    The City Parochial Foundation has its origin in the numerouscharitable gifts and bequests made in the course of some400 years to the then 112 parishes within the city ofLondon, their income to be used for the benefit of the

    churches or, more often, the poor of those parishes.

    With the growth in the nineteenth century of the City as aworld financial centre, the income of these charities, manyendowed with City properties, had greatly increased,whereas their potentially poor beneficiaries were muchreduced in number; some parishes had no residents at all.

    On 10 August 1878, a Royal commission was appointed toinvestigate the parochial charities of the City of London. ItsReport resulted in the City of London Parochial Charities Act1883.

    This Act provided that the largest five parishes shouldcontinue to manage their own charitable endowments, butthat most of the remaining charities should be administeredby a new corporate body, to be known as the Trustees ofthe London Parochial Charities, with perpetual successionand a Common Seal.

    The Act further provided that the Charity Commissioners

    should prepare Schemes for the proper application of thesefunds. It defined the area of benefit as the City of Londonand the Metropolitan Police District of London. Theoutcome was a scheme promulgated in 1891 which broughttogether all the endowments into two funds, a City ChurchFund and a Central Fund. Together these constituted theCity Parochial Foundation, with the Trustees under the 1883Act, serving as the Foundations Central Governing Body.The Central Fund is the main source of income fordistribution for general charitable purposes. The Schemeprohibits grants from the Central Fund for the advancement

    of religion.

    Throughout its history, the Foundation has been guided bytwo major principles:

    An awareness of, and a need to guard against, the

    tendency for benefactions intended for the poor to fall intothe hands of a somewhat higher income class.

    A concern not to finance schemes which can be financedby local or central government so that charitable fundsare, in effect, used to subside the statutory authorities.

    Many of the changes in the Foundations policy since 1891have resulted from the practical implementation of theseprinciples.

    In 1986, City Parochial Foundation became the Trustee ofthe new Trust for London, established by the Governmentafter it abolished the Greater London Council. Its initialendowment was 10 million.

    From that beginning, Trust for London has remained distinctin its policies and methods of work, despite its clear links tothe Foundation. It has always focused on smallerorganisations, making grants to locally-based charitable

    groups which have no more than the equivalent of one full-time paid member of staff.

    The Trust seeks:

    To have an initiating and pro-active role, rather than towait for applications.

    To ensure that its grants have a distinctive and particularimpact.

    To be accessible to small groups.
