilingualism helps support the English Language TeachingTraining Workshops, which are oered each year to public high schoolsthroughout Colombia.

    Ministry o CultureThe Ministry o Culture and Fulbright have been working together or 6

    years in support o advanced education or artists. So ar, 30 Colombianshave obtained Masters and Ph.D. degrees through the Fulbright-MinCultura Program or the Arts, which was renewed or 5 years in 2007. Anew 2007 agreement also makes possible the Culture Studies Program orAro-Colombian and Indigenous Communities.

    National Planning DepartmentThe 1996 agreement between Fulbright and the DNP, the rst o its kindsigned with the Colombian Government, seeks to support advancedtraining or Colombias human resource. DNP provides nancial assistanceand technical expertise or the Fulbright-Colciencias-DNP Program, andstarting in 2007, also supports the new Graduate Program or the Regions.

    ColcienciasColciencias joined the Fulbright-DNP agreement in 1997 to create theFulbright-Colciencias-DNP Program. In the 10 years since this programhas operated, 109 Colombians have obtained Masters and Ph.D. degrees,primarily in the science, technology and engineering elds. Colcienciasis also one o the principal Colombian Government partners in the newGraduate Program or the Regions, along with the Ministry o Educationand DNP.

    SuramericanaSuramericana signed its rst agreement o cooperation with the FulbrightCommission in 1999 to support advanced education or proessionalsassociated with the Antioquia Business Group companies. 40 Colombianshave completed Masters degrees in the elds o Business, Economics, andEngineering through the Fulbright-Suramericana Program. A new 2007agreement nances a grant or graduate studies or a proessor rom apublic university in Antioquia.

    Institute or International Education, IIEIIE is our cooperating agency or the Graduate, Artists, and Science andTechnology Programs, in charge o university admissions and monitoringo the Colombian grantees during their studies. IIE also handles theapplication and preselection process or the U.S. Student and English

    Teaching Assistant Programs, administers the Humphrey Program, andoers the Fulbright orientation and enrichment seminars.

    Council or the International Exchange o Scholars, CIESCIES is the agency in charge o Fulbright Colombias exchange programsor proessors and researchers. CIES administers the call or applicationsand the peer review process or the U.S. Scholar, Visiting Scholar, SeniorSpecialists and Scholar-in- Residence Programs.

    LASPAU, Academic and Proessional Programs or the AmericasA part o Harvard University, LASPAU is our cooperating agency or the

    majority o our grant programs. LASPAU oversees university admissionsand the monitoring o the Colombian grantees in the Faculty Development,Fulbright-Colciencias-DNP, Regions and Fulbright-Suramericana Programs.
