LEAGUE STORYThe Puget Sound Premier League, sanctioned by US Club Soccer, is the fastest growing league for competitive

soccer teams in Washington State. The PSPL was founded in 2007 with 12 teams and now has nearly 2,000 teams in 2019. In its 11th year, the league supports clubs that produce national champions and college standouts

• The Washington NPL (WNPL) is the most competitive league in the PSPL

• The WNPL is composed of two divisions: Premier 1 & Premier 2

• Clubs must have at least six teams to qualify for participation in the WNPL

• Club DOC most hold a minimum United Soccer Coaches National Diploma or USSF C license.

• Club official must complete the United Soccer Coaches Director of Coaching diploma

• WNPL Coaches (Prem 1& 2) must hold a minimum National Diploma, or USSF D License

• Without proper licensing, club DOC must provide a written plan for coaches and officials this level within the 2019-2020 season.

• Valid US Club Soccer ID card at All matches. WNPL Coaches and Club Staff must display their ID card on a lanyard.

• Clubs are required to submit a complete, player-centered curriculum or development plan to League Office by Aug. 14.

• Clubs must be willing to travel statewide.• Clubs must prioritize WNPL matches. Best fields &

referee scheduling.• All WNPL teams are required to play in WA Cup Championship.• Clubs agree to send their Prem 1 winners to NPL or ENPL

CLUB BOUNDARIES VERSUSOPEN MARKETS

• The PSPL believes in open markets.

• Clubs have no legal or contractual right to the territory they serve. Unwritten agreements.

• The league believes open markets create innovation, consumer choice and competition that is healthy for the sport.

• At the same time, many of our clubs have occupied traditional boundaries that competitors have respected.

• New clubs and existing clubs are entering markets that have long been guided by traditional boundaries based on unwritten agreements.

• The league is proposing a new set of rules to reiterate support for open markets while also proposing a transparent process for all clubs to follow if seeking to expand into an existing or a new market.

RULES of PLAYProposal

• New market registration application is required.• Application process opens June 1 and closes

Dec 1• Applicant must submit business plan for new

market that is reviewed by the league office• Clubs facing new challenger in their traditional

market are notified when application dates close Dec 1.

• Six-month waiting period required for new entrants into non-traditional markets

RULES OF PLAYPROPOSAL

• New entrant is required to meet with all affected clubs and explain business plan.

• If new entrant fails to meet face-to-face with his direct competitors, then proposal is automatically denied.

• If all requirements are met, then league approves new entrant into the market.

• Territory of clubs that leave the PSPL will be regarded as a new market. Clubs adjacent to the new area will need to apply to expand there.

• Application review fee will be required to apply.

Purpose: To create a platform to resolve issues unique to Eastern Washington.

Members: Stephanie Koerner (Tri-Cities FC), Chad Brown (WE), Marty Lackey (CWS), Rick Mullins (Sandpoint), Jay Vela (FC Spokane), Shea Swoboda (EW Surf), Mike Osborn (United SC), Russ Davis (IEYSA United).

Issues: Spring Classic/Copa league scheduling, Spring field availability, Forfeits and regionalizing travel.

Puget Sound Premier League Standards :

• Must meet minimum US Club Soccer club standards of three teams to form a club.

• All teams in the PSPL must be a part of a Club (min. 3 teams)

• Application: $150 non-refundable fee must accompany application to be considered.

• Minimum Requirements:• Must have a Club Registrar• Must Have a Club President and/or Director of Coaching that holds a "D"

license, United Soccer Coaches “DOC” Diploma or equivalent (to place teams in the WNPL, a “C” license or equivalent is required)

• All coaches must be licensed• Referee assignor• List of fields for home games and training• Active website• List of contacts for each team and all club administrators• A written three-year operational plan for the club• If accepted, club is on one-year probationary period and conduct will be

reviewed before beginning of second year.• Key areas of review:

• Ethics violations, Misconduct infractions, Forfeits, Scheduling, Communication with other Clubs and the League
