Annual CSR Report: 2019-20

Megger India Pvt. Ltd.:

Megger is a brand recognized globally for quality electrical testing

equipment. Its products are designed with aims to improve efficiency,

reduce cost and extend the life of electrical assets. Its subsidiary Megger

India Pvt. Ltd. (Megger) with headquarters in Mumbai, caters to south

Asian market. It has a large network of distributors across the region.

Since last three years, Megger has been engaged in various corporate

social responsibility (CSR) activities in India. Its CSR policy was designed in

2016-17.

Chhaaya Strategic Advisors LLP helps Megger in designing, implementing,

monitoring and evaluating its CSR programs.

Chhaaya Strategic Advisors, LLP.:

Chhaaya Strategic Advisors LLP (Chhaaya) is a niche consulting firm that

provides professional services to Corporate, SMEs, Non-profit entities and

Government for enhancing sustainable development endeavours.

Chhaaya brings together experiences from industry and development

sector and has a team of experienced development and management

professionals along with a strong network of credible NGOs across the

country.

Theme for CSR projects of MEGGER:

Since Megger’s core area of operations is manufacturing of safety

electrical instruments, it was decided that in CSR programs too, this would

be the thematic area in which projects would be implemented. This

included supporting training of youth in use of safety electrical equipment

and supporting infrastructure (in terms of equipment) needed to conduct

the training or electrical courses run by private polytechnics.

CSR in 2019-20

Megger has supported various programs under its CSR wing. Next pages

outline the details of these CSR initiatives.

1. SEWA Rural:

SEWA Rural in Jhagadia block in Bharuch District of Gujarat State. Its

population consists of 80% ST/SC, out of 69% is tribal according to 2011

census – and most of the youths dropping out of school. SEWA Rural

operates a vocational training centre (Vivekanand Gramin Takniki Kendra)

to equip the school drop-out youth with some trade knowledge so that

they could be absorbed by the industries in nearby GIDC. These students

are accepted in the industry as semi-skilled workers. For many years now,

their placement record is 100%.

SEWA Rural’s founders being medical professionals, their first endeavour

was to start a hospital for deprived tribal population. Later, they ventured

into other areas such as vocational training and community development.

They are offering one-year courses in 13 different trades.

Megger’s association with SEWA Rural:

As part of CSR, Megger India has joined hands with SEWA Rural to fund

Megger units for electrical course being undertaken by 30 students at

present. The equipment will also be used for the batches for next few

years. The training includes various electrical modules (including safety)

using Megger units.

A monitoring visit was conducted by Dr Anagha Joshi of Chhaaya Strategic

Advisors LLP to SEWA Rural, to assess how the equipment was being used,

how useful it was to the primary stakeholders and what their further

requirements would be.

Context:

Though Jhagadia (block town) is well connected by road to Bharuch and

Surat, it is a less developed tribal block. Jhagadia GIDC is only 4 km away

from the training institute. Ankleshwar which has the largest GIDC in the

state is only 23 km from Jhagadia. Apart from this Panoli and Dahej GIDCs

are in the vicinity of 25 to 60 km. Due to this, most of the people in the

working age group in this block, are employed in the industries in various

GIDCs.

Education level is very low with youth dropping out of school between 8th

and 12th. Thus, courses offered by SEWA Rural are quite useful. Though

labour jobs are available in the surrounding industries, after completion

of the SEWA Rural courses, the students are absorbed in various

companies as semi-skilled workers giving them a considerable jump in the

wages.

SEWA Rural has two full-time placement officers. Courses are many times

improvised according to the industry needs. They keep track of the

students for one year after they pass out and get a job. SEWA Rural also

gives emotional and logistical support (getting a place to stay) to the

students who are first time living on their own. This support too is

provided for one year after they pass out. Ultimately, they settle down in

their jobs.

Assessment: Chhaaya used its own assessment framework to evaluate the

results of the Megger support.

2. Vigyan Ashram:

Indian Institute of Education, established in 1981, is a reputed research

organization recognized nationally and internationally. It has various

centres in Maharashtra. Vigyan Ashram being one, is situated in Pabal –

about 70 km from Pune. It focuses on innovations in rural technologies

and skill training of rural youth which would enable them to be self-

employed. It is affiliated with Skill India Initiative of the Govt. of India and

conducts 17 types of certificate courses in various skills, ranging from 3

months to one-year duration. The courses are designed as per the needs

of the industry and the appetite of the students to take them.

In the year 2019-20 Megger supported two 3-day short advanced

electrical trainings conducted by Vigyan Ashram. The first one was

conducted from 29 Feb - 02 March 2020 and the second one from 14-16

March of the same year.

• Total 90 participants went through the training 45 in each batch

• Rs 200 fees were charged through online payment options such as

google pay and UPI

with Megger multimeter to the participants

g. Glimpses:

3. Indian Railway Institute of Electrical Engineering Nasik (IRIEEN):

The Indian Railways have set up IRIEEN at Nasik Road in 1988, for

imparting training to probationers of Indian Railway Service of Electrical

Engineers (IRSEE), recruited through Indian Engineering Services

Examination conducted by UPSC, New Delhi. In addition, IRIEEN also

conducts training courses for serving electrical engineers of Indian

Railways and other departments involved in train-operations. Nasik Road

is about 188 kms Northeast of Mumbai. The Institute is headed by a

Director having a team of 9 technically qualified and experienced faculty

members

As laid down by the Railway Board, the Institute imparts training as a

statutory measure to:

a. IRSEE Probationers.

b. Integrated orientation course for Group-B Officers in all aspects of

the working of Electrical Department before their absorption in

Group-A services.

c. Senior Professional Development Course for Junior Administrative

Grade officers prior to their being considered for promotion to

Selection Grade.

In addition to the above, short term special courses are also being

conducted throughout the year on specialized subjects with the latest

technical know-how and in response to requests received from zonal

railways.

With the commitments ranging across many facets of electrical

engineering applications, IRIEEN is becoming increasingly aware of its role

in training officers in state of art technology. Courses covering most

aspects of railway electrical engineering from basic to advanced levels are

held throughout the year. IRIEEN is flexibly responding to rapid changes

of the day and preparing engineers for a new era. For achieving these

objectives IRIEEN has developed world class infrastructure.

4. Maharogi Sewa Samiti, Warora:

Maharogi Sewa Samiti, Warora is a non-profit organization in Chandrapur

district of Maharashtra, India. It was established in 1949 to help socially

disadvantaged people to enhance their livelihood capabilities through

self-discovery; and empowering them to contribute to society.

The internationally known human rights activist Baba Amte founded MSS,

Warora to address the plight of the leprosy afflicted and those with

disabilities, through treatment, training and active inducement in self-

managed communes. MSS, Warora has been a pioneer in medical

treatment and rehabilitation of leprosy patients in the world. Till date,

more than 2.6 million people have benefited from their services. Their

work spans a wide spectrum of activities ranging from the provision of

basic healthcare and rehabilitation, development of land and water

resources, enhancement of income and sustainable livelihoods, imparting

formal and vocational education and sensitization of youth on

environmental and socio-economic issues. MSS, Warora strives to couple

innovative tools and technology with these activities for environment-

friendly means of coexistence. It is fast becoming a focal point from where

the quintessence of new paradigms of social work and developmental

activities is spreading far and wide. The institution has grown over the last

six decades to become an internationally renowned one and perhaps the

largest community of leprosy afflicted along with persons with disabilities

in the world. His legacy continues to this date through various projects of

MSS, Warora.

Electrical safety is a system of organizational measures and technical

means to prevent harmful and dangerous effects on workers from electric

current, electric arc, electromagnetic field and static electricity

In the field of electrical engineering, engineers and other professionals get

exposed to electricity indirectly during generation, transportation,

installation and usage. Such conditions might cause hazards if accurate

safety measures are not taken.

To promote safety and right usage of equipment, there are certain rules

and regulations formulated by the Bureau of Indian Standards (BIS).

BIS follows the following five principles:

• Safety

• Ease of use and adaptability

• Simple technology

• Value for money products

• Energy efficiency and environment

So, Megger India came up with the following two posters and distributed

to Substation and power Plants to ensure safety of electrical engineers

a. CAT Rating Poster:

Electrical test and measurement tools that interact with electricity are

designed for specific applications and conditions. Exceeding or deviating

from application parameter can lead to inaccurate measurements or

injury. Therefore, there are four primary measurement categories for

electrical tools: CATI, CATII, CATIII, and CAT IV.

Measurement Categories are used to rate test instruments on their ability

to resist a voltage spike, which is applied through a specific resistance. The

higher the category, the more risk there that a high voltage can overload

a circuit and cause electrical and physical damage. Usually, the higher the

CAT (category) rating, the safer the rating.

CATI:

This category is for measurements of voltages from specially protected

secondary circuits. Such voltage measurements include signal levels,

special equipment, limited-energy parts of equipment, circuits powered

by regulated low-voltage sources, and electronics.

CATII:

This category refers to local-level electrical distribution, such as that

provided by a standard wall outlet or plug in loads (for example, 115 AC

voltage for U.S. or 200 AC voltage for Europe). Examples of Measurement

Category II are measurements performed on household appliances,

portable tools, and similar modules.

CATIII:

This category refers to measurements on hard-wired equipment in fixed

installations, distribution boards, and circuit breakers. Other examples are

wiring, including cables, bus bars, junction boxes, switches, socket outlets

in the fixed installation, and stationary motors with permanent

connections to fixed installations.

CATIV:

This category refers to origin of installation or utility level measurements

on primary over-current protection devices and on ripple control units.

Employers have duties concerning the provision and use of personal

protective equipment (PPE) at work.

PPE is equipment that will protect the user against health or safety risks

at work. It can include items such as safety helmets, gloves, eye

protection, high-visibility clothing, safety footwear and safety harnesses.

It also includes respiratory protective equipment (RPE).

Making the workplace safe includes providing instructions, procedures,

training and supervision to encourage people to work safely and

responsibly. Even where engineering controls and safe systems of work

have been applied, some hazards might remain. These include injuries to:

• the lungs, e.g. from breathing in contaminated air

• the head and feet, e.g. from falling materials

• the eyes, e.g. from flying particles or splashes of corrosive liquids

• the skin, e.g. from contact with corrosive materials

• the body, e.g. from extremes of heat or cold

PPE is needed in these cases to reduce the risk.
