Message from the Dean

T This is the first of what will become a series of annual reports about the College of

Business at Eastern Illinois University. The purposes are to give a periodic accounting of our accomplishments and to share our aspirations for the future. After reading the report, I believe you will share our conclusion that the College of Business is alive and well. I hope that you will also share our conclusion that we are progressing in our quest for quality in all that we undertake. As the years pass, this report will become a benchmark for measuring our effectiveness in reaching the goals and objectives agreed upon by our faculty and staff.

The first business offerings at Eastern were initiated in 1936. In 1962 the program was upgraded from a department to a division, and Dr. James F. Giffin was appointed as the founding dean. In 1974 the division became a "school," and in 1984 it achieved the present designation of "college." Throughout its existence the College and its predecessor units have been an integral part of the university, contributing to an overall emphasis of providing personalized education through dedicated faculty and staff. In more recent years increasing attention is being given to research and service functions. Nevertheless, our highest priority is and will continue to be the preparation of students who can contribute constructively to society and to the goals of their employing organizations. We expect our graduates, as educated persons, to be able to:

1. Write and speak clearly, 2. Define and solve problems in a

rational manner, 3. Promote the highest personal

and professional ethical standards,

4. Recognize economic, social, and teclmological forces that interact with their areas of specialization,

5. Demonstrate proficiency in the business administration common body of knowledge as well as that of their academic majors, including computer technology.

Achievement of the College goals for educating students, undertaking scholarly study, and providing service to our various constituencies has been guided by a thorough process of strategic planning. Over the last five years we have moved from a posture of consolidation of resources and preservation of quality to one of modest program improvements, enhanced quality, and expanded functions. Manifestations from commitment to those assumptions are manyfold, and several are described in this report. Briefly, they include:

• Increases in full time equivalent faculty

• Reduction of the number of students served

* Reduction in class sizes • Increases in scholarly

productivity of faculty • Increases in service

contributions to business community, campus, and professional associations

• Establishment of the College Honors Program

• Increases in scholarships and awards

• Integration of microcomputer technology into curricula

• Broadcasts of American Business News (BIZNET) and Financial News Network (FNN) through EIU Radio-TV Station to service areas

• Plans for construction of physical facilities to house all business programs in one location

• Appointment of a Business Advisory Board

• Appointment of a Student Advisory Board

• Publication of a College of Business Newsletter

Programs & Students

T he College of Business offers undergraduate degrees in Accounting,

Administrative Office Management, Business Education, Computer Management, Finance, Management, Marketing, and also an inter­disciplinary minor in Business Administration. At the graduate level Eastern offers the Master of Business Administration (MBA) and Business Education degrees. Undergraduates spend the first two years as Pre­Business majors and are eligible to apply for admission to the College after completion of 42 semester hours, three business "tool courses," and a satisfactory grade point average (2.5 on a 4.0 scale for 1985-86.)

In the Fall of 1985, 2854 undergraduate and 92 graduate students declared Business or Pre­Business as their majors, representing 30% of Eastern Illinois University's total undergraduate and 8% of its total graduate student body. During the term class sizes averaged 36 at the undergraduate level and 28 at the graduate level.

Starting salaries for graduates of the undergraduate programs were generally higher than the average salary for all EIU undergraduates. Average salaries for Business graduates ranged from $16,000 for the Administrative Office Management major to $21 ,604 for the Computer Management major, while the average for all EIU undergraduates was $18,307. It is noteworthy that the top reported starting salary for the entire university was $35,000, which was garnered by a Marketing graduate from the College of Business.

Distinguished Alumnus H. Michael Finkle Mr. H. Michael Finkle, a 1962 graduate of Eastern illinois University, is the 1986 recipient of the College of Business Distinguished Alumnus Award. Finkle received a plaque at the annual awards banquet on April 24th.

The award bas been presented annually for the past seventeen years to a graduate of the College of Business who has made significant accomplishments in business, industry, education, or a profession. A portrait of Finkle will be displayed in the College's "Hall of Fame" in Blair Hall.

Finkle is an investment broker with R. Rowland and Company, a St. Louis-based investment firm which is a member of the New York Stock Exchange. In February, 1984, he was named First Vice President­Investments. Currently, in his nineteenth year in the investment field, he is a member of the President's Council and the Marketing Committee at Rowland. He is also a member of the International Association of Financial Planners.

Following his graduation from Eastern, Finkle entered the graduate program at Southern Illinois University. Since 1970, he has taught

an investment course he developed at Danville Area Community College.

He is a past member and former president of the Danville District 118 Board of Education. He is also past chairman of the Illini Division of the Illinois Association of School Boards and a former member of the Danville Area Community College Board of Trustees . He is also a past president of the Danville Kiwanis Club. In 1974, he received the Danville Jaycees Distinguished Service Award. In 1977, Governor Thompson appointed him to a two-year term on the State of Illinois School Problems Commission.

Finkle is currently a member of the Boards of Directors of Lakeview Medical Center, the Danville Area Chamber of Commerce, and the Danville Area Visitors and Convention Bureau.

Finkle and his wife have two children, Jennifer, an Indiana University graduate, is a banker. Scott will graduate from IU this spring.

Distinguished Professor Jerome Rooke

Jerome J. Rooke, CMA, was the recipient of the 1986 College of Business Distinguished Professor Award. Jerry has taught for over twenty years at Eastern. Known as a demanding instructor, he consistently receives high marks from his students and keeps in touch with many of them long after graduation. He has contributed many hours of service to the university, the college and his department. During his tenure at Eastern, he has served on the Faculty Senate, Council on Academic

T he Community Business Assistance Center (CBAC) is designed to serve the

needs of business organizations in the central lllinois area through workshops and educational seminars, business conferences, research and consulting with large and small firms.

Through its outreach efforts in fiscal 1986, CBAC provided direct consulting assistance to area businesses in areas such as:

marketing plan development strategic planning performance appraisal systems leadership and motivation site studies market research advertising and sales promotion

programs recordkeeping and accounting feasibility studies for new

businesses sales and sales management

Outreach Activities

CBAC conducted sixteen workshops that were attended by a broad variety of executives, man­agers, entrepreneurs, supervisors, office and plant personnel. These workshops included such subjects as advanced techniques of supervision, financial management , training skills and several levels of education in computer science.

The Business Outlook '86 conference held in October provided attendees with penetrating insight into the illinois business climate, new trends in state economic develop­ment, and projections for 1986. These perspectives were offered by a distinguished assembly of speakers including Congressman Terry Bruce.

The Department of Commerce and Community Affairs awarded the College a Small Business

.. Development Center grant to provide marketing assistance to clients

throughout the state. Several projects were completed, focusing on factors cri tical to the development of communities and business organizations.

CBAC utilized a total of seventy­five faculty. staff, student and business resource personnel in direct application of its services during the report year.

EIU Student Team Wins SBI Award A consulting report prepared by

Eastern illinois University students has been declared the winner in competition with SBI consulting reports from six other states: Minnesota, Wisconsin, Indiana, Ohio, Michigan and ntinois. Students receiving certificates for this award were: Anselm Baumgarten, Brett Bensley, Rita McPheron, Ann Schumacher, Gena Summerfield, Lori Sims.

Sponsored and funded by the Small Business Administration, the Small Business Institute (SBI) provides students with opportunities to utilize their academic education in real life situations by serving as consultants to businesses. Consulting projects are conducted under close supervision of an EIU faculty member and coordinated by the Community Business Assistance Center.

The students conducted their consulting project with a Charleston area service based organization. Working under the direction of

Dr. Terry Maris, the students per­formed a thorough study of the client's organization , identified speci­fic problems and developed detailed recommendations in response to each problem.

Before winning in regional competition, the EIU student report was selected as the winner of its district in competition with over 350 other cases and is currently competing for recognition at the national level.

A total of forty-six seniors and graduate students participated in the Small Business Institute {SBI) consulting projects. Coordinated by CBAC, these projects offered a memorable learning experience to students and valuable assistance to area businesses. Fourteen SBI consulting projects were conducted by EIU students since October, 1985.

Advisory Board

Among the most important events in the 1985-86 year was the creation or the Dean's Business Advisory Board. Twenty-six business and industry leaders agreed to forge a new partnership with Eastern and the College of Business by volunteering their expertise in furthering the goals or the ColJege. In October the group met for organization and orientation. Officers named were:
