Darren ‘Loki’ McGarvey, Hip Hop Artist & Social Commentator

Darren goes by the stage name Loki, a hip hop recording artist and

social commentator that emphasises community and social

responsibility. He was an activist during the Scottish independence

referendum of 2014 and 2015. Loki was employed as a rapper-in-

residence at Police Scotland's violence reduction unit.

He’s recently been awarded the prestigious Orwell Prize for his first

book ‘Poverty Safari’, given to political writers, for his raw exposé of

poverty in Britain.

Darren invites delegates to come on a safari of sorts - A Poverty Safari;

DISRUPTIVE HR was created by Lucy Adams, who has held Board level

HR roles for over 10 years, most recently at the BBC. Combining

strategic and operational HR expertise with a fresh but practical

approach, she aims to put the "human" back into Human Resources.

Understanding and addressing capacity constraints is key to increasing supply. This takes a number of forms. Organisational efficiency and financial capacity to leverage the asset base and raise debt to support affordable housing supply is key to increasing supply. For example, the ability to leverage private sector funding may be dependent to some extent on the financial capacity within the balance sheets of RSLs.

If RSLs are to scale up development and increase their contribution to supply, this has implications for skills and capacity of people at operational and board levels, to manage development risk at scale.

Similar organisational efficiency, skills and capacity issues exist for Local Authorities as this sector scales up housing supply. The workshop will consider the evidence gathered through the Housing Review and examine the capacity constraints which may act as a barrier to the delivery of the ambition to increase the scale and pace of affordable house building.

In a climate of fiscal constraint, making best use of available resources is a key objective.

The role of grant alongside private finance and the scope for new finance structures, such as debt guarantees, partnerships with local authorities involving nominations agreements or third party equity for joint ventures and other investment or fund structures harnessing institutional investment, must be explored.

The workshop will consider the evidence gathered through the Housing Review and examine how grant can be best used to support increased supply of affordable housing and how this can be maximised so that the number of homes built in the areas of highest need within the available resources is achieved.

Standards

Since 2001 DQR specifically requires homes meet the Lifetime Homes (LTH) Standards in order to increase flexibility by making them responsive to the changing needs of residents and offering choice and improved accessibility. LTH standards, including wider doors, accessible ground floor shower room, stairs suitable for chairlift installation, and additional space to allow wheelchair users to move around the home.

The existing standards have been in place for some time and have build cost implications compared to homes built to Building Regulations standards only. The workshop will consider the evidence gathered through the Housing Review and examine what standards and requirements provide the best way of meeting the housing needs of tenants accessing social housing, or whether alternative approaches offer better value for money and support increased supply.

of the next decade.

With technology being a key theme of Housing Horizons, Shivvy will talk

about how housing associations can adapt to a technological future.

One aspect that came through Affordable Housing Supply review call for evidence responses time and time again was that there should be more collaboration. Working with other people, sharing information and resources is a great way to build skills and capacity and make organisations more effective and efficient. There are some great examples where this has taken place across the housing sector, but why given the strength of the support for this approach is this not already taking place more frequently?

The workshop will consider the opportunities for collaboration in order to maximise housing supply and value for money through aspects such as procurement and the supply chain.
