Without prejudice to the powers of this Board under the Water (Prevention and Control of Pollution) Act, 1974, and the Air (Prevention and Control of Pollution) Act, 1981 and without reducing your responsibilities under the said Acts and after going through your proposal for achieving the effluent and gaseous emission standards, it is to inform you that this Board grants you permission to establish for expansion in existing plant for Sponge Iron - 30,000 Metric Tonnes/Year, Induction furnace unit - 150000 Metric Tonnes/Year, Rolling Mill-150000 Metric Tonnes/Year, Ferro Alloys [2x9 MVA] -30000 Metric Tonnes/Year, Power through WHRB Route - 06 Megawatt, Power through FBC route - 12 Megawatt and Coal Washery - 1440000 Metric Tonnes/Year at Khasra No.- 728/4. 729/5. 729/7. 731/1. 731/3. etc., Total area- 24.009 Hec. Village — Sarora, P.O. - Tilda, District - Raipur (C.G.), subject to fulfillment of following terms and conditions. Terms & Conditions: -

1. Industry shall provide adequate facility for proper treatment of industrial and domestic effluent and shall ensure that the treated effluent quality meet the standards prescribed by Board published in Gazette Notification dated 25.03.88. Treated effluent shall be utilized either in process or for plantation within premises. Industry shall make arrangement of suitable drains/pipe networks to ensure adequate flow for full utilization of treated effluent inside the premises. No effluent shall be discharged out of premises under any circumstances. The parameters of treated effluent shall not exceed the following limits : -

Chhattisgarh Environment Conservation Board may further stipulate stringent limit depending upon environmental conditions.

2. Any liquid effluent what so ever generated from industrial activities shall not be discharged into the any river or any surface water bodies under any circumstances, and it shall be reused wholly in the process/operation/plantation. All the industrial effluent generated shall be re-circulated/reused after proper treatment, The un-treated/treated domestic effluent shall not be discharge into the river or any surface water bodies. Industry shall make proper arrangements of suitable drains/pipe networks to ensure adequate flow for utilization of treated effluent inside the premises. No effluent shall be discharged outside of factory premises in any circumstances. The concept of zero discharge shall be strictly maintained all the time.

3. Industry shall provide adequate measuring arrangement for the measurement of water utilized in different categories and effluent generated before commissioning of the plant.

4. Construction of effluent treatment plant for industrial and domestic effluent (as per proposal submitted along with application) shall be taken up simultaneously with other construction activity.

5. Industry shall provide adequate and efficient air pollution control equipments at all point of emission and ensure that emission of particulate matter shall not exceed 30 mg/Nm3 from FBC based power plant and from any other point source. 50 mg/Nm3 under any circumstances. Industry shall install Electro precipitator (ESP) with sponge iron and FBC based power plant unit. Bag filter with fume extraction system shall be installed with induction furnace and submerged electric arc furnace. Bag filter shall be installed with coal washery unit. Industry shall install appropriate air pollution control equipments of adequate capacity and high efficiency to control the dust emission from various emission sources. Chhattisgarh Environment Conservation Board may further stipulate stringent particulate matter emission limit depending upon environmental conditions.

6. Industry shall provide appropriate dust suppression/dust extraction system at all fugitive dust emission sources such as raw materials handling, product and wastes handling section, conveying system,

transfer points/junction points, stock house etc. All conveyor belt, all transfer points, all junction points etc. shall be covered to avoid fugitive emission.

7 Height of stacks attached to various emission sources shall not be less than as per notification/ guidelines of Ministry of Environment, Forest and Climate Change, Government of India/Central Pollution Control Board or 30 meter (whichever is more). Adequate arrangement for stack emission monitoring shall be provided with the stack.

8. Ambient air quality within the factory premises shall not exceed the standards prescribed by Board.

9. Adequate number of permanent ambient air quality monitoring stations (at-least four) shall be set-up in the down wind direction as well as where maximum ground level concentrations of Suspended Particulate Matter, Sulphur Dioxide and Oxides of Nitrogen are anticipated in consultation with the Board. Monitoring network shall be designed taking into account the land use pattern, location of the stacks, meteorological conditions and topographic features including existing ambient air quality data. Data on ambient air quality and stack emission shall be submitted to the Board every month.

10. Reduction in fugitive emissions due to transportation (which contribute the air pollutants such as suspended particulate matter in ambient air in the nearby residential, rural and other areas) of raw material and finished products shall be done in the existing transport system by adopting appropriate measures and infrastructure development.

11. Industry shall install separate electric metering arrangements with time totalizer for the running of pollution control devices. These arrangements shall be made in such a fashion that any non-functioning of pollution control devices shall immediately stop the electric/raw material supply to the production unit and shall remain tripped till the pollution control device/devices are made functional again.

12. Industry shall provide proper arrangement to control the noise pollution. Industry shall install appropriate noise barriers/control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation to control the noise. The ambient noise level shall not exceed 75 dB (A) during daytime and 70 dB (A) during nighttime within factory premises.

13. Industry shall install fly ash brick plant of at least 20,000 bricks per day capacity within one year from date of issue of this letter.

14. Industry shall ensure transportation of raw material like coal, iron ore etc. in mechanically covered vehicles within one year either from date of issue of this letter or from date of commissioning of the unit which ever is latter.

15. Industry shall comply the provisions stipulated) in Notification no. S.O. 3305 (E) Dated 07/12/2015 issued by Ministry of Environment, Forest and Climate Change.

16. Industry shall install on line emission monitoring system in sponge iron, FBC based power plant and Rolling mill stacks.

17. All internal roads shall be black topped. Good house keeping practices shall be adopted by the industry.

18. All raw materials shall be stored above ground level with pucca platform in covered area. Industry shall provide safe and scientific arrangement for handling, storage and disposal of all solid wastes such as; ETP Sludge, etc. The slag generated shall be utilized for road making and low-lying areas filling within premises etc. The dust collected in air pollution control system and sludge in settling tank shall be utilized for filling in low-lying area inside premises, road development etc. Adequate arrangements shall be provided for proper storage, handling etc. of all solid wastes generated to avoid any fugitive emission. The low-lying area within premises/outside premises filled by solid wastes shall be reclaimed by proper leveling, covering with soil and plantation without delay. All the other solid/hazardous waste generated shall be properly utilized or disposed off in environment friendly manner. A time bound action plan shall be submitted to reduce solid waste, its proper utilization and disposal.

19. Extensive tree plantation with local broad leaf plant species at all around the factory premises and in the open areas available within the factory premises shall be carried out. Industry shall abide by the decisions taken by Ministry of Environment, Forest and Climate Change, Government of India / Central Pollution Control Board / State Government / Chhattisgarh Environment Conservation Board from time to time in this regard.

20. Industry shall submit characterization report of all the waste generated. As per characterization report, if any waste comes under the purview of Hazardous and Other Wastes (Management and Trans Boundary Movement) Rules, 2016. Industry shall obtain letter of authorization under Hazardous and Other Wastes (Management and Trans Boundary Movement) Rules, 2016 from the Board.

21. Garland drains with appropriate check dams shall be provided all along the other raw materials, solid wastes such as; metal scrap, air pollution control system returns in air pollution control devices storage areas etc. to avoid any possibility of erosion (wash-off) during rain. Garland drain (size, gradient & length) and sump capacity shall be designed keeping 50% safety margin over and above the peak sudden rainfall and maximum discharge in the area adjoining the site. Sump capacity shall also provide adequate retention period to allow proper settling of silt material. Sedimentation pits shall be constructed at the corners of the garland drains. The surface run-off shall be de-silted through a series of check dams and drains before re-use.

22. Industry shall adopt rainwater-harvesting technique in the project area and residential area (if any) for recharge of ground water. The rain harvesting technique shall be incorporated right from the design stage of all structures. Industry shall develop rainwater-harvesting structures to harvest the rainwater for utilization in the lean season as well as to recharge the ground water table.

23. Industry shall use fly ash brick, fly ash block and fly ash based products in the construction/repairing activities. Industry shall also use fly ash for filling low-lying areas within plant premises.

24. Industry shall establish an environmental management cell to carryout function relating to environmental management under the supervision of senior executive who is directly reporting to the head of organization. Industry shall setup laboratory facility for collection and analysis of environmental samples under the supervision of competent technical personnel.

25. Necessary fund shall be provided for implementation of the above conditions and the conditions to be incorporated in the 'consent to operate' of the Board and for environmental safeguards. The funds earmarked for environmental protection measures shall be kept in separate account and not diverted for any other purpose.

26. Industry shall obtain statutory clearances/licenses from concerned Central Government/State Government Departments, Boards, Bodies and Corporations etc. before establishment of plant. Industry shall follow direction issued by Central Government/ State Government, Central Pollution Control Board/Chhattisgarh Environment Conservation Board from time to time regarding control of water & air pollution and for environmental conservation.

27. The issuance of this 'permission to establish' of Board does not convey any property rights in either real or personal property, or any exclusive privileges, nor does it authorize any injury to private property or any invasion of personal rights, nor any infringement of Central, State or Local laws or regulations.

28. Industry shall follow any other conditions given at the time of grant of consent under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.

29. Any change in product, production capacity, process, raw materials used, project profile etc. shall be intimated to the Board and prior permission of the Board shall be obtained for the same.

30. This permission to establish shall be valid for the period of five years effective from the date of issue of this letter. This permission to establish shall be treated as cancelled in case; no construction activity has been started on the site regarding establishment of the industry during this period. Chhattisgarh Environment Conservation Board reserves the right to extend the validity period / not to extend the validity period/ cancel /withdraw the permission to establish of the industry,

- based on the construction activities carried out on the site regarding establishment of the industry.

31. Board reserves the right to amend/cancel any of the above conditions, stringent the emission/effluent limits stipulated above and add new conditions as and when deemed necessary in the interest of environmental protection, change in the project profile or non- satisfactory implementation of the stipulated conditions etc.

The consent (for operation) as required under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 shall be granted to your industry after fulfillment of all the conditions mentioned above. For this purpose you shall have tip make an application to this Board in the prescribed Proforma at least two months before the expected date of commissioning of the plant. The applicant shall not without valid consent (for operation) of the Board bring into use any out let for the discharge of effluent and particulate matter/gaseous emission.

Yes Sheds have been constructed for storage of some of the raw materials. Other raw materials will be stored in storage yards and products.

Fume extraction system with bag filters will be provided to control the fugitive emissions from Induction Furnaces will be collected through hoods then treated in bagfilters to bring down the particulate matter in the exhaust gases to within the standards and then discharged into the atmosphere through stacks whose heights are in accordance with CPCB norms. Unloading areas will be provided with water sprinklers to prevent the fugitive dust. All conveyors will be completely covered with GI sheets. Hence there will not be any major deposition of pollutants into the air/land/water.
