The Administrative Training Institute (ATI) and State Institute of Rural Development (SIRD) for
the state of Tripura are both functioning as a composite Institute under the Society for training
and Research on Public Administration and Rural Development. It is a registered Autonomous
Body and registered as a society under the
Registration of Societies Act, 1860. The
institute is functioning popularly in the
name of the “State Institute of Public
Administration and Rural Development”
Research on different Social and
Environmental issues as well as consultancy
services are different parts of its activities.
The Institute was set up in the year 1987
with the name "Administrative Training Institute" which was functioning as an Apex Training
Institute of the state with the mandate to train the staff and officials of various levels of the
State Government. In 1999 the institute was renamed as "State Institute of Public
Administration and Rural Development (SIPARD)".
The Institute is located in a campus of 7.7 Acres of area at A.D. Nagar, Agartala and is only 6 KM
from the city centre of Agartala, the state's capital. The institute is well connected with by Air
and Rail. The Agartala Air Port is about 35 km and the Agartala Railway Station in about 10 km.

One fully computerized Library for the benefit of trainees, research scholars, faculty members
and officers of the state. There are more than 6000 books 20 Journals and 10 Periodicals. The
catalogues of the library books are fully computerized with the help of NIC made web based e-
Granthalaya Web OPAC (Ver. 3.0) software which can be accessed through the link
library.tripura.nic.in/SIPARDOPAC. The interested readers can browse the catalogues of the books
based on different types of queries such as subjects, Authors, Titles, Key words. Application form for
State Institute of Public Administration and Rural Development library membership is also available
in the web.

sqft. The flowering and ornamental garden includes, Jhau,
Bougenvellia, Thvja, Mousanda, Ixora, Hibiscus, Murraya,
Exotica, Gardenia Florida, Champa, Magnolia, Polyalthia
longifolia, Jasmine, Cassia fistula, Delonix regia etc.
Indoor Tub Plant :
The indoor tub plants includes, Arica Palm, Chinese Palm,
Dracina, Auscaria cookii, Aralia, Maranta etc.

Medicinal Plant Garden : Total area 2200 sqft.
The institute is having a very rich medicinal plants
garden. The important varieties of which are Sentela
asiatica, Azadirecta indica, Callotropis procera
(Akanda), Bohervia diffusa (Punarnava), Asparagus
racemosa, Emblica officinalis (Amla), Gandhol,

Floriculture: Keeping in view of the increasing demand, SIPARD is planning to different variety of
Orchids, Tube Rose as well as Marigold in different paradigm which may be utilized in commercial
purpose also.
Climatic condition of Tripura adds to the Pristine pure environment inside SIPARD campus. One can
easily understand that the campus is very rich in terms of Biodiversity. The song of the birds and the
variety of insects as well as the butterflies present here. Fishery practice is on its way in own shallow
pond specially designed, the source of water of which is the water which comes out of the water
distillation plant of SIPARD.

The canteen facility of SIPARD is made available for the entire staff and the participants
attending training programmes in SIPARD during the weekdays. This facility is also made available
to the participants staying in SIPARD hostel during the holidays prior to commencement of any
training programme or post training programme. The food charges as approved by SIPARD

NEW APPROACHES TO TRAINING PROGRAMMES IN SIPARD
(OFF CAMPUS)
During the financial year 2014-2015, Department of Personnel and Training Government of India had
launched a capacity building programme for newly recruited cutting edge level government functionaries (in
three States of Jammu and Kashmir, Maharashtra and Tamil Nadu) on pilot basis for newly recruited cutting
edge level government functionaries to develop in them Generic and Domain specific competencies. The
programmes were conducted and delivered by the respected State Administrative Training Institutes of the
three States. A total of 75 programmes were conducted with 5 programmes in each of the 5 districts of these
pilot states covering 3000 newly recruited Group-B(non-gazetted) and Group-C level employees. The
objective is to promote a citizen centric attitude in the employees for better public delivery and promote good
practices towards achieving the vision of citizen centric governance.
After successful completion of the pilot, the 12 days Induction Training Programme(ITP) was launched in
103 Districts of 21 States including Tripura with a two day Regional Training of Trainers(ToT) Workshop
hosted at four nos. ATIs during the financial year 2015-2016. During the programmes, 650 Master Trainers
were trained in 10 Regional ToTs who trained 7000(350 in each state and 70 in each district) newly recruited
(0-2) years Group-B (non-gazetted) and Group –C State Government frontline functionaries of selected
Departments.
In the year 2015-16, similar programmes was launched in the rest of the country and Tripura was no
exception. To start with five districts viz. South, Khowai,Dhalai,Unokoti were selected for the training keeping
in view the social sector development issues and distance from mainland.
A total of 328 trainees were covered out of the target 350 set for NE States under the initiative.The
