ORDER:- 1. In the Government Order first read above, the Government among other things have ordered that Tamil Nadu Open University shall give recognition to Community Colleges for offering job oriented programmes. For granting recognition, the following fees structure has been prescribed.

2. In the letter second read above, the Director, Indian Centre for Research and Development of Community Education has stated that in the consultation held on 3rd of July, 2008 between the Community Colleges and Tamil Nadu Open University, Chennai, it was agreed that the Community Colleges may be exempted from the payment of refundable deposit of Rs.50,000/- ordered in the Government order first read above.

3. Accordingly, the Registrar, Tamil Nadu Open University, Chennai-25, In his letter third read above has submitted proposal for waiving of collection of refundable deposit of Rs.50,000/- for Community Colleges run by Voluntary Organizations, since it is difficult for them to mobilize the amount and keeping in mind the target group they are serving.

He has therefore requested the Government to issue an amendment to the G.O.Ms.No.:163 Higher Education (K2) Department, dated 22.05.2008.

4. The Government have examined the proposal of the Register, Tamil Nadu Open University, Chennai -25, in detail and they have decided that refundable deposit of Rs.50,000/- need not be collected from the Community Colleges run by the Voluntary Organization since they impart vocational and life coping skills to poor students belonging to disadvantaged sections of the society.

ORDER:- 1. While moving the Demand No.20, Higher Education Department 2012-2013 for Grants in the Legislature on 17.04.2012 the Hon’ble Minister for Higher Education made the following announcement:

2. The Registrar, Tamil Nadu Open University has stated that the Tamil Nadu Open University has established 185 Community Colleges in the State of Tamil Nadu. These Colleges have been established in Polytechnic Colleges, Industrial Training institutes (ITls) , Educational Institutions, Industries, Hotels and Voluntary Organizations serving for the poor. Community College movement is marching on and it is emerging as a collective and Community effort to serve the most deserving and disadvantaged sections of the society. The Registrar, Tamil Nadu Open University has also stated that the Tamil Nadu Open University with the support of the Government Constituent Community Colleges may be established in each district headquarters of Tamil Nadu for the benefit of the local community for providing immediate job opportunities. 3.The Constituent Community Colleges should have the following major functions:-

(i) Giving wide Publicity among local Community about the concept of Vocational Education Programme, benefits of Vocational Education Programme, the role of Tamil Nadu Open University in promoting Community Colleges, the role of Government of Tamil Nadu in promoting Community Colleges, Admission Procedures, Employment opportunities etc.

(ii) Admitting students for the Vocational Education Programmes activated in their respective Community Colleges, sale of application forms, sale of application form by post, collection of filled in application form from willing learners, collection of required fee along with relevant educational qualification documents, data entry

of admission forms and forwarding admission data along with admission form and enclosures to the head quarters.

(iii) Organizing counseling, practical, spot assignment test, evaluation of assignments and placing the students for internship.

4. The Registrar, Tamil Nadu Open University, Chennai has also stated that the various programmes will be offered through Constituent Community Colleges to be established by Tamil Nadu Open University based on the local community requirement. The Principals of the Constituent Community Colleges will select / identify the Industries as Industrial Partners for internship of Community College students. Dependidng upon the trade the Principal should also have a tie-up with relevant industries for hands-on training and skill development. 5. The Government after careful examination has decided to establish Tamil Nadu Open University Constituent Community Colleges in all the districts. The Government has also decided that the Constituent Community Colleges be established in the first phase at Chennai, Coimbatore, Dharmapuri, Madurai and Tiruchirappalli during the year 2012-2013 and issue orders accordingly. 6. The Government also direct that the expenditure both recurring and non-recurring for the Community Colleges as detailed in the Annexure to this order be met by the Tamil Nadu Open University out of its own revenue without seeking assistance from the Government. 7. The Government further direct that the Constituent Community Colleges be established in rental buildings till land is identified and building constructed in the above 5 districts by the Tamil Nadu Open University. 8. The Registrar, Tamil Nadu Open University shall make necessary arrangement for MoU between Government Polytechnic Colleges and Tamil Nadu Open University, Chennai to use the infrastructure facilities such as labs, workshops for training the students and Academic Expertise for improving skills. 9. 2. The Registrar, Tamil Nadu Open University, Chennai has stated that the University started functioning with a student population of 9400 in the year 2003-2004 has achieved a total student enrollment of around 4,00,000 in eight years of time which is a phenomenal growth in terms of student admissions in a short span of time. The University is functioning with the following divisions which are entrusted with the important task of fulfilling the learning needs of students operating from the Head Quarter, Chennai:-

(1). Student Support Services Division

(2). Material Production and Distribution Division

(3). Student Registration and Evaluation Division

3. The Registrar Tamil Nadu Open University, Chennai has also stated that the above important Divisions of the University function only from the Head Office of the University at Chennai, difficulties are encountered in redressing students’ grievances in an effective way. Hence it is felt, if Zonal Centers are established in various Regions of the State, redressal mechanism of grievances of students can be made more effective because of decentralization and proximity. He has therefore sent proposal that Zonal Centres of Tamil Nadu Open University, Chennai at Srirangam and Coimbatore district at an estimated cost of Rs.43,44,000.00 may be established comprising of staff salary, maintenance of Zonal centres and infrastructure facilities and also to establish the above Zonal centres in a rented building at initial stage subsequently action will be taken to construct own building.

4. The Government after careful consideration accord sanction to establish Zonal Centres by the Tamil Nadu Open University, at Srirangam and Coimbatore at an expenditure of Rs.43.44 lakh as detailed in the Annxeure to this order.

5. Government also direct that the expenditure on the above said Zonal Centres be met by the Tamil Nadu Open University out of its own resources without seeking Government grants.

6. The Government also direct that the norms and cost estimate as mentioned in the Annexure to this order to be followed scrupulously while establishing Zonal Centres at Srirangam and Coimbatore.

7.The order issues with the concurrence of Finance Department vide its U.O.No. 24046/Edn-1/12, dated 14.5.2012.

Prisons – Complete waiver of course fees of University for all prisoners who enroll from Mahatma Gandhi Community College in Tamil Nadu Prisons in the Tamil Nadu Open University – Orders - Issued.

ORDER:- The Prison Department is conducting various Educational and Vocational Training Programmes in different prisons through the Community Colleges with the help of Tamil Nadu Open University, with view to improve upon the employment and self-employment opportunities for the prisoners towards rehabilitation. In order to make this programme more organized, systematic and structured these activities were brought under the name of Mahatma Gandhi Community College for the Tamil Nadu Prisoners with multi-campus in Central Prisons and other major prisons as study centres. Recently, Mahatma Gandhi Community College (MGCC), approved by the Tamil Nadu Open University is established in the Tamil Nadu Prison Department with multi-campus facility in all Central Prisons and major Prisons in the State. The Mahatma Gandhi Community College will coordinate with Tamil Nadu Open University and Indian Centre for Research and Development for Community Education, Chennai. The services of existing community colleges, approved by Tamil Nadu Open University, will be utilized for conducting theory and practical sessions at 9 Central Prisons, Borstal School, Pudukottai and Special Prison for Women, Puzhal, Vellore and Trichy and the course fees will be met from the fund sanctioned by the State Government.

2. The Courses offered through the Community Colleges, apart from the Vocational Diploma Programmes, will be very useful for jail inmates to get basic education and basic skills and then to get employment after their release. At present the Tamil Nadu Open University is giving 50% concession in course fees to all Jail inmates. The Government of Tamil Nadu has been sanctioning adequate funds for meeting the expenditure towards course fees etc.

3. At present the prisoners who have enrolled through Mahatma Gandhi Community College for various Vocational Courses offered by the Tamil Nadu Open University are being given 50% fee concession of the category-wise prescribed Programme Fee. The remaining 50% of the fee prescribed for the Programme is shared between the Community College and the University in the ratio of 57.5% and 42.5% respectively. A sum of Rs.1,750/- (i.e.) 50% of the Programme Fee is being collected from the inmates of the prisons against the prescribed programme fee of Rs.3,500/- which is being collected from other students. Out of this concession fee amount of Rs.1,750/-, the University share amount is Rs. 744/- (42.5%) and the share amount of the Community College is Rs.1,006/- (57.5%). The University share amount of Rs.744/- is being utilized to meet out the expenditures incurred towards preparation, printing and distribution of course materials etc. to each inmate. The Community College share amount of Rs.1,006/-is utilized to meet out the expenditures incurred towards academic activities such as organizing Counseling Session, Conduct of Practical Classes and Assignment Evaluation.

4. In Budget Speech 2011-2012 the following announcements were found place:-“Establishment of Mahatma Gandhi Community College – The Mahatma Gandhi Community College has been established in Central Prison, Puzhal and 8 other Central Prisons for imparting vocational courses this will facilitate reforms and rehabilitation of the inmates.”

5. The Director, Indian Centre for Research and Development of Community Education has stated that since the prisoners are the most marginalized group they are happy to undertake the conduction of classes for the 2nd batch of students. They are also happy to arrange for the resource fee for the trainers as they have done for the 1st batch. Department of Prisons will not incur any financial expenses with regard to the resource fee for the trainers.

6. The Registrar, Tamil Nadu Open University has stated that “it was resolved by the Syndicate of the University that the University share of Rs.744/- (42.5% of the Tuition Fee) per Jail inmate for the Certificate / Diploma Programmes offered through Mahatma Gandhi Community College, be waived”.

7. Therefore, the Additional Director General of Police/Inspector General of Prisons has requested the complete waiver of University fees for all prisoners who enroll from Mahatma Gandhi Community College in Tamil Nadu Prisons in the Tamil Nadu Open University which will go a long way in facilitating education for more prisoners.

8. The Government after detailed examination have decided to accept the proposal of the Additional Director General of Police / Inspector General of Prisons. Accordingly, the Government direct that the complete share of course fee of University for all prisoners who enroll admitted through Mahatma Gandhi Community College in Tamil Nadu Prisons in the Tamil Nadu Open University be completely waived.

9. This order issues with the concurrence of Finance Department vide its U.O.No.17543/Home/II/2012, dated 27.03.2012.

--------- ORDER:- The Community college system in India aims at the empowerment of the disadvantaged through appropriate skills development leading to gainful employment thus making a qualitative difference in the lives of the urban poor, rural poor, tribal poor and women in collaboration with local industrial establishments and potential employers, voluntary organizations after taking into account the opportunities available for employment and self employment in the local area. This has been included in the Eleventh Five Year Plan for establishment and funding recommended by the Ministry of Human Resource Devlopment and University Grants Commission.

2. The Hon’ble Minister for Higher Education during the demand for Higher Education (2007-2008) in the Tamil Nadu Legislative Assembly has announced that the Government will encourage the establishment of Community Colleges and take steps for their integration with the University System by providing Vertical Mobility to those who complete their study in the Community Colleges.

3.The following proposal for implementation of Community Colleges in the State has been arrived at tentatively, so as to provide vertical mobility to such candidates to enable them to pursue higher studies in affiliated college and universities as follows:-

Level – 1: Below 10th std. candidates (school drop –outs) : They are eligible for admission in certificate programmes in Community Colleges with 16 credits – 6 month duration. After completion of the above certificate course, students can take up a bridge course of 16 credits in Community Colleges, which will make them eligible to pursue courses for which 10th Std pass is minimum qualificatoion.

Level –II: 10th Std. pass candidates: They are eligible to take one year Diploma Programme of 32 credits in Community Colleges.After completion of the above Diploma Course, students can take up a Bridge course of 32 credits, which will make them eligible to pursue courses for which +2 pass is the minimum qualification.

Therefore they become eligible to enter into first year Degree Course in affiliated colleges of Conventional Universities / Open Universities and Distance Education Institutions.

4. The views of the Vice-Chancellors of the Universities under the control of Higher Education Department and University Grants Commission have been obtained. Considering the fact that Tamil Nadu Open University is presently offering different programmes of study through Distance Education Mode and only, Tamil Nadu Open University will be officering the Open University courses (Non-formal Distance Education programme) to all those who have completed 18 years, the

Government considered that the Tamil Nadu Open University will be empowered to frame norms, Ruiles and Regulations to maintain quality and standard in the Community College System.

5. Accordingly, the Registrar, Tamil Nadu Open University has submitted proposals for the establishment of Community Colleges system in Tamil Nadu in Polytechinkics, industries. Hospitals, Hotels and Voluntary Organisations.

6. The Government have examined the proposals of Registar, Tamil Nadu Open University, in detail and they have decided to establish the community colleges in polytechnics, industries, Hotels and in Voluntary Organisations excluding the scheme in Hospitals. They accordingly issue the following orders for the establishment of Community colleges in Tamil Nadu:-

(i) Following types of community colleges can be established.

(a). POLYTECHNICS:

Polytechnics can start the Community Colleges in their won campus itself in the specialized vocational programmes required by the industries in their locality for the development of skills, utilizing the infrastructure and faculty available in the Polytechnics in the evenings and weak and holidays. The practical training can be offered in the workshops/ laboratories, related to the skills.

(b). INDUSTRIES:

Industries can start Community Colleges to offer courses related to their area of opration, so that the skilled labours working in the industry without proper qualifications and certifications can take up these courses for the enhancement of their skills and for certification. In this connection , they have to attend only theory classes during the evening or week ends in the Community Colleges, set up by the industries within their premises. Practicals can be exempted for them as they are already working in the same trade in the industry.

(c) HOTELS:

Hotels with 100 rooms and restaurants in semi urban / rural & 150 rooms in Municipal Corporation area and 200 rooms with restaurants in Chennai can start the Community Colleges to offer courses related to the hotel industry for the enhancement of the skilled labour working in the industry for certification and also for the development of skills related to the Hotel industry for the students in their locality. Both theoretical classes and practical training can be given tin the hotel and the restaurants.

(d) VOLUNTARY ORGANIZATIONS( NGOS):

Voluntary Organizations, who have already established Community Colleges and offering skill development programme with industrial tie-up for providing practical training can also apply for recognition.

(ii) The non – industrial agencies should have a strong tie-up with industries, where internship and hands on experience will be provided and the evidence of tie-up should be submitted to Tamil Nadu Open University along with the application. No Community College other than industries and Hotels shall be given recognition without industrial tie-up.

(iii) Tamil Nadu Open University will give recognition to Community Colleges for offering Job Oriented Programmes. The recognized Community Colleges will conduct any of the following Vocational Education Progrmmes offered by Tamil Nadu Open University.

• DTP Operator • Early Childholod Care education • Fashion Designing and Garment Making • Diploma in Apparel and Fashion Design • Refrigeration and Air Conditioning Technician • House Electrician • Catering Assistant • Four wheeler Mechanism • Beautician • Plumbing

Additional Certificate / Diploma courses in other trades in consultation with industries and voluntary organizations can also be offered by Tamil Nadu Open University.

(iv) The Tamil Nadu Open University will supply study materials, conduct examinations, evaluation and award Diploma / Certificates.

Community Colleges will carry out activities related to publicity of the courses, conduct of theory classes and practical training.

(v) The following infrastructure and other facilities are to be provided by Community Colleges:-

(A) FOR COMMUNITY COLLEGES IN INDUSTRIES / HOTELS

I. Infrastructure

i. Class rooms

ii. Laboratory Workshop / Equipments and instruments for offering practical training.

iii. Small Library / Computer Centre / Office

II. Faculty: i. Co-ordinator /Principal

ii. Work skilled teachers one per course based on requirement. iii. Lab Assistant for offering practical training based on requirement.

III. EQUIPMENTS: Equipments required for offering practical training in the relevant trade

IV. FURNITURE: Minimum Furniture required in Class rooms / Laboratory / Workshop/ Computer Centre.

(B) FOR COMMUNITY COLLEGES ESTABLISHED BY THE VOLUNTARY ORGANISATIONS: I. Infrastructure

1. Office cum Principal and staff room - 500sqft. 2. Class rooms per course based on requirement - 250sqft. 3. Laboratory per course based on requirement - 300 sqft. 4. Library - 300 sqft.

5. Computer Centre (required only for computer related courses) - 300 sqft. 6. Toilets - 300 sqft.

II. Faculty

1. Principal or Co-ordinator with Degree/Diploma qualification 2. Work skill Teacher with Diploma / Degree / ITI Certificate in the Trade 1 per course

based on requirement. 3. Lab Assistant – 1 in each Lab based on requirement. 4. Assistant / Data Entry Operator -1.

III. Equipments: As prescribed by Tamil Nadu Open University for each course.

IV. Furniture:Required number of furniture for class rooms, laboratories, Library, Computer Centres, Office, Staff Rooms & Principal’s Room should be provided.

(vi) Tamil Nadu Open University, which given recognition to the Community Colleges is empowered to frame Norms, Rules and Regulations to maintain quality and standard in the Community Colleges system.

(vii) The fee structure for giving approval by Tamil Nadu Open University shall be fixed as follows:-
