I. INTRODUCTION

For the last 26 years, the SFK-Philippines continue to provide educational scholarship and assistance to its clientele beneficiaries through its programs and services. Since then, more than 130 students from indigent families graduated from college or vocational degree through the support of the foundation. This became possible because of the hard-work and dedication of the SFK-Netherlands who sustains the financial need of the foundation. Its Philippine counterpart, on the other hand, provides unparalleled work and service to the foundation without condition or compensation. Equally important is the kindness and generosity of donors and sponsors locally and internationally who untiringly share their blessings and resources for the benefit of the children and youth which the foundation caters

The year 2013 had proved to be a tough and challenging year for the foundation because of the financial crisis and series of calamities that befall not only in the country but in other countries as well. Despite financial crisis and limitations, the SFK was able to carry out plans and programs of the foundation through the joint effort of the SFK-Netherlands and SFK-Philippine board. Notwithstanding the limited donations and resources received by the funding agency in the Netherlands and less donations received locally, the activities and projects of the foundation were undertaken with prudence and zeal in order to maximize the availability of funds, manpower and resources.

II. BOARD AFFAIRS A. Board Meetings

For the year 2013, the board of the SFK-Philippines convened during their board meeting held on the months of February and October 2013. It was during these meeting that the board primarily discussed and come up with concrete plans, activities and decisions that will provide efficient, innovative and applicable services to its beneficiaries. To carry out this task, the board members elected its set of officers during the annual meeting on February 09, 2013 to spearhead the foundation’s plans for the year and the succeeding years to come.

Later in October 05, 2013, another board meeting was conducted in the new SFK office in Sauyo, Novaliches where it was transferred. Four (4) major areas had been discussed and decided upon by the board during this meeting. First is the setting of limit in the provision of dental assistance to students whereby an amount of P 3,000.00 per student per year is set as maximum ceiling.

This is partly due to the increased dental expenses shouldered by the foundation during the previous years and earlier months of the year. In 2013 alone, the SFK spent a record high Php 75,050.00 for the dental expenses of Twenty Four (24) students. Secondly, the transfer of office in Sauyo,

Novaliches has necessitate the installation of a split-type air-conditioned unit which was duly approved by the SFK-Netherlands’ board. Thirdly, an increase in the remuneration pay of its two employees covering a transportation allowance of P1,000 per month in consideration of their high travel cost. Lastly, the board has recommended for the regular conduct of group work activities at least twice or thrice a year in order to promote camaraderie and build support system amongst the scholars which is essential to maintain communication, network and partnership with their fellow scholars and alumni as well.

The members of the SFK-Philippine board discussed important issues and concerns of the foundation during one of their board meeting.

B. Leave of absence of Mrs. Proserfina A. Jacela

As a member of the SFK-Philippine board, Mrs. Jacela has tendered a leave of absence from May 20, 2013 – December 2013 following her vacation trip to the United States of America on May 22, 2013 for a 6 months vacation to her daughter.

III. FINANCIAL REPORTS

a. Annual Budget for 2013

With reference to the Proposed Budget for the years 2011 to 2013 submitted to the SFK-Netherlands, the SFK-Philippines has proposed an annual budget of P 2,367,531.09 for 2013. In actual figure, the SFK-Philippines received funds in three (3) different fund transfers from its funding agency in the Netherlands for the year.

IV. ADMINISTRATIVE MATTERS

A. Annual Audit

The SFK’s book of account is annually audited by an independent auditing firm contracted by the foundation to check and review its financial records and statements. For this year, the Lopez and Company which is the external auditor of SFK sent their auditor, Ms. Mariel Bermundo for the conduct of a one-day audit of the SFK’s book of accounts held on March 15, 2013.

Pertinent documents such as financial records, vouchers, liquidations, payroll sheets and bank records have been prepared by the foundation’s Accountant/Bookkeeper, Mr. Nelson Lluz and Social Worker, Mrs. Raquel J. Abaloyan for that matter. The Financial Statements provided by the Lopez and Company thereafter were filed with the BIR and SEC as mandated by law. After a month, a copy of the Audited Financial Statements for the year was sent to the SFK-Philippines and later forwarded to the SFK-Netherlands.

B. Hiring of Administrative Assistant

Effective August 1, 2013, the SFK-Philippines has officially hired the services of a part-time Administrative Assistant to take care of the administrative work in the office. The SFK formally welcomed Ms. Cecilia S. De Guia, a BS Education graduate from the University of the East as a new employee of the foundation. Ms. De Guia also works for the BINHI Foundation as a part-time volunteer teacher/educator. Her experiences and exposures in working with children, youth and other marginalized sectors are simply remarkable. She reports to SFK office from 8:00 AM – 5:00 PM every Tuesday, Thursday and Saturday. Her primary responsibility is focused on the administrative aspect in the office and other tasks deemed essential to her position. As mutually

agreed, her monthly compensation is Php 4,000.00. The SFK pays counterpart for her monthly contributions with the Social Security System (SSS), Philhealth and Pag-ibig as mandated by law.  

C. Application for Registration with the Department of Social Welfare and Development (DSWD)

The application for Registration and License to Operate with the Department of Social Welfare and Development (DSWD) which was earlier filed in 2011 has exceeded the allowable period of filing and has therefore expired. This means that the foundation has to re-apply and re-update the requirements earlier filed with the DSWD-NCR.

In a letter of the DSWD to the SFK on September 04, 2012, the Department has emphasized the need for the SFK to hire an administrative staff as one of the major requirements set for such application. This is also in compliance with the standard ratio of personnel per client served by the foundation and to enable the foundation’s SW to focus on her social work function and strengthen case management organization. The SFK must re-file application and submit the reportorial requirements with the DSWD-NCR. Relative to this, the board came up with the following resolutions:

1. As a major requirement of the DSWD, the SFK hired a part-time Administrative Assistant to take care of the administrative work in the office effective August 1, 2013

2. The salary of the part-time administrative assistant is mutually agreed at Php 4,000.00 per month plus fringe benefits.

3. Savings from office rents and utilities are diverted as salary of the Administrative staff and the SFK may designate such expenses as part of administrative cost.

4. The SFK may now renew the application with the DSWD under said circumstances and submits related documents pertaining to it. Obtaining a license from the DSWD will legalized its status and operation as a charitable foundation and gain legal capacity to solicit/generate funds for SFK;

The SFK, in its effort to register as a Social Welfare Agency with the Department of Social Welfare and Development (DSWD) has signified its intention to re-file its application. However, the DSWD is requiring additional requirements on top of the reportorial requirements set for such application. The following requirements must be secured with the SEC:

1. Certificate of Good Standing 2. Certificate of Corporate Filing

C. Securities and Exchange Commission (SEC) Monitoring of NGO’s

In an inquiry and application made with the SEC – Corporate Governance and Finance Department that issues the above-stated documents, the SFK is again required to submit the following documents prior to the issuance of said Certificates in line with their mandate to monitor the operations of NGO’s in the Philippines, such as the SFK.

1. Notarized General Information Sheet for 2013

2. Notarized Sworn Statement duly signed by the President and Treasurer, stating the Sources and Application of Funds from 2011 to 2012, including list of Accomplished, On-going and proposed Projects during said period.

3. Notarized Certification/s of the existence of accomplished and/or on-going projects stated a. Barangay Certification b. School Certification of each student beneficiary

4. Notarized Location Map indicating the exact address of the principal office signed by the President and countersigned by the Corporate Secretary

On February 03, 2014, the above-stated documents were submitted to the SEC except for item 3.b (School certification) due to the lacking school certification of some college scholars. As per agreement with the SEC examiner, the lacking documents maybe forwarded anytime soon once it is completed. The SFK may then be issued the requested certification upon review and approval of all the documents submitted.

D. BIR Tax Exempt Application

The application for tax exemption to the BIR is still pending for compliance of reportorial requirements and settlement of fines set by the said bureau based on the letter received from the BIR-RDO 039 on April 4, 2012. Thus, the following requirements were forwarded to the Officer in Charge of the Revenue District Office 039 on June 19, 2013 in view of the said application:

1. Letter of Request for Reduction of Fines – totaled to 96 open cases

2. Copy of the BIR Certificate of Registration

3. Lists of Open Cases obtained from the BIR-RDO 039

4. Certified True Copy of the Certificate of Registration with the SEC

Based on the follow-up made by the foundation’s representative last July 19, 2013, the SFK is advised to enter into an “Offer of Compromise” with the BIR to lessen/deduce the penalty. This matter was brought to the attention of Atty. Renato Evangelista who in turn promised to attend to such matter and discussed with Atty. Rey Pico, BIR person-in-charge with the SFK case.

E. Released of Revenue Memorandum Order No. 20-2013 by the Bureau of Internal Revenue (BIR)

The BIR has issued Revenue Memorandum Order No. 20-2013 Re: Applications for Tax Exemption and Revalidation of Corporations and Associations enumerated under Section 30 of the National Internal Revenue Code, wherein the SFK is covered. This means that the SFK foundation is required to submit the General Documentary Requirements (Section 30) set for such application. As per record of the BIR, the SFK has pending cases to settle with the bureau which includes the Ninety Six (96) unfiled BIR returns since 2006 amounting to a compromised penalty of Eighteen Thousand Four Hundred Pesos (Php18,400.00). The foundation has also violated certain tax policies such as the non-issuance of Official Receipts (OR) and the no Book of Accounts. The BIR Examiner, Mr. Reynaldo Pijo, agreed a compromised penalty of P1,000.00 each for the last two violations, increasing the total amount of penalty to Twenty Thousand Four Hundred Pesos (Php 20,400.00). This amount was approved for released by the board in a board resolution made during their board meeting on October 05, 2013. A letter request to waive penalty for the No book of accounts and No Official Receipt was also filed earlier.

On February 17, 2014, the SFK, represented by its Social Worker and Administrative Assistant scheduled an appointment with Mr. Pijo for the submission of the documentary requirements. Protocols were carefully observed and followed by the foundation in relation to this. The representatives were advised to proceed to the Collection Section for verification, checking and receiving of the documents. A verification slip duly filled-up and signed by the foundation’s treasurer to be signed by the three (3) different Section Chiefs namely, Taxpayer Section, Collection Section, Assessment Section and the Revenue District Officer must be completed prior to the payment of fines. In addition, the SFK also submitted a request letter for the reduction of penalty for the 96 unfiled BIR returns addressed to Mr. Florante R. Aninag, Revenue District Officer of RDO 039. Reportorial requirements stated in the new BIR RMO 20-2013 has also been prepared and submitted to the BIR. The documents will be subjected for review and assessment of the BIR prior to the issuance of a Certificate of Clearance and finally a tax exempt status to the SFK.

F. New office in Sauyo, Novaliches

After nearly two years of office at the Dane Publishing House Bldg. in Mindanao Avenue since its transfer on February 5, 2012, the SFK was relocated to a new office at the Printing House of Dane Publishing in Sauyo, Novaliches. The announcement was personally made by Mrs. Leonicia Llarena on September 10, 2013 since the old office will be occupied by their Sales Manager. Relative to this, an office transfer was immediately done on September 14, 2013 with the assistance of few SFK scholars, their parents and employees/driver of the Dane Publishing House who also lend their delivery truck for free. The new office is located at the 2nd floor of the Par Excellence Printhouse Corporation -118 Old Sauyo Road, Novaliches, Quezon City. The new office is much bigger as compared to the unit in Mindanao. An air-conditioned unit was also installed to the new office. Filing of notification on the foundation’s change of address was made to the concerned agencies such as the SSS, Philhealth, Pag-ibig and to the banks as well.

G. Acquisition of Brand New Computer Unit and Printer for the office

The board of SFK- Netherlands has approved the acquisition of a new computer unit and printer for the SFK office thru the remaining funds from the SFK party 2012 and a portion from the foundation’s regular fund. With the assistance of Two (2) BSIT graduate scholars namely Jumar Silva and Bryan Jayson Estavillo, a new computer unit and printer was purchased in Gilmore, Cubao together with the foundation’s SW, Raquel J. Abaloyan. The two students helped out in the installation of software and computer programs. The office is now equipped with an icore 3.3 GH processor and Windows 8 computer, the latest version of windows. A new printer was also acquired for printing, copying and scanning purposes. The total unit cost for the new computer is Php 22,895.00 while the HP 3-in-1 Printer is Php 3,500.00. A set of black and colored ink for the printer cost only Php700.00. Total expenses including administrative cost amounted to Php 29,997.00.

At present, SFK maintains 3 computer units including the newly purchased computer which is primarily used for office activities. The two other computers are used for office purposes and by the scholars as well for their school requirements and projects.

a. Change of Payday Schedules

Considering the inavailability of a number of scholars during payday meeting due to their academic schedules and school activities, the board approved to change the schedule of payday meetings from Saturday to Sunday of every month. Effective May 2013, the payday activity will be on the last Sunday of each month. Regular payday time will remain at 8:30 AM – 12 Noon.

c. Actual number of students from January to December 31, 2013

As of January 05, 2013, the actual number of students is Sixty Eight (68) and has slightly decreased to Sixty Four (64) by the end of the year. The table below shows the actual population of students per month in the different grade / year level for the year 2013. The chart shows a comparative increased and decreased in the number of students for each month in the different level. Increased and decreased in the number of student is primarily due to continuing recruitment and admissions and termination from the program due to graduation or other reasons. Table I. e. Successful Examinee of the ECE Licensure Examination for 2013

The SFK congratulates and takes pride to its scholar, John Owyne Datahan, a BS ECE graduate of the Polytechnic University of the Philippines for passing the Licensure Examination for ECE last December 15 & 16. John Owyne has been a scholar of the SFK since he was in first year high school. The SFK supported his education up to his graduation and board examination proper. He is now working as a technical support staff.

 

f. Newly Admitted students for 2013

By mid-year, the SFK has accepted Five (5) new students in the elementary level to fill-in the vacant slots. Majority of these students were referred by the school principals and guidance counsellors from public schools in Quezon City. The applicants were carefully screened and interviewed by the foundation’s Social Worker prior to approval of their application by the board. The following students will benefit from the program of the SFK and will have the opportunity to continue until college and eventually lead a brighter future.

g. Recruitment/screening of applicants

The SFK continues to accept applications from different public elementary and high schools in Quezon City to fill-in the vacant slots for the school year. Student applicants were pre-assessed and selected by their respective school adviser, Guidance Counselor and/or Principal before they accomplished the application forms. Potential applicants are then interviewed by the foundation’s Social Worker, Mrs. Raquel J. Abaloyan for screening and assessment. Home visits are also conducted to the students and their families to establish the socio-economic eligibility of the child. A case summary of the child is forwarded to the board for final evaluation and approval. Once approved, the students are officially notified thru the school administrator or directly by the foundation. The newly accepted scholars together with their parents are required to attend the orientation activity regarding the programs and services of the foundation. At a minimum, at least 10 students are screened from each school. These students came from the Nine (9) public elementary and high schools who participated in the recruitment process during the

1st and 2nd quarter of the year. They are initially identified by the school administrator prior to referral to SFK.

h. Career Orientation Workshop For the past years, the SFK continues to provide career orientation and guidance to the 4th year high school students in preparation for their college schooling. The workshop aims to provide information and guidance regarding college education through group learning and processes. With this, students are able to identify their personal qualities and skills that go well with employable and in-demand courses. For this year, the conduct of the whole day orientation workshop was held on April 13, 2013 which was also attended by the parents of the students. The participants were divided into two groups. The first group represented by the students was facilitated by Mrs. Raquel J. Abaloyan, SW while the second group comprised by the parents was handled by Mrs. Proserfina A. Jacela, board member. i. Meeting with the incoming college students and their parents

The opening of each school year is a beginning of a new chapter in a student’s life especially for high school graduate students who are entering college. It is in this light that the SFK continues to provide career guidance to high school graduates to assist in their choices of school and course. Relative to this, a meeting with the incoming college students and their parents was held on March 16, 2013 at the SFK together with the members of the board, primarily intended to provide professional guidance and assistance on school admission processes and requirements. The students who attended the meeting were given opportunity to choose their courses and schools that suits their academic ability and skills and were given permission to enroll in the schools and course they prefer. Below is the list of the newly enrolled college students:

j. Art Workshop/Team Building Activity

Responding to the DSWD’s recommendation for the SFK to enhance its socio-developmental program and group work activities to the children and youth that it caters to, the foundation held an Art workshop activity (Trash to ART) on August 25, 2013 at the SFK office and a one-day Team-Building activity on November 30, 2013 at the Quezon City Memorial Circle. Participants of the art workshop activity and team building were comprised of the student scholars in the elementary, high school and college levels. The art activity was conducted by the foundation’s social worker and administrative assistant with the following objectives: 1. to help children express themselves thru drawing and painting; 2. identify and enhance artistic skills and talents; 3. develop their creativity; 4. Promote and develop group skills and cooperation. The children took home their individual art work as a gift to their parents. Photos of the activity and their masterpiece were posted in the official fan page and facebook account of the SFK. Similarly, these children participated also in the Team-Building activity held at the Quezon City Memorial Circle on November 30, 2013. The SFK shoulders all expenses for the venue, snacks, lunch and activity materials for the whole-day activity. The children practically enjoyed and bond with each other through the individual and group games and most especially the “Trust Activity”. Primary objective of the activity is to develop friendship, trust and cooperation among individual members and develop group cooperation, team-work and cohesiveness among the scholars. More importantly, the objectives were clearly achieved based on the evaluation made thereafter.

December is a time of Christmas parties and celebrations especially for children. It is a time most-awaited by kids because it brings joy and hope to their very young hearts and minds. It is for this simple reason that the SFK ought to celebrate the Christmas season despite the calamities that struck the country all in one year period. The board has decided to make the celebration simple and less extravagant to show our sympathy and oneness with the Filipinos in the Eastern Samar and Bohol who suffered from the typhoon and earthquake. Most of the donor companies opted to send donations and assistance to the victims especially in the Visayas region. On the other hand, donations for the SFK party 2013 arrived unexpectedly from donors and the SFK alumni who shouldered majority of the SFK party expenses. Of course, the party is power packed with the presence of the members of the Board of SFK-Philippines under the able leadership of Mr. Danilo A. Longasa, Atty. Renato Zosimo B. Evangelista, Mrs. Iluminada F. Quiñones and Ms. Elizabeth V. Meneses. Also present were Mrs. Evelyn Rodriguez, Mrs. Dulce Molina-Longasa, Mr. & Mrs. Emil and Virgie Le Clercq, Mrs. Raquel J. Abaloyan and Ms. Cecilia S. De Guia and most of all the SFK scholars who keeps the spirit of the SFK alive.

1. Rolinda Bautista - her case was recommended for termination following her graduation and completion of requirements for the course BS Information Technology at the Quezon City Polytechnic University last March 2013. The foundation supported her from August 2005 – May 2013.

2. Bryan Jayson Estavillo – his case was recommended for termination following his graduation

and completion of requirements for the course BS Information Technology at the Quezon City Polytechnic University last March 2013. The foundation supported him from October 1999 – May 2013.

3. Jumar Silva - his case was recommended for termination following his graduation and

completion of requirements for the course BS Information Technology at the Quezon City Polytechnic University last March 2013. The foundation supported him from January 2006 – May 2013.

4. Joahana Cecelia Lagania - her case was recommended for termination following her

graduation and completion of requirements for the course BS Entrepreneural Management at the Quezon City Polytechnic University last March 2013. The foundation supported her from August 2000 – May 2013.

5. Angelica Gonzales – The case of Angelica Gonzales is officially closed effective October 5, 2013 as per decision of the board. Angelica was not able to enroll the 2nd semester of SY 2012-2013 in BS Accountancy at the University of the East in Recto due to the financial incapacity of her family to settle unpaid tuition fee for the first semester amounting to P38,000.00 at the said university. A relative abroad accordingly promised to support her tuition fee at UE since the SFK does not allow college scholars to enroll in private universities unless of course, if admission to such university is based on full scholarship with a non-paying status. However, said relative failed to fulfill its promise.

The board advised her to work out problems with the University of the East specifically to appeal for consideration to the UE President by way of a personal letter. The SFK will still support her should the UE allow her to enroll next school year. However, the foundation will not pay for her unpaid account with the said university. It was later learned that the youngster was able to enroll in another university using forge school records which the SFK cannot tolerate. The SFK supported her from May 2005 – May 2013.

6. Jason Milambiling – is a 2nd Year College student who took up BS Electrical Engineering at the University of the Philippines. The board has decided to terminate his case following a series of failing and low grades he obtained in a semester. Based on record, the youngster obtained Five (5) failing grades during the 1st semester which is beyond the allowable limit given by the foundation. Despite counseling and constant reminder made by the board and staff members, the child and his family was not able to maintain the grade requirements set for his scholarship. It was also discovered that negligence on the part of the child and his parents has affected his school performance and eventual failure in school. The foundation supported him from April 2008 – May 2013.

7. Lovely Dela Cruz – The young lady failed to attend the career orientation workshop and meeting of incoming college students held prior to college application. She also failed to attend the payday activities and did not make any communication with the SFK thereafter. In effect, the young lady enrolled in a private university which the foundation does not allow unless she obtained a full scholarship status in the school. It was later discovered during the conduct of home visit that the child is already attending in the said private school. Her family paid for her tuition fees and other expenses. Thus, her case was recommended for closure.

8. John Owyne A. Datahan – the case of John Owyne Datahan is officially closed as per

December 31, 2013 after successfully passing the recently concluded licensure examination for Electronics Communications Engineering (ECE) held last Dec. 15 & 16, 2013.

John Owyne has been in the scholarship program of the SFK since he was in first year high school. He is now working as a technical support staff in a call center company.

n. Students with special concern:

1. Emerson Opis – is in his 2nd year as a BS-HRDM student at the Polytechnic University of the Philippines who was diagnosed with Hypo-Thyroidism and was prescribed with L-Thyroxine 100 mcg/tablet once a day for his tremor. He underwent medication and consultation with the San Lazaro Hospital. His family was able to solicit P2,000 worth of medicines and laboratory expenses from their district representative. The SFK also extended financial assistance for his medicines. Despite his health condition, the young lad continues to attend his classes regularly and participates in the monthly activities of the foundation.

2. Jan Vincent S. Pascual - Vincent is a third year college student taking up BS Electrical Engineering at the Technological University of the Philippines. The SFK later discovered that he did not enroll during the 2nd semester of 2013. In an interview with the youngster, he claimed that he failed in two subjects during the 1st semester and was shy to appear during the payday. He is now working as a technical support staff (call center agent) at Concentrix earning Php 15,000.00 per month. According to him, he decided to work to be able to sustain his personal needs and other school expenses and save extra money for the opening of the school year in June 2014 by which he plans to enroll again. He is appealing for another chance from the board to continue his scholarship with the SFK.

o. Dental services

The SFK continues to provide dental services and assistance to the SFK scholars who are in need of dental treatment. For the year 2013, the SFK has actually spent the amount of (Seventy Five Thousand and Fifty Pesos) Php 75,050.00 for the dental services extended to Twenty Four (24) student scholars who underwent different dental treatment: These students are:

The SFK foundation mourns with the family of Renante T. Rillo, a former SFK scholar who was accepted to the educational scholarship program of the SFK in February 2003. The young man obtained his Bachelor’s degree in Entrepreneural Management at the Quezon City Polytechnic University last March 2010 thru the assistance and support of his family and the foundation as well. The SFK assisted him since February 2003 up to May 2013. The young man worked as a sales representative in SM North Edsa and later transferred to another company where he became a regular employee. However, on the early part of the 2013, he acquired Pneumonia and was hospitalized for two weeks at the San Lazaro Hospital. Unfortunately, he suffered Cardio Pulmonary Arrest on June 25, 2013 and was pronounced dead the same day at the age of 23. The SFK was notified by his mother few days later. The SFK through its board members and staffs extended condolences and prayers to his family and financial assistance for the funeral expenses.  

VI. RECOMMENDATIONS:

Impact of the K to 12 Basic Education Program of the Department of Education

The SFK should consider the impact of “The Enhanced Basic Education Act of 2013, or Republic Act No.10533”, signed on May 2013 or commonly known as the “K to 12 Basic Education Program of the Department of Education” as a measure to ensure the availability of funds, resources and manpower enough to sustain its educational program for a long period of time. The K to 12 Program covers Kindergarten and 12 years of basic education (six years of primary education, four years of Junior High School, and two years of Senior High School [SHS]) to provide sufficient time for mastery of concepts and skills, develop lifelong learners, and prepare graduates for tertiary education, middle-level skills development, employment, and entrepreneurship.

The following recommendations must be taken into consideration:

1. The SFK must prepare and adopt necessary adjustments in the annual budget and Work and Financial Plan (WFP) for the succeeding years in relation to the K-12 Program.

2. Shift in the allocation of funds/budget because of the 2 additional years in HS which is essentially vocational and technical in nature.

3. Under the K-12 program, high school graduates may opt to work after graduation since they passed the technical/vocational course and obtain a National Certificate.

4. High school graduates may choose to continue higher education and pursue a college degree and will still be assisted by the SFK.
