2016 YEAR IN REVIEW

2016 was a year of challenges, opportunities and achievements for CNB. The Bureau successfully sustained our enforcement efforts, with 1,920 operations conducted with our Home Team counterparts to intercept drugs coming in at the checkpoints, and 23 drug syndicates smashed through major operations. CNB also adopted a new approach to engage youths about the harms of drugs, through social media, technology and key influencers. Most importantly, we brought our international engagement efforts to a higher level and worked with local and international partners to advocate our drug-free approach both regionally and internationally.

Singapore’s very own green-and-white ribbon was also adopted by our ASEAN partners as a symbol of ASEAN’s united stance against drug abuse. Such achievements were only made possible by the hard work and commitment of our officers, who have worked tirelessly over the past year to bring CNB to the next level.

AFFIRMATION OF SINGAPORE’S DRUG-FREE APPROACH

With the rapid changes in the drug landscape, engagement has become an integral part of CNB’s work and our new mission. Our efforts reaped results in 2016, with CNB’s active involvement in the lead up to the United Nations General Assembly Special Session (UNGASS) on the World Drug Problem, which took place in New York in April. CNB’s active participation at various regional and international forums allowed us to share Singapore’s best practices with the international community and rally support from like-minded countries to join our drug-free efforts.

CNB was also actively involved in Singapore’s successful hosting of the 5th ASEAN Ministerial Meeting on Drug Matters (AMMD) in 2016. Of significance, the meeting adopted the 10-year ASEAN Work Plan on Securing Communities Against Illicit Drugs, which laid out the framework to realise our goal of a Drug-Free ASEAN. Singapore’s very own green-and-white ribbon was also adopted by our ASEAN partners as a symbol of ASEAN’s united stance against drug abuse. Such achievements were only made possible by the hard work and commitment of our officers, who have worked tirelessly over the past year to bring CNB to the next level.

THE YEARS AHEAD: MEETING FUTURE CHALLENGES

However, CNB continues to face significant challenges ahead, with the emergence of new psychoactive substances, increasing calls for decriminalisation and legalisation of drug use, increased public expectations and resource constraints. We have therefore embarked on our Transformation journey to reinvent CNB and to achieve our vision of a Drug-Free Singapore amid these challenges.

One of the key thrust of our Transformation Plan is recognising the growing importance of upstream prevention and engagement efforts, and at the same time continuing to sharpen our enforcement capabilities. We will devote more focus to tackle drug abuse upstream, raising awareness of the

dangers of drugs to prevent its abuse, before it can take root. To do so, we have begun engaging youths through social media, creating tailored messages for the new generation of youths to internalise the harms of drugs. We will also work closely with our community partners to build a self-reinforcing network of anti-drug advocates to generate awareness of the drug-free cause within their own circles of influence.

International advocacy is an important cornerstone in CNB’s future efforts as well. CNB will continue to engage our regional and international partners to generate support for our drug-free cause, amid increasing calls for different approaches to tackling the drug problem.

However, our transformation can only be achieved with the dedication and commitment of our officers. We are committed to developing all our officers to be CNB Officers of the Future, with the capability to Enforce, Educate and Engage through training and development. Let us all work together and strive towards achieving “A Singapore without Drugs, Where Everyone Can Live, Work and Play Safely”.


The Bureau is led by Director CNB, who is assisted by Deputy Director CNB. The operational line and staff divisions support the Bureau, and consist of the Intelligence Division, Investigation Division, Enforcement Division, Operations Division, Policy, Planning and Research Division, Corporate Services Division, Communications Division and Staff Development Division. There is also an Internal Investigations Unit and Psychology Unit that provide additional staff support.

Overview• 3,265 drug abusers arrested in 2016; 2% decrease from 3,343 in 2015.• Number of new abusers increased by 3%, from 1,309 in 2015 to 1,348 in 2016.

The total budget for the Central Narcotics Bureau (CNB) comprises Operating Budget and Development Budget. The total Operating Budget comprises allocation for Expenditure on Manpower (EOM) and Other Operating Expenditure (OOE).

Actual Expenditure in FY2015 The actual expenditure in Financial Year (FY) 2015 was $137.06M. This comprised operating expenditure of $128.38M, consisting of EOM amounting to $77.24M and OOE amounting to $51.14M, and development expenditure of $8.68M.

Drug Abusers – by Drugs Abused• Methamphetamine and heroin remained the two most commonly abused drugs in Singapore. • In 2016, 1,956 methamphetamine abusers (60%), 1,041 heroin abusers (32%) and 228 cannabis

abusers (7%) were arrested.• Of the 1,348 new abusers arrested in 2016, the largest proportion (79% or 1,068) were

methamphetamine abusers, followed by cannabis abusers (14% or 182).• The number of new cannabis abusers compared to 2015 has increased by 17% from 156 in 2015 to 182 in 2016.• More details can be found at Charts 2 and 2a.

Chinese and Malay abusers arrested decreased by 6% and 1% respectively from 2015.• Among the new abusers, new Chinese and Indian abusers arrested in 2016 have decreased by 3%

and 6% respectively. The number of new abusers arrested from the “Malay” and “Others” ethnic groups increased by 8% and 23% respectively.

Drug Abusers Arrested – by Age• Nearly half (41% or 1,341) of all drug abusers arrested in 2016 were below 30 years old. Drug

abusers in the 20-29 age group continued to form the largest group of abusers.• Of the 1,348 new abusers arrested in 2016, there was an increase in the numbers across all age

groups, except for the “below 20” group. Nearly half (650 or 48%) of all new abusers belonged to the age group of 20 to 29. Close to two-thirds (894 or 66%) of all new abusers were aged below 30.

TRANSFORMING TOWARDS A FUTURE-READY CNB

Following the launch of CNB’s new Vision and Mission statements in 2015, to signal the change towards a future-ready CNB, 2016’s WPS sought to showcase the Bureau’s Transformation and rally officers to aspire towards the future of CNB.

CNB’s revamped Addiction Alley, located at HPB’s Healthzone, was also launched during the event. The new Addiction Alley re-creates a ‘modern-day back alley’ environment, to provide an interactive learning experience to students and youths, and better engage them on the dangers of drug abuse. The event also featured demonstrations by CNB’s Special Task Force and Forensic Response Team.

CNB’s annual Workplan Seminar was held on 25 April 2016 at the Health Promotion Board (HPB) Auditorium, to outline key action plans for the year ahead. Parliamentary Secretary for Home Affairs, Mr Amrin Amin, was the Guest of Honour for the event.

SEIZURE OF ABOUT 5KG OF CANNABIS AND 0.5KG OF HEROIN IN CNB OPERATION, CRIPPLING DRUG TRAFFICKING ACTIVITIES

6 May 2016 – About 5kg of cannabis and 0.45kg of heroin, estimated to be worth over S$196,000, were seized in an operation. On the morning of 6 May, a 40-year-old male Malaysian, suspected to be a drug courier, was observed to have arrived at the vicinity of Pasir Ris Grove in a trailer. A suspected drug trafficker, a 35-year-old male Singaporean, was spotted boarding the trailer cabin a while later, before leaving the trailer with a paper bag and heading back to his car.

The 35-year-old suspected drug trafficker was later arrested at Jalan Kayu and about 3kg of cannabis and 0.45kg of heroin were recovered from his car. The 40-year-old suspected courier was also arrested separately, and about 2kg of cannabis and cash of S$7,500 were recovered from his trailer. Investigations are ongoing.

DRUG SYNDICATE DISMANTLED, ABOUT 2.3KG OF HEROIN SEIZED

26 October 2016 – A CNB operation on 26 October 2016 led to the dismantling of a drug syndicate and the seizure of 2.3kg of heroin, 260g of ‘Ice’, 470 Erimin-5 tablets and over 100 ‘Ecstasy’ tablets, estimated to be worth over S$210,000.

Observations were conducted on the activities of six suspected drug offenders, in a multi-storey carpark in the vicinity of Scotts Road. A suspected drug trafficker, a 41-year-old Malaysian male, and a 39-year-old Malaysian male were observed to be within the vicinity of the carpark, before leaving separately. Another suspected drug trafficker, a 42-year-old Singaporean male, was later spotted

COOPERATION BETWEEN CNB AND NCID – MALAYSIA-BASED DRUG SUPPLIER TO SINGAPORE NABBED

2 December 2016 – An operation by the NCID of the RMP, a result of close cooperation between NCID and Singapore’s CNB, led to the arrest of a 30-year-old Malaysian male suspected drug supplier and 14 of his suspected associates. The 30-year-old was believed to be involved in the supply of sizeable quantities of heroin to drug traffickers in Singapore, and the operation led to a total seizure of about 27kg of heroin and cash amounting to about RM$290,000.

The 30-year-old was believed to be involved in supplying heroin to local drug traffickers. In conjunction with NCID’s operation, CNB also conducted two operations on 1 and 2 December 2016, which resulted in the arrest of three local drug traffickers and the seizure of about 3kg of heroin and 0.45kg of cannabis.

CNB shared timely intelligence with our NCID counterparts during the joint investigation into the Malaysian drug supplier’s drug activities, allowing NCID to conduct further investigations. This is a testament of the close ties between CNB and NCID, and the agencies’ determination to persevere in the efforts to tackle the drug scourge.

CNB continues to maintain intensive enforcement efforts against drug offenders and work closely with its Home Team counterparts to keep Singapore drug-free.

In 2016, 1,920 operations were conducted with the Singapore Police Force (SPF) and the Immigration & Checkpoints Authority (ICA) at the land, air and sea checkpoints to intercept drugs entering Singapore. 19 island-wide operations targeting drug traffickers and abusers were also conducted by CNB and supported by SPF. The operations of 23 drug syndicates were also crippled, through major operations led by CNB.

CNB also actively cooperates with our regional counterparts to tackle the drug scourge. 11 joint operations were conducted with our counterparts in 2016, of which six were conducted with the Narcotics Crime Investigation Department (NCID) of the Royal Malaysian Police (RMP).

The 41-year-old was later arrested with a 23-year-old female companion, and four bundles of heroin weighing about 1.8kg was recovered from the boot of the car.

The 42-year-old drug trafficker and his companions were also arrested, and a total of about 470g of heroin, 260g of ‘Ice’, 470 Erimin-5 tablets and over 100 ‘Ecstasy’ tablets were recovered from the car. S$6,500 was recovered from the 42-year-old. The 39-year-old male Malaysian was also arrested at Tuas Checkpoint, and S$3,500 in cash was recovered from him. Investigations are ongoing.

CNB seeks to reach out to all, especially youths, about the dangers of drugs, to protect them from the harms of drug abuse.

To do so, we use a holistic approach that engages families, schools, and the community. CNB carried out many initiatives in 2016 to further our outreach efforts, to educate youths about the dangers of drugs and drug abuse.

DRUGS ARE ADDICTIVE. ESCAPING IS HARD. DON’T START

CNB’s flagship Anti-Drug Abuse Campaign (ADAC) was held on 25 June 2016, and featured the first anti-drug themed Escape Game, which was launched by Parliamentary Secretary for Home Affairs, Mr Amrin Amin. With challenging puzzles impeding a quick escape, the large-scale Escape Room Game highlighted the helplessness and difficulty of escaping drug addiction. The campaign reached out to over 600,000 people.

LAUNCH OF NEW DRUG BUSTER ACADEMY (DBA) BUS

The revamped Drug Buster Academy (DBA) was launched on 8 Oct 2016 at a special one-day roadshow at VivoCity. The DBA takes visitors on a futuristic journey to learn about the dangers of drug abuse, using augmented reality, quizzes and facial scanning digital displays to reveal the impact of drug use on the body. The bus was made available for booking by all primary and secondary schools from Jul 2016. It can also be deployed at public spaces and shopping complexes during community outreach activities for the general public and families.

REACHING OUT TO PARENTS

Parents remain key influencers in preventing drug abuse, highlighting the influence parents have on their children. CNB continues to educate parents about the harms of drug abuse, and help them talk to their children about the dangers of drugs.

The Preventive Drug Education Brochure for Parents was therefore launched by Parliamentary Secretary for Home Affairs, Mr Amrin Amin, at the Anti-Drug Abuse campaign on 25 June 2016. More than 200,000 copies had been distributed to parents through schools and community organisations (e.g. public libraries, polyclinics, community centres, self-help groups and family services centres).

CNB continues to educate parents about the harms of drug abuse, and help them talk to their children about the dangers of drugs.

ENGAGING SCHOOLS AND TEACHERS

Besides parents, teachers are also important in educating youths about the dangers of drug abuse. In 2016, CNB worked with the Ministry of Education (MOE) to review the school curriculum to include drug-free messages. CNB also launched a series of new skits for primary, secondary and post-secondary school students this year. Talks and exhibitions were also conducted in schools to directly engage the educators and youths.

APPEALING TO YOUNG CHILDREN THROUGH VIDEOS!

CNB also launched 11 anti-drug videos, from serious messages to fun jingles, to boost our public education efforts. These videos will be used in public education and on social media.

INVOLVING NATIONAL SERVICE (NS) COMMANDERS IN THE DRUG-FREE FIGHT

Aside from parents, educators and youths, CNB also reached out to NS Commanders in the Drug-Free fight. The NS Commander Toolkit was launched in June 2016 to educate NS Commanders on the dangers of drugs, with tips on guiding their young charges.

2016 was a landmark year for CNB in international engagement and advocacy.

Milestone meetings such as the 59th Meeting of the Commission on Narcotic Drugs (CND), United Nations General Assembly Special Session (UNGASS) on the World Drug Problem and the 5th ASEAN Ministerial Meeting on Drug Matters (AMMD) took place in the same year. The future direction of drug related issues and policies were substantively discussed and charted during these regional and international meetings.

With an appreciation of an increasingly diverse and liberal views on drugs, we engaged actively at the 59th CND, primarily to safeguard our interests in the UNGASS outcome document. We were successful in securing a favourable outcome for Singapore which upholds our approach to drugs.

He also highlighted ASEAN’s commitment to achieve a Drug-Free ASEAN.

The Singapore delegation also met with like-minded NGOs such as the World Federation Against Drugs that advocates the drug free cause.

UNITED NATIONS GENERAL ASSEMBLY SPECIAL SESSION ON THE WORLD DRUG PROBLEM (UNGASS) 2016

Following the 59th UNCND, Singapore participated actively at UNGASS 2016. The UNGASS was held against the backdrop of increasing diverse and liberal views on drug control approaches. Hence, the UNGASS was an important platform to safeguard Singapore’s interests against global

ASEAN SENIOR OFFICIALS ON DRUG MATTERS

The 37th ASEAN Senior Officials’ Meeting on Drug Matters (ASOD) was held from 24 to 27 August 2016 in Bangkok, Thailand. The meeting sought to discuss the regional response to the drug problem, providing a platform to share ideas

shifts towards increasingly liberal drug policies.

Minister for Home Affairs and Law, Mr K. Shanmugam, emphasised Singapore’s commitment to a “Drug-free Singapore”. He additionally emphasized that Singapore’s approach has worked well for us and iterated the right of each country to decide on the best approach for itself. The delegation also shared Singapore’s best practices on drug control with the international community, rallying the support of like-minded countries to join our drug-free efforts.

Through this meeting, ASEAN member states furthered the collective goal of advocating for a drug-free ASEAN, with “Securing ASEAN communities Against Illicit Drugs” set as the new regional theme for the next decade. This will guide ASEAN’s anti-drug work for years to come.


MEMORANDUM OF UNDERSTANDING (MOU) WITH THE AUSTRALIAN FEDERAL POLICE (AFP)

CNB signed a Memorandum of Understanding (MOU) with the Australian Federal Police (AFP) on 13 Oct 2016. The signing of the AFP-CNB MOU is part of our ongoing efforts to enhance cooperation with our regional and international partners to combat the threat of transnational drug trafficking. It provides for information exchange and joint training to allow both agencies to cooperate more effectively against current and emerging threats posed by transnational drug trafficking syndicates.

5TH ASEAN MINISTERIAL MEETING ON DRUG MATTERS (AMMD)

CNB’s international advocacy efforts continued with the hosting of the 5th AMMD in October 2016. This momentous event marked the adoption of the 10-year ASEAN Workplan with a shared commitment to work towards a Drug-Free ASEAN.

During the AMMD, Singapore’s green-and-white anti-drug ribbon was also launched as a symbol of ASEAN’s united stance against drug abuse. The ribbon will be used in preventive drug education campaigns in ASEAN member states, and worn as a show of support for the anti-drug cause.

Other highlights included the launch of ‘High On Love’ by Singaporean singer-songwriter, Taufik Batisah. The song was commissioned by CNB for anti-drug outreach and aims to garner youths’ and the community’s support for a drug-free Singapore.

The international debate on drug control will continue to be contentious with diverse views on how the drug menace should be addressed. Againt this backdrop, CNB’s efforts in international engagements will continue to intensify to safeguard our interests and approaches on both the regional and international fronts.

The support of the community remains vital in the fight against drugs.

Besides engaging our international partners to re-affirm our drug-free approach, CNB continues to work with new community partners in Singapore. In 2016, we worked with new partners such as the National Library Board to bring anti-drug skits to the community, and even former Singapore Idol Taufik Batisah, to enlist his help in composing an anti-drug song. Here are the highlights:

ANTI-DRUG SONG, “HIGH ON LOVE” BY TAUFIK BATISAH

In October 2016, former Singapore Idol Taufik Batisah first performed the anti-drug song, “High On Love” at the 5th ASEAN Ministerial Meeting on Drug Matters (AMMD). The song was commissioned by CNB and composed by Taufik. It seeks to garner community support for a Drug-Free Singapore and encourage youths to stay drug-free.

CNB.DRUGFREESG – EMPOWERING YOUTHS TO BE DRUG-FREE WITH A TOUCH OF FUN AND HUMOUR

To better engage youths, CNB launched its new social media identity, CNB.DrugFreeSG across its Facebook, Instagram and Youtube accounts in October 2016. CNB also launched our brand new Snapchat account with the same handle! These efforts represent CNB’s commitment to engaging youths through fun and humour, with bite-sized information, to empower them to lead a drug-free lifestyle.


“SAY NO TO DRUGS” – ANTI-DRUG SKITS AT PUBLIC LIBRARIES

On 28 August 2016, Mr Amrin Amin, Parliamentary Secretary for Home Affairs, attended a special performance of an anti-drug skit at the Woodlands Regional Library. He watched as actors portrayed difficult situations about children faced with the dilemma of accepting or rejecting drugs, and shared handy tips to “Say No to Drugs!”. This was part of a collaboration between CNB and the National Library Board (NLB), incorporating anti-drug skits into NLB’s Super Storytastic Programme at public libraries. The Super Storytastic programme is a weekly half-hour storytelling programme held at various public libraries islandwide, targeting primary school students and their parents.

The National Day Awards commend deserving Home Team officers for their outstanding contributions and commitment to their work, and recognises their efforts in keeping Singapore safe and secure.

The recipients of the Public Administration Medals were invited to the award ceremony held at the NUS University Cultural Centre on 6 November 2016 where the President Tony Tan was the Guest of Honour.

The rest of officers received their awards on 9 November 2016 at the National Day Awards Investiture from the then-Senior Minister of State for Home Affairs and National Development, Mr Desmond Lee. The award recipients of the respective award categories are as follows:

Alongside our officers, Mr. Joseph Victor Lye Thiam Fatt, then-Chairman NCADA was also conferred the Public Service Star Award 2016.

On 4 August 2016, four CNB officers received the Ministry of Home Affairs (MHA) National Day Award for their outstanding efficiency and competency in administrative and operational areas of work that had special significance.

Apart from this award category, three other categories of awards were given out by the Guest of Honour, Minister for Home Affairs & Minister for Law, Mr K Shanmugam. The awards include the Public Spiritedness Award, Home Team Volunteers Award and MHA National Day Award (Team).

The Home Team Achievement Award and Minister for Home Affairs Operational Excellence Award are annual awards presented to outstanding officers from Home Team Departments and partnering agencies in recognition of their professionalism and proficiency while mounting keynote operations. The Minister’s Awards Presentation Ceremony 2016 was held on 28 Sep 2016 at the Harmony Hall, Home Team Academy to give out these awards.

HOME TEAM ACHIEVEMENT AWARD (HTAA)4 CNB officers were commended for their contributions towards exemplifying the one Home Team Spirit throughout the Home Team SG50 preparations and celebrations of 2015, successfully paying tribute to our Home Team Pioneers and showcasing our Home Team story. For this, they received the Home Team Achievement Award alongside other Home Team officers involved in the project. The four officers are:

The Home Team Diploma Sponsorship sponsors good polytechnic applicants for their full-time diploma course at the five local polytechnics.

There are two tiers of the diploma sponsorship – the Merit Award and the Study Award. The Home Team Diploma Sponsorship (Merit) is awarded to polytechnic students who have shown excellent academic results and displayed leadership capabilities whilst the rest will receive the Home Team Diploma Sponsorship (Study) Award.

A total of 15 sponsorship awards were given in Year 2016 – 1 Merit Award and 14 Study Awards. Of the 15, one of the award recipients has since been appointed as a Narcotics Officer:
