Annexure I – General Terms & Conditions / Tenderer Information

1. MINIMUM CRITERIA FOR SHORTLISTING

i. Tenderer should be registered with Department of Tourism, Govt. of India/State Govt. A copy of the said registration is to be enclosed herewith.

ii. Tenderer(s) should have a minimum of three year experience in running similar service as mentioned

in the scope of our tender document and produce proof of the same in the form of Orders, Contracts, and Certificates of registration of firm/company or other documents of similar nature.

iii. The Tenderer must have been awarded and successfully executed minimum one contract each from

any Govt / PSU /MNC/ Company during the last three years. (Proof for the same to be enclosed)

iv. The Tenderer/Tenderer should own at least a total of 75 vehicles in the name of the Tenderer/Proprietor. Documentary evidence in the form of RC Book, Insurance Policy etc. should be submitted.

This includes our recommended minimum requirement of: 1. Cabs 50 nos. Alto, Santro & Nano will not be permitted. 2. Tempo Travelers (17 seater) 4 nos. 3. SUV’s ( 8 Seater) 5 nos. 4. Eeco (7 Seater) – 6 nos. 5. Commercial Cars (Sedans) – 10 nos.

Disqualification Even though the Tenderer meets the eligibility criteria for short listing as stated above, they are subject to be disqualified if it has: (i) made misleading or false representation in the forms, statements, and attachments submitted; (ii) records of poor performance since the time he has been in business of its incorporation, as on the date of application such as abandoning the work, rescinding of contract for which the reasons are attributable to the non-performance of the Tenderer, inordinate delays in completion, any history of litigation / arbitration awarded against the Applicant or any of its constituents or financial failure due to bankruptcy etc.; (iii) Been debarred by AISATS or its parent and/or affiliate companies as on the date of application submission of the bid; (iv) Involved in corrupt and fraudulent practices as mentioned herein below. (v) Any other criteria as AISATS may deem fit. AISATS reserves the right to disqualify at its sole discretion the bids of such Bidders who have been involved in any litigation with AISATS in the last 5 years immediately preceding the date of this Tender and/or are at present involved in any ongoing litigation or arbitration proceedings with against AISATS. The Tenderer shall not have any conflicts of interests with regard to the submission of their bids and performance of the Services mentioned herein under. Any Tenderer found to have such conflicts of interests, at any time, shall be liable to be disqualified.

A consistent history of legal orders/awards against the Tenderer shall result in rejection of the Bid. Suppression of any information or material in this regard would be construed as a fundamental breach and AISATS reserves its right to take appropriate action including cancellation of the bid, black-listing forfeiting of the Earnest Money Deposit and Bank Guarantee etc., as may be deemed fit and proper by AISATS at any time without requiring giving any notice to the Bidder in this regard. Any company blacklisted by AISATS or its parent and/or affiliate companies is prohibited in participating in this Tender. Canvassing in any form entails the Tenderer for disqualifications. If any Tenderer is found influencing or intimidating other Tenderers/tender process, its Bid is liable for disqualification. Please note that any falsification/suppression of any information required to be submitted by the Tenderer could lead to the disqualification from the Tender.

2. TIMINGS / CATEGORIES Note: Timings given in Annexure- III. AISATS reserves right to change the timings / route, which will be binding on the Tenderer.

i. Category I – Pickup & Drop Basis - FIRM

The vehicles should pick up the respective AISATS Staff from the routes as decided by AISATS (through congruent technology partner), so as to reach the airport before scheduled time and drop as well.

ii. Category 2 – Shuttle Service (Mahipalpur) Ring Route - FIRM

The vehicles should pick up the respective employees from the route as per Annexure III so as to reach the airport before scheduled time. Similarly the employees should be dropped after office hours as per the schedule in the annexure III. This service needs to be provided to AISATS employees on display of identity card and first cum first serve basis. AISATS Female Staff are not be permitted / allowed to board the shuttle during 8pm to 7am as per DEL Police Mandate.

iii. Category 3 – Shuttle Service (Rest of Delhi & NCR) - OPTIONAL

The vehicles should pick up the respective employees from the shuttle route as decided by AISATS so as to reach the airport before scheduled time. Similarly the employees should be dropped as per route after office hours and as per the schedule. This service needs to be provided to AISATS employees on display of identity card and first cum first serve basis. AISATS Female Staff are not be permitted / allowed to board the shuttle during 8pm to 7am as per DEL Police Mandate. Maximum Two-way radius distance from IGI Airport shall be 90kms.

iv. Category 4 – On Monthly Hire Basis- For Cars.- FIRM

The vehicles on retention basis should perform duty as per timings decided by AISATS. However, if there is a requirement, the particular vehicle may have to perform extra duty for which payment will be made as per the contract rates agreed upon. The Retention vehicle will also be used for pickup & drop services at the discretion of AISATS.

ANNEXURE II – Scope of Work

Objective:- To provide transport to AISATS Employees at Delhi as per the Transport Policy of the Company. Location: - Pick up and Drop from Employee residences to Delhi International Airport or any other location as per operational needs. Hours of operation:- 24x7x365 Operational Requirements:- Basic Criteria:

1. To provide transport services to eligible employees as per the policy 365 days a year in 24/7

environment. This may be scaled up/down depending on the operations requirements and prior information of 30 days to be given to the Tenderer to augment/reduce resources for the same. However Tenderer may work on a buffer of approx. 25% of the above numbers.

2. Selected Tenderers shall provide infrastructure which shall be dedicated to AISATS 24X7x365. Here

it should be noted that cabs / vehicles assigned to AISATS shall not be used for any other purpose. Detection of usage to other companies during audit shall attract penalties including suspension or termination of services. Undertaking to the effect should be given by the successful tenderer(s) along with the agreement.

3. The Selected Tenderer shall accept the usage conditions only through the software installed by the

company. No manual operations shall be permitted. In case the Tenderer does any manual trip which is not authorized by the company, AISATS shall not pay for those trips.

4. One month cooling period for the new Tenderer shall be provided to understand and implement the

congruent technology. The Tenderer should agree to implement the congruent technology successfully.

5. The Selected Tenderer should agree to the settlement process through our congruent technology

partner only and comply with the process requirements. AISATS shall ensure that the complete process is consistently done on a daily basis to ensure smooth settlement of bills and dispute resolution.

6. The Selected Tenderer shall have an established business of cab / shuttle / vehicular services to similar undertakings including PSUs for a period of 3 years or more. Credentials for validation like existing contracts or POs, client references etc. may be provided at the time of tender submission.

Transport to be provided on the following guidelines A. Category 1- PICKUP AND DROP BASIS (FIRM) Tenderer must make a provision of not less than 50 Vehicles with a seating capacity of 4 passengers plus driver for providing adequate service Cabs to be provided for Female staff only during 8pm to 7 am, 365 days as per Delhi Police Mandate. Areas in Delhi to be covered as follows:

1. East Delhi 2. Central Delhi 3. North Delhi 4. North West Delhi 5. South Delhi 6. West Delhi 7. Gurgaon 8. Faridabad 9. Noida 10. Ghaziabad

Terms and Condition for Transport Fleet (Cabs)

1. All vehicles should have GPS installed and compatible to the congruent technology partner.

All details for the compliances should be completed within 30 days of award of the LOI to the successful tenderer.

2. Zero tolerance in statutory compliances. Each cab should have 100% compliance in regard to driver and cab (documentation). Without appropriate documentation, the cab will not run on route.

3. There shall be no deviation to the routes as assigned by congruent technology partner.

4. Driver information (Copy of drivers Bio-data, police verification, Cab documents (RC, license,

permit etc.) should be updated in our congruent technological system before assigning duties. In case of new driver, individual’s document should be submitted in advance to the AISATS Transport representative.

5. Any misconduct on part of drivers and Tenderers’ staff will be viewed very seriously and

action including termination of the contract will be initiated by the company.

6. Mobile no. of all drivers to be updated in our congruent technological system mandatorily. 7. In case of breakdown, alternate transport arrangements shall be provided by the Tenderer

within 30 minutes.

8. Tenderer shall maintain full & complete accounts to adequately substantiate its work-record and shall produce such records for AISATS Audit, or an Auditor appointed by AISATS. This will include all Driving Licenses, Fitness certificates, Pollution Control certificate, Insurance papers, and tax fulfillment papers, permits and any relevant document deemed necessary and on relevant government documentation in original.

9. Any kind of penalties fine due to violation of the traffic rules and regulation shall be borne by Tenderer and AISATS shall not accept any liabilities towards the same.

10. If the vehicle provided by Tenderer under this agreement, meets with an accident or gets damaged, that shall be solely at Tenderer’s risk and cost.

B. Category 2- SHUTTLE SERVICE - Mahipalpur Ring Route (FIRM) Tenderer must provide not less than 2 vehicles having a seating capacity of not less than 16 including driver. (1 ring route, 2 vehicles+1 backup). 1. Mahipalpur – 24x7x365, 16 trips a day as per Schedule (Annexure–III) This service needs to be provided to AISATS employees on display of identity card and first cum first serve basis. AISATS Female Staff are not be permitted / allowed to board the shuttle during 8pm to 7am as per DEL Police Mandate. This shuttle route may be used for staff movement between IGI Airport and Delhi Administrative Office as well. C. Category 3- SHUTTLE SERVICE – Rest of Delhi & NCR – (OPTIONAL) Tenderer must provide vehicles having a seating capacity of including driver as listed below. i. 7 Seater – 6 nos. ii. 8 Seater – 5 nos. iii. 17 Seater – 4 nos. Shift timings will be communicated at the time of finalization of the award of the Tender. This service needs to be provided to AISATS employees on display of identity card and first cum first serve basis. AISATS Female Staff are not be permitted / allowed to board the shuttle during 8pm to 7am as per DEL Police Mandate. Maximum Two-way radius distance from IGI Airport shall be 90kms.
