Trans-sectoral workshop on spatial planning for ecological connectivity
and sustainable use of natural resources

Participate in discussions and share your experience on the topic!
We will briefly introduce some relevant EU projects and seek a dialogue with experts from key sectors on experiences, problems and helpful approaches to integrate biodiversity conservation concerns into spatial planning processes.
As a concrete example of trans-sectoral collaboration a guided tour along the river Talfer will provide insights into revitalisation measures of the Talfer riverbed to enhance ecological connectivity in the centre of Bolzano, which is Alpine Town of the Year.
To conclude the day we invite you to join us for a farewell drink after the workshop. The workshop will be multilingual (English, German, Italian), translation will be provided.

Diskutieren Sie mit uns und bringen Sie Ihre Erfahrungen zum Thema ein!
Wir präsentieren Kurzinformationen zu einigen relevanten EU Projekten und suchen den facherüber-greifenden Dialog mit Experten aus wichtigen Sektoren. Es sollen Erfahrungen, Probleme und hilfrei-che Ansätze ausgetauscht werden um den Naturschutz zielführend in die Raumplanung einzubauen.
Als konkretes Beispiel zur fachübergreifenden Zusammenarbeit lädt Bozen, als Alpenstadt des Jahres, zu einer geführten Exkursion entlang des Talfer-Flusses ein. Hier gewinnen wir Einblicke in Revitali-sierungsmaßnahmen zur ökologischen Vernetzung der Talfer im Zentrum von Bozen.
Zum Ausklang des Tages laden wir Sie nach dem Workshop noch auf einen kleinen Aperitif ein.Der Workshop wird dreisprachig sein (en, dt, it), für Übersetzung wird gesorgt.

Introdurremo brevemente alcuni importanti progetti Europei e cercheremo un dialogo con esperti dei settori chiave sulle esperienze, problemi, e utili approcci per integrare la conservazione della biodiversi-tà nei processi di pianificazione spaziale.
Come esempio concreto di collaborazione trans-settoriale un tour guidato lungo il fiume Talvera darà indicazioni sulle misure di rivitalizzazione del fiume per migliorare la connettività ecologica nella città di Bolzano, la Città alpina dell‘anno .
Il giorno si concluderà con un drink di saluto al termine del workshop.Il workshop sarà multilingue (inglese, tedesco, italiano), la traduzione sarà garantita.

10:45 Discussion with participants on activities, problems and opportunities in the region related to the themes of the different projects, around specific questions (for all participants).
The discussion will be moderated by Andreas Riedl, International Commission for the Protection of the Alps – CIPRA, South Tyrol:
Common aims (future vision) of the spatial planning services and the other sectorial public services
Does spatial planning take into account issues such as biodiversity conservation, ecosystem services, and ecological connectivity? If yes how?
Do the different sectors consider any of these aspects when planning sustainable use of natural resources? If yes how?
How does inter-sectorial collaboration for nature protection in the Alps work in this region? Could it be improved? What are the particular difficulties?
Are there differences between approaches in the Alpine and Carpathian regions (inputs from the BioRegio experience)
Do regional laws, regulations, policies and measures suffice to comply with own (or EU) goals and targets, and to what extent are EU programmes useful or where are there gaps?
Is there public participation in decision-making? How does this help or hinder the governance of natural resources? Does it allow conflict avoidance or resolution? (e.g. experiences from the regional development planning – Landschaftsentwicklungsplan)

Die Diskussion wird von Andreas Riedl, Internationale Kommission zum Schutz der Alpen - CIPRA, Südtirol, moderiert:
Gemeinsame Ziele (Zukunftsvision) der Raumplanung und der anderen sektoriellen öffentlichen Dienstleistungen
Berücksichtigt die Raumplanung Themen wie Biodiversität, Ökosystemleistungen und ökologischen Berbund ? Wie?
Setzen sich die verschiedenen Sektoren mit diesen Aspekten bei der Planung einer nachhaltigen Nutzung der natürlichen Ressourcen auseinander? Wie?
Wie funktioniert die fächerübergreifende Zusammenarbeit für den alpinen Naturschutz in dieser Region? Könnte es verbessert werden? Was sind die besonderen Schwierigkeiten?
Gibt es Unterschiede zwischen den Ansätzen in den Alpen-und Karpatenregionen (BioRegio Erfahrung)
Sind regionale Gesetze, Verordnungen, Richtlinien und Maßnahmen ausreichend, um eigene (oder EU-) Ziele und Vorgaben zu erfüllen, und in welchem Umfang sind die EU-Programme nützlich oder wo gibt es Lücken?

La pianificazione territoriale rende conto di aspetti come la conservazione della biodiversità, i servizi ecosistemici, e la connettività ecologica? Come?
Questi aspetti sono presi in considerazione dai diversi settori nel momento in cui si pianifica l'uso sostenibile delle risorse naturali? In che modo?
In che modo la collaborazione inter-settoriale per la protezione della natura nelle Alpi funziona in questa regione? Potrebbe essere migliorata? Quali sono le difficoltà che si incontrano?
Esistono differenze tra gli approcci utilizzati nell'area alpina e quelli delle regioni dei Carpazi (l'esperienza BioRegio)
I diversi livelli di legislazione (locali,regionali, nazionali) politiche e misure sono idonei al raggiunigimento di quanto richiesto dai propri obiettivi e da quelli dettati dall’UE? Quanto incisivi si dimostrano oggi i programmi comunitari e quali limiti incontrano?
Vi è la partecipazione del pubblico ai processi decisionali? In che modo si sviluppa? È da ritenersi di aiuto o di ostacolo alla governance delle risorse naturali? Può rivelarsi uno strumento utile al superamento del conflitto decisionale? (ad esempio le esperienze di pianificazione dello sviluppo regionale - Landschaftsentwicklungsplan)
