the past six years as president of Athletics Victoria have been a real privilege. I have been lucky to work with a wise and professional board, dedicated staff and extremely supportive club administrators and officials.

past president John Higham recently said to me, ‘’we do athletics pretty well in Victoria.”

Athletics in Victoria has an extremely strong club competition, a vibrant little Athletics scene, increasingly popular Masters athletics events and a thriving schools program. Few states, let alone countries in the world, boast such achievements and athletic opportunities. We are the benchmark for other states to follow.

In reviewing the past year, I extend my congratulations to our two AV Shield division one premiers, St Kevin’s (men) and Box Hill (women) and XCr’10 champions, Geelong region (men) and Glenhuntly (women).

Congratulations to our officials of the year, peter Wetswood, Sarah Davis and Maureen Austin, and also to ellen perry, who was short listed in the Victorian olympic Council’s Judy patching official of the Year Award.

I would also like to make special mention of Mr Allan MacDonald, QC, who was awarded the medal of the order of Australia earlier this year. His contribution to athletics (including presidency of AV and AA) has been much appreciated and he remains interested and extremely supportive of our sport.

In recent years, much of the board’s time has been spent with our Chief executive officer nick Honey, discussing and securing the best possible outcome for our sport at the new State Athletics Centre at Albert park. this has been at times difficult and frustrating, yet rewarding

and exciting as we have seen the project come together. With little doubt, this is the most significant undertaking for our organisation in the past few decades.

I remember the very first site visit at Albert park, discussing the possibilities and where the track and buildings would be built. I had to hide behind my sunglasses. I was crying. When then state Sports Minister James Merlino asked ‘What’s wrong?’ I replied, ‘it’s not olympic park!’

Indeed Albert park is not olympic park. It can never be. But it will be as iconic and as significant as olympic park was in its prime. However, the new State Athletics Centre is what we need right now as an organization and sport. It will be an international standard facility that we can call our home and have a greater sense of ownership of.

on behalf of all at Athletics Victoria, I would like to take this opportunity to thank nick Honey and former board member Brett Moore, who worked tirelessly discussing, negotiating and securing our sports’ future at Albert park. the facility, the building, the social space and the conditions of use, will ensure athletics has a secure home for the long term.

nick’s demands, insistence and determination together with Brett’s quiet persistence, patience and negotiating skills, have been the key behind the memorandum of understanding between the State Government, Athletics Victoria and the State Sports Centre trust.

From a technical perspective I would also like to thank Khan Sharp and David Gynther who have worked tirelessly and devoted so much time and attention to detail in ensuring the facility is truly world class.

thanks also, to Athletics Australia president rob Fildes for his work in securing additional funding for the facility.

over the past six years, Athletics Victoria have been fortunate to retain many of the office staff.

Jade Borella continues to search and find ways to improve the sport’s operation and “look”. From Competitions Manager to operations Manager, her commitment, attention to detail and presentation ideas have been the envy of many sports associations.

Michelle James has done an outstanding job as Competitions Manager, in arguably the organisation’s most time consuming and stressful position.

Matt Griffin’s role as Development officer has provided a much needed link between the office and the athletes. His work with the development squads and coaches has been terrific, and his most recent initiative of the state relay squad has been a resounding success, with the squad’s results at recent national championships indicative of Matt’s high calibre work.

As Club Development Manager, tim Crosbie has not only supported existing clubs to grow and improve their operations , he has nurtured new clubs, helped increase membership, as well as developed support structures for outer suburban areas. In achieving all this, he now holds the record for the most clubs joined.

Don Blyth has provided a vital and trusted link to our officials. His work as officials Development officer has overseen the exponential growth in officials education numbers and the ongoing recognition of our official’s achievements.

Accounts Manager Sharon russell continues to keep our financial affairs in order. Her AV experience over the past few decades and meticulous accounting has ensured a good bottom line.

Jill taylor as programs liaison officer has been a great organizer and her versatility and willingness to assist across all facets of the organisation is much appreciated.

tom nickson has taken Athletics Victoria to a new level. As Communications Manager he has raised the profile of our sport. From regular articles in local papers, managing our expanding social networks on Facebook and twitter, to athsvictV, he has placed Athletics Victoria ‘front and centre.’

Finally, to our Administration officers of whom we’ve had a few in recent years. All of which, however, have delivered above and beyond their expected duties.

elizabeth Stubbings was always there to help and now Shauna Donnelly has recently assumed the mantle and is doing a great job.

Athletics Victoria’s headquarters. In the interim period, the Athletics Victoria office will be temporarily housed in office space in the main grandstand of the new facility.

I would like to thank the Board for their ongoing support, the breadth of experience and wise counsel over the years. to lisa Hasker, russell Clowes, rod Griffin, eric Sigmont, Ian Jones, rohan Claffey and Simon Hollingsworth, it has been fantastic and I feel we have complemented each other well.

of course behind any well run organization, there is a great Chief executive officer. My predecessor Max Binnington claims one of the best things he did as Athletics Victoria president was to appoint nick Honey to his current role, and he is so right.

nick came into the sport fresh. He quickly picked up on all things athletic and has been a dedicated, driven and caring Ceo.

I am pleased to report the 2010-11 athletics year has seen Athletics Victoria consolidate the growth and improvement of recent years. once again, membership figures exceeded 5,000 (5,176) and financially the organisation recorded another solid surplus – approximately $56,000. this figure is evidence of the robust nature of Athletics Victoria’s operations, as this was the first year since 2007 that we have operated without the benefit of the State Government’s 2006 Commonwealth Games legacy development funding. the balance sheet also reflects continuing improvement, now showing a net asset base of $687,000. this is over four times the net asset figure of 2003.

the past 12 months have been inetrspersed with a number of significant athletics events. these have included Athletics Victoria hosting the Australian All Schools Championships at rieschiek’s reserce, Doncaster. All states and territories were represented over three days of elite junior competition. In December, it was a privilege to host the 50th Anniversary of the Zatopek:10. Since re-acquiring the rights to conduct the event in 2007, Athletics Victoria has worked hard to revitalise it and make it, arguably, the most recognised event brand in amateur athletics. the 50th anniversary edition of this great meet saw Athletics Victoria host a gala dinner, hosted by tim lane and Bruce McAvaney, honouring the past Zatopek championa. 26 previous winners were in attendance including such athletics legends as ron Clarke, rob De Castella, Steve Moneghetti, Craig Mottram, lee troop and luke Kipkosgei. Kipgosgei travelled all the way from Kenya to attend the evening and competed spectacularly in the feature 10,000 metres event the next night, finishing an outstanding fifth place! My thanks go to Athletics Victoria staff members Jade Borella and tom nickson for working to bring this entertaining and

memorable event to fruition. I would also like to thank the Victorian Government for their support of the event and in particular, the new Minister for Sport and recreation, Mr. Hugh Delahunty, who attended the dinner and the meet the following night.

other notable athletics events saw Melbourne again act as the host city of the IAAF Melbourne track Classic in March. this was followed in April by the 89th Australian Athletics Championships that were held in Melbourne for the first time in over a decade. this was also the last major athletics meet to be conducted at olympic park. Although the athletics fraternity has known this day was coming for a number of years, it was a sad day for many. A memorable “last lap” of olympic park, where all present were invited to walk/run a lap of the track for the last time, was a dignified and fitting way to say goodbye to this iconic athletics institution. Although the departure from olympic park has been rued by many in the athletics community, Athletics Victoria has worked resolutely to capitalise on opportunities that have arisen by our relocation to the new stadium at Albert park. We have spent years working closely with the State Government – in particular the Departments of Sport and recreation and Major projects – to ensure that Athletics Victoria gets the best deal possible in the relocation process. the new purpose built stadium will accommodate all levels of competition and training and will be fitted with stat of the art technology and equipment. A three storey athletics administration building will become Athletics Victoria’s home and is scheduled for completion by early to mid 2012. this athletics hub will also serve as the administration headquarters of Athletics Australia and little Athletics Australia. We are now looking forward to establishing ourselves in the new Albert park

precinct and working with new stakeholders such as the State Sports Centre trust and parks Victoria. the Board and I will continue to work diligently to identify and plan for future opportunities that will arise from the relocation of our sport’s new home.

looking to the future, Athletics Victoria has refined and completed our 2011-2014 strategic plan. It builds on the previous plan with a continuing focus on growth and improved product delivery that result in high member satisfaction. We will continue to value and develop our external communications with further resources added to the areas of social media and online communications.

Another key strategic area that we will focus on over the ensuing 12 months is the close working relationships that Athletics Victoria has fostered with other athletics bodies. We will look to continue to work together in an effort to build more efficient, mutually beneficial outcomes. the Victorian Athletics league, School Sport Victoria and the Victorian Masters Athletics have all indicated their willingness to continue to work towards better outcomes for all of athletics. Special mention must be made of our close relationship with little Athletics Victoria (lAVic). I offer my acknowledgment and thanks to the lAVic president, Gordon Major, and the lAVic General Manager, Dean paulin, for their willingness and enthusiasm to embrace our joint projects.

Finally, I would like to thank the dedicated Athletics Victoria officials and coaches who generously give so much of their time, energy and experience to our sport. I would also like to convey my immense thanks and appreciation to the Athletics Victoria staff. Your willingness to work wherever and whenever required enables the consistent high quality delivery of Athletics Victoria products and services of a consistently high quality.

Finally, I would like to thank the members of the Athletics Victoria Board for their support, guidance and wisdom. I especially wish to thank our president Anne lord, who has come to the end of her tenure and will be leaving the Board after a six year term. Anne has always made herself available whenever she was needed and has always acted in the best interest of Victorian athletics. She has been a wonderful leader and a great support to me. She has presided over remarkable growth and change over the past six years and her energy and enthusiasm for the sport of athletics is unparalleled. Although she assures me that she will still be involved in various capacities, Athletics Victoria will greatly miss her passionate leadership on the Board.

I am looking forward to what will be a very interesting and challenging year as we begin a new chapter in the history of Victorian athletics.

Membership

Membership maintained the relatively high levels achieved over the past three years, despite a slight reduction on 2009/10 and 2008/09.

the table below details the membership figures across the various categories over the past 5 years:

the Dual and Youth membership scheme has once again provided a strong transitional pathway for registered, or formerly registered little Athletes. our clubs continue to work closely with local little Athletic centres to provide opportunities to experience the next step in athletics, through both the XCr and track and Field competitions.

At the other end of the scale, Masters aged athletes are proving to be a growth area for Athletics Victoria. Working closely with Victorian Masters Athletics, Athletics Victoria continues to look at the competition options available for Masters athletes and extend competition age groups when viable to do so.

the envy of other states, Victoria’s robust club system provides the backbone to strong and vigorous competition.

no new clubs were established in 2010-11, however with the completion of the Casey Fields Athletic track in Cranbourne and commencement of the Morrison reserve Athletic Centre in Mt evelyn, the further expansion of clubs across the outer metropolitan fringe is planned.

Added to this will be the formation of the Whittlesea City Athletic Club in 2011, a club emanating from the little Athletics Centre of the same name based at the Meadowglen track. In a continuing trend set by South Coast Athletics and

Casey Cardinia, Whittlesea City will be formed through the efforts of those currently involved with little Athletics, looking to provide an ongoing athletic experience for the youth in their area.

throughout 2010, an emphasis of Club Development was to work with the mid tier clubs to formulate retention strategies and drive internal and external communications. With many of these clubs experiencing a higher than normal churn rate, it is hoped that by providing further education and assistance that a path for growth can be established.

With the biannual Country Conference planned and a series of education sessions for metropolitan clubs, Club Development will maintain a strong focus on communication strategies and the skill development of club administrators in 2011.

Coachesthe past twelve months witnessed significant growth in the number of Athletics Australia Accredited Coaches registered in Victoria. An impressive 114% increase on the previous year was recorded as we see more coaches from little Athletics and schools becoming accredited and part of the Victorian coaching community.

An increase in the level of communication

to schools via the Athletics Victoria schools wrap, website and targeted emails brought about a greater awareness of the Athletics Australia Coach Accreditation Scheme and the courses conducted by Athletics Victoria. this communication had a substantial effect on the increase in accredited coach numbers as well as the improved numbers attending the numerous coach education courses and workshops.

A new initiative this season was the Coach of the Championships Awards. this was established to acknowledge the dedication and significant contribution that coaches provide, as well as encourage coaches to have their squads support the Victorian open & AWD and Youth track and Field Championships. the awards were presented to the coaches that achieved the highest aggregate points score based on top eight performances achieved by their athletes. • Coach Education

over the past 18 months Athletics Australia’s coach accreditation program has introduced

a new education pathway and accreditation framework. 2010 saw the roll-out of the new entry level “Beginning Coach” course around the nation. As an Athletics Australia endorsed coach education provider , Athletics Victoria conducted three Beginning Coach courses - two in metropolitan Melbourne and one in Geelong. In total 77 people attended the Beginning Coach courses.

As an endorsed provider, Athletics Victoria is responsible for sourcing presenters and assessors to conduct the courses, as well as handle all the administration. Jill taylor has been central to this, as she has played a big hand in not only the development of the course for Athletics Australia, but presenting the courses for Athletics Victoria and assisting fellow presenters and assessors in their development.

to support the Beginning Coach course and fill the breech while Athletics Australia complete the level two through to five courses, a series of education workshops were held throughout 2010/11. In total, 14 workshops were run, offering a wide variety of topics. these sessions were well attended attracting over 750 participants in total. Along with the support of many of Victoria’s prominent coaches, the VIS and Athletics Australia also supported Athletics Victoria’s coach education program by providing guest speakers.

• Coaches in Schools Program

the ‘Coaches in Schools’ program had a successful year with Athletics Victoria offering schools a variety of services to motivate and train their students. over 20 schools took up the option of either athletics team training, elite athlete appearances or tailored coaching courses. this program is invaluable for promoting awareness of Athletics Victoria among students looking to make athletics part of their sporting program and teachers looking for personal development.

Athlete Developmentthe athlete development pathway and support structure for emerging junior athletes continues to gain momentum. the past 12 months saw significant growth in athlete numbers in both the AVIS Junior Development Squad and state representative teams. these squads have

also been well supported by a number of coaches who have given up their time to assist in the development pathway. two additional development programs were conducted with support from Athletics Victoria, one in Geelong, coordinated by lisa Verstraten (two day holiday program), and one in essendon, coordinated by Brad Carter (two day sprints program). thanks go to both lisa and Brad for their support and initiative.

• State Representative Teams

Victorian junior teams competing at the national championships had a very successful year. After a strong showing at the Australian Cross Country Championships in Brisbane, the track and field team at the revamped Australia All Schools Championships, at Doncaster, performed extremely well to come second in the teams title to new South Wales. this paved the way for even greater success at the Australian Junior Athletics Championships in Sydney, where a record size team of 430 Victorian athletes competed, collecting 69 gold, 62 silver and 47 bronze medals. thanks go to our team managers tim Crosbie, Michelle James, Jill taylor, tom nickson, lavinia petrie, Anula Costa, Stephen McMahon and leana Joyce for the fantastic job they did managing the Athletics Victoria teams.

• AVIS–10 Junior Development Squad

the AVIS-10 Junior Development Squad provided talented young athletes with education on a wide range of relevant topics as well as the opportunity to train with their peers in a fun and relaxed atmosphere. the squad also allowed for the athletes’ coaches to network and share ideas.

Athletes aged between 12 and 18 were selected on the basis of achieving performance standards, similar to those required to compete at the national championships. All athletes received a t-shirt as recognition for their inclusion to the squad. this year’s progression has seen excellent participation numbers with a record 170 athletes selected.

Six squad days were conducted between May and october, incorporating practical and theory sessions. the focus of the program was to promote long term athlete development and educate athletes on the importance of preparing for the future. parents and coaches were also invited to attend the sessions to foster an open

and sharing relationship between like minded coaches as well as recognise the role they play in the development of junior athletes.

• Relay Program

the 2010/11 track and field season saw the introduction of the State relay program, targeting the best performed athletes over the 100m to 400m events (inc. Hurdles) at the Victorian and Australian Junior Championships and Victorian All Schools.

the program was set up to:

- Improve the experience of sprint athletes in Victoria at the national championships.

- Increase camaraderie and team spirit among Victorian athletes at national championships.

- Improve upon the disappointing set of relay results recorded at the 2010 Australian Junior Athletics Championships.

- provide a pathway for Victorian elite junior sprinters from state team to national team representation in the relays.

the program was assigned a team of coaches who were responsible for educating the athletes on the rules of the relays, the technique of passing the baton and the necessary strides required for takeoff. these coaches were Steve Gaffney, leana Joyce, Brad Carter, Chris Brennan, Anula Costa and tim Matthews.

the program began well with high attendance numbers and an instant return, with a haul of six gold, two silver and two bronze at the Australian All Schools in the 10 relay events. this proved to be no fluke however as the results at the Australian Junior Athletics Championships again produced impressive results - seven gold, one silver and four bronze medals. Victoria won a total 12 medals of a possible 14 medals, including the same amount of gold as the other states combined.

Athletics Victoria continued to assist schools with the provision of officials and equipment under the ‘officials in Schools’ program, for their track and field and cross country carnivals. this program allows teachers and staff to concentrate on other important issues at events and provides athletes with competition conducted in a fair and regulated environment.

A significant number of officials from Victoria officiated at national events - at local and interstate locations- and provided their services in a quiet and professional manner, further enhancing their reputation as being amongst the best officials in Australia.

An end of year officials’ function was to celebrate the efforts and achievements of our dedicated workers. Years of service awards were presented to a number of officials. under the officials rewards program those officials who made the greatest contribution, in terms of volunteer hours spent officiating, were rewarded.

Many of our officials have officiated at the home of athletics – olympic park – for a number of years and have mixed feelings that olympic park will close as an athletics venue in coming months. However, they look forward to officiating at our new home at Albert park.

During 2010/11 officials lent their considerable support to a wide range of athletics activities throughout the state. they gave willingly of their time on a voluntary basis to enable athletes to compete in a safe and friendly environment.

the recruitment and training of officials continued through the ‘Cred-up & Cash up’ program. under this program, informal education sessions were provided, followed by open-book tests. Having successfully completed one or more of these tests, the officials became accredited under the national accreditation scheme. to encourage the new officials to put their new found knowledge to practical use we gave them free membership, suggested that they officiate at a local competition and provided them with mentoring by senior officials.

this program resulted in 84 new officials joining our ranks.

For existing officials, we offered level C Administration and technical courses – the first time that these courses had been provided for a number of years.

upgrading of officials knowledge and skills was done by providing education sessions at level B to selected level C officials who had demonstrated their capabilities as officials.

under these programs, a total of 261 officiating qualifications were awarded

In recognition of the skills of little Athletics officials, those already committed officials were invited to participate in all training sessions and to offer their services as officials in Athletics Victoria competition.

the majority of the participants in the training sessions held in Hamilton and Warrnambool were from little Athletics. While we may not see these officials involved in metropolitan competition, we are hopeful that they will be involved in local and school meets as well as future Victorian Country Athletics Championships.

to provide challenging and rewarding opportunities for our officials, we again appointed the key officials for the AV Shield Competition in the metropolitan regions. the knowledge and skills at the regions were enhanced by the willingness of some officials to move between venues. Country regions continued to appoint their own officials and provided a high level of support to athletes.

the Victorian Country Athletics Championships were held in Ballarat and local officials were strongly supported by significant numbers of metropolitan officials.

the XCr’10 season brought together our registered athletes and other participants who competed by invitation, bridging the gap between formalised athletics and recreation runners. Again, our officials played a major role in conducting these events. A major change was the introduction of the AVetS chip timing system which meant that fewer officials were involved in manual tasks and had the benefit of results being completed in much quicker time. this new-age technology will result in fresh challenges for officials interested in learning to operate the system.

Arguably the most active competition calendar across the nation, Athletics Victoria conducted over 100 competitions in the past 12 months. Athletics Victoria continues to strive to create and maintain a vibrant competition schedule that provides opportunities for athletes of all ages and abilities.

As an overview, the lure of competing at olympic park for the ‘last time’ proved popular, with participation levels increasing at all major championships. looking forward, we hope the opportunity to compete at the new State Athletics Centre at Albert park will also entice greater numbers at championships in season 2011/12. the challenge beyond that will be to maintain such numbers, when the novelty of the new venue starts to fade.

adidas All Schools

Athletics Victoria’s partnership with adidas to present the six event Victorian All Schools Championship series entered its second year in 2010. Across the board, all events were again well-supported, with four of the championships increasing in competitor numbers from 2009.

returning to Jells park for the second year, the adidas All Schools Cross Country relay Championships again proved popular with competing teams. the spectator friendly venue saw 243 teams contest boys and girls events across four age-groups. ruyton Girls School and Marcellin College continued their impressive winning streak, winning the overall girls and boys titles respectively. the peninsula School showed depth across both genders and age-groups to win the co-educational overall title.

Similar team numbers (244) contested the adidas All Schools road relay Championships,

which were held at Albert park for the first time. Compared to 2009, an additional nine teams competed at the championships, with spectators and athletes providing positive feedback about the inner-city venue. With Athletics Victoria’s imminent move to the new State Athletics Centre in the same precinct, Albert park will be a venue we look to maintain for this event in the coming years. In the overall team standings, ruyton Girls ‘School (Girls), Marcellin College (Boys) and the peninsula School (Co-educational) reigned supreme.

Continuing the increased participation numbers of winter events, the adidas All Schools Cross Country Championships grew in numbers from 2009 (1225 athletes), with an additional 26 athletes running (2010 – 1251). Seven of the 12 age-group fields all recorded increased athlete numbers, with the boys under 14 division showing the largest growth (2010 – 198; 2009 – 163). the championships also saw Athletics Victoria introduce chip-timing to schools event for the first time, which was well received. Despite some initial delays in posting results on the day, the chip-timing system allows for faster results processing and posting as the field numbers continue to increase. the ‘tent’ village that emerged around the finishing area created an ideal amphitheatre for the race finish shoot. Strong supporter numbers combined with adidas’ largest event day activation activities made for an enthusiastic and festive atmosphere. ruyton Girls’ School and Marcellin College claimed the respective boys and girls overall titles, while the co-educational crown was shared by Carey Baptist Grammar and Caulfield Grammar.

Moving to olympic park, the adidas All Schools track relay Championships were a scaled back version compared to previous years, with a new one-day format and a simplified 22 event

program (2009 – 34 events). pro-rata event entries rose (2010 – 15 teams per event; 2009 – 13 teams per event), and the response from schools was that a one-day event was optimal as it minimised student’s time spent away from school. A similar competition format will return in 2011, with expectations of entry numbers to rise.

Contrary to the trend across the year’s schools events, the adidas All Schools track & Field Championships recorded a decrease in participation numbers. the revised format of the Australian All-Schools Athletics Championships had the anticipated adverse affect on event entry numbers (2010 – 2019; 2009 – 2214). the new national event allowed for only two athletes per event, per state to be selected in under 14, under 16 and under 18 age-groups. previously, selection for the national schools event was based on obtaining performance standards. under 15 and under 17 age-groups were also dropped from the program at the national event. It was these two age-groups that showed the largest drop in participation numbers at state level, highlighting a strong correlation between national level competition opportunities and entry numbers at a state event. In spite of the participation decrease, the championships itself worked to schedule, with many first-time competitors remarking on the positive and friendly competition environment provided by Athletics Victoria and its officials.

AV ShieldBuilding on the changes made in season 2009/10, the model for AV Shield has continued to be refined over the past 12 months. Although inclement weather plagued much of the season, regions worked hard to re-schedule competition and afford athletes the opportunity to compete as regularly as possible.

During rounds of adverse weather, the SMS notification system was successful in alerting members of competition postponements in their region.

replacing the region final with a thirteenth round of competition also proved successful, adding extra value to each regular season round for clubs vying for an AV Shield Final berths. the change rewarded clubs that consistently fielded teams across the season, and saw many new faces and teams competing at the season-ending AV Shield Final.

Amendments to the age-group rulings – allowing athletes to compete only in their default age-group or up one – benefited the overall competition, simplifying the administration of teams at both a club and organisation level. the rule has also encouraged clubs to recruit and grow teams across all age-groups.

Finally, the most commented success of the season was the scoreboard at the AV Shield Final, which provided live updates of team scorings throughout the competition, and added impetus to every athlete’s performance. It added to the drama and excitement surrounding each age-groups’ competition, as athletes worked to better their team’s position in the overall standings. this is a concept that will be investigated and look to be implemented across all regions for regular season competition.

turning attention to the athletes and clubs, congratulations to the following teams that won 2010/11 Athletics Victoria Shield premierships:

Country Championships

Ballarat played host to the 2011 Victorian Country Athletics Championships, with 607 athletes (2010 – 486) contesting a total of 1934 events (2010 – 1798 events). once again the country clubs demonstrated a strong level of camaraderie, creating a fun and friendly atmosphere for the duration of the competition. participation was a priority for all clubs, and it was pleasing to see the majority of athletes supporting their club mates from the sidelines when not competing themselves.

Congratulations to eaglehawk YMCA Athletic Club who won both the Men’s and Women’s overall club championships and in turn claimed the Margaret Saunders Cup for the fourth consecutive year. lachlan Connell (South Coast Athletic Club) and natalie Debeljuh (Corio Athletic Club) were awarded the Australia Day medals for their outstanding achievements during the Championships.

Victorian Track & Fieldthe summer championship season opened with the revamped Victorian track relay Championships. re-located to a suburban venue in Doncaster, the championships also embraced a new standalone format, after previously being incorporated into the individual track and field championship program. Similar to the schools equivalent, a reduced competition program was implemented, which was well supported. After positive feedback, it is hoped this championship will continue to strengthen in participation levels in coming years.

As earlier mentioned, the lure of one last run, jump or throw at olympic park proved powerful, as both the Victorian Youth track & Field Championships and Victorian open track & Field Championships recorded strong increases in participation levels. the youth championship saw 912 athletes (2009 – 852) combine for a total of 1917 event entries, across a tightly packed, three-day program. Most pleasing was the strong support shown to the Championships by little Athletics Victoria, with many of their members having their first experience at an AV competition at this meet.

In Athletics Victoria’s last ever meet at olympic park, 584 athletes (2010 – 474) combined for 851 event entries (2010 – 673) at the Victorian open track & Field Championships. Many of our national team members returned to compete at olympic park at the Championships, which provided invaluable experience to many of our emerging junior and club level athletes. the scheduling of the IAAF Melbourne track Classic worked both for and against our open championships. While it saw some event fields bolstered with interstate athletes, it also saw other fields depleted of athletes that prioritised running at the track Classic over vying for a state title, and opted not to back-up for the state championships.

At the open multi-event championships a mini participation boom was experienced, with overall event entries doubling. In 2011, 17 men (2010 – 10) contested the open decathlon, while 10 women (2010 – 3) contested the women’s heptathlon. Similar participation numbers at the youth multi-event championship did not result, with only a handful of competitors entered across all age-groups and events.

Competitions

Victorian Mastersreversing the decrease in participation levels from 2010, the Victorian Masters track & Field Championships saw an increase in both athlete and event entry numbers in 2011. 324 competitors (2010 – 295) contested the two-day championships at reischiek’s reserve, Doncaster, with solid competition across all age-groups. A total of 1145 event entries were received this year, compared to 1053 one year prior.

like last season, the Athletics Victoria overage relay Championships were combined with the Victorian Masters Association Weight pentathlon. Although entry numbers were small, the morale was high and with increased support from clubs, this event has immense potential to grow.

At an organisational level, the partnership between Athletics Victoria and the Victorian Masters Association continues to strengthen, and both organisations have every confidence so too will the success and participation levels in both these championships going forward.

OverviewSeveral years of consistent growth came to an end with the XCr’10 series recording a 3.7% reduction in participation rates as compared to XCr’09. the series still recorded the second highest participation rate in Athletics Victoria’s history of road and cross country racing, and was some 56.7% ahead of the 2000 season a decade before.

Scheduling issues, primarily related to a late start to the series, and continued problems securing Sandown racecourse as a venue, lead to three occasions where events were held on consecutive weekends. this no doubt lead to a reduction in participation but was unavoidable due to calendar constraints.

XCr’10 saw the introduction of the “AVetS” chip timing system to our events and although problematical at times, the investment Athletics Victoria has made in the system will benefit the Victorian athletic community for many years to come.

overall, the series continued to set the benchmark for road and cross country racing in Australia. With a small but dedicated events team behind each race, and the support of clubs across Victoria, there is no doubt the XCr series provides a stimulating race environment and good value for money for competitors.

Venues & Participation With a new level of co-operation existing between Athletics Victoria and parks Victoria, Brimbank park returned as a competition venue for the first time since 2002. the tough course, taking in the infamous hill, proved popular with those who raced and it is hoped the venue will see increased participation levels in 2011 due to it’s proximity to the CBD and excellent facilities.

the SKInS Sandown 10k was once again the largest event conducted during the series. With close to 1000 participants, Sandown was some 50 participants ahead of the tan relays which continues to be a fantastic race to conclude the series.

Despite an overall reduction in numbers the Coliban ekiden relay, Sandown relay and Advanced Freight Half Marathon all grew in 2010. the ekiden relay continues to be a highlight event for many clubs and although 2010 witnessed the most appalling weather conditions experienced in the last decade, the atmosphere at this race is certainly second to none. our thanks go to the Bendigo region for their continued efforts in staging a unique event on the AV calendar.

our second trip to lake Wendouree for the 5k/15k road races was also a great success. paul Hayes and his crew from Ballarat YCW Harriers, together with the City of Ballarat’s Bernie Blood, ensure smooth running for the AV staff and officials by the tremendous amount of pre-event and event day work they contribute.

Divisions & Gradingthe broad principle of the two up & two down promotion/relegation system continued for XCr’10. Yet again, this system provided great interest at both ends of the ladders as teams either vied for premierships or battled to avoid relegation.

our congratulations go to the Geelong region and Glenhuntly for taking out the Men’s and Women’s Division one premierships respectively. For Geelong this represents their return to the top spot after Box Hill have dominated the competition for a number of years.

Fifteen separate clubs took out the 22 premierships decided across the various divisions and age categories. Six premierships were awarded to regional clubs, further highlighting the state based nature of the XCr series.

XCRtIM CroSBIe, XCr CoMMIttee MAnAGer

SummaryWith Athletics Victoria experiencing an overall reduction in membership for 2010-11 it is perhaps no surprise that the XCr’10 participation witnessed a decline as compared to XCr’09. With the general increase across the board in road racing events around Australia, linking to AV membership isn’t really the best measuring stick as it’s a stated intention of the series that we provide for and embrace non-members.

Greater penetration into the ‘fun run’ market continues to be a goal of the XCr committee, with the inclusion of ‘fun runner’ friendly events a high priority. As such the development of the XCr calendar around, and working with, existing major events will continue.

like any aspect of life, communication and relationship building are critical to the success of the XCr series. this extends from our dealings with the hard working team managers that keep our clubs ticking, through to the various government and statutory bodies we deal with to organise events. It is pleasing to report that with the exception of the Sandown racecourse, our dealings with the other key stakeholders in our event planning and organising were stronger in 2010 than at any

time in the past decade. Importantly, AV have been able to establish a series of strong relationships with parks Victoria who play a key role in our ability to deliver cross country courses and events.

After five years as AV Winter/XCr Manager I will be stepping down in 2011. Hamish Beaumont will take over the reigns and I wish him well in what can be a challenging, but overall rewarding role within Victorian and Australian athletics.

I would like to thank the staff of Athletics Victoria and various members of the XCr Committee for their ongoing support, so too the AV officials who provide such great service to the distance running community in this state. thanks also to the team managers and athletes from all clubs that have provided such great support and encouragement as we progressively re-engineered the competition since 2005.

Finally, thanks to my wife who has often lead the life of a cross country widow and has provided wonderful support and advice for the past five years.

ofAthletics – Track & Fieldthe primary aims of the Victorian Institute of Sport (VIS) track and Field program are to provide the highest level of support to Victoria’s elite track and field athletes and to improve performances at major international athletics events including olympic, paralympic and Commonwealth Games, International Association of Athletics Federations (IAAF) World Championships and International paralympic Committee (IpC) World Championships.

The Program the program is recognised as the high performance service provider for Victorian athletes under the Athletics Australia High performance plan.

this year, the main priorities of the program were to maximise athlete performances at the 2010 Commonwealth Games (new Delhi, India, october 2010) the 2011 IpC World Championships (Christchurch, new Zealand, January 2011) and to ensure that athletes were in the best possible position to be selected to the Australian team to compete at the 2011 IAAF World Championships (Degau, South Korea, August 2011) via performances at the major selection trial, the 2011 Australian Athletics Championships (Melbourne, April 2010)

VIS track and Field athletes work with individual coaches at training venues across the state. the VIS track and Field program Manager, together with specialist staff, provide support to athletes and coaches via the delivery of a coordinated service program (sports medicine, sport science, physical preparation, ACe) and competition support for each athlete.

this financial statements cover Athletics Victoria Inc as an individual entity. Athletics Victoria Inc is an association incorporated in Victoria under the Associations Incorporations Act 1981

1 Statement of Significant Accounting Policies

Basis of Preparation

the financial report is a general purpose financial report that has been prepared in accordance with Australian Accounting Standards, Australian Accounting Interpretations and the Associations Incorporation Act 1981.

Australian Accounting Standards set out accounting policies that the AASB has concluded would result in a financial report containing relevant and reliable information about transactions, events and conditions to which they apply. Compliance with Australian Accounting Standards ensures that the financial statements and notes also comply with International Financial reporting Standards. Material accounting policies adopted in the preparation of this financial report are presented below and have been consistently applied unless otherwise stated.

the financial report has been prepared on an accruals basis and is based in historical costs, modified, where applicable, by the measurement at fair value of selected non-current assets, financial assets and financial liabilities.

Accounting Policies

(a) Fixed Assets

the assets have been recorded at cost and the policy of the Board is to annually reassess the market value of the fixed assets and depreciate accordingly, to show the lower of cost or net realisable value.

(b) Income tax

the Association is exempt from income tax by virtue of Section 50-45 of the Income tax Assessment Act 1997.

(c) revenue

the surplus/deficit from projects completed during the year transferred to the income and expenditure statement represents the net of revenues (including revenue received by way of grants to some projects) and expenses of those projects.

(d) Inventories

Inventories are measured at the lower of cost and net realisable value.

(e) Goods and Services tax

revenues, expenses and assets are recognised net of the amount of GSt. receivables and payables in the Balance Sheet are shown inclusive of GSt.

(f) Comparative Figures

When required by Accounting Standards, comparative figures have been adjusted to conform to changes in presentation for the current financial year.

(g) provisions

provisions are recognised when the Association has a legal or constructive obligation and represent the best estimate of the amounts required to settle the obligation at the end of the reporting period.

(h) Subsequent events

Athletics Victoria Inc is relocating business premises from olympic park to Albert park during 2011/12. It is probable that there will be costs associated with this move that cannot be foreseen at this stage. It is also likely that normal business operation will be disrupted and that this may have an effect on financial outcome.

Report on the Financial ReportWe have audited the accompanying financial report of Athletics Victoria Inc. (the Association) which comprises the balance sheet as at 31st March 2011 and the income statement, statement of changes in equity and statement of cash flows for the year ended on that date, a summary of significant accounting policies and other explanatory notes and the statement by members of the board.

Board’s Responsibility for the Financial Reportthe board of the Association is responsible for the preparation and fair presentation of the financial report in accordance with Australian Accounting Standards (including the Australian Accounting Interpretations) and the Associations Incorporation Act 1891. this responsibility includes designing, implementing and maintaining internal control relevant to the preparation and fair presentation of the financial report that is free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

Auditor’s Responsibilityour responsibility is to express an opinion on the financial report based on our audit. We conducted our audit in accordance with Australian Auditing Standards. these Auditing Standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. the procedures selected depend on the auditor’s judgment, including the assessment of the risks

of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial report in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the board, as well as evaluating the overall presentation of the financial report.
