FA&CAO/WR’s Welcome Address FA&CAO/WR welcomed all the delegates. With rapid increase of IT in ticketing and RR generation Zonal Railways have been following varying practices of internal check at stations and in the traffic accounts offices. With the UTS coverage extending to almost 100% of ticketing activity and surge of on line ticketing, there was a need to collectively brainstorm and identify focus areas of internal checks to be carried out and also to identify new checks – systems audit, etc. besides adopting meaningful practices uniformly across the zones. Revision of codes is a must since these documents form the authority behind the checks performed so also is the need to upgrade staff skills and redefine role of Traffic Accounts. WR took the initiative to provide the platform for this much needed task and is grateful for FC(Railways) to encourage and direct the gathering in this effort. FC (Railways) Address: Over the last twenty years enormous strides have been made in the interface with customers both passengers and freight loaders and use of IT at front end and backend has transformed ticketing and issue of RRs. While core accounting systems would remain the same the areas of internal check need to be customised to suit the realities of the present day environment. Also there is a need to standardize these across the zonal Railways and formally revise codal procedures. There is also a need to drastically increase IT usage at stations and fully exploit available facilities in various systems i.e. PRS/UTS/FOIS, etc. to simplify the accountal processes so that full benefits of the computerization of these activities are passed on to the Traffic Accounts working, and reliable earnings MIS is provided to management on a real time basis.

Ascertaining actual apportioned earnings both goods and passenger within a few days after the close of any month is the need of the hour as against after two months which is the prevailing practice. She exhorted all zonal railways to work hard towards the goal of providing management with the position of actual apportioned goods earnings by the 7th of each month, in the shortest possible time. She shortly commended the WR initiative to provide the platform for all these reforms. Accounting reforms are one of the key focus areas of the Honorable Minister. With greater emphasis on cost centre and profit centre approach the day is not far when division wise apportioned earnings would be required. Moreover the role of Traffic accounts organization would need to be redefined. The role of Traffic accounts has to extend to systems audit and increased online checks with adequate training and exposure to the range of potential areas of IT frauds. Further with emergence of new and innovative models of pricing and also of varying models operations and management of rail transport, commercial finance will also have to be geared up suitably. She advised concerned officers of the Board to follow up the suggestions given with suitable inputs in the Commercial and IT Directorates of Rly Board to facilitate the outlined action and targets.

ANNEXURE-V The assistance required from Board is summarized below :

1. On-line Indent : Need to have on-line

module for indenting / vetting / printing /

distribution of PRS-UTS ticket rolls, for

checking the indenting, supply, continuity, in

use details of PRS/UTS tickets etc. as per

W.R. JPO.

Railway Board may issue instructions for

uniform procedure for online indent/ vetting/

distribution and for directing CRIS to provide a

module in UTS/PRS for online indent / vetting /

distribution of PRS / UTS Ticket Rolls.

2. Supersessional RR : The issue of abnormal

delay in printing/issue of supersession RRs to

be addressed as it leads to double accounting

in loading/earnings.

Instructions may be issued by Railway Board for

strict compliance of Supersessional RR circular

issued by Railway Board vide C.C. No..01/2014

dated 11/07/2014.

3. Introduction of System Checks : Access

to system of booking viz. PRS & UTS for

conducting internal check by Traffic Accounts

and TIAs.

Railway Board is requested to get this provision

made available to all zonal railways by issue of

suitable directions to CRIS.

4. Check of cancelled tickets : Revision in

instructions for these checks across the zonal

Railways and in commercial instructions from

Railway Board.

1. Railway Board may issue nomination of

committee (suggested–FA&CAO/T–W.R., E.R.,

N.R., N.W.R.) and its terms of reference etc.

2. Commercial Directorate to be advised for

reduction in cancellation time.

5. Development of systems for Audit for –

1) Booking through electronic mode

2) Audit of online booking

Railway Board to constitute a committee

including member from Traffic Accounts and

CRIS (FA&CAO/T – N.R. & CRIS) to prescribe

appropriate system check for PRS, UTS, FOIS,

Mobile Ticketing, etc.

6. Issue of manual of instructions for TIAs Railway Board may approve W.R. to

incorporate best practices and forward draft

MISA on behalf of Zonal Railways.

7. Revision of threshold Limit for e-booking

of PRS Tickets: Threshold limit of deposit

under rolling statement scheme from Rs.3Cr.

to 5 Cr. was emphasized.

Railway Board may issue directives.

8. Review of HDFC Bank role in IRCTC Railway Board may issue directives.

9. Generation of online Balance Sheet -

Generation of on-line Balance Sheet for

Coaching and Goods with connected annexure

like Credit Authorization, Remittance Notes,

Concession Summary, Error Sheets etc. SCR

to implement on-line Balance Sheet and

SCR’s module to be rolled out on Indian

Railways.

Review Meeting to be conducted by Railway

Board with SCR and issue of directives from

Commercial Directorate to CCMs of Zonal

Railways for implementation of Online

generation of Balance Sheet.

10. Goods Apportionment Board to review progress of Stt. 7C generation

with W.R. in September 2015.

11. Revision of Codal Paras in Accounts

Code Vol. II

Board to accord approval to suggested changes

incorporated in Annx. IV.
