Annual Oilfield Waste Disposition Reporting Introduction

Introduction

The Energy Resources Conservation Board (ERCB) requires the generators of oilfield waste to track all oilfield wastes from the initial point of generation through to the point of final disposition (cradle to grave). All dangerous oilfield wastes (DOW) and those reportable oilfield wastes listed in Directive 058: Oilfield Waste Management Requirements for the Upstream Petroleum Industry, Table 9.1, Reportable Oilfield Wastes, must be included in the annual oilfield waste disposition report.

Oilfield waste generators (licensee/approval holders) are required by Directive 058 to summarize their oilfield waste tracking information into the Annual Oilfield Waste Disposition Report and submit the report to the ERCB through this DDS service.

This guide outlines the procedures to follow to successfully submit the data required for the annual oilfield waste disposition report using the DDS Service Waste Reporting.

Note: This guide includes sample data and screens that are included to illustrate the concepts and instructions contained in this guide. The data depicted in these samples is not necessarily accurate, and any resemblance to actual data is coincidental.

To get started using the Waste Reporting Service To get started using the Waste Reporting Services, you will need a valid DDS Login Id. Authorized ERCB customers require a login ID and password to access the DDS system. For assistance in obtaining a login ID, please contact your company’s ERCB DDS administrator. If you are unable to contact your company’s ERCB administrator, contact the ERCB administrator at [email protected].

1. Login to DDS using your DDS ID and password.

2. Open the ERCB services branch on the DDS navigator.

2. Open the Submissions branch.

3. Expand the Oilfield Waste Disposition category and select the Submit Waste Report command. The Report Selection screen opens. If you are delegate, the Licensee Selection screen opens.

You will need to select the BA ID for the operator on whose behalf you are currently working before the report Selection screen opens.

4. Select the Oilfield Waste Disposition Report you will work with, and click on the Continue button. The Menu screen opens.

5. Choose one of the following 3 choices: View/Download List: This option opens the

View/Download screen that lets you open a comma-separated text file of all the licences for this Oilfield Waste Disposition Report. This file can be saved to your computer.

Validate/Upload File: This option first opens the Contact Information screen and then the Validate/Upload File screen that lets you upload a file of oilfield waste reporting details and includes an option to validate the file before you upload it. Details of the upload file format are discussed in the Oilfield Waste Management File Upload Specifications.

Online Form: This option first opens the Contact Information screen and then the Online Form screen that lets you type in the waste reporting details.

6. From either the Validate/Upload File screen or the Online Form screen you will have a Submit button available. Click on this button to submit this Oilfield Waste Disposition Report to the ERCB.

Once this report is submitted, the Submission Acknowledgement screen opens summarizing this submission.

The Report Selection Screen

The Report Selection screen lets you select the year and Reporting ID on which you will be providing waste disposition information.

To use the Report Selection Screen 1. Click on the Waste Generation Year drop-down list button

and select the applicable reporting year as specified in the ERCB request (e.g., 2007).

2. Click on the Report ID drop-down list button and select the Id of the waste report as specified in the ERCB request. The reporting period dates will be shown below.

3. Click on the Continue button.

You have now selected the waste report to work with. The Continue button will take you to the Menu screen.

Waste Generation Year Click on the Waste Generation Year drop-down list to select the applicable reporting year as specified in the ERCB request (e.g., 2007). The waste generation year is the year for which this oilfield waste disposition report applies.

The selected waste generation year will govern the report IDs available in the Report ID drop-down list.

Report ID Click on the Report ID drop-down list to select the Id of the waste report as specified in the ERCB request. The reporting period dates will be shown below this field. The report ID is a sequence associated to the waste generation year for the report, so the choices available will depend on the waste generation year selected.

The Menu Screen

The Menu screen lets you choose one of the various options available for the selected waste report.

To use the Menu screen 1. Choose one of the following 3 options:

View/Download List: This option opens a comma-separated text file of all the licences for this Oilfield Waste Disposition Report. This file can be saved to your computer.

Validate/Upload File: This option lets you upload a file of waste reporting details and includes an option to validate the file before you upload it.

Online Form: This option lets you type in the waste reporting details.

2. Click on the Continue button.

You have now chosen what you will do with the selected waste report.

The Continue button will take you to one of the following: If you selected the View/Download List option, you will

move to the View/Download screen.

If you selected the Validate/Upload File option, you will first move to the Contact Information screen and then to the Validate/Upload File screen.

If you selected the Online Form option, you will first move to the Contact Information screen and then to the Online Form screen.

View/Download List option When you selected the View/Download List option, you will move to the View/Download screen when you click on the Continue button.

The View/Download screen lets you open a comma-separated text file of all the licences for this Oilfield Waste Disposition Report which can be saved to your computer. See The View/Download Screen on page 12.

Validate/Upload List option When you selected the Validate/Upload File option, you will first move to the Contact Information screen and then to the Validate/Upload File screen when you click on the Continue button.

The Contact Information Screen

The Contact Information screen lets you update contact information for the selected waste report.

To use the Contact Information Screen You will see this screen after selecting either the Valid/Upload List option or the Online Form option from the Menu screen. The initial contact information shown in this screen comes from your DDS User Profile. Make sure that this information is correct for this report. Required fields are shown with a red asterisk (*).

The Contact Information must be completed with the licensee or approval holder’s contact information when a consultant or a delegate is submitting the report on behalf of the licensee or approval holder. The Contact Information should not contain the consultant’s or delegate’s contact information.

1. Type in any changes to the name of the contact for this waste report in the Contact Name field.

2. Type in any changes to the phone number of the contact for this waste report in the Contact Phone field.

3. Click on the Continue button.

You have now verified or updated the contact information for this report.

The Continue button will take you to one of the following: If you selected the Validate/Upload File option, you will

move to the Validate/Upload File screen.

If you selected the Online Form option, you will move to the Online Form screen.

Contact Name Type in any changes to the name of the contact for this waste report in the Contact Name field. This should be the name of the licensee or approval holder, not the consultant or delegate working on their behalf.

Contact Phone Type in any changes to the phone number of the contact for this waste report in the Contact Phone field. This should be the phone number of the licensee or approval holder, not the consultant or delegate working on their behalf. Note that the area code and complete phone number must be specified.

The View/Download Screen

The View/Download screen lets you open a comma-separated text file of all the licences for this Oilfield Waste Disposition Report. This file can be saved to your computer.

To use View/Download Screen Click on the Click Here button to open the text file of the

reported waste details.

You have now opened a comma-separated text file of all the licences for this Oilfield Waste Disposition Report.

To continue working with this waste report, click on the Return to Menu button. To start working on a different waste report, click on the Exit button.

Click Here button Click on the Click Here button to open the text file of the reported waste details. A new window opens with this file.

To print, click on the File menu and select the Print command.

To save this file, click on the File menu and select the Save As command. The Save Web Page dialog box opens. Choose a location and file name for this file. It is recommended that you also click on the Save as type drop-down list and select Text File (*.txt).

Return to Menu button Click on the Return to Menu button to go back to the Menu screen. This will let you choose another one of the various options available for the selected waste report. See The Menu Screen on page 7.

The Validate/Upload Screen

The Validate/Upload screen lets you upload a file of waste reporting details and includes an option to validate the file before you uploading it.

To use the Validate/Upload Screen The file being uploaded must use the correct format. Details of this format are provided on the Details tab.

1. Click on the Browse button. The Open File dialog box opens.

2. Navigate to the data file of interest.

3. Select the file and click on the Open button. The dialog box will close and the file name and path will be in the File Name field.

4. Click on the Validate button. The information in the file is examined for formatting problems. If there were problems, a pop-up message appears describing these problems.

5. Click on the Submit button to upload and submit the contents of this file.

You have now submitted the contents of the uploaded file for you waste report. To continue working with this waste report, click on the Return to Menu button.

File Name The File Name field shows the path and file name of the file being uploaded. Use the Browse button to locate this file.

Browse button Click on the Browse button to navigate to the data file of interest.

Validate button Click on the Validate button to examine the file for formatting problems. If there are problems, a pop-up message appears describing these problems. The file must pass the validation test before the Submit button will become active.

Submit button Click on the Submit button to submit the contents of the validated upload file as your annual waste disposition report.

Information Links A number of information links are included on this page. Each of these is described below and is attached to the Appendix of this guide.

• Waste Management File Upload Specifications: This is a detailed, technical, description of the upload format.

• Oilfield Waste Disposition report Submission Business Rules: This is a description of each of the rules that govern the successful use of this DDS Service.

• Example: This is a text file showing two typical examples of an upload file.

• Valid Waste Codes: This is a file that lists all the valid waste codes along with a description of each code.

• Valid Disposal or Treatment Methods: This is a file that lists all the Disposal or treatment codes along with a description of each code.

Return to Menu button Click on the Return to Menu button to go back to the Menu screen. This will let you choose another one of the various options available for the selected waste report. See The Menu Screen on page 7.

Upload File Format Upload files can either be text files or comma-separated-value (csv) text files.

CSV files use a comma between each data value to separate these values. The first row (the header row) in this file identifies the company, waste generation year, report id, waste report date, reporting period, and the due date for this report. All other rows (data rows) in this file list the waste disposition data. A portion of two similar upload file is shown below. Note that the first example includes some column labels and second example does not include column labels.

The Online Form Screen

The Online Form screen lets you select a licence you will be reporting on as well as adding licences to the list.

Using the Online Form you can do the following:

You can select a licence on which to report waste information. See To select a licence on which to report waste disposition information on page 18.

You can search for a licence in the list of those in this report. See To search for a licence in the list of those in this report on page 19.

You can add a licence to the list of those in this report. See To add a licence to the list of those in this report on page 19

You can submit this Oilfield Waste Disposition Report. See To submit this Oilfield Waste Disposition Report on page 20

The procedures for each of these options are described below.

To select a licence on which to report waste disposition information

In order to report waste disposition on a licence, you will need to know the following: the Waste Code, the Waste Volume, the Waste Volume Adjustment, the Disposal/Treatment Method, and the Disposal/Treatment Volume. Here's how to select a licence:

1. Locate the licence of interest from the list of licences shown on the left of the screen. If there are more than 10 licences to report on, you will need to page through the list using the page links at the bottom of the list, or you can use the Find Licence in List feature described below.

2. Click on the Select button.

When you click on the Select button, the Waste Details Entry screen opens for this licence. This screen allows you to add and remove waste disposition information.

At any time prior to submitting a report you can return to the Menu screen by clicking on the Return to Menu button.

To search for a licence in the list of those in this report

Frequently your list of licences is quite long. If you know the licence number you quickly locate that licence using the Find Licence in List feature. Here's how:

1. Click on the Licence Number Type drop-down list button and select the type of licence you are looking for.

2. Type in the licence number you are looking for in the Licence Number text field.

3. Click on the Find button.

The licence list will move to the location of the licence you are looking for. To add and remove waste disposition information for this licence, click on the Select button.

At any time prior to submitting a report you can return to the Menu screen by clicking on the Return to Menu button.

To add a licence to the list of those in this report You can add a licence to the list if you need to report waste disposition information for a licence that is not already on the list. Here's how:

1. Click on the Licence Number Type drop-down list button and select the type of licence you are looking for.

2. Type in the licence number you are looking for in the Licence Number text field.

3. Click on the Add button.

Once the licence is added to the list, you can add and remove waste disposition information to it by clicking on the Select button.

At any time prior to submitting a report you can return to the Menu screen by clicking on the Return to Menu button.

To submit this Oilfield Waste Disposition Report Once you have added waste information for all the licences, you can submit this Oilfield Waste Disposition Report. The number of licences that do not have waste information is shown in the Unreported Licences field near the top of the screen.

Here's how to submit a completed report.

Click on the Submit button.

Once this report is submitted, the Submission Acknowledgement screen opens summarizing this submission.

At any time prior to submitting a report you can return to the Menu screen by clicking on the Return to Menu button.

Licence List area Use the Licence List area to find a licence of interest that is part included in this report. Use the page links at the bottom of this section to move to the page that lists the licence of interest and then click on the Select button to open the Waste Details Entry screen for this licence. See The Waste Detail Entry Screen on page 23.

Alternatively, use the Find Licence In List area to locate the licence of interest.

Find Licence In List area Click on the Licence Number Type drop-down list button and select the type of licence you are looking for and then type in the licence number in the Licence Number text field. Click on the Find button and the Licence List area will move to the page containing the licence of interest. Click on the Select button to open the Waste Details Entry screen for this licence. See The Waste Detail Entry Screen on page 23.

Add Licence to List area Click on the Licence Number Type drop-down list button and select the type of licence you wish to add and then type in the licence number you are looking for in the Licence Number text field. Click on the Add button to add this licence to the list for this report.

Submit button Click on the Submit button to submit a completed report.

The Waste Detail Entry Screen

The Waste Details Entry screen lets you input your waste disposition details.

Using this screen you can:

You can edit a waste reporting item. See To edit a waste reporting item on page 23.

You can delete a waste reporting item. See To delete a waste reporting item on page 23.

You can add a new waste reporting item. See To add a new waste reporting item on page 24.

To edit a waste reporting item You can edit a waste and disposal volumes for reporting items any time before submitting this waste disposition report. Here's how:

1. Click on the Edit button for the waste item. The Waste Volume, Waste Adjustment, Waste Volume Unit and Disposal Volume fields become available for editing.

2. Make the necessary changes to the information.

3. Click on the Apply button.

The changes you have made are saved for this waste item.

You must return to the Online Form screen, by clicking on the Return to Online Form button, to submit these changes.

To delete a waste reporting item Here’s how to delete a waste reporting item:

Click on the Delete button for the item you wish to delete. You will be prompted to confirm this action.

The item you deleted has been removed.

You must return to the Online Form screen, by clicking on the Return to Online Form button, to submit this change.

To add a new waste reporting item In order to report on a new waste item, you will need to know the following:

Waste Code

Waste Volume

Waste Volume Adjustment

Disposal/Treatment Method

Disposal/Treatment Volume

Here's how.

1. Click on the Add New button at the bottom of the Waste Detail List. A new waste item line is added to the list.

2. Specify all the waste item details as follows:

• Click on the Waste Code drop-down list button and select the appropriate waste code. This is an ERCB-assigned waste code. Click on the link for valid Waste Codes for more information.

• Type in the total quantity of oilfield wastes transported off site in the Waste volume field.

• Type in the adjustment quantity required to balance the differences between the quantity sent to and quantity received at the management location in the Waste Adjustment field. Negative numbers are indicated with a negative sign (-).

• Click on the Waste Volume Unit drop-down list button and select the units you are using.

• Click on the Disposal or Treatment Method drop-down list button and select the appropriate method. Click on the link for valid Disposal or Treatment Methods for more information.

• Type in the quantity of oilfield waste disposed or treated in the Disposal Volume field.

3. Click on the Apply button. This information is added to the Waste Details List.

Appendix A: Oilfield Waste Management File Upload Specifications Annual Oilfield Waste Disposition Reporting Proposed Instructions and Computer Data Format Changes

Overview All licensees/approval holders (oilfield waste generators) are required to implement and maintain a waste tracking system that is capable of providing the information required for the annual oilfield waste disposition report. The oilfield wastes are required to be tracked from the initial point of generation through to the final disposition location (cradle to grave). The purpose of this report is to provide the ERCB with annual summaries regarding the types and quantities of oilfield wastes generated, the source of the oilfield waste, and the specific disposal or treatment methods used. Licensees/approval holders that are selected to submit their annual oilfield waste disposition report are required to prepare this report in accordance with ERCB Directive 058: Oilfield Waste Management Requirements for the Upstream Petroleum Industry.

Two different formats are supported for uploading the Annual Oilfield Waste Disposition Report: one format is the existing flat-file, or TXT file format; and one is the CSV file format. The CSV format has been included to support spreadsheet creation of the upload file.

Flat-file Format The flat-file format is the same upload file format supported previously for Annual Oilfield Waste Disposition Reports. This is a text file (TXT) in which data values are delimited by their character position in a row (or record) of data. See Flat-File Computer Data Format for more information.

CSV file Format The CSV file format is being introduced as an option for uploading Annual Oilfield Waste Disposition Report data from a spreadsheet program. The basic information structure is the same as the flat-file format; however the CSV format uses commas to delimit data values within each data record. The format also permits descriptive heading labels. See CSV Computer Data Format for more information.

Header Record Layout General Information This section of the report is to identify the header record for the file. This includes the following information that must be entered:

• Record Type Code: identifies the record type (submission by file or form) for the report header.

• BA Code: The code assigned by the ERCB to individual companies used to identify approval holders or the licensee of wells, facilities, or pipelines.

• Waste Generation Year: The year for which this oilfield waste disposition report applies.

• Report ID: Sequence associated to the waste generation year for the report.

Oilfield Waste Details This section of the report is to identify all oilfield waste generation locations (e.g., facilities, wells, batteries, pipelines) of each oilfield waste type generated and the total quantity that was treated or disposed.

• Licence Type: The licence type must be identified as well (W), pipeline (P), or facility (F) to describe the licence type for the location that the oilfield waste generated.

• Licence Number: The licence number for the location of where the oilfield waste was generated.

• Surface Location: The surface location of the well or facility Note for file uploads: You must only provide either of the following: the licence type and surface location of the well or facility licence; or, the licence type and licence number of the well or facility licence. Providing both the licence number and surface location will cause an error.

• Waste Code: ERCB-assigned waste code for each specific type of oilfield waste reported.

• Waste Volume: Total quantity (up to 3 decimal places) of each specific oilfield waste type that was transported off site for management or the volume treated on site during the reporting period.

• Waste Volume Adjustment: The adjustment quantity, positive or negative is required to balance the differences between the total quantities of each specific oilfield waste type sent for management and quantities received at the management location, should the quantities be different (up to 3 decimal places) (e.g. 123456789.000). Negative numbers are indicated with a negative sign (–).

• Waste Volume Units: Units the oilfield waste type is reported in. Oilfield waste is to be reported in either cubic metres or tonnes at 101.325 kPa and 15°C. (Note that if there are quantities of a waste stream in both tonnes and cubic metres, then two separate entries must be made for that specific waste type.)

Disposal/Treatment Details This section of the report is to identify the disposal or treatment methods used for each specific oilfield waste type and the corresponding quantities managed.

• Disposal/Treatment Method: Oilfield waste disposal or treatment method used for each oilfield waste type reported.

• Disposal/Treatment Volume: Total quantity (up to 3 decimal places) of oilfield waste disposed or treated for the reported management method.

CSV Computer Data Format The CSV format is a comma separated text file where commas are used to separate data values. The first row (the header row) in this file identifies the company, waste generation year, report id, waste report date, reporting period, and the due date for this report. All other rows (data rows) in this file list the waste disposition data. Note that the column labels must be used before both the header row and the data rows.

Appendix B: Oilfield Waste Disposition Report Submission Business Rules 1. Reportable oilfield waste (per Table 9.1 of ERCB Directive 58: Oilfield Waste

Management Requirements for the Upstream Petroleum Industry and Interim Directive 2000-04: An Update to the Requirements for Oilfield Waste Management for those drilling wastes sent to waste management facilities) must either be reported against the well, facility, or pipeline licence number or (for well and facility licences only) the complete surface location (including the LE, LSD, Section, Township, Range, Meridian).

2. For all licences against which oilfield waste is reported, the licensee is responsible for

submitting the report. For all oilfield waste management facilities against which oilfield waste is reported, the approval holder is responsible for submitting the report. Both licensees and approval holders are identified by a unique four-character BA (business associate) code that has been issued by the ERCB.

3. Sweet, single-well oil, bitumen or gas batteries and for sweet, single-well oil or

bitumen satellites are not issued a facility licence (according to ERCB licensing requirements - Directive 056: Energy Development Application Guide). Reportable oilfield waste generated at this locations must be reported against the originating well licence (must be the same licensee) by the licensee of the well licence.

4. In the event of a pipeline release, if it is not possible to report on the pipeline licence,

the oilfield waste must be tracked back to the originating wells or facilities and reported against the well or facility license provided the licensee is the same.

5. The total quantity (volume) in cubic metres or tonnes, of oilfield waste shipped and

disposed or treated has the capability of being recorded up to 3 decimal places. 6. In situations where licensees have multiple ERCB licences associated with a single

surface location (LSD), licensees are to select one licence to be identified as the generation location for the oilfield waste, provided the licence selected is under the same licensee.

7. Until transfers are complete and approved by the ERCB, the licensee of record is

responsible for licensed wells, facilities, and pipelines. Licensees are required to have the appropriate rights to hold a valid licence upon transfer. Once the transfer is approved by the ERCB, the new licensee is responsible for the submission of all oilfield wastes generated for the reporting period.

8. The licensee of record is required to contact the ERCB Waste Manifest and Tracking Coordinator (contact information is identified on the ERCB Request for Annual Oilfield Waste Disposition Report letter) for further instructions should a company have a “Zero” or “No” Waste Report.
